1. Executive Summary
Nandawadagi LIS comprises of lifting water from the fore shore of Narayanpur
reservoir,. i.e., from RL 486.00 Mtr to RL 550.00 Mtr near Tondihal Village of
Lingasugur Taluka Raichur dst., with an allocation of 3.75 TMC of water & to
provide Micro Irrigation for 36100 Hectares of Lingasugur, Manvi and Hunugunda
Taluka with an allotted water under Godavari - Pollavaram diversion scheme as per
the Govt order of Karnataka GO: WRD 49 KBN 2009, BANGALORE DATED
19.03.2012.
The project comprises the following,
1) It is proposed to implement Nandawadagi LIS by lifting 3.75 TMC of water from
back water of Narayanpur Reservoir & accordingly designing the head works and
civil works for ultimate utilization of 6.0 TMC as per the GO.
2) Lifting 3.75 TMC of water from RL 486.00 to 550.00 Mtr to irrigate 36100
Hectare of Drought prone areas of Lingasugur and Manvi talukas of Raichur
district and Hungund Taluka of Bagalkot District by Micro irrigation and
considering an irrigation intensity of 115%.
3) Intake canal of 400.00 Mtr is proposed from fore shore to the sump and pump
house and located near Tondihal village, Lingasugur Taluk. Raising main of 14.00
KM is proposed to carry the water from Pump house to Delivery chamber near
Nandawadagi village, Hunagund Taluk of Bagalkot district
The project location and layout plan are enclosed as annexure I and II
respectively.
The area is semi arid having climate suitable for round the year cropping. The soils are suitable for intensive cropping and irrigation. Hence providing Irrigation facilities to these drought prone areas is the best strategy in improving the per capital income and consequent standard of living of the farmers.
During Khariff, Tur Dal, Bajra, Jawar, Oil Seeds, Pulses, Ground Nut and Maize and during Rabi Toor, Bajra, Ground Nut, Jawar, Sunflower, Pulses, Wheat, and Cotton and during two season Cotton and Chillies are the major crops grown in the area.
Raichur and Bagalkot districts in Karnataka are considered as most backward districts and drought prone areas and people depend on rainfall agriculture.
The intensity of the irrigation is kept at 115% by providing 3.75 TMC during Khariff and Rabi. The total cost of the project is 1530.00Crores.
There are 5 pumps of 2396 HP and 1 standby pump of the same capacity is required for the project for lifting 3.75TMC. The total power required for the project is 12.00 MW and the same can be obtained from GESCOM.
There is no protected, eco sensitive, wildlife area as notified in Wildlife (Protection) Act, 1972 is located in 10 km of proposed command area.
The Benefit cost ratio of the project is 1.62 and hence is economically viable. The cost per hectare of area irrigated works out to Rs.27282.3 0.

2. Introduction
Identification of the Project and Project Proponent
Krishna Bhagya Jala Nigam Ltd (KBJNL) was incorporated on19th August 1994 under the Companies Act, 1956 as Company, wholly owned by the Government of Karnataka for implementation of the Upper Krishna Project (UKP) in the State of Karnataka.
The Company is responsible for planning, investigation, estimation, execution, operation and maintenance of all irrigation projects coming under the UKP. The Company is also responsible to obtain Government of India's clearance and execute the UKP. The Company is also entrusted with the responsibility of rehabilitation and resettlement of the people affected by the Project. The Company is authorised to sell water and recover revenues from individuals, groups of farmers including those in the Command Area Development Authority, towns, city municipalities and industries.

Need for the project and its importance to the country or region
The basic economic activity in this project area is agriculture. Uncertain rainfall and vagaries of Monsoon added with large number of marginal and poor formers have resulted in low per capita income and poor standard a living. In the absence of other mineral resources, providing irrigation is the best strategy to provide employment opportunities to the local population, improving their per capita income and consequent improved standard of living. This will also result in optimal utilization of water and land resources of the region Development of Irrigation and increase in agriculture produce processing including food processing.

Lingsugur & Manvi taluks of Raichur district are economically backward areas
comprising of about 72% of local population with agriculture as their main source of
occupation. The annual rainfall in these regions is very much lower in comparison to the
state average and hence these farmers are growing only dry crops being water scarce area.
This has reduced the area to drought prone with irrigation area less than 20% of the total area.
There is always a risk of possible crop failures or reduced yields due to uncertain and scanty
rains. Therefore proposed to provide irrigation facilities for an area of 36100 hectares of
drought prone areas of Lingsugur Hunugunda and Manvi Taluks by Micro irrigation and
considering an irrigation intensity of 100%.

The proposed project is under taken to maintain a sustainable development of the area and to take up planned irrigation in the area to enhance the food production for the overall socio-economic development of the area and to improve environmental quality and living status of the population by harnessing the vast potential of available water resources.

1. The proposed project requires labour for construction and on-going maintenance of pump house rising main etc and other infrastructure. This is likely to be an important sector of employment for the poor, especially the landless rural poor or rural households.
2. It aims to increases the farm output as a result, irrigation will stimulate demand for farm labour both within the main cropping season and across new cropping seasons, increasing both numbers of workers required and length of employment period. Rural poverty levels may therefore be reduced by increased employment opportunities.
3. Increased employment in agriculture due to increased cropping intensity, increased crop area and output from irrigation
4. Increased employment outside agriculture from increased crop output in related industries such as input industry (backward linkages) and output processing industries (forward linkages) – Examples include Oil Industry, food processing industries, etc.

The location of proposed Jackwell of NLIS is at latitude of 160, 8' 17.8" & longitude of 760, 60' 13.4"near Tondihal village of Lingasugur taluka in Raichur District, in Karnataka. The land use in the proposed project area is dry land agriculture, subject to vagaries of monsoon rain with low cropping intensity and low productivity. The common crops that are grown are Jowar, Pulses, Groundnut, Sunflower, etc. The proposed irrigation intensity is kept at 115% for Khariff and Rabi season. Figure 1.1 depicts the location map of the project area on Toposheet and Figure 1.2 presents the Google view of the proposed project.

micro Drip irrigation to irrigate 36100ha of cultivable command area of Lingasugur, Manvi
and Hunugunda Taluka.

Power Requirement for Lift Irrigation Scheme: It is estimated that about 12.00 Mega Watts of power would be required for running these huge pumps and special / express power lines have to be drawn up for the purpose.

Public Co-operation and Participation: The public is very eager to co-operate and participate in the execution of the project to improve the socio-economic condition and overall development of the region general.
3.5.2. Surveys and Investigations
a. Topographical survey:
Surveys have been done for location of Jackwell for fixing the head works for lifting of water and Drip System etc. with ref., to G.T.S bench mark at Tondihal village.
3.5.4 Foundation Investigations
As stated in earlier paras, the geotechnical investigation of the exposed foundations of the important structures like Jackwell and other stuctures are got carried out by taking the SBC (Safe Bearing Capacity) at the foundation.

The Narayanpur dam was constructed across Krishna River near Bachihal and Siddapur villages of Muddebihal Taluk situated on left side of river banks. The construction work of Dam was taken up from 1969 and completed during 1982. The impounding of water in the reservoir was commenced from July 1982. The Dam is mainly serves as subsidiary Dam/balancing reservoir with main storage at Alamatti Dam. The Narayanpur Dam serves the most essential aspect of providing irrigation through a canal network on both left & right bank ayacuts to the tune of 5,50,000 Ha of Bijapur, Gulburga, Yadagir and Raichur Districts.
The Narayanapur Dam mainly serves as diversion Dam which is located at 65 Kms downstream below the main storage Dam at Almatti to facilitate for off taking of the main canal on both left and right side banks to cover the major command of the entire project under flow irrigation. The length of the Dam itself is initiating the nature of the reservoir flat terrain in the vicinity of the Dam. The height of the Dam above the .lowest foundation level is only 29.72 mtrs., and capacity of the reservoir is 1.07 TMCum (37.785 TMCft ) and water spread area at FRL-492.252 mtrs., is 132 Sqkms
The back water of Narayanapur reservoir at FRL spread even beyond the Almatti Dam but it is intercepted by the construction of Almatti Dam Hence the construction of Almatti dam above foundation level for the full length was taken up simultaneously with the construction of Narayanpur dam so as to facilitate impounding of water in the Narayanpur Reservoir for its full capacity in the 1st stage itself.
Proposed Cropping Pattern
Details of cropping pattern
In UKP the cropping pattern is adopted based on the discussions made with Chief
Scientist, CADA, Agricultural Research Station, Bijapur and, Soil Scientists from
University of Agricultural Sciences, Dharwad. The cropping pattern proposed in UKP is
as recommended by Principal Agricultural Officer, Bijapur.
The intensity of irrigation is considered as 115%.

Crop water requirements
Gross crop water requirements are worked out based on the modified Penman’s method. The total water requirement for irrigating 36100 Ha with above cropping pattern works out to 3.75 TMC.

The soils are well drained to excessively drained with moderately rapid permeability.

The power sanction for lift irrigation schemes is obtained from KPTCL / GESCOM

Connectivity
The Nandawadagi LIS site is approachable by road from Lingasugur which is about 45 Kms. Approach to site by air is from nearest Airport situated @ Hubli, which is about 195Km. Approach by Rail is from Station Almatti which is 60 Kms away.

Land form, land use and land ownership
The average land holding size of farmers is 3.74 ha. There are more marginal farmers
in this area, i.e. 31% of total area is held by more than two-thirds of the farmer’s population
where as only 8% of the farmers posses 30 percent area.
Jowar is the most important crop covering 41 percent of the area followed by Bajra
(12.8%) and Groundnut (12.4%). High yielding crops are re confined to 12% of the area
where supplementary sources of irrigation like tanks, wells / tube wells are available. Cotton,
a bi-seasonal crop is grown in only 4% of the area
Topography (along with map)
The topographical features of the area coming under Lingasugur and Manvi taluks of
Raichur district do not facilitate supply of water through gravity canal system from the
Narayanapur storage dam as the areas are lying above the Maximum Full Supply level of
Narayanapur Dam. Hence proposing a Lift Irrigation Scheme to cater the required water to
these affected areas is more feasible considering the flat topographical terrain.
Existing land use pattern (agriculture, non agriculture, forest, water bodies (including area under crz), shortest distances from the periphery of the project to periphery of the forest, national parks, wild life sanctuary, eco sensitive areas, water bodies (distance from, the HFL of the river).
Presently, the land use consists of agriculture and non agriculture areas in most of
the portion of the command area. Forest patches are not available here and there with rocky
knobs.
Existing Infrastructure
Villages are well connected by Village roads and can be accessed even during monsoon season. At each Taluk and district head quarters, appreciable agricultural marketing facilities are available. Transportation of agricultural inputs and other items from towns to villages and that of agricultural outputs/products from villages to town is convenient. Hence, Infrastructural facilities in the proposed Command Areas are available.
Soil Classification
Major portion of deep black cotton soil and very small portion Red soil types in located site of Nandawadagi LIS. The district covers partially deep & medium black cotton soil entire.

Rainfall
Due to unprecedented continuous rainfall in short interval between September to October both locally and in the catchment area of Almatti and Narayanpur reservoir was caused flooding situation especially in the confluence of Malprabha and Krishna river.
Temperature
The project lies in semi – arid type of climate. December is the coldest month with mean daily maximum and minimum temperatures being 29.5 ºC & 15º C to 10ºC respectively.

During peak summer, temperature shoots up to 45ºC. Relative humidity varies from 26% in summer to 62% in winter.

Annual mean humidity in morning is found to be 68% and in the evening it is 44%. Maximum humidity is 82% and Minimum humidity 41%

During the period from May to November skies are moderately to heavily cloud. In the rest of the year, skies are clear of lightly clouded generally.

4.8 Social Infrastructure Available
The areas coming under this project is surrounded with a fairly god network of village roads coming under Zilla Public works department. No extra provision is made towards providing ayacut roads. The command area is connected with good communication facilities with road network and railway lines and good marketing facilities for farm product are also available. The banking and other co-operative financial institutions are also working in the taluka coming under command area.

Man power planning
As explained above, all the major components of work are being executed on contractual basis and the responsibility of man power planning rests with the respective contractor. However the man power requirement of project organization concerned, the organization chart is depicted below. In addition to the above, a Quality Control wing is setup for carrying out all the necessary quality test / QAP under the guidance of the Superintending Engineer, Quality Control, Bheemarayanagudi.

Amenities and Facilities
In the proposal only one village is considered for providing the rehabilitation facilities ie., Hurasagundagi village. Hence Land losers/project affected persons in the villages will be benefitted as per NRRP, 2007 norms.
The project proponents are required to provide all the infrastructure facilities to its work force such as health care, free fuel and water supply in order to reduce dependency on local infrastructure and confrontation with the society. Also good sanitation facility to avoid water borne diseases. Proper facilities for domestic water supply and sanitation services will be made available to the construction workers at the site.
Occupational risks/hazards will be minimized at the project site through implementing safety measures and providing safety gadgets like helmets, safety (gas) mask/safety dress, shoes etc. for the labour force depending upon their nature of activity in the site.
Safety training will be provided to all construction workers on operation of equipments. Security will also be extended during non-working hours to ensure there is no uncontrolled access to the machinery and equipment.
KBJNL will have an interaction with PHCs (Public Health Centers) in the command area, such that the communicable diseases and other water borne diseases will be avoided through their guidance and support.
The health checkups (diagnostic) will be done for all regular employees involved in the construction activities of the project at scheduled intervals (i.e quarterly) and to maintain corresponding health records.
First Aid Room with adequate First Aid Kits as approved from Doctors along with medical facilities like Spirometry, Pulse - Oxymetry, lung test etc., will be provided.

Social Infrastructure
1. Land losers/project affected persons in the villages will be benefitted as per NRRP, 2007 norms.
2. 3. It is recommended that the local communities will be engaged in an on-going dialogue during construction period, with an objective to build and maintain a good relationship with the project proponent and contracting companies.
4. The movement of heavy equipment will be done with proper precaution to prevent accidents on the approach road. Movement of vehicles with 30 km/hr will be imposed on village roads which will reduce risks of accidents or injuries.

The Nandawadagi LIS site is approachable by road from Lingasugur which is about 45 Kms. Approach to site by air is from nearest Airport situated @ Hubli, which is about 195Km. Approach by Rail is from Station Almatti which is 60 Kms away.
Drinking water Management (Source & Supply of Water)
Drinking water storage facility is provided at site during construction phase and the source
for water is met from bore well situated nearby.

Sewerage System
Adequate drainage system to dispose storm water from the labour camps will be provided by providing storm water drains/channels. The sewage generated from the labour camps shall be treated in the Septic Tank and Soak Pits designed and constructed as per IS 2470 Part-I & Part-II and domestic solid waste will be disposed to nearby municipal landfills. Site selected for habitation of workers will not be done in the path of natural drainage.

Solid waste management
Adequate facilities for collection, conveyance and disposal of solid waste will be developed. For solid waste collection, adequate number of masonry storage vats each of 2m3 capacity will be constructed at suitable locations near labour camps. These vats will be emptied at regular intervals (say once in three days) and collected waste will then be transported to nearby municipal landfill sites as identified by the jurisdictional competent authorities.
Power requirement & Supply/Source
During the execution of proposed Project, manpower of about 1500 in the peak season and around 500-1000 in the lean season is estimated in the project area which requires enormous fuel wood for their daily needs.
In this regard, arrangement is made to provide subsidized electricity to labour camps for lighting purpose. One 100W bulb to each family and provision for street light will be made in the labour camps.
7. Rehabilitation and Resettlement (R&R) Plan
NLIS is expansion project of UKP, in this scheme Rehabilitation and Resettlement (R&R) Plan will not arise.

The estimate of Nandawadagi Lift Irrigation Scheme amounting to Rs.1530.00 Crores is prepared The rates adopted for the estimates are based on Schedule of Rates of W.R.D. and P.W.D. Bellary Circle.

Benefit Cost Ratio
The Benefit Cost Ratio has been worked out as per the approved guidelines of the Technically Advisory Committee, Central Water Commission duly calculating yield before canal irrigation and anticipated yield after canal irrigation. The B.C. Ratio thus works out to 1.62

The Nandawadagi Lift Irrigation Scheme is proposed to provide economically viable and socially acceptable irrigation practices for the command area. The current contribution of the scheme to the economic, social and environmental well-being of the people of the command area is enormous. Irrigation is important to the health of the agricultural industry. Improving the viability of individual farming and increasing the efficiency and economic stability of the command area districts and also contributing to the economic and social objectives of the Karnataka State are the expected outcomes of the proposed scheme. Some of the project benefits are discussed below:
Improvements in the Physical Infrastructure
The proposed project boosts total farm output and hence, with unchanged prices, raises farm income.
Project improves yields through reduced crop loss due to erratic, unreliable or insufficient rainwater supply.
It allows for the possibility of multiple-cropping and so an increase in annual output.
It allows a greater area of land to be used for crops in areas where rain fed production is impossible or marginal.
The proposed project enables the use of complimentary inputs, such as high yielding varieties (HYVs).
The project envisages providing opportunity to switch farm use away from staples to higher value, market-oriented products.
Extensive agricultural production supplies raw materials to the nearby small scale industries thereby increasing the economy in the region.
Increased benefits from flood control
Increased groundwater recharge; reduction in opportunity costs of water uses
9.2 Improvements in the Social Infrastructure
11. By making employment and incomes more reliable (as well as higher) the project aims to protect farmers from loss of assets and also prevents peasants from getting into debt-traps.

12. Access to irrigation in the project area may have very positive impacts on nutritional outcomes, through the availability of increased and more stable food supplies and, sometimes, cleaner water. In addition, increased income levels will allow rural producers, assuming transport costs are not prohibitive, to purchase a wider variety of foods. This should help to ensure that not only calorie intake is sufficient but that also diets are better balanced, with adequate intake of micro-nutrients.
13. Increased environmental benefits of water for in-stream flows, wildlife, flora and fauna; increased farm forestry and vegetation in irrigated areas.

provide better health and educational facilities for the farmer’s children.
Employment Potential
24. The proposed project requires labour for construction and on-going maintenance of Raising Main, wells and pumps etc. This is likely to be an important sector of employment for the poor, especially the landless rural poor or rural households.
25. It aims to increases the farm output as a result of irrigation will stimulate demand for farm labour both within the main cropping season and across new cropping seasons, increasing both numbers of workers required and length of employment period. Rural poverty levels may therefore be reduced by increased employment opportunities.
26. It reduces migration to urban areas, and so reduces the pool of job-seekers and relieves the downward pressure on urban areas.
