through a CPRA request the address should have been declared, or an amendment filed for an address of 24021 Valencia Blvd.#2312 Valencia, CA 91355 From the Event Agreement is appears that the mailing address was misrepresented. The address for the Committee of the Event Agreement which indicates on the front page and Exhibit A that the business contact is PO Box 78951 Santa Clarita, CA 91355 Form 410 signed by a Robert McCarty on March 26, 2016 indicates a mailing address of PO Box 800194 Santa Clarita, CA 91380-0194 The original 410 should have reflected the physical address for the Committee or an amendment filed. The mailing address for the Committee should have reflect that stated on the Event Agreement, they should have conformed with each other. #2 There were a # of "co chairs" for the Committee, all presumably taking on the responsibilities and duties a Principal Officer. Form 410 (August/2018) in the instructions states that if there are multiple Principal Officers for a Committee they must all declare their name, street address, and telephone number. "If more than three individuals qualify as principal officers of the committee, identify no fewer than three". The Committee failed to do this. One individual, Brian Koegle Esq. widely regarded as the foremost attorney in the Santa Clarita Valley stipulates in a letter obtained through a CPRA request that he acted as Principal officer as defined in Government Code 82047.6. Mr Koegle also alludes to the fact that other individuals identified as "co chairs" functioned in a role as principal officer as defined in Government Code 82047.6. The Committee only identifies a Robert McCarty as Principal Officer (Form 410) and does not disclose any other Principal officers, As a self identified Principal Officer Brian Koegle and / or Robert McCarty should have filed a truthful Form 410 or an amendment reflecting all the Principal Officers with a minimum of three.

The public and the press deserve to know what individuals actively support and manage a Committee. Compliance with the regulations is meant for that exact purpose. Those individuals who identified themselves in the media as Co Chairs of the Committee include Richard Sandnes, Cameron Smyth, Jill Mellady, Brian Koegle, Don Fleming , Cheri Fleming, Richard Patterson, and Anna Frutos-Sanchez. Interesting that Richard McCarty the Principal Organizer declared on Form 410 is not listed as a Co Chair in the media. One has to question whether he met the definition of a Principal Officer under Govt Code 82047.6 when he filed the form with the Secretary of State. At the minimum, the Committee failed to disclose that Brian Koegle Esq. served the Committee as a Principal Officer denying the public this vital and important information. All statements are made to the Complainant's information and belief. At this time, we have not made any determination about the allegation(s) made in the complaint. investigate the allegations of the complaint; refer the complaint to another governmental agency; take no action on the complaint because, on the basis of the information provided,
