WHICH ROLE FOR THE REGIONS?“Member States shall ensure that energy efficiency
improvement measures are taken by the public sector, focussing on cost-effective measures which generate the largest energy savings in the shortest span of time. Such measures shall be taken at the appropriate national, regional and/or local level”

• Cinco Días - Madrid - 22/01/2011“Seis de cada siete empresas, un 67%, de las más grandes de España ya tiene implantado un plan de reducción de emisiones de CO2, según el estudio Carbon Disclosure Project 2010. España: las 85 empresas más grandes por capitalización, realizado por CDP y la Fundación Ecología y Desarrollo (Ecodes). Sin embargo, solo un 26% ha alcanzado sus objetivos a corto plazo de disminución de estas emisiones. Además, apenas un 32% de las empresas consiguen reducciones efectivas de sus emisiones contaminantes.”

Objectives: To identity and remove legal barriers in MS to use ESCOs, shared savings, to facilitate the emergence with EBRD, EIB Group and other IFIs of public-private partnerships to attract funding for debt financing, guarantees and venture capital for SMEs, ESCOs; to promote networking amongst Member States and regions to ensure financing of best practices in energy efficiency.
