How is it determined that the ELL SWD will participate in the Spring administration of the

CELLA?The IEP team responds “No” to any of the:Questions to Guide the Decision-Making Process to Determine Whether a Student Takes FCAT or Florida Alternate AssessmentThen the student MUST be tested with the CELLA.All students in Grades K through 12 classified as English Language Learners (ELLs), with ELL codes of “LY” or “LP” including those who have been placed in a special education program and whose IEP indicates that they participate in statewide assessment.

CELLA TEST ACCOMMODATIONS

The CELLA Directions for Administration and Scoring Guide provides the list of accommodations to the testing procedures that are permissible for administering the CELLA. The CELLA Test Accommodations section in the administration guide must be reviewed prior to the administration of the assessment.

Preparing for Testing: Accommodations for SPED Students

Students with current IEP are eligible for accommodations based on the individual needs of each student.

An accommodation for a student must be explicitly permitted on the IEP.• Presentation of Test Materials• Responding to Questions• Test Scheduling• Test Setting• Assistive Devices

Refer to the Visually Impaired and Hearing Impaired section inthe Directions for Administration and Scoring Guide for allowable

accommodations and/or exemptions.

One-to-One Administration – Special Education Personnel

Level A (K-2) - All Sections Level B - Reading for Fluency SectionLevel B, C, and D – Speaking Section

Grade Group Administration – Levels B - D Listening, Reading, and Writing Sections

Test Chairpersons; ESOL teachers; or other personnel with accommodations and assistance from Special Education Personnel, as needed.

NOTE: Speech and Language Impaired students will be tested by the General Education ESOL Program.

What is the CELLA Online?A statewide online assessment that is used by the

Department of Education to assess the English language skills of English Language Learners (ELLs) upon initial entry.

A four-skill language proficiency assessment in:- Speaking - Listening- Reading - Writing

Evidence of program accountability in accordance with Title III of the Elementary and Secondary Act (ESEA)

Who will be assessed?

All incoming new students in Grades 1 through 12 who answer “Yes” to one or more of the questions on the Home Language Survey including those who have been placed in a special education program and whose IEP indicates that they participate in statewide assessment.

Exiting ELL SWD – IEP Committee

After eight semesters (four years) or more the progress of ELL SWD in the ESOL Program shall be reviewed by the IEP Committee through an annual or interim conference.IEP Committee reviews performance on CELLA based on the criteria presented on the next slide and reviews other assessment data to consider exiting.

Exiting ELL SWD – IEP CommitteeThe student must achieve a proficient level on Oral Section (Listening and Speaking) of the CELLA and a minimum score (see chart) at the High Intermediate level on the grade cluster scale scores of the Reading and Writing Sections of the CELLA
