Latest MOE Announcements
MOE removed mid-year examinations and year-end examinations in P1 from 2010.
For P2 students, we further removed the mid-year examinations.
As a result, we reduced the stress for lower primary students,
who by and large enjoy school more, and have a positive start
that focuses on curiosity and growth, instead of
examinations and grades. Teachers also appreciate the extra lesson
time to ensure that our young students master the fundamentals…
…reduce school-based assessment load by 25% in each of
the two-year blocks in primary and secondary schools.
Mr Ong Ye Kung,
Minister for Education, at the Schools Work Plan Seminar 2018

“Teachers can observe the demonstration of positive traits in students like diligence, curiosity, collaboration and enthusiasm
through daily lessons and learning activities that demonstrate a student’s learning
orientation. It is not as quantitative and standardised as school-based examinations, but qualitative
judgement is a fact of life, and we can apply that on EMB and GPA
for young students who just entered the school system.”
-Minister Ong Ye Kung, WPS 2018

Class allocation from P2 to P3
2020
2020 P3 Class Allocation
Rationale:
To enhance student well-being, reduce over-emphasis on
academic results and stress resulting from fine-sorting of
students based on test scores
Implementation:
In 2020, students will be allocated to mixed ability classes
in P3 with the following considerations:
1) Students’ pace of learning (broad banding based on
students’ pace of learning, students’ needs and
teachers’ observations / recommendations)
2) Social mix (race, gender, social dispositions and
interactions)
FAQ

dispositions to attain the IGNITE Award?

How will this benefit my child?
• More opportunities to
demonstrate learning
• Caters to wider range
of learning styles
• Regular and timely
feedback
•More confident
• Motivated to learn
• Less stressed
• Enjoys learning
37
My child will be prepared to take exams
at the end of P3 having gained…
a strong foundation
confidence
a desire to learn
enjoyment of learning
steady progress
Will my child be prepared for exams?
Eventually?
Do…
monitor your child’s daily work
give encouragement and support in areas for improvement
praise your child for any progress made
38
How can I help my child?
Don’t …
put too much emphasis on marks and grades
compare your child’s performance with that of others
give more homework than necessary, or as punishment
As parents, you can:
Encourage Joy of Learning by
not over-emphasising academic
performance.
Focus on your child’s learning
journey, rather than compare
them to others.
With these changes, your child
will:
have more time and space to
deepen learning
better enjoy the process of
learning
develop dispositions for
lifelong learning
Let our
students know:
Academic grades and
scores are not the only
indicators of their success.
Instead, they should learn
to acquire deep knowledge
and skills.
They should use the time
freed up from having to
prepare for tests and
examinations to deepen
their learning and develop
their strengths and
interests.

“whether it be parents or teachers, to take a step back and let our students learn to deal with challenges and setbacks on their own and not be too quick to intervene, no matter how good our intentions may be,"
