    THE EIFFEL TOWERS 1ST FLOOR IS GOING TO HAVE A FACE-LIFT

    New buildings and entirely redeveloped public spaces to make the Towers 1st oor once againone of Paris most spectacular and attractive locations, 57 meters above the city

    Since te last transformation of te 1st oor 30 years ago, te Tower as welcomed more visitors tan duringits rst century of existence! Te pavilions and public spaces of te 1980s are obsolete and not adapted to tenumber of visitors, te visitors expectations and tecnical standards.

    Te oor reorganisation project includes: rebuilding te reception and conference rooms to turn it into one ofParis most attractive event spaces; rebuilding te pavilion dedicated to visitor services, particularly restaurants

    and sops; creating an entertaining and educational museograpic pat; and nally, creating two spectacularattractions: discovering space on te monument and its esplanade tanks to glass ooring and balustrades andan immersion lm promising strong emotions.

    Important goals linked to the sustainable development policy implemented at the Eiffel Tower:accessibility and reducing its carbon footprint.

    Today, disabled people are unable to access most of te 1stoor of te Tower. Wit tis reorganisation all visi-

    tors, regardless of teir disability, will be able to enjoy te wole space and all its services and contents.New building standards, solar energy for eating, wind energy, ydraulic energy, rainwater recovery, LEDligting: various tecniques will be implemented to elp improve te Towers energy performance.

    An inuenced architecture, designed entirely in diagonals and transparency by the architects

    Moatti-Rivire, providing an improved experience of the Tower and Paris and respect for themonument and its history.

    Te new pavilions are inuenced by te pillars designed by Gustave Eiffel. Tey ug te Towers slant. Te

    volumes are incorporated in te depts and curves of te pillars. Service areas are placed next to te gables to

    preserve te central transparency.Te oor is designed as a real urban space wit its streets, its buildings and its central space, 57 meters aboveground. It gives a close view of te city and of te Tower itself. It is a knowledge space were te inside of teTower object can be explored.Te project offers an improved experience of te Tower and Paris, an entertaining sensory experience, a jour-ney of te senses and knowledge.Te redevelopment as been designed and carried out by te arcitects Moatti-Rivire arcitects, in consor-tium wit Bateg for te construction. Te latter won te design-construction contract in October 2010.

    WHY A COMPLETE REOGANISATION OF THE 1STFLOOR OF THE EIFFEL TOWER?

    Te project is carried out under te Plan Contractuel dInvestissement (Contractual Investment Plan)

    concluded wit te City of Paris, owner of te monument, in 2005.

    It has 4 main goals:

    Renovating and modernising the pavilions and public spaces on the 1st oor, whichhave become obsolete

    Te last major renovation operation for tese spaces was carried out almost 30 years ago. Since ten,

    te Tower as welcomed more visitors tan during its rst century of existence. Te pavilions in particu-lar are no longer suited to te number of visitors, te service quality looked for and tecnical standards.

    Boosting the oors power of attraction

    One of te Towers great paradoxes: its 1st oor is bot te most spacious and te least visited. Te goalof tis reorganisation is to turn it into a space for relaxing at te end of visits, dedicated to services,observing te monument and discovering its istory.

    After tis operation, te Tower will also ave one of te most modern and attractive event spaces inParis.

    Making the spaces accessible to all our visitors

    Today, disabled people are unable to access most of te 1st oor of te Tower, in particular te outergallery and te upper level of te Ferri pavilion. Tis reorganisation will make tese spaces accessibleto all our visitors.

    Helping reduce the Eiffel Towers carbon footprint

    Tis as been one of te major goals of te Towers operation for 10 years. Tis project must of course

    take part in tis by improving te energy performance of te pavilions and producing part of our energy

    needs on site.

    Technical diagnoses have shown that within 5 to 10 years the existing buildings would experience problemsas they aged, and therefore present operating problems. In addition, they no longer meet environmental stan-dards. In addition, the signicant technical constraints of the current pavilions (fully saturated false ceilings forexample) make maintenance complicated and limit the necessary technical and functional changes.

    The schedule for the rebuilding project is shorter, which is a major issue for the oors operation (disruption of

    visits, loss of income for the Gustave Eiffel room, etc.).

    Finally, the additional cost (less than 15%) was not signicant enough to outweigh all the advantages.

    THE SCOPE OF THE PROJECT

    This project involves:

    The Gustave Eiffel pavilion

    Creating a reception/conference room wit entrance area, reception area, scenograpic logistics, ofce,storage and service areas.

    The Ferri pavilion

    Visitor services: relaxation area, restrooms, sops, fast food restaurants, event and interpretative spaces,

    service areas including waste processing areas.

    Te two pavilions face eac oter eiter side of te central area (800 m2 in total).

    Reorganising the outside public spaces (2,740 m2)

    Furniture, ligting, oor covering, central area, syncronising te protection systems, etc.

    Demolishing and rebuilding the three structures seltering te visitors as tey wait for te lifts.

    Creating a monument interpretation path.

    Rehabilitating the faades of the 58 Tour Eiffel restaurant (interior renovated in 2009).

    In total, this reorganisation will involve 4,586 m2 of the oors 5,420 m2.

    COST

    The total cost of the 1stoor reorganisation is 25 million excluding tax (fees

    included), entirely funded by SETE.

    THE ISSUES AND SCOPE OF THE PROJECT

    DESIGN CONSTRUCTION

    Architects Moatti-Rivire, in consortium with Bateg*, have been awarded the de-sign-construction contract after 1 year of competitive talks.

    Tis award was te result of 3 years of work. Te denition of te target project, tecnical diagnosis,eritage study and functional programme were carried out in 2008.

    Invitations to tender took place between May 2009 and October 2010. 16 groups submitted proposals,3 were sort-listed to participate in te competitive discussion procedure.

    Demolishing and rebuilding the Ferri Pavilion (7 months).

    Demolishing and rebuilding the pagodas (shelters while waiting for the lifts), reno-

    vating the oors, replacing the central balustrade.

    Renovating the faades and decorating the roof of 58 Tour Eiffel.

    Demolishing and rebuilding the Gustave Eiffel room (7 months).

    THE TWO NEW PAVILIONS

    THE PROJECT

    Te project proposes an improved experience of the Tower and Paris,wic will also be a sensory and entertaining experience, a journey of te senses

    and knowledge.

    Te pavilions ouse te functional entities. Tey are nestled between te pillars ofte Eiffel Tower. Gustave Eiffel designed tese powerful pillars on an inclined planeto project te tower 300m into te air. Eac oor is a link between te pillars. Weave imagined pavilions that are inuenced by these pillars. Tey are subjectto teir forces in action. Tey are terefore inclined in two planes. Tis new geo-metry links tem intimately to te Tower. Teir tangible outlines are rooted in tegeometries of te pillars.

    Te eart of te rst oor of te Eiffel Tower is an open space. It is a small urbancentre suspended 57 metres above te citys ground-level.

    Surrounding tis open space, the opaque oor has been partly replaced by aglass oor and the grille of the balustrade has been replaced by glass.Teglass, protective, gives te experience of walking above te corbelled structure of

    te rst oor tus revealed.

    It is a unique experience on the rst oor and will become te centre of allsensations. Scenograpy is not an experience tat can be isolated; it is in symbiosiswit te arcitectural project.

    THE PROJECT

    AN INFLUENCED ARCHITECTURE: DIAGONALS AND TRANSPARENCY

    The pavilions hug the incline of the Tower: the volumes are incorporated into the depths

    and curves of the pillars. In this way, they mirror the Towers rising movement and cannot

    be separated from it. Service areas are placed next to the gables so as to preserve thecentral transparency. The view of the Tower, close up or far away, is the same on all four

    of its sides.

    SPECTACULAR ATTRACTIONS

    The rst oor of the Eiffel Tower belongs to the city, but the second and third oors be-

    long to the sky. It is a real urban space with its streets, its buildings and its central space,

    57 meters above ground. It gives a close view of the city and the Tower itself. It is a know-

    ledge space where the inside of the Tower object can be explored.

    Te opaque oor surrounding te central space asbeen partly replaced by a glass oor and te grille ofte balustrade as been wit glass.

    Te glass, protective, gives te experience of wal-king above te corbelled structure of te rst oortus revealed.

    A signicant experience, promising strong emotions!

    A non-skid oor treatment is planned. Te effect of transparency increases progressively from te interiortowards te central space, covering 1.85 metres at its largest.

    SPECTACULAR ATTRACTIONS

    Te cultural pat will come in a variety of forms in te open air trougout te oor: kiosks, display cases,

    screens, touc screens, digital albums, etc.

    It will let visitors nd out about te life and works of Gustave Eiffel, te istory of te Towers construction, itscanges and metamorposes, its family album (visitors, te people tat bring te monument to life, smalland big stories, its replicas and te oter towers of te world, etc.), its position as a time-onoured icon in teworld of art.

    Te museograpic area will be extended to inside te Ferri pavilion were visitors can nd a selection ofobjects from te Eiffel Towers collection, displayed trougout tis area.

    The immersion show

    Finally, on te 1stoor of te Ferri pavilion, an immersion sow, created using oor and wall projections,tat will immerse te visitors in te tree caracteristic worlds of te Tower:

    experiencing te space: climbing te Tower, walking on its beams, etc.

    te parties and illuminations

    building te monument.

    A bright night-time atmosphere that respects the image of the Tower by night

    Te ligting system favours ligting aimed at te ground, wit fairly invisible sources and warm ues. Te patway

    on te outer gallery is lit from te bottom. Ligt for te urban centre comes from te pavilions temselves andfrom te balustrade around te central saft.

    Better designed service areas - restaurants, shops - for entertainment and relaxing

    Te restaurant and sop, at te eart of te Ferri pavilion, offer rest areas integrated to teir commercial sur-faces.

    Te views of Paris and te Tower are optimised tanks to te transparency and links between te spaces. Tecreation of a staircase to te outside gallery (like in Eiffels time) encourages strolls.

    Te pavilion as 2 levels arranged around an inner street lit by a canopy, in te spirit of an atrium.

    APROJECT AIMING AT AN EXEMPLARYSUSTAINABLE DEVELOPMENT APPROACH

    MAKING THE AREAS ACCESSIBLE TO ALL VISITORS

    Today, disabled people are unable to access most of te 1stoor of te Tower, in particular te outer gallery and teupper level of te Ferri pavilion. Wic is wy:

    accessibility regulations will be applied to all te reorganised areas, for all types of disability. For example: obstaclesremoved or signposted, suitable ligting, tactile oor paving, etc.

    a ramp as been created between te outer gallery and te terrace on te Camp de Mars side (currently inac-cessible),

    lifts are planned inside te pavilions (currently not equipped),

    more restrooms for disabled people,

    te museograpy as been adapted.

    ENERGY PERFORMANCE

    No hig Environment Quality references can be applied to te Eiffel Tower; owever, our ambition is to developan exemplary project in terms of sustainable development. It is even one of te main goals of te reorganisationproject.

    Te project links arcitectural design and tecnical innovation and is inspired by te requirements and goals ofte Paris Climate Plan for renovations. It will improve te Towers energy performance by 30%.

    Sun protection

    For te pavilions, we are planning protection from sun pollution witout canging te views of te many pers-pectives of Paris, wile offering ig levels of transparency for te pavilion faades. Te position of te glass sur-

    faces relative to te vertical and teir orientation will allow tem to reduce te internal eat input from faadeeating by at least 25% in summer, tus allowing us to use less energy due to air conditioning.

    Solar energy for heating

    Solar ot water production, covering on average50% of domestic ot water need for bot pavilions,will be carried out by means of 4 solar panels wita total surface area of 10m2installed on te roof ofte Ferri building.

    APROJECT AIMING AT AN EXEMPLARYSUSTAINABLE DEVELOPMENT APPROACH

    ENERGY PERFORMANCE

    Wind power

    4 vertical wind turbines will be installed at te tecnical plat-form under te Ferri pavilion. Tey will create no soundor visual pollution. Electricity production is estimated at8,000 kW/year.

    Hydraulic power

    Almost 40%, approximately12,000 m3, of te Eiffel Towers consumption of drinking

    water comes from te 1st oor. Integrating turbines to te supply network willgenerate an additional source of electricity production. Feed water and waste waterwill pass troug turbines: a mini power station tat will produce 4,000 kW/an.

    Rain water recovery

    Storage will be installed under te Ferri pavilion for rain water, as an alternative to tap water. It will be usedto supply te pavilions restrooms. Tis system also allows us to use less energy on powering te boosters tatsend te water to te oors of te Tower.

    Energy choices

    95% of te ligting will be LED-type, wic as two advantages: optimal lifespan and low consumption.

    hig-performance eat pumps will be installed to meet te pavilions eating and cooling needs.

    EASY TO MAINTAIN AND FLEXIBLE IN OPERATION

    All environmental production will be continuously linked to te Eiffel Towers tecnical management system,wic allows equipment performance to be monitored.

    Te Tower will benet from te great operational exibility provided by te reversibility of some of te works-tations (pagodas), te design of te new Gustave Eiffel room, te reconguration of te Ferri pavilions servicesand te modularity of te immersion sow room.

    SORTING WASTE

    SETE as implemented a waste sorting system since 2009. Te reorganisation of te 1 stoor will allow us to

    enlarge te premises devoted to tis and increase te quality of te sorting operation.

    AN EVOLVING FLOOR SINCE 1889

    This new reorganisation project is a continuation of the monuments history. The public

    areas and buildings have been transformed to meet operational needs, visitor expecta-

    tions and changes in tourism. 1937 and the early 1980s are the two signicant stages in

    the Towers radical transformations.

    In 1889, te rst oors excessive decoration tended to blend into te Towers overall decorum. In 1937, AndrGranet sougt to reduce te impact of te gallery and pavilions on te general view of te Tower so as to freete panoramic view.

    Franois Dtels intervention in 1981, playing on mirror faades and tone-on-tone paint, sougt to blend in wit

    te backdrop of te construction.

    Changes to the pavilions

    1900 1937 1981

    Faced wit an increasing number of visitors, te lift boarding points ave been alte-red many times. Originally, tey were out in te open wit no protection from teweater. Te number and te direction of ascent vary depending on te pillars anderas. Sapes follow one anoter: straigt, balanced or orsesoe-saped staircases...

    In 1982, Franois Dtel created glass and metal pagodas to protect te visitorsand provide better working conditions for te staff.

    Changes to the sheltered waiting areas

    Te outside gallery as kept its street in te air function over te years, giving a panoramic view over teParisian rooftops. Te upper passageway between te faade of te pavilions and te outer gallery disappearedwen te pavilions were built in 1981.

    THE EIFFEL TOWER AND SETE(EIFFEL TOWER OPERATING COMPANY)

    The Eiffel Tower belongs to the City of Paris, who has sub-contracted the operation and mainte-nance operations to SETE (Socit dExploitation de la Tour Eiffel - Eiffel Tower Operating Com-pany) as part of a public service delegation for a period of ten years.

    Its president is Jean-Bernard Bros, Deputy Mayor of Paris in charge of Tourism and new localmedia, its director is Nicolas Lefebvre, and its capital stock is distributed as follows: City of Paris60%, DEXIA Crdit Local, Eiffage, Sadi SA (EDF Group), UFIPAR (LVMH Group), UNIBAIL RO-DANCO 8% holding each, Ofce du Tourisme et des Congrs de Paris (Paris Ofce of Tourism and

    Conferences), 1 share.In 2010, it recorded a turnover of 66.5 million Euros.

    THE EIFFEL TOWER IN A FEW WORDS AND NUMBERS

    Built by Gustave Eiffel for te 1889 Universal Exibition celebrating te rst centenary of te Frenc Revolution,te Eiffel Tower was built in 2 years, 2 monts and 5 days; a real tecnical and arcitectural feat for tat era. Itwas a uge success rigt from te start.

    Originally built for 20 years only, it was saved by te scientic experiments tat Eiffel promoted, especially terst radio transmissions and ten te telecommunication transmissions.

    Over te years, it as seen feats, extraordinary illuminations and prestigious visitors.

    Te Eiffel Tower as been te stage for many events tat ave ad an international impact (ligting systems, teTowers undredt anniversary, rework displays for te year 2000 and te Towers 120t anniversary, paintingprojects, asing ligt display, te Tower in colour, ice rink on te 1st oor, etc.).

    A must-visit site in Paris, it now receives almost 7 million visitors per year, 75 % of wom are foreigners.

    THE MOATTI-RIVIRE ARCHITECTURAL AGENCYAND THE COMPANIES OF THE WINNING CONSORTIUM

    MOATTI - RIVIRE

    Te Moatti-Rivire agency is te result of a meeting between Alain Moatti, arcitect and scenograper since1985, and henri Rivire (1965 2010), arcitect, designer, and graduate of te Ecole Camondo in 1990. Witteir complementary educational backgrounds and similar artistic sensibility, Alain Moatti and henri Riviresare a taste for te manifest. In 2001, after parallel careers, tey decided to become partners: te imaginary,emotions, sublimation of te programme, te locations istory are te origin of te project tey gave a faceancored in reality.

    In 2001, Jean-Paul Gaultier selected tem to transform a Parisian mansion into a aute couture ouse.

    From ten on, te agency as been invited to take part in many prestigious public and private competitions(Louvre Museum, Colmar Beaux-Arts museum, Marseilles Frenc Regional Contemporary Art Fund, Maison dela radio, Grand Teatre hotel in Beirut, Baccarat hotel in Dubai, etc.).

    Te agency as just created a restaurant and tea room in Beirut for te starred cef Yannik Allno (2011), it is incarge of renovating te Bourse Centre in Marseille (2013), creating te ve-star otel, Le Club, in Courcevel(2013), te Spa and gastronomic restaurant of te Summerland otel in Lebanon (2013) and a residential otelin Bagnolet (2013).

    In terms of design, te agency as created te Crystal bre candeliers for Baccarat, made of crystal and carbonbre (2011 catalogue).

    It as won te competition for creating a positive-energy ofce building for Icade in Saint-Denis and for creatingte Culture Ministry in Barain. Tese two projects perfectly portray te agencys interest in environmental

    issues and its practical approac to tis fundamental callenge for our era.

    Wit regard to cultural facilities, we can now mention tese new projects: te reorganisation of te rst oorof te Eiffel Tower (delivery in 2013), te Museum of Decorative Arts and Fasion in Marseilles (2013), te Gen-darmerie Museum in Melun (2014) and te creation of te International Grapic Design Centre in Caumont(2014).
