NEMHS Rules & Important Information
Classes offered herein are covered by the Rules
and specifications of the current USEF Rule
Book and will be conducted and judged in
accordance therewith unless noted otherwise.
IMPORTANT NOTICE: Entries will be accepted on
a first come, first serve basis. Please enter early.
ELECTRICITY FOR STALLS should be used for
essential items only such as horse fans, clippers and
vacuums. Non-essential items-refrigerators, air
conditioners, etc. are to be limited and you may be
asked to discontinue use if a power problem exists. An
additional fee could be assessed for excessive use of
electricity.
The NEMHS & NEMHA reserve the right to refuse
entries.
THREE PRONGED CORDS AND FANS
POLICY: The use of two wire extension cords (ZIP
cords) will no longer be allowed on the fairgrounds as
they are deemed unsafe in agricultural settings. All
extension cords must be GROUNDED (3wire/prong)
cords. All appliances (ie. Fans, clippers, etc.), must
have a UL approved label attached. It is
recommended that old fans with ungrounded cords be
replaces with fans that have 3 wire grounded cords.
1. All Owners, Trainers, Riders, Drivers, and
Handlers (excluding Lead line & Walk Trot)
competing in an AMHA Regional Championship
must be members of The American Morgan
Horse Association or pay an AMHA non-
member fee of $45.00 and the United States
Equestrian Federation or pay a USEF Show Pass
fee of $45.00.
USEF Eligibility Statement: Life, senior active and
junior active members shall be eligible to participate
in all classes at Regular Competitions, Eventing
Competitions at the Modified Level or above and
Combined Driving Competitions at the Advanced
Level, Dressage, Reining and Vaulting Competitions
and Endurance Rides. A non-member may

participate as a handler, rider, driver, owner, lessee,
agent, coach or trainer at Regular Competitions,
Eventing Competitions, Dressage Competitions,
Reining Competitions and Combined Driving
Competitions upon payment of a $45 Show Pass fee.
Participants in the following classes are exempted
from the Requirements of this rule: 1) leadline; 2)
exhibitions; 3) games and races; 4) classes for 4-H
members; 5) walk trot (exception: Friesian
performance FR218) and academy classes (academy
classes are classes limited to horses used regularly in
a lesson program); 6) USDF introductory level tests,
pas de deux and quadrille classes; 7) NRHA Endorsed
Reining Competitions. 8) Opportunity classes, 9)
citizens of other nations who have proof, in English,
of current membership in good standing of their own
National Federation, 10) USEA beginner novice
division; and 11) assistant handlers in Dressage Sport
Horse Breeding classes.
SAFE SPORT STATEMENT: All USEF Life and Senior
Active members, as well as participants who have
regular contact with minor athletes, are required to
comply with the U.S. Center for SafeSport training
requirement to be eligible to participate in the
competition. All participants must adhere to the U.S.
Center for SafeSport Code, USEF Safe Sport Policy,
and the Minor Athlete Abuse Prevention Policies.

2. Entries close June 7, 2021. Entries
postmarked later than June 7th, will be assessed $50.00
per horse (An Entry consist of a horse being entered in
1 class). Entries received after July 1 will be assessed
a fee of $100.00 per horse. There will be no post entry
fees charged at the show for regular or championship
classes if the horse was entered prior to the post entry
dates. DRESSAGE ENTRIES CLOSE June 7, 2021
changes cannot be accepted after July 1st. Late Fees
will be waived for any owner who has entries entered
prior to the closing date of 6/7/2021 and wishes to add
a late entry to existing entries if there are stalls
available. Payment for stalls must accompany request.
We are not responsible for e-mailed entries. On
Line entries can be made through Gaitkeeper.com
3. Transfer of entry fees will be accepted at no
penalty prior to the start of the show. After the start of
the show, transfers will not be accepted. Post entries
during the show must be made one session prior to
the session in which the class is held.
4. There is an office fee of $30.00 per horse.
5. There will be a charge of $50.00 for each
returned or declined check or credit card. A billing
fee of $25.00 will be charged to any account not settled
before leaving the show.
6. We are unable to split show fees among
exhibitors. We are unable to hold checks from
exhibitors. The registered owner or leasee is
responsible for payment of entire entry.
7. All entry fees and stall fees will be refunded on
request before the closing date for entries. After this
date, refunds of entry fees will be made due to bona
fide casualty to horse, exhibitor, or exhibitor's family
provided cancellation and appropriate certificates are
received no later than the first day of the show. Office
fees will not be refunded. At the discretion of the Show
Manager; stall fees may be refunded if the cancellation
is received in time to reassign the stalls to another
exhibitor.
8. Refunds: Refunds for golf carts, box seats, campers
and pre-order items will be refunded at the discretion
of the Show Manager, based on the availability to
resell or re-issue the item. All refunds are subject to a
$30.00 office fee.
9. Massachusetts Department of Public Health
requires that no equine over 6 months of age is
permitted at any horse show in the Commonwealth
unless it is accompanied by a negative Coggins Test
which was conducted within the previous 12 months.
Foals under 6 months of age shall be exempt from the
requirements provided that the foal is with its dam and
the dam is accompanied by an official negative
Coggins test. Further, the shows themselves require
that all horses must have a certificate to prove the
Eastern and Western Equine Encephalitis vaccination
has been administered. All horses will be required to
have a Health Certificate. Horses stabled in the state
of Massachusetts must have a current health certificate
dated after January 1, 2021. Out of state horses must
have a health certificate dated within 30 days.

10. A copy of AMHA registration papers and lease
agreement (if any) must accompany all entry blanks.
11. Permanent and temporary stalls (with doors) are
available on a FIRST COME FIRST SERVE
BASIS. Management reserves the right to limit the
number of tack or horse stalls.
Horse or Tack Stalls: $200.00
One night stalls are available, first come first serve
only if available at $60.00 per night. Exhibitors are
responsible for the condition of the stalls, stall doors
and walls may not be removed.
12. STALL PANEL REMOVAL POLICY:
Stall panels may be removed by approved NEMHS
Staff only. Please contact Show Manager.
There will be a $100.00 fee to put any stall panels back
up and must be done by fairgrounds personnel.
13. The use of green sawdust or over-bedding of stalls
is not allowed per fairground regulations. Non-
compliance to any of the above rules will result in
charges to the horse show from the fairground
association and will in turn be charged to the exhibitor
occupying the effected stalls.
14. THERE ARE TO BE NO STAPLES OR
NAILS PUT ON ANY STALLS.
15. NO STALL CHANGES AFTER JULY 9, 2020.
In order to fill stabling needs, it is required that any or
all requested stabling be backed up with payment
within 7 business days from the time of the request.
16. Footing: Main ring footing is a sand fiber mixture-
280'x80'. Warm up track is sandy loam, dirt mixture-
40'x2000'. Warm up rings and dressage area are stone
dust 250'x80'. The COVERED WARMUP ring is 144’
X 80’.
17. Parking: All vehicles must be parked in areas
designated by management. Parking will not be
permitted in front of barns or in fire lanes. All horse
trailers and vans must be parked in designated areas.
Failure to comply will result in towing at owners
expense.
18. Arrival of Entries: HORSES WILL NOT BE
ALLOWED ON SHOW GROUNDS PRIOR TO 7
AM ON THE FRIDAY PRECEDING THE
SHOW. However, stall setup may commence on the
Thursday preceding the start of the show. Exhibitors
traveling long distances that may need some
exceptions to these rules must make prior
arrangements with the show manager.
19. Departures of Entries: Horses must leave the
fairgrounds no later than Sunday August 1st, 5pm. Any
exhibitor needing exception to this rule must make
prior arrangements with the Show Manager.
20. Campers: CAMPER SPACE MUST BE
RESERVED IN ADVANCE. If you had a camper
spot in 2019, you will be sent a reservations form. If
you did not receive a form or if you are a new
“camper”, there is a copy in this prize list, on-line at
www.nemha.com or can requested from the show
secretary. Camper reservations are due June 1, 2020
to secure spots that you have had in the past.
Confirmation cards will be sent to those who have
made reservations by the June 1st date. Camper spaces
will be assigned by the horse show manager with
preference given to space(s) occupied in previous
years.
Camper Fees:
$250.00 Pop Up Campers-Contact Show Manager for
availability.
$375.00 Campers requiring 30 amp service or less for
the duration of the show
$500.00 for campers requiring 50 amp service for the
duration of the show. Camper spaces have water,
electrical and sewer.
Spaces not having sewer connections will be pumped
on an every other day rotation.
NOTE: STATE LAW PROHIBITS THE
DISCHARGE OF GRAY WATER ONTO THE
GROUND.

Camper Arrival: Campers will be allowed to arrive
starting on Thursday, July 22, 2021 between the
hours of 7am and 7pm. Campers arriving after
these hours will not be allowed to park until the
next morning.
ALL CAMPERS MUST BE PARKED WITH THE
ASSISTANCE OF THE CAMPER SUPERVISOR
FROM 7AM TO 7PM DAILY. CAMPERS WILL
NOT BE ALLOWED TO ARRIVE AFTER THE
COMMENCEMENT OF THE SHOW ON
MONDAY JULY 26, 2021.
21. AWARDS
A trophy and eight ribbons will be awarded in all
classes except as noted in certain Championships.
22. East Coast Championship Entries:
$75.00-First through sixth place ribbon winners in
specified qualifying classes of the respective East
Coast Championship
$100.00-All other entries showing in that division may
enter their respective East Coast Championship
provided they have been entered, shown, and judged in
that respective section.
23. Golf Carts may only be operated by Licensed
Drivers as defined in USEF Rule GR1301.7 Minors who do not have a valid driver’s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind, including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles, on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver’s license. The parent/legal guardian or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Violations of this rule will be cause for penalties against those responsible for the child committing the offense. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule. The unsafe use of personal electronic transport devices, as determined by the competition officials and management in their sole discretion, that do not require a driver’s license to operate, including but not limited to segways, hover boards, and single wheeled scooters is prohibited on competition grounds. Operating such devices in areas where people gather may be deemed
“unsafe use” if there is a risk of harm to others. If the operator of the device is a minor, the parent/legal guardian or individual who signs the entry blank as a parent or guardian of a minor operating the device in violation of this rule is accountable and may be subject to penalties. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule. Golf carts may not be operated
between midnight and 6:00 AM. Golf Carts will be
available for rental starting Monday July 26, 2021.

Golf Carts Reserved after July 15th will be charged
$500.00. *Golf Cart rental is for a 2 seat golf cart, we
cannot guarantee anything larger than a 2 seat.
24. Stabling Policy: Stabling Committee shall assign
stabling and will consider the following factors, not
necessarily in this order: Length of time the exhibitor
has supported the Show and/or NEMHA. Degree of
support of the Show, and/or NEMHA by the exhibitor,
give due regard to support by means of personal time
& efforts, support by contribution of money and
exhibition of horses. Whether prior stabling
assignments to the exhibitor have been more preferred
stabling or less preferred stabling. Judges and other
officials who have given up preferred stabling to
officiate will be eligible to receive comparable
preferred stabling assignments in the year following
their year of service to the show. In addition,
possessing knowledge of history and location on an
annual basis with careful consideration for the efficient
use of the total available stalls. Only Management may
reassign stalls. Reassignments may be necessary if an
exhibitor cancels after stall assignments have been
made or does not use all stalls assigned.
Entries requesting to be stabled with a particular
barn or trainer will not be considered unless your
name appears on their stable list on their entry
blank. We will do our best to meet these request, but
will be based on availability.
25. Vendor Policy: Exclusive rights to perform as an
official vendor on the show grounds shall be granted
only by written contract signed by the Manager.
PRESS PASSES FOR PHOTOGRAPHERS AND
PASSES FOR FARRIERS NEED TO BE
REQUESTED IN WRITING PRIOR TO THE
SHOW AND WILL BE ISSUED UPON
APPROVAL.
Any exhibitor requiring an outside vendor to provide
services normally provided by an official exclusive
service provider (i.e., veterinarian, blacksmith,
photographer, etc) shall notify the Manager with the

name, service or merchandise to be provided and the
time frame of the activity.
IMPORTANT: Outside vendors must register with
Management. Upon review by the Manager, a
temporary license to conduct a specific venture may be
provided. The Manager will determine the time and
scope of the temporary license. All vendors must be
properly licensed and provide acceptable insurance
coverage. Any fees or percentages to be paid to the
show will be determined by the Manager.
26. Box Seats: Box seats in sections of 6 may be
available. Please refer to the NEMHA Box Seat Policy
located on nemha.com. The Box Seat Renewal forms
will be mailed the first of the year and must be paid by
April 1, 2021. For more information contact John

27. Class Splitting Policy:
Qualifying classes may be split at the discretion of the
horse show management and will be posted outside the
horse show office prior to the start of the session. Each
section will be pinned. Classes with more than 24
entries will automatically be split.
Championship classes being split will have a call
back to pin one champion. Splits will be posted outside
the horse show office prior to the start of the session.
Splitting procedure: A sheet of class entries will be run
in numerical order. The office will split the class by
circling every other entry starting at the top of the page.
Those circled will be in the second half of the class;
those not circled will be in the first half of the class.
Should the class have an uneven number of entries, the
first half will be the section with one less entry. In the
event a Post entry is accepted in the class, it will be put
in the first section. The next post entry will be put in
the second section, etc. If an even number of entries
are in the class, any post entry, if accepted, will be put
in the first section. The next post entry will be put in
the second section. Management reserves the right to
refuse any additional (Post) entries once the class has
been split. It is the responsibility of exhibitors to check
to see that they have been entered in the proper classes
and split section.
PRIVATE PARTY POLICY All large private parties with an open invitation must be coordinated and approved by the show manager. AMHA RULES FORUM The Rules Committee of the American Morgan Horse Association invites you to participate in a discussion of proposed rule changes.
The forum will be held on the grounds at 1:00 p.m., Monday July 26, 2021.

Under Saddle and Hunter Hack Classes: Horses are shown at a walk, trot and canter both ways of the ring. Light contact with the horse’s mouth is required. Horses should be obedient, alert, responsive, and move freely. They should not be eliminated for slight errors. Judges may ask horses to hand gallop collectively, one way of the ring (no more than eight will be asked to hand gallop at one time.) All horses being considered for an award must be serviceable sound. To be eligible for an under saddle class counting toward a Championship, horses must be entered in at least one full point class over obstacles in the same section during the competition. Championships: The Champion and Reserve Champion titles are awarded to the top two horses that acquired the most points performing over a regulation course with obstacles and Under Saddle class. CARRIAGE DRIVING General Rules: The Carriage Driving Division will be held in accordance with the USEF 2020 Rules and the American Driving Society rules for Arena Driving. It is the competitor’s responsibility to be familiar with the current rules. Entry: Entry is defined by horse and driver combination. Driver: Drivers may compete more than once on same course. Grooms and passengers may compete as a driver in the same course. Junior Drivers under the age of 14 must be accompanied by a knowledgeable adult driver capable of rendering assistance. Horse: Horses may compete more than once on the same obstacle course, but not in the same class (except as part of a multiple). Equipment: Junior drivers must wear a properly fitted ASTM/SEI approved headgear with the chinstrap fastened always. Vehicle: Different vehicles may be used in different classes. It is the driver’s responsibility to present the correct vehicle for measuring prior to any obstacle classes. Attire: All classes will conform to USEF rules for attire. Helmets and protective vests must be worn in Arena Obstacles. Vests will be available to borrow. Order of Go: Will be posted on the official carriage notice board, located in the carriage field. Dressage and Super Reinsmanship will have a specified Drive time. Management will do its best to accommodate conflicts with classes in the main ring. It is the competitor’s responsibility to notify the carriage coordinator as soon as conflicts are identified. It is the competitor’s responsibility to be ready to go when called. After a reasonable wait, management may announce that a time limit may be invoked. Some classes will be run back to back.
High Point Championships: Championship points will be awarded per USEF Carriage Pleasure rules with a Champion and Reserve awarded for both Limit and Open Divisions A combination of 4 classes will count toward the high point total. The classes are Turnout,

Arena Trial Championships: A Special Award will be given for the Champion and Reserve Champion in Training Level, Preliminary Level and Intermediate for Combined scores for Dressage, Time Obstacles (scored separately for this award as Combined Driving Cones, and Arena Obstacles. American Driving Society Rules and scoring will be applied for these awards, but no Cantering is allowed in Timed Obstacles Class. An entry may only be eligible for one division (Tr/Pre/Int). Dressage test counting toward Arena Trial Championship will match the level of the Arena Obstacle entry.

Dressage and Times Obstacles will also be scored separately for class placings, under Pleasure Driving Rules. Second Dressage entries will be allowed as schedule permits New England Obstacles – A numbered obstacle course of real and imaginary sights of New England. May include tasks (such as getting mail) and human props. Placings will be determined on a low fault basis with course faults and one fault for each commenced second over time allowed added together for a total score. Course map and complete list of rules will be available at Carriage Briefing. Limit and Open classes will be pinned separately. The entry with the best overall score will be awarded the Peter Webster Memorial Trophy.
Concours d’ elegance: A special award will be given to the turnout that, in the opinion of the judge, presented the most elegant effect throughout the competition.
Open Division: Open to all junior, adult and multiple drivers.
Limit Division: Open to any horse or driver (Junior, Adult, Multiples) not having won six (6) first place ribbons, which must include at least one first place ribbon from each of three (3) approved USEF carriage pleasure driving or ADS pleasure driving competitions.

High Point Awards – Will be announced at 3PM on Thursday at the Carriage Field. The will be announced again Thursday Evening prior to the East Coast Carriage Pleasure Driving Championship in The Grand Strand Ring. The Obstacle High Points and Peter Webster Memorial Trophy will be awarded in the Carriage Field at the Wine and Cheese Party Friday Afternoon.

RANCH HORSE Classes will be conducted in accordance with the Ranch Riding Section, Chapter WS with the following exceptions: 1)hoof black, trimming of the bridle path, fetlocks and facial hair, and roached manes ARE permitted. The purpose of the ranch riding class is to measure the ability of the horse to be a pleasure to ride while being used as a means of conveyance form performing one ranch task to another. The horse should reflect the versatility, attitude and movement of a working ranch horse riding outside the confines of an arena. The horse should be well-trained, relaxed, quiet, soft and cadenced at all gaits.
RANCH PLEASURE: Horses will work as a group on the rail and will be asked to perform the required maneuvers only.
RANCH RIDING: Each horse will work individually, performing both required and optional maneuvers, and scored on the basis of 0 to 100 with 70 denoting an average performance.
High Point Champion awards are based on the same horse/rider combinations, calculated on a point basis from the highest placings in the two classes offered. You will automatically be entered in the Championship, no need to enter on the entry blank.
Ties for first place may be worked off using the same pattern, order of go and scoring technique as was used
in the event; however, there will not be more than one work off. Ties for champion or reserve champion will go to the higher placing horse/rider combo in the Ranch Riding. Show Management may identify maneuvers where the high score of those maneuvers may be used to break tied scores. If tied Scores are not broken, entries will be awarded the same placing and prize money (if any) for the tieed placing(s) involved will be added together and equally split between the respective exhibitors

Each of the four categories is worth 250 points. It is not necessary to compete in all four divisions. The high point winner in each division will culminate into the Walk-Trot Youth of the Year (12 & under not cantering in competition), a junior youth of the year (13 & Under) and a Senior Youth of the Year (14-21).Categories: winner trophy and ribbons through eight places in each division. Divisional High Point awards: Champion and Reserve trophies with ribbons through eight places, The Senior winner receives a $750.00 scholarship to compete in the AMHA Youth of the Year Finals. The Reserve Champion receives a $250 scholarship to compete in the Finals. A senior youth may only win one qualifying contest in a calendar year, but may compete for category awards.

All golf carts must display a registration card. I understand that this registration will be cancelled and the golf cart will be impounded if it is found to be operated by an unlicensed driver or by anyone else in a careless or unsafe manner.
