Quarter Horse Cal-Bred Awards Program As the Official Cal-Bred Registry for Racing Quar- ter Horses for the State of California, P.C.Q.H.R.A. administers the Cal-Bred Quarter Horse Awards Pro- gram which pays annual premiums to the owner, breeder and owner of the stallion that sires an eli- gible Cal-Bred that finishes first or second in any Quarter Horse race run in California. Under current California law, for an AQHA regis- tered foal to qualify for Cal-Bred Awards it must be sired by a stallion that stands in California at the time of conception and it must be registered Cal-Bred with the official registry (P.C.Q.H.R.A.). For a foal to be registered Cal-Bred, it has to meet the following requirements:
1) A Cal-Bred foaled prior to Jan. 1, 1997, is defined as an AQHA registered Quarter Horse foal conceived in California. 2) For foals born on or after Jan. 1, 1997, a Cal-Bred is defined as an AQHA registered Quarter Horse foal conceived in California by a stallion standing in California at the time of conception.
The change in definition that became effective January 1997 was prompted by a poll of P.C.Q.H.R.A. membership in mid-1996 in response to AQHA’s revision of regulations to allow shipment of cooled semen. Based on the results of that poll, the P.C.Q.H.R.A. Board of Directors introduced legislation to change the Cal-Bred definition so that a resulting foal from shipment of semen from a California stallion to a mare domiciled outside of California is not eligible for Cal-Bred registration. The new definition also does not permit the resulting foal of a mare domiciled in California that is bred to an out-of-state stallion by cooled semen to be eligible for Cal-Bred registration. The only way to produce a Quarter Horse foal eligible for Cal-Bred registration when that foal is bred by shipment of cooled semen is for a California stallion to ship semen to a mare domiciled in California. The cost to Cal-Bred register an eligible Quarter Horse is:

It is important to note that anyone can Cal-Bred a Quarter Horse -- it does not have to be the breeder. The owner of the horse, or the owner of the stallion that sired the horse, can Cal-Bred a horse simply by paying the appropriate fee to P.C.Q.H.R.A. The registry, however, must have the registration papers accompany the Cal-Bred Regis-

tration so the official Cal-Bred Registry stamp can be affixed to the papers. Every year a number of Cal-Bred Awards are forfeited because the breeder, owner or stallion owner did not register the horse Cal-Bred. The horse must be registered Cal-Bred on or before the day entries are taken for the race in which it earns awards. Outside of the cost to register a Quarter Horse Cal-Bred, there are no other fees asso- ciated with the Cal-Bred Awards Program. You do not have to pay fees to register mares, nor do you have to pay fees to register stallions. California law clearly defines the breeder, owner and stallion owner for purposes of eligibility to earn and receive Cal-Bred Awards. It is important to familiarize yourself with these definitions as they can have profound impact on your decisions to breed, purchase and sell horses. Cal-Bred Breeder - The Cal-Bred Breeder of a foal conceived prior to Jan. 1, 1996, is defined as the owner of the mare at the time of foaling. For a foal conceived on or after January 1, 1996, the Cal-Bred Breeder is defined as the owner of the mare at the time of conception (this will be the breeder that appears on the AQHA registration certificate). Cal-Bred Owner - The Cal-Bred Owner is defined as the person(s) who is registered with the paymaster of purses on the date the qualifying race was conducted as the owner of the California-bred Quarter Horse earning purse money in that race. Stallion Owner - For purposes of earning Cal-Bred Stallion Awards, the stallion owner is defined as the person who is the owner of the eligible Quarter Horse sire as of Dec. 31 of the calendar year in which that sire's foals had eligible earnings, or the person who owned the eligible Quarter Horse sire on the date that the sire died. Consequently, if you are considering selling your stallion, it may be best to wait until after the end of the year to finalize the transaction if you are eligible to receive Stallion Awards. Or you may want to stipulate in the sale contract that you receive all awards earned while you owned the stallion. California law defines an "eligible Quarter Horse sire" as a Quarter Horse, or thorough- bred stallion, bred to a Quarter Horse mare, where the sire was continuously present in California from Feb. 1 to July 15, inclusive, of the calendar year in which the qualify- ing race was conducted, as well as from February 1 to July 15, inclusive, of the following calendar year. If a sires dies in California and stood his last season at stud in California, he will thereafter continue to be considered a eligible Quarter Horse sire. The definition of an eligible Quarter Horse sire requires that the sire be present in California the year the awards are earned and that he be present in California for the following breeding season. The law requires that all owners of stallions that are eligible for Cal-Bred Awards notify the state registry (P.C.Q.H.R.A.) that they are eligible for awards prior to Feb. 1st of the year following the year in which the awards are earned. Eligibility forms can be obtained at the P.C.Q.H.R.A. office or www.pcqhra.org. P.C.Q.H.R.A. may mail eligi- bility forms in January to stallion owners that have sired a Cal-Bred Quarter Horse that finished first or second in Quarter Horse races the prior year informing them of the need to complete and submit the eligibility forms; however, these efforts, if any, by P.C.Q.H.R.A. are performed as a courtesy only. P.C.Q.H.R.A. has no duty or obliga-

tion under the law to assist stallion owners with this notification requirement and publishes this notice as a reminder to all stallion owners of their obligations in this regard. Cal-Bred Awards are required by law to be paid out no later than March 31 of the year immediately following the calendar year for which the awards were earned. Any pay- ments for awards that are uncashed on Dec. 31 of the year issued accrue to the following year for distribution. Source(s) of funding for the Cal-Bred Award Pools` The funds to pay Cal-Bred Awards are derived from the following:
! .4% of California satellite handle and approximately 2.6% of net ADW funds available for purses, breeders and track commissions on live racing. ! .2% of the total on-track handle. ! .3% of the on track exotic handle ! An amount equal to 10% of the first place money won by every registered Cal Bred in a Quarter Horse race is deposited into the Cal Bred awards pool. The amount is funded by the track and earned purses based on their respective shares of the base takeout, approximately 54.4% and 45.6%, respectively.
How the pool is distributed to Breeders, Owners and Stallion Owners. Award monies for the Cal-Bred Awards Pool are forwarded to P.C.Q.H.R.A. every month during the Los Alamitos race meet and after the conclusion of every Fair race meet in California that offers Quarter Horse racing. As these funds are received at P.C.Q.H.R.A., they are deposited in a segregated interest bearing account that accumulates interest throughout the year. California law entitles P.C.Q.H.R.A. to deduct 10% of all funds directed to Cal-Bred Awards for administration of the Cal-Bred Awards Program. However, the Association has not taken any administrative fee for the past 20 years (1995-2017). P.C.Q.H.R.A. maintains a Cal-Bred Awards Computer Program in which we enter all the pertinent information for all Cal-Bred Quarter Horses that finish first or second in any Quarter Horse race conducted in the State of California. After all funds for the Cal-Bred Awards Pool have been received and all of the racing information inputted, the Cal-Bred Awards Computer Program splits the pool into three sections: 60% to Breeders Awards, 25% to Owners Awards and 15% to Stallion Awards. After the pool has been split into these three separate amounts, the Computer Program prorates the total amount in each separate pool against the first- and second-place monies earned by every eligible Cal- Bred Quarter Horse that has been entered into the computer. The Computer Program then prints one check for each eligible recipient that includes Breeder, Owner and Stallion Awards based on a prorated share of each of the pools. Historically in each category expressed as a percentage of the total earnings of an eligible Cal-Bred Quarter Horse have been as follows:

Since the Cal-Bred Awards distribution system outlined by law requires one pool for all awards earned during the year, the previous method of paying out awards after the conclusion of every Quarter Horse meet is no longer used. Award recipients receive a single check for all awards within 90 days after the conclusion of the year in which they were earned. The maximum purse considered for earnings in any race for the purpose of Cal-Bred Awards is $200,000 for a win, and $80,000 for a second-place finish. Based on a survey of its members regarding the payment of Breeders Awards, P.C.Q.H.R.A. introduced and was successful in passing Quarter Horse Cal-Bred legis- lation in 1997 that guarantees Breeders receive at least 10% of all first- and second- place purses earned by an eligible Cal-Bred racing in California starting Jan. 1, 1998.
Additional Racing Opportunities for Cal-Breds in California In addition to the Cal-Bred Awards Program, every racetrack in the State of California that offers Quarter Horse racing is required to offer at least one race a day restricted to Cal-Breds. These races also offer a Cal-Bred premium equal to 25% of the published purse. In addition to Cal-Bred Premium races, there are also considerable stakes opportunities for Cal-Breds racing at Los Alamitos. PCQHRA administers the $400,000 (est) Governor’s Cup Futurity for Cal-Breds, and the $200,000 (est) Governor’s Cup Derby for Cal-Breds. Los Alamitos Race Course offers the $100,000 Spencer Childers California Breeders Champion- ship. These three races anchor an all state-bred California Champions Night program sched- uled in late July at Los Alamitos. This program also features additional stakes restricted to state-bred Quarter Horses. California Champions Night is the showcase event for California- Bred Quarter Horses.

PCQHRA ... Serving California's Racing Quarter Horse Industry
Pacific Coast Quarter Horse Racing Association is anonprofit trade organization incorporated in 1950 to
represent California's racing quarter horse owners and breeders.The association's stated purpose is to:
(1) Encourage and promote the breeding of quarter horses and the sport of quarter horse racing.(2) Represent the interests of horsemen before the California Legislature, the state horse racing board and in negotia- tions with racetrack management.(3) Inform and educate the public about the quarter horse breed, and opportunities for racing quarter horses in California. If you hold a current license in California as a quarter horse trainer or owner, you are automatically a member of the association. In addi-tion, to the 2,000 members of the PCQHRA, approximately 600 are "Supporting Members", who pay $25 annual dues to support the efforts of the association. PCQHRA is administered by a 15-member Board of Directors elected by the association's membership. Board membership is for a three-year period with five seats coming up for election every year. The Board is comprised of a cross section of quarter horse owners, breeders and trainers. In addition to the 15 elected Board members, another 10-15 horsemen are asked each year to serve as Ex-Officio members of the Board at the invitation of the president. While they are not allowed to vote on matters before the Board, Ex-Officio members are encouraged to provide input in the decision making process. PCQHRA is proud to celebrate 68 years of service to California's quarter horse racing industry. The association was incorporated Nov. 8, 1950, one year prior to the inaugural quarter horse meet at Los Alamitos Race Course.
