Road closures
Bridge Project to close ramp at South Split after Memorial Day through JulyAprojecttorefurbishtwo40-year-oldbridgesattheInterstates65&70southsplitwillclosethenorthboundI-65ramptowestboundI-70forapproximatelytwomonthsthissummer.
TherampisplannedtocloseafterMemorialDay,onorafterMay26,2015,andopentotrafficbeforetheendofJuly.Duringtheclosure,contractorswillmodernizetwostructureswithimprovedqualityandsafetystandardsby:• Rebuildingtheconcrete
bridgedeckstoprovideasmootherdrivingsurface.
• Replacingtheexistingpinjoints,whicharesusceptibletocorrosionandconsideredfracturecritical,withmoreredundantsplicestoconnectbridgebeamsacrosslongspans,and
• Rebuildingthebridgeabutmentsthatsupportthebridgedecksoneachend.
Interstate Detour & Traffic ImpactsNorthboundI-65towestboundI-70trafficwillbedetouredwestonI-465forthedurationoftheproject.Closingtheinterstaterampwillaccelerateconstructionandexpeditecompletionoftheprojectwhileprovidingasaferenvironmentforworkersandmotorists.INDOTtrafficengineers’analysispredictedthatmaintainingasinglelaneoframptrafficthroughtheworkzonewouldresultinafarlongerconstructiontimeframeandmiles-longtrafficbackups,whichwouldblocktrafficonI-65andatnearbyinterchanges.
I-65andI-70trafficshouldalsoexpectovernightandweekendsingle-lanerestrictionsascrewsworkonthebridges.
Local Impacts to TrafficNearbyrampsandcitystreetswilllikelyseeadditionaltraffic–especiallyduringthepeakmorningcommutehours–asmanydowntowncommuterswhowouldnormallyexittoMeridianorWeststreetsmayexittoRaymond,MorrisorWashingtonstreets.
MorrisandProspectstreetswillbeclosedtovehiculartrafficpassingunderI-65,butthestreetsandrampstoandfromtheinterstatewillremainopenoneachsideofthebridge.Pedestrianaccessunderthebridgeisexpectedtoremainavailablemostofthetime,withsomeshort-termrestrictionsduringdemolition.• Morris&ProspectStreetDetour

New INDOT leadership namedOnApril22,GovernorMikePencenamedBrandye HendricksonasCommissioneroftheIndianaDepartmentofTransportation.
“Withmorethanadecadeofexecutiveexperienceinstategovernment,BrandyeHendricksonhasdemonstratedacommitmenttopublicserviceandanearlyunmatcheddepthofunderstandingoftheIndianaDepartmentofTransportation,”saidGovernorPence.“Iamconfidentthatshewillupholdtheagency’smissionandserveHoosierswellasCommissioner.”
Since2007,HendricksonhasservedasDeputyCommissionerfortheIndianaDepartmentofTransportation,specificallyoverseeingtheagency’sGreenfieldDistrictOperationswhichencompassesEastCentralIndiana,includingIndianapolis.Inthisrole,herresponsibilitiesincludemanaginganannualconstructionbudgetofapproximately$700millionandanannualoperatingbudgetof$50million.Hendricksonoverseesaworkforceof360employeesresponsiblefortheplanning,design,construction,maintenanceandoperationofINDOT’stransportationinfrastructurewithinthedistrict.In2013,GovernorPencenamedherasInterimCommissioneratINDOT,arolesheheldforsevenweeks.Previously,HendricksonservedasDeputyCommissionerforHumanResourceswithinINDOTandmorethansixyearsasHumanResourcesDirectorfortheIndianaDepartmentofEnvironmentalManagement.

Afteralongandcoldwinter,thewarmsummersunisextraordinary.And,whileenjoyingbikerides,picnics,outingsatthebeach,andbaseballgames,itisimportantforHoosierstoremembertoprotecttheirskinfrompotentialharm.
MayisNationalSkinCancerAwarenessMonth.Skincancerisanuncontrolledgrowthandspreadofcellsorlesionsintheskin.Overall,skincancersaffectmorepeoplethanlung,breast,colonandprostatecancerscombined.Thetwomostcommonformsofskincancersarebasalcellandsquamouscellcarcinoma.Athirdtypeofskincancer,melanoma,accountsforlessthan2percentofskincancercases,butcausesthemostskincancerdeaths.During2012,therewere1,091newcasesofmelanomadiagnosed,and192melanomadeaths,inIndiana.
Peopleofallages,racesandethnicitiesaresubjecttodevelopingskincancer.Excessiveexposuretoultraviolet(UV)radiationfromthesunorothersources,liketanningbeds,isthegreatestriskfactorfordevelopingskincancer.Otherriskfactorsinclude:
Age.During2008-2012,morethan74percentofmelanomacasesoccurredamongIndianaresidentsages50andolder.However,nationally,melanomaisontheriseamongyoungerpeople.
Sex.Overall,during2008-2012,theincidencerateformelanomaamongIndianamaleswas30percenthigherthanamongfemales.However,beforetheageof50,theincidencerateamongfemaleswas64percenthigherthanamongmales.Then,amongpeopleages55andolder,maleshad
morethantwicetheriskthatfemalesdid.
Race.During2008-2012,theriskofmelanomawas15timeshigherforIndianawhitesthanforAfricanAmericans;however,anyonecandevelopthedisease.
Thebestwaytodetectskincancerearlyistorecognizechangesinskingrowthsortheappearanceofnewgrowths.Adultsshouldthoroughlyexaminetheirskinregularly,preferablyonceamonth.Neworunusuallesionsoraprogressivechangeinalesion’sappearance(size,shape,orcolor,forexample)shouldbeevaluatedpromptlybyahealthcareprovider.HoosierscanusetheABCDErulewhenlookingforsignsofmelanoma:A=Asymmetry:Onehalfofthemole(orlesion)doesnotmatchtheotherhalf.B =Border:Borderirregularity;theedgesareragged,notchedorblurred.C=Color:Thepigmentationisnotuniform,withvariabledegreesoftan,brown,orblack.D=Diameter:Thediameterofamoleorskinlesionisgreaterthan6millimeters(orthesizeofapencileraser).E=Evolution.Whenexistingmoles

New leadership
OnApril9,GovernorMikePenceselectedBrigadierGeneralCourtneyP.CarrtobecometheAdjutantGeneralofIndianaupontheretirementofMajorGeneralR.MartinUmbargeronMay31,2015.
“Withmorethanthreedecadesofdevotedmilitaryservice,BrigadierGeneralCourtneyP.Carr’sbackgroundandexpertisemakehimanunmatchedchoiceforIndiana’sAdjutantGeneral,”saidGovernorPence.“Iamconfidenthisleadershipandvisionwillservewellthemorethan14,000menandwomenwhomakeuptheIndianaNationalGuard.”
GeneralCarrbeganhiscareerin1983uponcommissioningasaRegularArmyofficerfromtheUnitedStateMilitaryAcademyatWestPoint.From1991to2011,GeneralCarrservedinavarietyofrolesaroundIndianaasamemberoftheIndianaNationalGuard.Duringthistime,hisserviceincludedservingasCommanderofthe1stBattalionofthe151stInfantry,whereheledseveralhundredsoldiersanddeployedwiththemtoBosniajustafter9/11inFebruaryof2002.HealsoservedasCommanderofthe138thRegimentCombatArmsinEdinburgh,atrainingorganizationforofficersandsergeants.In2007,CarrwaschosenasCommanderofthe76thInfantryBrigadeCombatTeam,comprisedofapproximately4,500IndianaGuardsmen,andhedeployedwiththemtoIraq.

GovernorPencealsoextendedhisappreciationtoMajorGeneralUmbargerforhismorethan45yearsofservicetotheIndianaNationalGuardinavarietyofpositions,includingthepastelevenyearsasAdjutantGeneralofIndiana.

EmployeeswhohaveanapprovalforintermittentFMLinthecurrentfiscalyear(July1,2014throughJune30,2015),andanticipatethattheneedforFMLshouldcontinueafterJune30ofthisyear,arerequired to submit a new Request and Certification of Health Care Provider documenting that need.
YournewFMLrequestmustbeaccompaniedbyanewCertificationofHealthCareProvider(CHCP)formfromarecent, in-person medical exam. Inthefirstdigitalhackathonchallengethatcrossedstatelines,developersfromIndianaandTexassquaredoffinacompetitiontocreatethebestapplicationtoservecitizens.Thetechnologydepartmentsandsponsorsofbothstateshaveworkedtogetheroverthelastfewmonthstoplanandlaunchthisunique,interstatehackathonchallenge.Thecontestwasopentoanyindividualorteamofdeveloperschargedwithcreatingthebestapplicationusingpublicly-availableopendata,code,andtechnology.Anationalpanelofjudgesreviewedalltheentriesandselectedthegrandprizewinner.
RedAlertIndiana,theIndianafather-sonduoofJohnandIsaiahSchevola,waschosenastheevent’sgrandchampionteam.JohnandIsaiahcreatedadynamicwebformthatdirectscitizensaffectedbyemergenciesornaturaldisasterstotheproperagencyornon-profittoreceiveassistance.Theappguidesusersthroughachecklistofpotentialservicesbasedontheirneeds,anditstreamlinesthedataintakeforserviceprovidersbysendingandstoringcustomercontactinformationinadatabase.
