A Message From The President
The following is an overview of ongoing activities at NNAI. If you have any questions or concerns please
let me know, 907-398-0884.
Ninilchik General Store (NGS): As reported in the last newsletter, NNAI has partnered with the very
successful UCI/Sea Lion Village Corporation, and is now the co-owner of the Ninilchik General Store
Facility. It had a very successful grand opening and is now called Ninilchik Trading Co. NNAI will
soon see a small return on our investment. There is also a possibility of a new hardware store
opening in NNAI’s building next to the office.
Ninilchik Traditional Council (NTC): We are continuing our efforts with NTC and are conducting scoping
meetings to see what benefits we can contribute to each other.
Real Estate: We are in the process of selling one of the Northern Solitude lots to NTC for one of their
H.U.D. projects. Land sales on a whole have been extremely low. The board is looking at financing
opportunities for the construction of roads and drive ways for Tikahtnu Heights subdivision; this
would help with sales as presently there is no access.
White Mountain: White Mountain continues to bid on new contracts. The Board of Directors is cur-
rently looking at all options for White Mountain. This past year White Mountain had a very low re-
turn on the few contracts it was awarded. NNAI is analyzing the possibility of increasing the
amount White Mountain bids and/or the possibility of selling the company. NNAI no longer has a
preferred status under the 8(a) program, therefore profits are limited.
Susitna /Watana Dam: All CIRI village corporation land owners, such as NNAI, are members of a joint
working group to ensure proper permitting and use of Native land. We held meetings and have
agreed on a universal permit and fee structure. Cook Inlet Villages are currently waiting on the final
signatures from the Alaska Energy Authority (AEA) and CIRI for the indemnification of the project,
as well as the payment that could potentially bring revenue to NNAI.
Gravel: NNAI continues to work with CIRI on potential gravel sales. We have completed testing and
permit checks for our NNAI pits to supply upcoming summer projects.

A Message From The President
Oil and Gas Development: There continues to be development in the Ninilchik area however, it is
mostly centered on private land. There is potential for involvement by NNAI in a new drill pad be-
ing built this summer in the Happy Valley unit (Oil Well Road out of Ninilchik). This project will re-
quire gravel resources that NNAI hopes to provide.
Further Investments: NNAI’s Board of Directors continues to look for more business ventures. The
challenge is the lack of capital, although we do have a few projects on the table. We are under
capitalized and cash poor. We need to partner or finance to make profitable ventures a reality.
Economic Summit: January 23, 2014 I attended the winter meeting for the Tikahtnu Forum. All CIRI
villages, tribes, and corporations, as well as CIRI gave updates on their business ventures. There
have been two CIRI Village Economic Summits to date and the next one will be moved to May to
focus on possible business ventures between the native corporations.
NCAI Powwow: This year Alaska will host the National Conference of American Indians (NCAI) with a
powwow in Eklutna June 8th-11th, 2014. Over 200 lower 48 tribes, as well as 229 Alaskan tribes and
many other Native entities, will all be meeting in Alaska. This will be a huge event, a true once in a
life time experience and a great honor for our Alaskan tribes and Native Organizations.
Upgrades/Updates: In the upcoming months please look for our updated website. We plan to go live
the first of March. Look for future meeting dates, minutes, current events, financial updates and
shareholder forms. There has been a lot of office work done catching up on old estates and share-
holder records. If you have any questions, please contact our office.
Best regards,
Richard ‘Greg’ Encelewski, NNAI President

LAND & RESOURCE HIGHLIGHTS OF 2013
Over this year of operations, NNAI has had the opportunity to bring closure to a number of out-standing land and resource issues, as well as to develop new ventures and agreements which have brought about new revenue and partnering options with both immediate and long range benefits.
The following is a quick summary of a number of the achievements that we have been fortunate to realize in 2013.
ANCSA 12(a) ENTITLEMENTS
NNAI met all of its final required actions that made complete our
ANCSA section 12(a) original entitlements, and deeds granting these
lands to NNAI received by your corporation during 2013.
ANCSA 12(b) LAND CONVEYANCES NNAI also completed our final land selections under section 12(b) of
the Act, and also received reconveyance deeds for these lands
(totaling over 53,000. acres) on March 01, of 2013.
LAKE CLARK ADJUSTMENTS
Also in 2013, following receipt of deeds for NNAI 12b lands, the cor-
poration completed selection decisions and fulfilled our only remain-ing land entitlement issue which was the reconveyance of adjust-
ment acreage back to CIRI as required under the 1986 Lake Clark
Land Exchange Agreement.
TALKEETNA AREA OPPORTUNITIES
With NNAI receiving a significant portion of its ANCSA 12(b) land entitlements within the Talkeetna Mountains region of Alaska, new
possible revenue producing opportunities are beginning to be pre-
sented. NNAI, throughout 2013, has participated as an active mem-
ber of an alliance of Cook Inlet Villages that are presently consider-
ing revenue producing options that could result from a proposed
dam-site project along the Susitna River at Watana Creek. OIL & GAS PARTNERING
NNAI has been able to make a few short term leases on small pads and a fenced yard here in Ninilchik.
Our goal is to find long term opportunities to partner and/or provide services to companies working in hy-
drocarbon exploration.
GAS FACILITIES EASEMENTS The “Red Pad” pipeline easement development and construction was completed by ENSTAR contractor
CONAM Construction, and received final inspections by NNAI in 2013.
SEISMIC RESEARCH SUPPORT
Hilcorp Alaska and subcontractor CGG-Veritas (CGGV) completed field seismic work on NNAI lands
and in the Ninilchik area. In addition to revenues from contractual access agreements, several
NNAI shareholders were able to gain short term employment on aspects of the projects as well. NNAI and Hilcorp Alaska, along with other Cook Inlet Villages, negotiated an additional revenue pro-
ducing agreement for added seismic field studies on lands across Cook Inlet near the Iniskin Penin-
sula in 2013 and beyond.
Access rights and their associated revenues arising under previous contracts for seismic exploration
activities, continued into a portion of 2013. Although these previous contracts have run most of their term and are expiring, there are pending interests in additional seismic and project access
needs.
It is hoped that greater partnering opportunities and ventures may result from these studies and that more
job opportunities will develop as Hilcorp continues to work on oil and gas development in these additional
surveyed areas.
HELIPORT GROUND SUPPORT With the further development of our security fenced pad East of Ninilchik, NNAI has been able to provide
secure, revenue producing, support and operations areas to two helicopter service companies to date. An
additional request is pending in 2014.
OIL & GAS PROPOSED EXPANSION
With the numerous planned and permitted expansion projects cited by local industry partners and the
The Ninilchik Natives Association, Inc. Winter 2014
7
Alaska Division of Oil & Gas, NNAI is taking steps to align our service capabilities and materials resource
capacities to meet upcoming opportunities. Our capacity to provide immediate sources of gravel or sand to
meet expansion and new construction requirements is being enhanced. These expanded opportunities have already provided some added revenue in 2013 and into the 2014 fiscal year with the renegotiation
and extension of existing rental agreements on NNAI owned properties.
REAL ESTATE SALES
Property sales from previously developed subdivisions owned by NNAI have remained at historically low
levels. Although this is an area-wide result of economic downturns and slow recoveries, the corporation
continues to aggressively pursue marketing opportunities. We have revised and adopted new pricing levels to better match current realistic market conditions, and have pending offers.
CONSTRUCTION SUPPORT PADS
Contracting crews for projects related to the natural gas pipeline installation on our southern-most Tall
Tree units, utilized rented lay-down pads and materials storage sites in 2013. Much of these rentals have
been discontinued presently as the project ends. Continuing from 2012, ROADWAYS IMPROVEMENT
Repairs to storm damaged roads on NNAI lands were completed in 2013 in heavily washed-out areas. Sev-
eral, major repairs were completed on significant access bridges as well. This included re-decking and
abutment repairs on two bridges along the Lake Rd and the 1200 Rd.
HABITAT & CONSERVATION
The corporation has just closed out qualifying projects and received inspections and agency approval for the 2013 fiscal year accomplishments under our USDA/NRCS conservation practices grant. All costs plus
significant financial incentives are paid to NNAI for each year of the program contract which will end in
2014.
SCIENTIFIC REASEARCH SUPPORT
NNAI has accommodated limited, but crucial scientific studies in research fields related to the enhance-ment of our land and protection or resources. These accommodations further promoted good corporate
land, forest, or resource stewardship
GRAVEL AND MATERIALS SALES
2013 brought a marked improvement in the sale of both sorted and pit-run sand and gravel materials over
the previous year or two. Sales were up in both smaller quantity sales for driveways, etc., as well as larger
materials needs projects like oil & gas support pads and facilities expansions. GENERAL ACCESS PERMIT FEES
The corporation continued to provide access permits on a developed fee basis over the
2013 year.
SHAREHOLDER MOOSE HUNTS
NNAI Land and administrative staff organized and managed the 2013 Moose Hunting Program which, again, was limited to NNAI Shareholders. The limit on access was due to
the significant decline in the quantity of moose qualifying for harvest.
WEST COOK INLET DEVELOPMENT
In 2013 NNAI had begun to pursue several avenues for possible partnering that might lead for utilization of
lands that NNAI owns near Crescent River. Improvements from previous years operations which include a
gravel airstrip, operations camp, and cabins designed for recreational and tourism related opportunities are presently in place. One of our prospective and most interested parties however, suffered very serious
company changes following a severe aviation accident near Soldotna on the Kenai Peninsula. Other op-
tions are to be pursued and assessed throughout 2014.
NNAI is grateful for this year’s opportunities and we look forward to what 2014 will bring.
Jim and Sharon Clark
Ninilchik and NNAI welcomed a new
member to our community on Saturday Dec. 7th.
Ninilchik Trading Company’s Grand Opening com-
menced at 9:00am with a ribbon cutting by shareholder Nick Cooper. Greg Encelewski
and Jim Clark spoke to the crowd and a blessing was given by Kit Pherson.
Special discounts and door prize drawings were featured throughout the day. Santa
stopped by for a visit and there was ample opportunity to sample some of their well
known meat/food products.
The improved General Store, as locals have known it forever, now offers Ninilchik the lux-
ury of fresh meat, a plethora of produce closer than 45 miles. Still here are the old favor-
ites of ice cream, gifts, and home town smiles.
“We will never be perfect but we will always try to improve.”
