Stacy Road UpdateThe project had several construction setbacks to slow things down this winter. The later winter brought considerable rain cutting into working days. CoServ gas lines have also been an issue on the section west of Angel Pkwy, as potential conflicts arose with underground drainage piping. TxDOT and CoServ have been working to make adjustments as needed to correct any potential conflicts and the project should be moving forward. In the meantime, the contractor, Ed Bell, has been working on left turning lanes and other intersection work waiting on this long section to be released for the pouring of the main lanes.

The Town of Fairview Police Department will participate in the Drug Enforcement Administration’s (DEA) prescription drug take-back day on Saturday, April 28 at Fire Station #1 from 10 a.m. to 2 p.m. The focus of the event is on removing potentially dangerous substances from our nation’s medicine cabinets.

The DEA coordinates a collaborative effort with state and local law enforcement agencies to establish a safe collection site for expired, unwanted or unused pharmaceuticals, controlled and non-controlled substances as well as over-the-counter medications.

Participants may dispose of medication in its original container or by removing the medication from its container and disposing of it directly into the disposal box. Liquid products, such as cough syrup, should remain sealed in the original container. The depositor should ensure the cap is tightly sealed to prevent leakage. Intra-venous solutions, injectables and syringes will not be accepted due to potential hazard posed by blood-borne pathogens.

This one-day effort will bring national focus to the issue of pharmaceutical controlled substance abuse. This program is anonymous and all efforts will be made to protect the anonymity of individuals disposing of medications. Fairview Fire Station #1 is located at 500 S. State Highway 5.

Mayor’s NoteIn the last issue of Fairview Town News, I discussed the process that the Council has developed to respond to our residents as we move forward with planning for the capital needs of the Town. The process included establishing a group of residents to assist

in the process. The committee, the Community Resource Group (CRG), has been activated with representatives from across the community. The CRG consists of the following members:

The CRG process was initiated in February. The CRG was asked to complete a preliminary survey about the last bond election. The CRG was then divided into two focus groups and meetings were held with the guidance of a facilitator to further discuss the results of the survey and the bond election process. The facilitator, an outside consultant hired by the Town, prepared a report on the meetings and it was presented to the Town Council at the March 6 Town Council meeting. A copy of the survey results and the report from the facilitator are available on the Town website at www.fairviewtexas.org. Future updates will also be added to the website as we continue to go through this process. I will also periodically be providing our residents with information in this publication on the process as we go through it. I and the Town Council want to thank the CRG members for their commitment to this process and to the Town. COUNCIL’S CORNER

At the Tuesday, February 6, 2018, regular Town Council meeting, the Town Council addressed the following items:

• Mayor Culbertson honored Mallory Lorant, Miss Lovejoy’s Outstanding Teen 2018 in the Miss McKinney Lovejoy pageant.

• Kyle Williams from Lincoln Property Company, updated the council on the proposed improvements within Fairview Town Center.

• Approved the minutes of the October 4, 2017, regular Council meeting.

• Approved the minutes of the November 8, 2017, regular Council meeting.

• Approved the minutes of the January 8, 2018, special Council meeting.

• Approved an ordinance calling the May 5, 2018 General Election and authorizing the Town Manager to execute a joint agreement with Collin County for the provision of election services.

• Approved resolution authorizing the Town to join the Texas Smartbuy Membership Program.

• Approved a revised development agreement with Harper Landing Development LLC.

• Conducted a public hearing on a request for for approval of a conditional use permit (CUP) to accommodate the construction of a canopy over an existing patio. The 1.1-acre site is located at 1010 Patrician Ct. and is zoned for the (RE-1) One-Acre Ranch Estate District. (Case #CUP2018-01).

• Approved to award a bid for certain utility improvements.

• Approved Town staff to construct certain improvements in Town Hall.

• Discussed the planning for future town facilities, including citizen committee process and facility planning process.

• Discussed an update from Councilmember Hendricks regarding the McKinney Airport Advisory Committee’s update to the Airport Master Plan and Layout Plan.

• Received the Monthly Financial Report for the period ending December 31, 2017.

• Received the Quarterly Investment Report for the period ending December 31, 2017.

• Received a Stacy Road update.


“Theatre has changed my life in so many ways it’s hard to pick just one thing. Theatre has taught me to be confident at school and everywhere else in life. I used to be so shy and now I can talk to anyone. It’s taught me to be brave. It was scary to be on stage at first, but now I feel like I can do anything. The greatest thing theatre has given me is the most amazing group of friends. They’re like family. I still have friends from my very first show and now I’m in my 30th show. My theatre family just keeps getting bigger. I feel like I am home when I’m at the theatre. My next show is Fiddler On The Roof and I play Chava. I love her! She is so passionate about what she wants in life and she doesn’t let what other people think change that about her. I like to think I’m like that too.”

Fairview was well represented at the Fort Worth Stock Show and Rodeo with two contestants placing in the top five in their respective age divisions in the Equine IQ competition. In January, the teenagers competed in the knowledge-based contest offered by The Southwestern Exposition and Livestock Show in conjunction with Texas A&M University.

Sarah Muckelroy, a 7th grade student at Willow Springs Middle School, placed third in the Intermediate Division for students between the age of 11 and 13, winning a Fort Worth Stock Show and Rodeo vest and ribbon. This was Muckelroy’s first equine knowledge-based competition, and she competed against 28 other youth to secure the win.

The competition features generous scholarships for youth ages 14-18 competing in the upper age division. Caitlynn Teel, an 11th grade homeschool student, finished second out of 60 competitors in the Senior Division. With the win, Teel was awarded a $10,000 scholarship toward an undergraduate degree

at the university of her choice, a vest, and a ribbon.

Equine IQ is open to youth residing in Texas, so placing in the top five is a huge accomplishment. The contest features multiple components including a written exam, a test over identification stations, and hands-on scenarios with horses. Additionally, the top five Senior-level contestants randomly draw a speech topic on an issue facing

the equine industry and have ten minutes to prepare a speech that they deliver to judges and the audience in the final round of the competition.

The contest covers equine anatomy and physiology, health, management, equipment. Muckelroy and Teel, both members of Collin County 4-H, spend their Thursday evenings preparing for Equine IQ and other knowledge-based competitions.

Both of these teens are passionate about acquiring horse knowledge and devote time outside of 4-H practices to learn as much as they can about the animals they love. Muckelroy and Teel were proud to represent Collin County 4-H and Fairview, Texas!

Fairview Teens Win at Fort Worth Stock Show & Rodeo

The Allen/Fairview Chamber of Commerce recently honored residents Joyce and Hal Bryan with the Spirit of Fairview Award. Fairview Economic Development manager, Ray Dunlap, was honored to present the award at the Chamber’s

Volunteer Banquet on February 9. Joyce and Hal, who have been married for 48 years, recently moved

to Overture in Fairview Town Center after spending 11 years in Heritage Ranch.

Both Hal and Joyce have volunteered their time, efforts and talents to many community activities. Joyce served on the Heritage Ranch infrastructure committee and as secretary of the Heritage Ranch golf committee and garden club and recently retired from the Public Art Committee where she was instrumental in helping develop the first Fairview Art Show. Hal served as chairman of the Heritage Ranch marketing committee and as a member

of the Heritage Ranch infrastructure committee, was a board member of the Friends of Fairview Firefighters Association and has participated in various Town special committees.

They stay busy playing golf, enjoying walks around town and spending time with friends. Hal also enjoys studying photography and they both continue to volunteer for various community activities such as the Fairview Fire Department pancake breakfasts and the Town art show.

The goal of the Public Art Committee is to foster an appreciation for artistic expression in the Town. The committee started off by commissioning the sculpture in front of Fire Station #2, the mural in the community room of the station and the sculpture in the fountain by Veteran’s Park at Town Hall. These led to the committee curating quarterly revolving art exhibits in the foyer of Town Hall.

Committee chair, Karen Karnuta says, “The committee felt they could make more of an impact on the art scene with a larger event.” Thus the Fairview Art Show was born.

The show features art, photography and sculptures from students as young as kindergarten up to adults. Karnuta

explained, “Because of the subjective nature of art, it can be produced and enjoyed on different levels by everyone. We want to celebrate the artistic passion in our community with this annual show.”

Committee member Beth McInerney shared her thoughts on the show, “The art show is a ‘live’ event that feeds my human soul as it touches on so many intrinsic values. It combines creativity, enthusiasm, passion, talent, opportunity and community. Viewers and participants have their senses engaged. I love that the show has the opportunity for people of all ages to submit their work.”

The artwork will be judged by local artist Cathy Cotter-Smith. Ms. Smith is currently an art professor at Collin College and holds degrees in art education and

painting/drawing. She is also a member of the Southwestern Watercolor Society.

Cash Awards (totaling up to $2,000) will be awarded to select winners, in both the adult art and photography divisions, including a $500 grand prize. In addition, all cash award winning pieces will be displayed in the Fairview Town Hall foyer for one year. Medals will be given to winners in all student divisions. The public is also invited to vote for the People’s Choice award. Voting will take place during the public viewing on Saturday, April 28. Prizes and medals will be awarded during a reception on Sunday, April 29.

You’ll learn basic design principles, plant placement and the newest hardscape trends so you can “do it yourself” and save big! You’ll also learn tips on how to use the ULandscapeIT tool on the Water University website to become your own landscape designer! The class will be held in Wylie on April 13 and in McKinney on April 17.

On April 16 in Plano you can learn how to Put the Care into Lawn Care. This course will teach you proper maintenance techniques, efficient watering methods, at the same time simplifying fertilizer and pesticide application to reduce weed and disease issues. You’ll learn how to create a lush and healthy lawn that will make your neighbors green with envy!

Water University

As spring is here, often times, it brings severe weather conditions. Now is a good time to make sure everyone in your family is prepared for this weather. Preparations should include a safety plan for your family and emergency supplies, such as water, flashlights with fresh batteries, a working cell phone with back up batteries or a pre-charged power supply and a weather radio. More information on preparations can be found at knowhat2do.com. Click on “SEVERE WEATHER” to learn more about severe weather. You can also click on “Make a Plan” to create your own personal plan and learn how to build an emergency supply kit.

One of the key areas of preparation is to make sure you have the ability to receive alerts about approaching severe weather. There are a variety of processes and systems that can be used to notify you of severe weather.

Outdoor Warning SystemsThese systems consist of pole-

mounted speakers or sirens that are used to alert people who are outside of a building of a pending severe event. These systems are activated by the local public safety authorities based on specific criteria. The Fairview system is activated by the Allen Public Safety (APS) dispatchers, as Fairview does not have our own dispatchers or other personnel at our Town Hall on a 24-hour schedule. The Fairview and Allen systems are provided by the same manufacturer, so it is very easy for APS to activate our system as they are activating theirs. Our system can be used for a variety of warning purposes (ex: shelter in place for a hazardous material spill, assist in the search for a lost person, etc.) as it is essentially a very powerful public address system.

The Fairview system will be activated when:

• Wind speeds are greater than 70 mph

• There is a threat of large

damaging hail• During severe

thunderstorm warnings where local storm spotters have witnessed lowering/rotating clouds in the immediate area

• There is a tornado warning for the immediate area with or without local storm spotter visual confirmation of lowering/rotating clouds

• The Fairview Fire or Police Chief requests activation

Weather Alerting RadiosThese radios can be purchased

from a variety of retail and online outlets for less than $50. They are referred to as All Hazards NOAA Weather Radios. You should look for radios with the SAME (Specific Area Messaging Encoding) feature. This allows you to dial in a code for the Collin County area. By entering the code for Collin County, your radio will only sound for events affecting Collin County. Be sure to get a radio that has a back-up battery that will allow it to work in the event your power goes out. Having one of these radios is an excellent addition to your storm warning preparedness plan as they are activated by the National Weather Service in severe weather events. Automated Notification Sources

The Town of Fairview uses Nixle alert you via your email and/or text messages to your cell phone. You can sign up using the widget on the fairviewtexas.org homepage. You may also want to sign up for a weather alert app from any number of the local TV and radio stations that cover the Dallas Fort Worth Metroplex.

As you can see, many systems can assist you in the case of severe weather. Each system has specific design purposes and can have some technical difficulties. You are encouraged to have several warning methods for your personal severe weather plan.


The Heard Museum will host its 29th annual Spring Plant Sale on the weekend of April 14 and 15, 2018. This fundraising event will feature a huge selection of native plants, hard-to-find herbs and well-adapted plants.

There are many benefits to using native plants in landscaping. Plants that are naturally suited to Texas’ hydrologic issues is an excellent way to reduce supplemental watering. Also, many of the native plant species are better suited to Texas’ climate and provide food sources and habitats for many kinds of wildlife.

The plant sale will feature a selection of native milkweed plants. Monarch butterflies, Danaus plexippus, a species suffering from major decline in recent years, is dependent on

milkweeds. This is the only plant species that their caterpillars can eat. With shifting land management practices, much of the milkweed has been lost from the landscape, leaving them with a limited food supply. Scientists believe this is one of the causes of the decrease in the Monarch population. By purchasing and planting milkweed to help feed Monarch butterfly caterpillars, North Texas residents will be able to both help the recovery of this species and support the Heard, a private 501(c)(3) nonprofit organization. All

purchases are also tax-free. For more than 20 years,

veteran and novice gardeners alike have anticipated this rare opportunity to purchase some of the best plants for North Central Texas gardens and to obtain many rare plants. For the complete list of available plants visit HeardMuseum.org/PlantSale. Guests are welcome to bring carts or wagons to facilitate their purchases.

The plant sale will be open to the public on April 14 from 9 a.m. to 5 p.m. and April 15 from 1 p.m. to 5 p.m. Museum admission is not required to attend the plant sale.

A Heard Museum Member Pre-Sale will be offered on

April 13 from 4-7 p.m. The Member Pre-Sale is open to Heard Museum members only; however, memberships will be available for purchase at the event or online beforehand.

Summer is just around the corner and it’s never too early to start planning activities to keep the kids busy. Fairview Youth Theatre (FVYT) offers a wide variety of classes and camps throughout the summer.

The weekly Art and Drama Camps (ages 5 – 9), Production Camps (ages 7 – 12) and Tech Camps (ages 10 and up) offer something for everyone. The full and half day camps are taught by professional directors, actors and singers who have worked from Broadway to L.A. Students will participate in activities that include Improv, poetry, singing and puppetry – just to name a few. And, each camp will present their production at the end of the week.

And, not wanting to leave anyone out, FVYT now offers Kindermusic classes for preschool aged children. This ongoing, 45-minute class meets each Friday at 10:00 a.m.

Upcoming auditions for FVYT major productions include: Sister Act on Monday, April 2 for kids in 8th – 12th grades and Into the Woods for kids in 6th -12th grades on Monday, April 30, Wednesday, May 2 and Saturday, May 5.

With tickets being a hot commodity these days the FVYT staff recommend purchasing tickets to all upcoming shows as soon as possible. In April you can Travel down the rabbit hole and join Alice, one of literature’s most beloved heroines, in her madcap adventures in Disney’s Alice in Wonderland, Jr on stage April 6-14. You can also travel to the little village of Anatevka and watch as Tevye tries to protect his five daughters and teach them the traditional values of their tight-knit Jewish community in Fiddler on the Roof, April 20-28. To kick off the month of May you can see a great mash-up of Game of Thrones & King Lear where the King’s daughters are spoiled rotten Disney princesses; Game of Tiaras opens May 3-6.

OUTSTANDING TEEN 2018Mallory Lorant was honored at

the February Fairview Town Council meeting for her accomplishment of becoming

Miss Lovejoy’s Outstanding Teen 2018.

Representing the Miss America Scholarship Program, Mallory, 12, is honored to be crowned the youngest Outstanding Teen title holder in the history of the Miss America Program, founded more than 95 years ago. And, to top it off, it was her first week competing in the program!

The Miss Texas Outstanding Teen Pageant is a little sister program to the Miss Texas and Miss America Scholarship Organizations. Its goal is to encourage positive achievement by helping to nurture and build the scholastic achievement, creative accomplishment, healthy living and community involvement of youth in America.

Mallory started competing in pageants just two years ago at the urging of some friends. She won the State Cinderella Miss Title in her first competition. She chose Cinderella and Miss America because they select their title holders based on interview, talent and modeling.

Mallory loves all genres of dance and is a competitive dancer. So, naturally her talent

in the pageant is dance. She also enjoys piano, voice, golf, tennis, cheer and like most teens - slime. Mallory is currently enrolled in all advanced placement classes and with everything she has going on she still manages to make straight As.

Participation in the Miss Texas Outstanding Teen program provides a unique opportunity for young ladies to gain both life skills and college tuition scholarship assistance. For the past twenty years, the Miss America program has partnered with the Children’s Miracle Network Hospitals to raise awareness and funds for children around the country suffering from life threatening diseases.

In addition to helping promote Children’s Miracle Network Hospitals with the Miss America program, Mallory’s platform is “Reigning Buckets.” Mallory had a personal connection with the special needs children in elementary school and regularly had lunch, played and spent time with them. And, because this desire and passion has stayed with her, she continues to work with special needs children to help them dream and document their “BUCKET LIST” and helps them to make it “RAIN” buckets of blessings.

The Town of Fairview has received a $1,400.00 fire prevention grant from FM Global, one of the world’s largest commercial property insurers.

The award will be used to assist with pre-fire planning to efficiently collect and track data related to local community buildings. The information will help the fire service respond in an emergency situation.

Because fire continues to be the leading cause of property damage worldwide, during the past 40 years FM Global has contributed millions of dollars in fire prevention grants to fire service organizations around the globe. Locally, the company has awarded grants to a number of Texas-based organizations.

“At FM Global, we strongly believe the majority of property damage is preventable, not inevitable,” said Michael Spaziani, assistant vice president – manager of the fire prevention grant program. “Far too often,

inadequate budgets prevent those organizations working to prevent fire from being as proactive as they would like to be. With additional financial support, grant recipients are actively helping to improve property risk in the communities they serve.”

Fairview Fire Chief, Jeff Bell is excited to receive the grant and says, “The fire department will now be able to purchase a high quality camera system and accessories to assist the department in pre-fire planning activities.” This equipment will also help the department with investigating fires as well. Bell explains, “In the past we have had to use cameras that do not meet current standards and the new equipment will be a beneficial addition to our desire to serve our community.”

Through its Fire Prevention Grant Program, FM Global awards grants to fire departments—as well

as national, state, regional, local and community organizations worldwide—that best demonstrate a need for funding, where dollars can have the most impact on preventing fire, or mitigating the damage it can quickly cause.
