MEW Enforcers
Minimum requirements for efficient energy use in buildingshave been enforced by the Ministry of Electricity and Water
sector (MEW) for all new and retrofitted buildings since1983, through an Energy Conservation Code of Practice
That takes into consideration the fact that consumers pay onlya fraction (5 to10%) of actual cost of power and energy.

MEW Enforcers
The 1983 code specifies minimum thermal resistance forwalls and roofs, size and quality for glazing, fresh air
requirements, and performance standards for A/C systems.More importantly, the code fixes the maximum allowable
power for the A/C system and lighting of buildings based onthe application, area and type of A/C system.

Building energy codes are typically divided into sectionsdealing with envelope issues, HVAC systems, lighting, andhot water systems.

Discussion
ASHRAE 901.1 2010 has better performance in HVAC equipment(water-cooled with COP 4.5) than MEW codes (air-cooled with COP1.7).
ASHRAE 901.1 2010 utilize heat recovery system but MEW codes notenforced in such building size.
MEW R-6 shows better performance on heat gain through envelopeand fenestration.
