• The Mexican Congress (Lower House and Senate) works through committees to discuss and legislate on particular issues.
• The Chamber of Deputies has 44 ordinary commissions and various special committees.
• The Special Committee on Digital Access (CEAD) is composed of fifteen members, created to legislate and discuss issues on regulation of information and communication technologies (ICT).
• The Congress is a fundamental element for the promotion of initiatives to promote competitiveness and development in Mexico through a proper legal framework.

According to the World Economic Forum (WEF) - Global Competitiveness Report 2010-2011, the first positions in competitiveness are held by Switzerland, Sweden, Singapore and the USA. Mexico is the 66th position.
A study on "Broadband Penetration" issued by the OECD in June 2010, there is a relationship between broadband penetration and GDP of each country. Countries with higher broadband penetration also have a higher GDP per capita. Mexico is in position 30 out of 31 member states (2010).
In one of the most important indicators worldwide, issued between 2003 and 2010, the United Nations conducted a study to determine the progress of what he called "e-Government Readiness." Mexico is at 56th position.
