Board of Directors Meeting: The summer meeting of the Board of Directors of the Washington State
Rifle and Pistol Association will be held on Sunday, April 29, 2018 at 10:00AM at the Tacoma Rifle & Revolver Club
classroom.
Official Announcement – Annual Meeting of the membership: In accordance with
the bylaws, the regular annual meeting of the members of the Washington State Rifle and Pistol Association will be held on
Sunday, April 29, 2018 at 12:00 PM. The location of the meeting will be at Tacoma Rifle & Revolver Club, 8503 Chambers
Creek Road W, University Place, WA. The agenda for the meeting will be to discuss the financial status of the association,
the election of the officers and the ‘Class of 2021’ board of directors, and any other business deemed appropriate.
Agenda Items for the April 29th meetings: Any association member who has an issue he wants
discussed at either the regular annual meeting or board of directors meeting should submit the item to the secretary to have
it included on the agenda. An item may also be brought up from the floor at the meeting.
Wanted – Members who are willing to serve: This is an open call to WSRPA members. We
are looking members that would like the opportunity to serve on the board of directors of the Washington State Rifle and
Pistol Association. Members representing Vancouver, Spokane, and the eastern part of the state are especially needed. This
is an opportunity to give back to your shooting sport. Anyone who is interested and desires more information may contact
the secretary. You may submit your name in advance, or just attend the meeting.

(Quick and dirty this week. I just got back on the redeye from the SHOT (Shooting, Hunting, Outdoor Trades) Show in Las
Vegas. All kinds of new toys that our Dave Workman will be covering in future articles.)
SB 5992 (“bump stock ban) passed the Senate on a 29-20 vote. It now goes to House Judiciary for their consideration. Given
that the bill had a couple of Republican co-sponsors and four Republican Senators voted “aye” on final passage, it will likely
sail through the House and go to the governor. The impact of this is very limited, and if this is all that passes the legislature
this session, we will be very lucky indeed.
SB 6415, by Sen. Hunt (D-22), and HB 2736, by Rep. Doglio (D-22), would require “express permission” from the
homeowner before allowing a CPL holder carrying a concealed pistol in a residence. Violation is a misdemeanor plus FIVE
YEARS’ LOSS OF CPL. “Express permission” is not further defined in the law. What constitutes “express?” Permission
in writing? Video of owner granting permission? Court affidavit? Notarized statement?
The version of HB 1122 that passed out of House Judiciary last week was amended to follow the original language from
HB 2319 introduced in 1997 (and gave rise to I-676 when it failed to pass the legislature that year). It drops the term
“community endangerment” and returns to a form of reckless endangerment, it applies only to children who unlawfully
access a firearm, and it defines “child” as anyone under the age of 18.
SB 5553 (suicide prevention, voluntary waiver of rights) passed out of the Senate January 24th on a 49-0 vote. It now moves
over to House Judiciary.
A public hearing on several gun bills was conducted by House Judiciary on Thursday, 25 January. Testimony, pro and con,
was taken on HBs 2666 (repeal state preemption), 1387 (background check on “assault weapons”), 2422 (restrict/ban “high
capacity” magazines), 2293 (banning firearms in day care facilities) and 2519 (return of seized CPLs). It is interesting to
note that not only were the anti crowd turned out in orange t-shirts for enhanced visibility, but for the first time (to the best
of my recollection) pizza was catered in for this. But this was just a spontaneous grassroots turnout. Right! It’s nice to have
millionaire sugar daddies.
The Senate Law & Justice committee will hold a public hearing on SB 6418 (possession of concealed firearm(s) in someone
else’s residence) at 10:00 a.m. on January 30th. Senate Law & Justice will consider SBs 6297 and 6298 in Executive Session
(vote to pass out of committee) on Friday, February 2nd, at 10:00 a.m.

Cascade Shooting Facility hosts
Combined Service Pistol – Service Rifle Matches by Duane Hatch
A few years back, Jerry Bentler began running combined service pistol and service rifle matches. These matches have
become quite popular and are just a lot of fun! They are usually held during the months of September through January, after
the end of the outdoor rifle season. The thinking was that if rifle shooters got exposed to pistol, and pistol shooters got
exposed to rifle, it would be better for both sports. Also, the plan was to have the September match registered with the
Civilian Marksmanship Program (CMP). If more shooters participated in these Excellence-in-Competition (EIC) “leg”
matches, more leg points would be available. Competitors would have more opportunities to acquire the necessary points
toward their Distinguished Awards.
The course of fire for these matches results in 60 shots for both the pistol and rifle stages.
Dec 10, 2017 - On a chilly December day, fifteen hardy competitors shoot the slow fire stage of the match.
The pistol stage: The September CMP sanctioned match has the slow fire stage fired at 50 yards, with timed and rapid fire
at 25 yards. The other “club” matches have all firing done at 25 yards, shooting the equivalent of two National Match
Courses. Two slow fire targets are shot, followed by two timed fire targets and two rapid fire targets.

number of reasons, with rain being at the top of the list. Also, with less daylight, the match goes quicker at 200 yards. The
club matches, to help new rifle shooters, begin with the prone slow fire stage. This helps shooters get a good zero on the
gun, and get comfortable shooting, before moving on to the sitting and standing stages.
Great for new competitive shooters: These matches are great for shooters who are new to either rifle or pistol shooting.
Cascade Shooting Facility owns a number of service pistols and match grade AR-15s that can be used by shooters who do
not yet own their own. Jerry and his team who run the match, as well as experienced shooters, are willing to assist and coach
newer shooters. And, these club matches are really just fun!

also display bullet velocity at the

“military grade” laptops.

2017-18 WA State Junior Olympic Air Pistol Championship
Twelve Juniors competed in the 2017-18 WA State Junior
Olympic Air Pistol Championship with juniors from Graham Jr
Shooting Club and Vancouver Rifle and Pistol Club.
Six Junior women competed in the women’s Air Pistol event
this year over the five women Juniors we had last year. Having
six women competitors, we met the USA Shooting requirement
to have six or more competitors to have USA Shooting
recognize the match winner as our State Champion. Last year,
due to only having five women compete, USA Shooting did not
recognize a State Champion.
The men’s Air Pistol event was down one competitor from last
year giving us a total of seven competitors for the men’s event.
Women only had to shoot 40 shots whereas the men had to shoot
60.
Next year, ISSF and USA Shooting have updated their rules making both the women’s and men’s events to compete with
the same number of shots now, so both will need to shoot 60 shots in the Air Pistol event.

The Wildlife Committee of Washington’s (WCW)
Garand/Springfield/Vintage/Modern Military Game by George Smith
On December 17th, the Wildlife Committee of Washington’s (WCW) held its last Garand/Springfield/Vintage/Modern
Military Game for calendar year 2017. In the photograph below are the competitors for this game with their rifles. All
categories were represented except for Springfields.
WCW has been in existence for over 75 years and is located just 20 miles from downtown Seattle. The club is a special
resource available to over 3 million residents in the region and offers programs in education, training with resources for
venues in rifle, pistol, shotgun and archery.
The club has a high power shoot for 11 months of the 2018 year beginning in February. Five are CMP games and are
scheduled for the second Sunday in February, March, October, November and December. More information on the club’s

NRA Smallbore Rifle F-Class National Championship To Debut

The National Rifle Association Board of Directors has approved a Smallbore Rifle F-Class National Championship. This
new event will be conducted concurrently with the 2018 NRA National Smallbore Rifle Championships, at the Wa-Ke'De
Rifle Range in Bristol, IN.
F-Class is the brain child of the late Canadian rifleman George “Farky” Farquharson, for whom the discipline is named.
Farquharson developed the sport in the early 1990s as an outlet for high power shooters, “of a certain age,” who were facing
the challenges of diminished eyesight, reflexes, and strength in sling shooting, yet wished to continue competing.
Farquharson’s idea was to use scopes and bipods to shoot at a smaller target than the sling shooters at long range. F-Class
has caught on with multiple segments of the shooting community, and it is growing rapidly as a shooting discipline.
Details of the new national championship are being finalized, but here’s the general concept: there will be several daily
aggregates of 40 shots each at 50 yards, and a Dewar course of fire―20 shots at 50 yards and 20 at 100 yards. The target
will be the NRA A-50/A-51 at short range, and the NRA A-33 at 100 yards. The specifics of the match such as rifle
requirements, rests, and sights may be found in the Provisional Smallbore Rifle F-Class Rules (Section 23), found on page
65 of the current NRA Smallbore Rifle rulebook. Any rules not covered in Section 23 will be referred to in the normal rules
of Sections 1 through 22.
NRA Board Member Howard J. “Walt” Walter shared more details about the equipment needed to participate in the new
championship.
“No elaborate equipment is needed for competition―any rifle chambered for .22LR, with either metallic or telescopic sights
mounted, and a bipod will work fine. A shooting mat and a spotting scope rounds out the basic equipment that’s needed. If
you have been shooting smallbore rifle for any time, you probably already have all the equipment that you need to be
competitive.”
Walter added, “While equipment is important, the real test will be a shooter’s ability to read the wind and keep up with the
changes before pulling the trigger.”

The 2017 Northern Rockies LR F-Class Regional by Jay Christopherson
The 2017 Northern Rockies LR F-Class Regional was shot this past weekend in Missoula, MT, at Deep Creek Range. This
is a 3-day, long range regional F-Class match consisting of 2 individual days and 1 team day. The individual days are a 105-
shot aggregate, consisting of a 45-shot Palma (800/900/1000) followed by a 20-shot x 1000 (Day 1) and a 40-shot x 1000
match (Day 2). The team match is a 45-shot per team member Palma match (800/900/1000).
This is the 4th year I have traveled to shoot this match and as always, it was an excellent match. Jamey Williams does an
outstanding job of herding cats and ensuring that the match runs smoothly. Bob Evans ran the line and really did an excellent
job of keeping everyone safe and the match moving. Having him there to run things really made a difference in freeing
Jamey up a bit I thought.

MATCH NOTES:
So, let me just get this out of the way. Conditions were generally pretty good. Not perfect, but near to. There was enough
change to push you out of the 10-ring if you were not careful, but overall, about as consistently good as you can expect.
There was also some smoke haze, particularly on Friday and Saturday, that made seeing the target a challenge and looking
at mirage was basically impossible. But, for all that, the wind was mostly very, very kind.
The FTR matches had some interesting side notes - Tom Hubbard, the 2nd place winner, had some equipment issues before
the match started. He ended up borrowing another shooter's rifle and shooting his ammo out of it at 800 yards and things
did not turn out well. For the rest of the match, he borrowed another shooter's rifle (closer to his rifle's chamber) and just
about made it all the way back for the win. Some very impressive shooting there. Justin Covey, the winner, has only been
shooting for two years and shot an impressive HM score. In fact, note that the two top FTR shooters both shot HM scores!
Finally, John Van Santford, the 3rd MW, is normally a very accomplished sling shooter. This was his first match shooting
FTR. I'm not sure if he'll be able to completely remove the taint, but I'm sure there might be some NW FTR shooters who
are just as happy to see him go back to sling.
The F-Open matches were very close throughout - after Day 1, I believe there were 10 shooters within 5 points of each other
and some very nice scores shot at the various stages. A whole lot of Master's (and an Expert and SS!) made a lot of ground
into receiving their HM cards after this match. If your local 1000-yard range is not conducive to "leveling up" (i.e.,
Rattlesnake) your class, Deep Creek might be able to help you.

In the team matches, the "Washington F-Open" (formerly, Team High Life WA and no, not for the reason you think) team
scored 1794-121X, which we believe is the pending National Record has been confirmed to be the new National Record.
The most recent pending record that I am aware of, was 1789-100X, set at the recent 2017 Berger Southwest Nationals. The
standing record was 1786-104X. We were very excited when our shooting held up at 1000 yards to break the record.
As always, the match featured a catered BBQ dinner on Saturday along with a very nice prize table. The sponsors were very
generous, and the prize winners were very excited. We're all grateful when our matches feature great sponsorships.

2017-18 WA State Junior Olympic Air Pistol Championship
We had 58 Juniors compete in the 2017-18 WA State Junior
Olympic 3-Postion Smallbore Championship with juniors
competing at Vancouver Rifle and Pistol Club, Spokane Jr Rifle,
and West Seattle Totems. The participant is up by 4 juniors from
last year.
In the women’s event, we had 26 women juniors compete for
the State Championship Title. With a score of 562, Cassidy
Wilson was able to hold repeat as State Champion. Emme
Nelson was 2nd Place, with a score of 561, just 1 point behind
Cassidy. Taylor Christian won the tie breaker for 3rd place.
On the men’s side, Alec Patajo put up a 577 score to win State
Champion. In 2nd Place is Tyler Horn with a 573, and Kellen
McAferty came in 3rd place with a scores of 568. For the Team
event, match winner was VRPC Dream Team; members include
Tyler Horn, Casper Schadler, Aiden Moon, and Kylie Delaney.
Overall it was very competitive, and we should see several of these juniors get invites to compete in the 2018 USA Junior
Olympic National Championship.
