ABSTRACT -
The present study analyzes the residential energy efficiency (EE) policy of the UK and Chile, which were introduced several years apart. It attempts to identify possible contributions from the UK experience to the Chilean process. Initially we discuss the history of the UK and the Chilean building and energy institutional framework, policy and the building regulations regarding energy efficiency. The next step was to develop a comparative analysis of their policy and the first plan implemented in each country.
The analysis results show that although the UK historic process of the institutional framework and its policy implementation has been complex, the policy structure is cleared than the Chilean. The latter has some measures but it has lacks a clear policy to organize those measures as well as programs. In addition, the Chilean residential energy efficiency policy has a lack of incentives for middle class and also for energy suppliers to implement energy efficiency measures in residential buildings, to contribute with the fulfilment of the national targets. On the other hand, initiatives related to implement renewable energy in residential buildings, are not mentioned in the Chilean EE plan, although there are some programs of solar thermal energy already implemented.
Finally, a new programme is proposed and evaluated, to commit energy suppliers to implement an economical instrument to encourage the installation of energy efficiency measures in middle-class homes. This programme is specifically focusing on implementing solar thermal energy for hot water in residential buildings. This could have a positive impact in the gas consumption reduction, since 78% of gas is imported and the current Chilean energy problem is the energy dependence or energy security, and also could collaborate to achieve the national energy reduction target.
