Before starting the optimization …

•  Actual Network Status:

• Status of the network, actual performance

• Target Performance:

• Defining the parameters that will serve to determinate the grade of success of the

optimisation

• Can be based on Key Performance Indicators (KPIs) from statistics and,optionally, on Drive Tests results.

• Work scope is data analysis and change proposal, or includes collecting data(statistics and drive tests) and implementing the changes (software and/or hardware).

• The process to implement the Change Requests

• Tools:• Choice and preparation of all the necessary tools to develop the optimisation process

Pre-Optimization Issues …

• Share Of Responsibilities;

•  Agreeing who (Nokia or the Operator) is responsible for every task

• Project Organization:

• Organisation of the whole project team, resource dimensioning

• Features and Strategies:

• Features that are currently in use, and what others can be implemented if needed in

order to improve the target indicators (E.g. Half Rate, Dynamic SDCCH etc.)

• Operator HO/Adjacency, Traffic, GPRS strategy in order to check if the parameters arecorrectly set for that purpose

• Software or hardware upgrades:

• How to deal with them.

accomplishing the quality targets

• The basic monitoring tasks may include:

7. QUALITY IMPROVEMENT

•  After the changes have been made the next phase is to start monitoring the

network (back to step 3!) to check if there is some negative impact and continue

the “Network Optimization Cycle” again.

ensured that the transmission atmaximum power is reduced as muchas possible.

Lastly …

• Parameters set during the planning phase must be reviewed

according to network statistics

•  As number of users increase, network expansions must beconsidered as well as new strategies

• Frequency plan may have to be altered in order to avoid

interference and network quality degradation during network

growth

Why optimize a network? Hasn’t everything been done

during planning phase?
