OrganizationEstablishment
The Thailand Automotive Institute (TAI)was established based on the cabinet
resolution on July 7, 1998, and the Minis-
try of Industrys order No. 314/2541 Re.
The Establishment of the Thai Automotive
Industry dated September 1998, to be an
independent organization under the co-
operation between the government and
private sectors.
The organization administration will not berelated with the rules and regulations of
the government and the state enterprises;
the Industry Development Foundation isthe organization that supports the opera-
tion of the Institute.
The committee of the Institute, which is re-
sponsible for dening scope, policy, plan,
operational objective, and controlling the
administration, comprises of representa-
tives from the government and private sec-
tor, as well as, academics.

Vision
MissionTo research and recommend guideline,
policy, strategic planning, and measures
to develop the automotive industry, as well
as, to solve the problems related to pro-
duction, technology, human resources and
marketing in this industry.
To support operations of various organiza-
tions in both private and government sec-
tors to facilitate the achievement in each
objective of the industry development;
namely, productivity improvement, design,
research and technology development,
product standard and testing, human re-
sources development, information data-
base, and others.
To liaise and cooperate with various orga-
nizations and both domestic and overseas
institutes for the automotive industry de-
velopment.
To provide services to enterprises in thearea of database, product testing and in-
spection, training, working skill develop-
ment and certifying

Roles and
Responsibilities
Policies and
Strategic Plans
To recommend strategic plans and mea-
sures for the development of the automo-
tive industry.
To support the operation of organizations
in both private and government sectors to
achieve the dened objectives.
To coordinate with related organizations
for mutual operational support.
To provide necessary services to manu-
facturers, such as, product testing and in-
spection, training, and consultancy.
The scope of responsibilities will include
research, productivity improvement, prod-
uct design, research and technology de-
velopment, standard and product testing,
human resources development, and data
base.
Strategy 1: Support to build up positive
business environment for the Thai au-
tomotive businesses.
To conduct policy research of the automo-
tive industry in depth and width. This is to
nd suggestions to support business op-
erations in both supply and demand. Use-
ful information is applied for policy setting,
plan formulation and industry warnings. In-formation is disseminated and exchanged
systematically under the information and
technology system.
Strategy 2: Improvement of efciency
and productivity of the Thai auto parts
industry.
To perform as a center for knowledge de-
velopment and auto parts production tech-nology transfer. Consultancy services are
provided by experts in several elds. This
is to prompt auto parts makers to have their
manufacturing and management systems
with higher productivity. Human resources
development is also included.
To support development of human re-
sources, particularly in the operations, in
the automotive industry. This is to enlarge
productivity and capacity of human re-
sources in operations to become instruc-tors or coaches. Industry demand on this
matter is satised with optimization of ex-
isting network and human resources ca-
pacity.

Strategy 3: Establishment of the engi-
neering and testing knowledge base.
To provide services in product analysis,
testing, inspection and certication. To
have ISO/IEC 17025 certication for testinglaboratories. This is to allow the Automo-
tive Testing Center to be widely recognized
in the country and abroad. In addition, the
center aims to provide integrated support
and services for the development of auto
parts through the collaboration of automo-
tive industry development. Through the
collaboration, experts in the elds of prod-
uct analysis, testing, inspection and others
are ready to provide assistance. Other re-
lated agencies and units are linked for the
automotive industry development.
Strategy 4: Enhancement of Manage-
ment Efciency
To provide services with efciency. Thai-
land Automotive Institute conducts activi-
ties to support the internal units implemen-
tation and coordination with other related
units outside.
Testing Center
To ensure product compliance with both
Thai and international stipulated stan-
dards, the Institute provides product test-ing service to industrial enterprises, and
tests according to overseas standards,
such as JIS, ASTM, for automotive manu-
facturers. Modern tools and test methods
can be modied by experts to respond
to the needs of test demands from the
automotive industry, the government or-
ganizations, and other related industries.
Currently, the Institute provides the test
service for more than 120 items, in thefollowing categories.

Automotive Engineering
Provide indoor and outdoor product testing
by experienced experts in testing

Consultancy Services
Provide consultancy services for produc-
tion technology
1. Automotive Manufacturing Automation
System Project (AMAS) is a project undercollaboration between Thailand Automo-
tive Institute (TAI) and German Interna-
tional Cooperation (GIZ) to improve the
efciency and productivity of the auto part
manufacturers and personnel in the entire
automotive industry. The aim is to ensure
international competitiveness among man-
ufacturers and self-development capability
for their personnel.
2. Project for Upgrading Automotive Op-
erators under Toyata Production System
(TPS). The project targets to improve ef-
ciency and productivity through teams of
experts with over-25 years of experience
in the TPS.
3. Overseas Training and Visit. This is to
enrich Thai auto part manufactures withknowledge, understanding and experience
through best practices in the Europe and
Asia.
Automotive Human Resources Develop-
ment
Training and Seminar Services
Human resources development in the au-tomotive industry becomes one of strate-
gies under the Master Plan for Automotive
Industry, aiming to enhance efciency and
productivity for the Thai auto part industry
with focused on their competitiveness in all
levels. Personnel in operating facilities are
primary focused. There are two models for
HR development activities;
1. Public and In-house Training
Thailand Automotive Institute (TAI)
prepares personnel to train workers
in auto part manufacturing facili
ties through public and In-house train
ing. Training curriculum include
those related to the quality system
(ISO/TS 16949), and those about work
basic, management and implementa
tion. Hosting seminars and plant visitsis also included.

competitiveness in terms of
knowledge and capacities

system. This is achieved through
the design of training curriculum and
knowledge/skill evaluation system
to meet the automotive industry
demand. This is to ensure trainers
and trainees occupy sufcient
capabilities, skill and expertise and
are able to transfer the knowledge
to staff in their organizations and
other agencies, for efcient and
effective work execution in a

Inspection Unit for Thai Industrial
Standards (TIS)
Thailand Automotive Institute (TAI) is as-
signed by Thai Industrial Standards Insti-
tute (TISI) to inspect compliance wit indus-
trial standards. The inspection is focused
on standards related to automotive and
auto part TAI operates this unit as a one-
stop service center for fast and convenient
services.

Under this mission, TAI reviews requests
from TISI in assessing plant system, col-
lecting samples, testing them in ISO/IEC
17025-certied testing laboratories, and
preparing an assessment report which
includes assessment and testing results.The nal report is forwarded to TISI for
consideration on an issuance of a certi-
cate.
Aside from compliance inspection, TAI
provides inspection services accordingly
to standards, criteria and conditions speci-
ed by service users of customers. Such
services are also focused on standards re-
lated to automotive and auto part.
Certication for Rules of Origin for
Thailands Free Zone
Thailand Automotive Institute (TAI) is the
sole automotive agency assigned by the
Customs Department to certify raw materi-
als or auto part, for local-content calcula-
tion for the Thailand automotive industry in
Thailands Free Zone. Local contents mustbe sourced locally.
Advantages of free zone for the develop-
ment of Thai automotive industry Manda-
tory use of 40 per cent local content for en-
terprises in the Free Zone. The auto part
industry gains development and produc-
tion technology transfer from foreign com-
panies. Efciency enhancement for human
resources development in the automotiveindustry. Opportunities for new manufac-
turers and higher competitiveness.

Automotive Intelligence Unit
Develop the information system and
gather information relevant to the auto-
motive and auto part industries in Thai-
land and ASEAN, including academic
information, trade rules and regulations
and marketing data useful for the auto-motive industry. Such information is dis-
seminated through the website, to serve
public and private agencies, education
institutions and other interested persons.
Thailand automotive Institute (TAI) also
gathers information for study and analy-
sis and establishes linkage of information
relevant to the automotive and auto part
industry in Thailand and abroad. Aca-demic data technology, trade rules and
regulations, and marketing data useful are
included for the public sectors decision-
making and policy formulation for automo-
tive industry development. The automotive
industry can use the information as guid-
ance or alert warning or in competitive-
ness enhancement. All information is dis-
seminated through the website and can be
found at TAIs library.
