Dear Friends:
The Tennessee Farm Bureau is thrilled to provide this Reference Handbook to you. Included are details of
the Young Farmers and Ranchers activities available to Tennessee's young farmers.
The significance and value of the leadership training and opportunities offered by the Young Farmer and
Rancher program is highlighted by the number of Tennessee Farm Bureau Board of Directors who have come
up through the program as well as current leaders in many other agricultural organizations. The Tennessee
Farm Bureau is heavily committed to continued support and resources.
With a smaller farm population, accompanied by the average age of the farmer being 58 years old, your
participation and leadership is critical. Changes within the agriculture industry and consumer demands will
continue to present challenges. The greatest impact will be upon our young farmers. Working together, we
can turn these challenges into opportunities.
Your interest, involvement, and passion are needed to ensure the Tennessee Farm Bureau remains the "Voice
of Agriculture" and with a unified effort we will successfully promote and shape the future of our great
industry.

TO: COUNTY YOUNG FARMER LEADERS
Dear Friends,
It is truly and honor and a privilege to serve as your chairman and represent the interests and values of the
Tennessee Farm Bureau Young Farmers and Ranchers Program and all of its members across the three grand
divisions of our state! I get asked all the time, why Farm Bureau is so important to me? Farm Bureau is a
Federation that encompasses the beliefs and values of its members, our collective thoughts and values are
formed through the unity of agriculturalist from all across our state into a book of resolutions that unifies our
voice and Farm Bureau carries that voice to the halls of the Legislature where they work to ensure that our
lawmakers hear our voice. As either full or part-time farmers, we spend most of our days with our heads down,
nose to the grindstone, getting our jobs done to provide for our families. It is not too often that we look outside
our own farm gates or up from the steering wheel of a tractor to see what is going on around us. Farm Bureau
has to be our eyes and ears as we all work together to feed a growing and ever changing world.
It is my belief that the Young Farmers and Ranchers program is the foundation of this organization. Many of
the great leaders we have today got their start in the Young Farmer program. Young leaders are the key to
helping our Federation grow stronger. We are the future of this organization and we must continue to educate
ourselves, our neighbors and each other on the issues we face in our communities, our country and our world.
We must adapt, we must accomplish, and we must motivate and allow ourselves to be motivated to continue
the growth of this great organization. I am encouraged and further motivated each time we hold an event by the
passion our organization has for the welfare of agriculture all across this state. No matter how large or small
your farming operation is, we are all in this together and we can all make a difference.
Together we can help Farm Bureau and America grow stronger. I encourage each of you to recruit those
around you to come to our local, district and state meetings. Encourage your leaders to make it fun,
entertaining, educational and worthwhile for all those who attend. We must share our stories and make sure
that all consumers know how and why we do what we do! Don’t let someone else tell the story for you! Share
your agriculture story with a stranger, talk to and get to know your legislators and make your voices and
opinions heard. Thank you all again for your confidence in me and please let me know if I can ever help any of
you in any way. God bless you all and your families.

2016 SUB-COMMITTEES
Committee on Conferences
2016 Members: Hunter Grills (Chairman), Terra Davis, Jason Land, Walter Malone
Purpose: To help coordinate, plan and evaluate the conferences of the Tennessee Young Farmers and
Ranchers, recommend venues, speakers, entertainment, programs and tours for each conference and report
to the state committee. The responsibilities of this committee will also include program coordination with
state committee members, TFBF staff, guest speakers and/or any other scheduled persons to ensure that the
event is conducted in a well-organized and timely fashion. Assess meeting room space and work with
TFBF and/or hotel staff to obtain keys for rooms and ensure that all equipment required is set up properly
for that meeting space. Distribute and collect evaluations from each conference, analyze the data and write
a report reflecting the information received to be presented at the next state committee meeting.
Suggestions based on findings from this committee will be utilized by the state committee for improvement
of future conferences.
Committee on Handbook and Resolutions
2016 Members: Jason Land (Chairman), Amanda Malone, Josey Miller, Chuck Yoest
Purpose: The responsibilities of this committee are to thoroughly read through all of the By-Laws and
Resolutions, contest rules and applications, etc. to determine if changes are needed; clear up any confusing or
incorrect wording, punctuation or spelling; make certain handbook is current and up-to-date; receive
suggestions from state committee members; each state committee member should contact the counties in their
district throughout the year and encourage them to submit proposed changes in the information included in the
handbook; state committee members shall then turn this information over to the handbook and resolutions
committee; the handbook and resolutions committee, in turn, should compile the information received from
across the state and prepare a report to be presented at the next state committee meeting. The state committee
Vice-Chairman shall serve as the Chairman for this committee.
Committee on Promotions and Entertainment
2016 Members: Josey Miller (Chairman), Andy Davis, Julie Head, Emily Workman
Purpose: To positively promote the events and image of the Tennessee Young Farmers and Ranchers and
ensure that everyone has a great time. The state committee reporter will serve as the chairman for this
committee. Responsibilities for this committee shall include, but are not limited to, development of
promotional materials, set-up and maintenance of hospitality rooms during conferences and other events,
submissions to the State Young Farmers and Ranchers website, and all social media outlets, conduct and
coordinate registration at all Young Farmer and Ranchers Events, coordinate door prizes for all events and
auction items for the Young Leaders Conference, evaluate entertainment options with the Committee on
Conferences, and provide a fun and exciting atmosphere to all conference attendees! During registration at all
conferences, this committee will serve as the face of our organization. Greet all Young Farmer and Rancher
members upon arrival; print name badges, distribute schedules and other registration materials; answer
questions and make everyone feel welcome. First impressions are extremely important and will set the mood
for each conference, so have fun with the registration process!

Committee for Awards, Contests and Presentations
2016 Members: Hunter Grills, Chuck Yoest, Josey Miller, Terra Davis, Walter Malone
Purpose: To promote and encourage participation in all Young Farmer and Rancher Contests across the state.
See brief descriptions of each contest and presentation below. One state committee member from each district
shall serve on this sub-committee.
Ag In The Classroom - Promote use of program in schools across the state; make certain that information and
materials are provided to all interested parties; enlist the aid of county organizations in contacting schools in
their areas.
Agriculture Achievement Award - Encourage participation from all qualified candidates for this contest.
Communicate deadline dates and answer questions regarding application process.
Agribusiness Award - Encourage participation in each county; contact counties and receive a copy of
application form from each winner; make certain each county receives an award and a letter of congratulations
for each winner; encourage counties to submit press releases to their local newspapers and/or radio stations.
Collegiate Discussion Meet and Young Farmer Discussion Meet - Get suggestions for judges from state
committee and advisors; will have authority to pick which judges to use out of those suggested and will be
responsible for acquiring said judges; will be responsible along with meeting room chairman for
debate/discussion meet room set-up, time-keeping, moderating, etc.; state committee members need to contact
counties in their districts and get possible contestants' names from their districts to these sub-committee
members for follow-up calls, etc.
County Presentation - Encourage participation from all active county organizations; review each county's
pictures at state convention; assist county representatives during presentation.
Excellence in Agriculture Contest – Encourage participation from all qualified candidates for this contest.
Communicate deadline dates and answer questions regarding application process.
Outstanding Young Woman Contest - Get suggestions for judges from state committee and advisors.
Provide suggested judges’ contact information to Dan Strasser. Will be responsible for promoting contest,
writing script for and announcing finalists, setting up rooms for interviews, judge relations, etc.
YouTell Ag Video Contest – All videos need to be emailed to [email protected]. Committee members will
judge at the YF&R Fall Tour in September. Encourage all young farmers in your district to do a videography.
Tell them to help raise awareness of agriculture while encouraging young agriculturalists to tell their story.
The contest is designed to provide participants the opportunity to enlighten other producers and the general
public on methods of agriculture production and issues facing today’s farmers.
*It is the purpose of these sub-committees to gather information and report back to the State Committee for
a group effort in accomplishing the goals of each sub-committee to make meetings more efficient. The
State Chairman can serve as a liaison between the sub-committees, if need be, but encourages open
communication between each sub-committee group. Our collective goal is to make Tennessee Young
Farmers and Ranchers the best it can be!

ADOPTED BY THE YF&R VOTING DELEGATES
AT THE ANNUAL CONVENTION
DECEMBER 6, 2016
CODE OF ETHICS
**Tennessee Farm Bureau Federation representatives must conduct themselves in a manner that positively
reflects on the organization. Tennessee Young Farmers & Ranchers, as a committee of the Tennessee Farm
Bureau Federation, should uphold the principles and philosophy exhibited through the policy and standards of
the Federation. Tennessee Young Farmers and Ranchers members are expected to consider their actions and
how those actions may be perceived by the public, Farm Bureau members and the leadership of the Tennessee
Farm Bureau Federation.
We will promote the mission and objectives of the Tennessee Farm Bureau Federation in all
dealings with the public on behalf of the Federation.
We will follow the moral values recognized by the Tennessee Farm Bureau Federation, act with
integrity and honesty, and be accountable for our actions.
We will honor and respect the decisions of the Tennessee Farm Bureau Federation leadership with
respect to Farm Bureau sponsored events, meetings or meals and refrain from using alcoholic
beverages except on our own time.
We will maintain an awareness of the needs of others and act to meet those needs whenever
possible.
SECTION I – INFORMATION
1. We recommend that copies of the Tennessee YF&R Resolutions, as printed in The State Reference
Handbook, be sent to each county YF&R chairman and secretary; Farm Bureau president and
secretary; extension office; district Farm Bureau directors; district YF&R officers; and district
extension officers no later than February 15.
We recommend that counties forward to the resolutions chairman any proposed changes before
September 1st and that the resolutions chairman forward each district chairman a copy of the proposed
resolutions changes before October 1.
We recommend that each county club become familiar with the resolutions of the state YF&R.
We further recommend that copies of proposed resolutions be made available to voting delegates at the
State Convention at the earliest possible time.
2. We urge that each county have a Resolutions Committee to change and add to the resolutions as they
feel are appropriate, and that each district have a Resolutions Committee made up of one
representative from each county and the district executive committee. The district committee will
collect and summarize the recommendations for the resolutions and be responsible for reporting these
corrections and additions to the State Resolutions Committee at the State Convention.
3. Be it resolved that the State Committee exert every effort to send information on activities and contests
to every club and district officer as promptly as possible.
We insist that the clubs should cooperate by sending in on time all dues, membership rolls, and other
information needed by the committee.

4. We strongly urge county chairman, secretaries, district chairman and secretaries telephone numbers
and e-mail addresses be included in the county and district officers list and be sent to the State TFBF
office by December 15th.
5. We request that the revised County Activity Report be mailed to each county and updated on the
Young Farmer Website as early as possible.
We suggest that each county send a copy of their county program notebook to the district and state
secretaries by April 15.
6. We recommend that the Farm Bureau YF&R advisor send one copy of the State Reference Handbook
to the district and county extension office, county Farm Bureau office, and county YF&R chairman &
secretary as soon as these programs are available. (Note: more handbooks can be acquired on request.)
The handbook will also be accessible on the Young Farmer Website at www.tnfarmbureau.org.
7. We recommend that the State Committee continue the County Presentation of county clubs as an
annual event. Also, we recommend that the State Committee recognize all clubs which participate.
8. We recommend that the State Committee provide each county with suggested recreational information
in the State Reference Handbook.
SECTION II – ORGANIZATION
1. We strongly recommend that the State Committee send a letter to each county Farm Bureau president
and extension office requesting assistance in helping the present YF&R club or organizing a YF&R
club in their county.
We urge each organized YF&R club to make an effort in helping organize or reorganize clubs in other
counties. Additional points should be awarded to the existing club in their County Activity Report.
2. We recommend that the county YF&R clubs elect their county officers before the December meeting
and install them at their December meeting so that this will coincide with the state calendar year.
SECTION III - RULES, CONTESTS AND AWARDS
1. We urge the State Committee to enforce, and each county adhere to, all rules set forth by the State
Committee. Special emphasis should be given to meeting deadlines.
2. We request and strongly urge that the State Committee continue the rules of the Tennessee YF&R
Outstanding Young Woman Contest to include her activities in Young Farmers and Ranchers. Brief
discussion questions relating to YF&R activities will be included as part of the judging for the
finalists.
We recommend that the State Committee send letters to Farm Bureau Presidents and Secretaries to
encourage participation in the Young Farmers and Ranchers Outstanding Young Woman Contest.
3. We recommend that the Outstanding Young Woman Contest include the following........
A. A display with three photos and a brief biography by each contestant.
B. District winners to be awarded incentives to attend the Young Leaders Conference.
C. Improve the recognition of state winner (i.e. special ribbon or nametag at National and State
events.)
D. Encourage press releases for winner in hometown areas.
E. Restructure contest application as needed.
F. Print the responsibilities and application in the State Reference Handbook and the Tennessee

Farm Bureau News.
4. We recommend that the Tennessee YF&R Outstanding Young Woman, Young Farmer Achievement
Award winner(s), the Excellence in Agriculture Award winner(s), and Discussion Meet winner be
recognized every time the State Committee is recognized at YF&R events.
5. We suggest that the State Committee encourage the State Discussion Meet winner, Young Farmer
Achievement Award winner, Excellence in Agriculture winner, and the Outstanding Young Woman
winner to attend The Young Leaders Conference by providing hotel accommodations as an incentive
for their attendance.
6. We strongly urge that all State Committee members and state representatives (Tennessee YF&R
Outstanding Young Woman, Discussion Meet winner, etc.) make a determined effort to attend all
district and state events.
7. We suggest that the YF&R State Chairman recommend to the State Farm Bureau Board that the
National Convention expenses of the current Achievement Award winner(s), Achievement Award
Runner-up winner(s), the Excellence in Agriculture Award winner(s), and the Discussion Meet
winner and spouse be paid by Tennessee Farm Bureau.
8. We recommend that the expenses of the current YF&R Outstanding Young Woman and spouse be
paid to the Tennessee Farm Bureau Convention and National YF&R Leadership Conference
9. State Committee members are ineligible for Tennessee YF&R Outstanding Young Woman, the State
Young Farmers Achievement Award winner(s), and the Excellence in Agriculture Award winner(s)
during the year they serve on the State Committee.
10. We recommend the scorecard for judging the State Young Farmer Achievement Award Contest,
Excellence in Agriculture Award Contest, Outstanding Young Woman Contest, and Discussion Meet
Contest be included in the State Reference Handbook.
11. We recommend that each county present an Agribusiness Award and those counties and recipients be
recognized at the State Convention and/or Young Leaders Conference. We recommend that a
guideline for the Agribusiness Award be included in the State Reference Handbook.
12. We encourage participation in the Environmental Stewardship Award by eligible members.
SECTION IV - PUBLIC RELATIONS
1. We recommend that the YF&R continue to promote a closer relationship with the 4-H, FFA, FHA and
other relevant youth programs.
2. We recommend that each county YF&R club work jointly with the county Farm Bureau in promoting
county safety, first-aid, anti-crime programs and environmental issues.
3. We suggest that the YF&R State Chairman recommend to the State Farm Bureau Board that the
National Convention expenses of the current Achievement Award winners and the Discussion Meet
winner and spouse be paid by Tennessee Farm Bureau.
4. We recommend that the expenses of the current YF&R Outstanding Young Woman be paid to the
Tennessee Farm Bureau Convention and National YF&R Leadership Conference.
5. We recommend that each county YF&R club become familiar with the resolutions of the Tennessee
Farm Bureau Federation and present a program at a county meeting.

6. We recommend that the county YF&R and county Farm Bureau assist each other in their membership
drives.
7. We recommend that each county YF&R recruit the involvement of insurance agents of the Tennessee
Farmers Mutual Insurance Company and all Agricultural Extension Agents and urge them to promote
YF&R. We recommend that YF&R clubs invite their agents to all county functions.
8. We recommend that each county club chairman be notified of their Regional Farm Bureau Policy
Development Meetings. We also recommend that the county club chairman urge the members of the
YF&R to attend and participate.
SECTION V – INSIGNIA
1. We strongly recommend that each county obtain a standardized YF&R flag and that the flag be
displayed at every YF&R event.
SECTION VI - RECREATIONAL ACTIVITIES
1. We suggest that the state and district committee urge county clubs to participate in the Fall Agriculture
Tour.
2. We encourage YF&R to participate in all district and state YF&R recreational activities, and other
state and local agricultural related events. For example, (Ag Day, no-till field days, Farm Days, etc.)
SECTION VII – MISCELLANEOUS
1. We recommend each county participate in the Adopt-A-Highway program across the state.
2. We suggest that the outgoing State Committee change the County Activity Report in whole or in part
as they deem necessary placing equal emphasis on farm related activities and other activities.
3. It has been RESOLVED that the Resolutions Committee meet in closed session in the coming years to
prevent confusion in developing the resolutions.
4. We strongly recommend that each State Committee member file a written report of his/her year's
activities to be passed on to next year's State Committee members.
5. We recommend that the State Farm Bureau Board of Directors study ways to increase the involvement
of young farmers in the organization and activities of the county Farm Bureaus statewide.
6. We greatly appreciate the Tennessee Farm Bureau Federation's increased sponsorship of all Young
Farmer and Rancher’s contests and conferences.
7. We greatly appreciate the sponsorship of:
A. Case IH, Chevrolet/GMC, Stihl Corporation, Farm Credit, Farm Bureau Insurance, and
Tennessee Farm Bureau for the Young Farmer Achievement Awards and the Excellence in
Agriculture Awards.
B. Case IH, Chevrolet/GMC, TriGreen, Farm bureau Insurance and Farm Bureau Federation for
the Discussion Meet awards.
C. Tennessee Farm Bureau Federation for the Outstanding Young Woman Award winner.
8. We gratefully acknowledge the Tennessee Farm Bureau Federation's sponsorship of the Young
Farmers and Ranchers Awards Banquet at State Convention.
We also appreciate the Tennessee Farm Bureau Federation Staff's efforts to continue fundraising and

improvements for recreational activities of YF&R organization. We feel the support of the TFBF to
these and other Young Farmer Programs will encourage increased participation.
We further urge continued support and guidance to enhance additional participation of young farmers
in Tennessee.
9. We recommend all county YF&R clubs give consideration to starting a list of all eligible Young
Farmers and Ranchers between the ages of 18 to 35 and that list be used for recruitment by county
YF&R Chairmen.
