Since Lift The Children’s inception in1998, the results have been extraor-dinary — parents, grandparents,new siblings and cousins have beentightly woven into the fabric of thechildren’s lives, resulting in enormousimprovements in health and schoolperformance. Children have gainedenduring relationships that will last alifetime. Older children with specialneeds are placed safely in fostercare, away from the distressing institutional setting for the disabled,for only $75 per month per child.Children receive weekly visits from atrained outreach worker, foster par-ents have monthly support groupsand receive special needs equipment.

The Child Abuse Prevention Centeris founded on the principle that wemust do whatever we can to preventchild abuse wherever it occurs.With unanimous approval from theBoard of Directors, an internationalchild-focused agency called Lift TheChildren has joined the other out-standing not-for-profits in The ChildAbuse Prevention Center.

Lift The Children was founded in1998 by Katherine and RichardMiller, after a pivotal trip to Romania.There they witnessed first-hand thetragedy of children who had beenabandoned, neglected and abused,and left without hope at the end of an austere political era. The

Romanian Revolution of 1989, culminating in the execution ofCommunist Dictator NicolaeCeausescu, brought an end to one ofthe harshest regimes in EasternEurope. For many living underCeausescu’s rule, the only alterna-tive to starvation was to abandontheir children to state-run institutionsthat were appallingly ill-equipped to handle the tens of thousands of children in urgent need of care. After seeing these deplorable conditions, the Millers created agenerous endowment and Lift TheChildren, to promote children’s basichuman right to be loved and live with dignity.

The program’s Deputy Director, KatieSmith, oversees this internationaleffort. Lift The Children identifies,supports and strengthens programsthat help abandoned and at-risk children in Eastern Europe. Lift TheChildren provides the following services to children:

■ Family-style care for HIV+ childrenwho are orphaned or abandoned

■ Social support for impoverished families at-risk of abandoning or abusing their children

■ Long-term foster care that

CHILD DEATH REVIEW TEAMANNUAL REPORTFor the 15th year, the Child AbusePrevention Council of Sacramento,Inc., has provided a detailed reportof all child deaths in SacramentoCounty. The Sacramento CountyChild Death Review Team (CDRT)investigates, analyzes and docu-ments the circumstances that led to

all child deaths in SacramentoCounty. Together, CDRT membersreview each case, as well as any pertinent case information and/orhistory, and come to consensus onthe manner and cause of eachdeath. The goal of the CDRT is toidentify how and why children die in order to facilitate the creation and implementation of strategies toprevent child deaths.

Data from this year’s report include:■ One-quarter of all deaths were

preventable■ Injury related deaths comprise

the vast majority of all preventabledeaths

■ Child abuse and neglect homicidesare on a downward trend

■ The majority of perpetrators of child abuse and neglect homicidesare parents of the decedent

■ History of substance abuse is present in one-quarter of all child fatalities

■ Children under one year of age continue to represent the majority of all child deaths

■ African American infants continueto die in disproportionate numbersas compared to other ethnic groups

■ Multiracial children have a higher death rate compared other ethnicgroups

■ Reckless driving is a contributing factor in vehicle deaths among teenagers

CDRT Recommendations include:■ Support the implementation,

continuation and expansion of public education and awareness campaigns aimed at modifying adult behaviors to educate parents and caregivers on preventable deaths through home visitation programs, hospitalsand family resource centers

■ Expand the development of publicand private substance abuse pre-vention and treatment programs

■ Mobilize the African American community to better assess and coordinate services and delivery to African American families

■ Coordinate and expand preventionand early intervention programs

■ Conduct education efforts to reduce modifiable reckless and negligent teenage behaviors

CENTER SUPPORTERSANSWER THE CALLJust three days before Christmas,The Child Abuse Prevention Center’sCEO & President, Sheila Anderson,Deputy Director Michael Lawsonand Board Chair, Ray McNallylearned that over 100 low-incomefamilies with small children (ages 0-6) who receive services through TheCenter’s PLAN (Parent Led AssistantNetwork) may not be having aChristmas.

Sheila, Michael and Ray startedmaking phone calls and sending e-mails to board members and colleagues asking for donations tohelp provide for the PLAN families.The call for help grew as othersstarted networking. Gifts and moneywere delivered to The Center fromall over the greater Sacramentoregion. Center staff members spentcountless hours organizing andpreparing the items for delivery.

The results were overwhelming —hundreds of children received gifts, making it a memorable holidayfor some of Sacramento area’s mostimpoverished families. In addition,The Center provided gifts and outreach materials to other impover-ished families and established newrelationships with families that desperately needed assistance.
