Quarter Accomplishment Report based on Operations Plan and Budget (OPB) CY 2014

a. General Administration and Support Services:

1) Personnel

Personnel fill-up is 5, 920 (369 PCOs, 5,400 PNCOs and 151 NUPs) with police

to population ratio of 1:722. This office however, has initiated to improve the working capability of its human resources, physically and mentally despite the shortage of personnel in the event that the New Organizational Structure and Staffing Pattern of the PNP will be implemented. The morale and welfare of our personnel has always been the priority of this office. Discipline is strictly enforced but awards, incentives, privileges and benefits were also given to the personnel. Thus, for the period, 488 personnel were given recognition on their meritorious deeds and accomplishments. On COMPLAN PATNUBAY, seventy eight (78) personnel were involved in forty (40) cases that were acted upon. Out of this seventy eight (78) personnel, two (2) were dismissed from the service, one (1) was terminated, twelve (12) were suspended, twenty two (22) were exonerated, thirty nine (39) cases were dropped and closed and three (3) were charged for AWOL. 2) Training

For the period, the Office conducted Programmed Courses attended

by 155 PCOs and PNCOs, broken down as follows: One (1) batch Police Intervention and Technique Seminar to Fifty Six (56) participants from different PPOs, CPOs and RPSB 12, One (1) batch of ISO Enhancement Unit Training to Twenty Two (22) participants from General Santos City Police Office, One (1) batch Handgun Familiarization and Precision Training to Seventeen (17) participants from General Santos City and One (1) batch TOPCOP Training to Sixty (60) participants from different PPOs and CPOs.

Unprogrammed Course were also conducted with Two Hundred Twenty Six (226) participants as follows: Two (2) batches of Pre- Qualification Test for Glock 17 Pistol for Ninety Four (94) Participants, One (1) batch Immediate Action Drill/Combat Movements Refresher Training to Thirty One (31) participants, One (1) Bomb Awareness Lecture to Fifty One (51) participants and One (1) batch Stress Management and Personality Development Seminar to Fifty Six (56) participants from different PPOs, CPOs and RPSB 12.

Spiritual Enhancement/Anti-Corruption Seminar was also conducted to

three hundred thirty six (336) participants, six hundred sixty four (664) participants on Awareness of RA 7610, RA 9208, RA 7877, RA 8353 and RA 9262, three hundred thirty nine (339) participants on Anti-Torture and Anti-enforced Disappearance Seminar.

Further, Physical Fitness and Sports Development Program are religiously being conducted at this Headquarters, such as: Physical Fitness Exercises to include taebo, running, walking and basketball which is conducted every Athletic Days (Tuesdays and Thursdays) from this headquarters down to lower units.

b. Support to Operations:

1) Health Services

For the period, the Regional Health Service 12 conducted consultation

and treatment to 3,709 PNP personnel, their dependents, NUPs and authorized civilians. Personnel from RHS 12 attended two (2) NHQ conference/scientific seminar and conducted fifteen (15) visitation/Dental and Medical Heath outreach program to different Police Stations within AOR, detailed below:

Likewise, information drive on health awareness have been conducted

to PNP personnel of PRO 12 with basic Medical and Dental services extended up to the Municipal Police Stations. Coordination have been made with local government Medical and Dental Health facilities/unit for the benefit of the police personnel within the area and successfully conducted series of civic action in coordination with the Regional Police Community Relation Division.

2) Logistical Services

For the period covered, this Office successfully implemented its programs thru 15%-85% distribution of Logistical support to all line units. In like manner, timely procurement and delivery of basic supplies and the improvements of the management of logistics operations related to peace and order and public safety campaign among lower levels were upheld based on the prescribed Program/Project and other Activities and Performance Indicator.

c. Operations:

1) Foot and Mobile Patrol Operations A total of 819,049 man-hours on police visibility patrol (foot, mobile/motorcycle, and seaborne) were conducted particularly in crime prone areas throughout the region. Police response time improved to 5 minutes in urban centers and 10 minutes in rural/remote areas. During the period, 8, 336 legitimate calls have been responded/acted appropriately.

2) Campaign against Illegal Drugs For the period, the Office intensified its anti-drug operations resulting to one hundred fifty four (154) positive operations, neutralizing 192 drug offenders (100 pushers and 92 users) and the filing of 171 cases in Court. As of this report, (1,722) remain as Drug Affected Barangays and subject for clearing operation. A total of 164.79 grams of Shabu, 50 hills of MJ plants, 2,866.12 grams of MJ leaves have been confiscated and seized with a total DDB value of Php 2, 042, 756.95. 3) Campaign against Kidnapping

For the period in review, one (1) kidnapping incident transpired in the

AOR and one (1) abduction incidents were reported. Below are the details:

Victor Moda more or less 11 alleged members of CPP/NPA led by a certain Yoyong

Victor Moda was able to escape, slightly wounded in his head and was brought to the hospital for medical treatment.

4) Campaign against Carnapping/Enforcement of Traffic Laws

For the period covered, a total of 131(1-MV, 130-MC) were reportedly carnapped, forty two 42 (1-MV, 41-MC) were recovered. Eighteen (18) suspects were arrested and sixteen (16) cases were filed in court. Likewise, unauthorized use of Sirens & Blinkers were banned, thru LOI 34/2010 “Action Plan Against Wang-Wang and counter Flow”.

5) Anti-Bank/Armored Car/Highway Robbery Campaign –

No incident on Armored Car-Highway Robbery occurred. However, the office is continuously undertaking intensified monitoring on criminal groups for their possible apprehension. A total of nineteen (19) dry runs on bank security preparation and fifty one (51) dialogues/meetings with Bankers Association and LGU’s were conducted.

6) Anti-Kotong Campaign

For the period covered, this Office conducted two thousand three hundred fifty two (2, 352) operations. As part of its mandated mission, the Office dynamically conducted Police Information and Continuing Education (PICE) to police personnel to educate and remind them not to indulge themselves in illegal activity such as “kotong”. The PICE is usually done every after Saturday Formation/Inspection. Moreover, continuous monitoring is being undertaken by the Office utilizing 8 Spotter Teams.

7) Anti-Organized Syndicated Crime Groups/Criminal Gangs Campaign

For the period covered there were no reported neutralized group and no Syndicated Groups/Organized Crime Groups members were arrested in the AOR.

8) Anti-Terrorism Campaign

For the period, the Office conducted 395 positive operations and recorded 13 (2-IED/Landmine, 11-grenade) explosions, 14 (3-grenade, 6-UXO, 5-IED) recovered, details as follows:

Aingan Ango, 45 years old, married, fruit vendor, and a resident of Tukananes, Poblacion 7, Cotabato City, Mambai U Datumanong, 33 years old, and a resident of Lugay-Lugay, Mother Brgy. Bagua, Cotabato City and Abdulrakman Martin Utto, 22 years old, and a resident of Sultan Kudarat, Maguindanao, also sustained minor injuries in the different parts of their body. Crime scene was cordoned and investigation was conducted by EODT, CCPO and SOCO ARMM.

negative Seven victims sustained minor injuries and were brought to the hospital for medical treatment. They were Sarah Alquiza, Christian Paul Amimong, Jay Magnanao, Marlon Bajada, Joan Michel Cayanes Abranilla, James Ralph Abrea and Geraldine Elon y Table. On Sept. 19, 2014 Jay Magnanao was declared dead by his attending physician Dr. Lorenzo Francisco due to severe blood loss, liver and kidney damage.

11) Campaign against Illegal Gambling

A total of 143 raids/operations against Illegal Gambling were conducted

which resulted in the arrest of one hundred fifty seven (157) ushers/bettors. Likewise, confiscation of gambling paraphernalia and bet money amounting to Php 102,632.75 and filing of one hundred thirty nine (139) cases in court.

12) Anti-Prostitution/Vagrancy/Child & Women Abuse Campaign

For the period covered, no Prostitution/Vagrancy/Pornography transpired in the AOR while for anti-child abuse/pedophile police operations, eighty nine (89) cases were reported, filing of twenty six (26) cases in court and eleven (11) cases were amicably settled.

13) Campaign against Smuggling

For the period covered, no operation was conducted.

14) Campaign against Cattle Rustling For the period, four (4) operations were conducted resulting to the recovery of four (4) out of five (5) stolen cattles and no arrested person.

15) Campaign against Illegal Logging

In coordination with DENR, the Office conducted eleven (11) operations which resulted in the recovery of 12, 703 board feet of illegally cut lumbers with an estimated market value of P 205, 600.00. Cases were referred to CENRO/DENR for proper disposition.

j) Regional Public Safety Battalion 12 4th Maneuver Company At about 8:30 in the morning of July 22, 2014, eight (8) personnel from 4th Maneuver Company, RPSB 12 led by PINSP GERMAN R MAGBANUA III, attended the Municipal Peace and Order Council (MPOC), Municipal Disaster Risk Reduction and Management Council (MDRRMC) and Municipal Health Anti Drug Abuse Council (MADAC) meeting held at Municpal Health Office, T’boli, South Cotabato. The said meeeting was also attended by the MUNICIPAL MAYOR DIBU S TUAN, together with the Municipal Head Councils. At about 2:00 o’clock in the afternoon of the same date, same personnel of 4th Maneuver Company, RPSB 12, together with T”boli MPS led by PSUPT GULMATICO and 27th IB Phil Army led by CAPTAIN WAYAGWAG provided police security and accompanied the Municpal Mayor to the General Assembly Meeting at Sitio Tabudtod, Brgy. New Dumanga, T’boli, South Cotabato. At about 5:00 o’clock in the afternoon of the same date, the said personnel of 4th Maneuver Company, RPSB 12 led by PINSP GERMAN R MAGBANUA III proceeded to 2nd Maneuver Platoon, Advanced Patrol Base located at Sinolon Compac, T’boli, South Cotabato for Patrol Base Visitation. At about 7:30 in the morning of August 12, 2014, personnel from 1st Maneuver

Company, RPSB 12 led by PINSP BENZAR M MUKARRAM, conducted Dialogue/Pulong-pulong at Brgy. Titulok, Bagumbayan, Sultan Kudarat participated by Barangay Officials, Sitio Leaders and Barangay Tanods. The activity ended at about 03:00 o’clock in the afternoon of the same date.

3rd Maneuver Company At about 9:00 o’clock in the morning of September 04, 2014, three (3) personnel

of 3rd Maneuver Company, RPSB 12 led by PINSP HAROLD V CORNEL attended the MDRRMC meeting at Kiamba Municipall Hall. Said meeting was spearheaded by Hon. Raul Martinez, Kiamba Municipal Mayor and participated by LGU Kiamba, Kiamba MPS and 27th IB, PA. The meeting tackled the preparedness of the municipality during the disaster.

2nd Maneuver Company At about 11:00 in the morning of September 18, 2014, PINSP WILSON DELA TORRE MAGGAY II of 2nd Maneuver Company, RPSB 12 attended the Municipal Peace and Order Council (MPOC) at the Office of the Mayor, Fort Pikit, Pikit, Cotabato. The meeting was spearheaded by Hon. Muhyrin Sultan-Casi and participated by COL. EDRALIN, Battalion Commander, 7IB AFP, PINSP PANGANDIGAN, Pikit, COP, Religios Sector Representative, DepEd Representative and Sanggunian Bayan Representative. The activity aims to enhance the coordination and synchronization efforts of the authorities in addressing to Pikit Cotabato 65th Foundation Anniversary peace and order. Activity ended at about 03:00 in the afternoon of the same date with no untoward incident happened.

Public Safety Forces: ISO Validation and Inspection Team from DIPO-WM conducted validation and inspection of PRO 12 PSF on July 2, 2014 at 9AM. The DIPO-WM Team was composed of PCSUPT PERCIVAL G. BARBA, Deputy Director, PCSUPT LUIS RICARDO C. CHAVEZ, Executive Officer, PSSUPT HERMINIO M. CALLUENG, Chief Operations Division, PSUPT ALMA D. CIPRIANO, Chief Budget Officer, PSUPT JOSEPH ELMER P. BULLONG, Deputy Chief, Intel/Opns Division and PSI DOMINADOR L. PALGAN, Cotabato Satellite Office. The activity was also attended by PCSUPT LESTER O. CAMBA, RD, PRO 12, PCSUPT MANOLITO C. LABADOR, DRDA, PSSUPT RANDOLF R. DELFIN, RCDS, Directorial Staff of PRO 12 and Battalion Commander of RPSB 12 together with the Commanding Officers of its line companies. The validation started with the Welcome Remarks of PCSUPT RICARDO C. CHAVEZ then followed by a briefing on the Mechanics of Inspection and Salient Points of CMC 05/2014. C, ROPD briefed the Validation Team on the Deployment and Operational Capability of PRO 12 Public Safety Forces. The meeting adjourned at 11AM of same date with the guidance from PCSUPT PERCIVAL G. BARBA and closing remarks from RD, PRO 12. The conferees further agreed on the following: Activation, manning and operation of intel fusion center per PPOs/CPOs; Capacity Training of AFP counterparts with Crime Scene First Response; AFP commitment to support COLA; Contingency Planning Workshop of AFP and local unit commanders; Conduct of Small Unit Tactics Training (SUTT) jointly by AFP and PNP; and Creation of Quick Reaction Team (QRT) at MPS level composed of police investigator/s and AFP security elements to process/secure encounter/crime scene. The activity ended with fruitful result. ● After Activity Report on the Conduct of Gun Safety Seminar: On September 3, 2014 at 8 o’clock in the morning, FESAGS personnel led by PCI ROMEO CARO GALGO, JR in coordination with Mr. Jim Patrick Fermil Basan, President, Gold Cup Shooters Club Davao City, Inc., Davao City conducted a Gun Safety Seminar to 209 gun holders in this region held at GSCPO Firing Range, Camp Fermin G. Lira, Jr, General Santos City. The activity was also attended by PCSUPT LESTER OROPESA CAMBA, Regional Director of PRO 12. The purpose of the seminar is to enhance the gun holder’s proficiency and tactical capability. Besides, the seminar is also one of the requirements in the application for License to Own and Possess Firearm (LTOPF), registration, purchase and the application for Permit to Carry Firearms Outside Residence (PTCFOR).

● After Activity Report on Posting of Tarpaulins for License to Own and Possess Firearms (LTOPF) Requirements: This pertains to the processing of License To Own and Possess Firearms (LTOPF) wherein personnel from FEO, NHQ, PNP, Camp Crame, Quezon City will have a caravan tentatively scheduled on October 13-17, 2014. FESAGS personnel of this Office led by PCI ROMEO CARO GALGO JR posted a tarpaulin enumerating the requirements for the processing of License to Own and Possess Firearms in front of the FESAGS Office to inform applicants of the necessary documents that they must secure for processing during the scheduled caravan. PDs and CDs were also directed to replicate said activities in their respective AOR to ensure maximum dissemination of information relative to the requirements of processing of License to Own and Possess Firearms (LTOPF) during the caravan.

Warlito Abaga with MOA with JMTV Drilling and Mining Services Supply represented by Mr. Manuel O. Villaflor situated at Sitio Sto Niño, Brgy. Centrala, Surallah, South Cotabato was inspected and inventoried. There were three (3) units 20-foot containers used as temporary magazines with sizes of 20-foot length, 8-foot width and 8-foot height. On July 24, 2014 at 4 o’clock in the afternoon, magazine of FRT Fireworks situated at Brgy San Vicente, Banga, South Cotabato under Mr. Florentino O. Tomas was inspected and inventoried. attended the 2nd Multi-Stakeholders’ validation group meeting and workshop of the Bangsamoro Conflict Monitoring System (BCMS) and International Alert (NGO) presided by Prof. Rufa Cagoco-Guiam at East Asia Royal Hotel, General Santos City. Also in attendance were Col. Dickson Hermoso, Spokesman, 6th ID, PA, Jorge Golle of the International Alert, representatives from the religious sector and other stakeholders. Jorge Golle, Quality Control Officer of the International Alert demonstrated the system they are employing in coming up with data base of conflict and violent incident in the core territories of the Bangsamoro as well as its contiguous areas, majority of which are taken from police blotter reports and the media. Prof. Rufa Cagoco-Guiam presented the initial findings of the BMCS as a basis of intensive discussion and insights on the nature of conflicts and violent incidents. An open forum followed where the participants from the PNP and the AFP commented on the various terminologies being used by the BMCS in identifying causes of violence and conflicts in order that it would be more responsive to the current situation. A continuing program of action against illegal drugs was launched through the

“left-hand effort” in response to the urgent need to pursue a forceful intensive and unrelenting campaign whether syndicated or street level. During the period, PRO 12 conducted drug abuse symposia and awareness in different schools & venues in coordination with DARE officers, DEP-ED, NGO’s & other government agencies.

It is always the intention and desire of this office to inform the public on the

programs and accomplishments of the PNP in the entire region through its line units. Along with this, Police Regional Office 12 sponsors/maintains four (4) regular radio programs namely: the “Pulis Ug Katawhan” in Kidapawan, and in Isulan and Tacurong, Sultan Kudarat “Radyo Natin Ngayon”. In Police Regional office 12, we have the Police Hour in “Tira Brigada” aired regularly every Friday at 8:30 in the morning at Brigada News FM, “Bayan Kayo ang Boss Namin” aired at DXMD-RMN” also every Friday at 5:30 in the afternoon and at DXNP-Community Radio Radio 98.9 FM “Pulis Ako, Pulis Nyo Po sa Rehiyon 12”.

Coordination and participation among NGO’s, GO’s, RLEEC and the CJS is the

key to a lasting partnership between the police and the community. Teamwork is the catalyst that yields excellence from shared strength.

B.2. Community Organization and Mobilization:

To strengthen the capacity of Police Force, PRO 12 was able to mobilized the Community Council of Elder. It also has mobilized Brgy. Tanods and CVO’s purposely to assist the police during town fiestas, founding anniversaries and other anti-crime activities with a total of 423 activities conducted.

Moreover, on the advancement of skills/security trainings, PRO 12 has served various activities to support the SAGSD of the Civil Security Group for training of security guards and security officers notwithstanding their participation on other security aspects in crime prevention. Furthermore, some BADAC members were mobilized to help the police track down and give vital information on the probable hot spots of drug pushing/peddling in the AOR in coordination with government line agencies.

GENDER AND DEVELOPMENT GAD aims to acquaint communities with various information concerning women and community organizing to empower parents & children to organize themselves and to develop alternative opportunities for access to basic social services. For the period, this Office conducted activities on Organization & Mobilization of Family/Youth/Women Groups,Social Institutional Advocacy & Development, news releases concerning family violence, prevention and protection of victims and dissemination and replication of Best Practices with a total of 1,229 activities.

D. SALAAM POLICE CENTER PNP conducted various activities to strengthen linkages and healthy relationship with Muslim communities and to support government’s campaign against terrorism and criminalities involving Muslim personalities. A total of 106 activities were recorded which includes Mosque/madraza-based Projects, Orgn of Council of Imams, Orgn of Muslim NGOs, complaints assistance and continuous networking & info dissemination.

E. OTHER SIGNIFICANT ACCOMPLISHMENTS:

a. Coastal Clean-up and Mangrove Tree Planting

On July 9, 2014, team from RPSB 12 led by PINSP ABDULSALAM MAMALINTA together with PO1 Mary Grace S. Movilla, PCR PNCO, RPCRD PRO 12 participated in the Coastal Clean-up and Mangrove Tree Planting.

The activity formally started at about 6 o’clock in the morning, with an Opening Prayer, followed by an Opening Remarks that was given by Mr. Jerome Baranco Vice Chairman RDRRMC XII. During the briefing conducted by Mr. Baranco, he stressed out the importance of Coastal Clean –up and Mangrove Tree Planting for possible storm surge and tsunami. After which, participants started to clean and remove waste from the seashore.

morning, of same date, participants proceeded to Zone 6, Barangay Bula, General Santos City for the Mangrove Tree Planting. Forester Wahid S. Amella, CENRO Officer of General Santos City, gave his briefing and taught he participants on how to develop the propagules and demonstrated how to plant the mangrove seedlings. After the short lecture participants planted the seedlings.

Message of Support and word of thanks was given by Director Minda C. Morante, Regional Director, OCD XII, Chairperson RDRRMC XII, and Mrs. Cheryl Gallo, President of Small Fishermen’s Assiciation, Barangay Bula, General Santos City. Mrs. Gallo gave a brief talk on People’s Organization and how it was created and started.

The Activity was attended by the representative from PNP PRO 12, BFP, DENR, 267IB PA, Coast Guards, Maritime Group, OCD, CENRO, and other event partners. The activity ended at about 10 o’clock in the morning of same date with successful result.

b. Launching of Adopt a Day Care Center

On July 9, 2014 at 9 o’clock in the morning, Regional Police Community Relations Division led by PSSUPT REX KESAED ANONGOS, Chief, RPCRD, together with Ms. Leonida Manguran, Coordinator CSWDO District 8, proceeded to Diamond Valley Day Care Center, Tambler, General Santos City and conducted the launching of the Adopt an Early Learning Center Program. The activity started with the singing of the Philippine National Anthem followed by an invocation and acknowledgement of Visitors by Mrs. Teresita Merandoque followed by the opening remarks of Ms. Leonida Manguran. After the opening program, PSSUPT REX KESAED ANONGOS, gave an inspiring message on the PNP PRO 12’s genuine concern in supporting/adopting the Day Care Center with the aim of developing a conducive place of learning and uplifting the quality of the education. After which, turn-over of amenities and school supplies to Mrs. Teresita Merandoque, Day Care Teacher. Then, snacks and fruit juices were also given to students. The activity started with the registration of the residents, followed by the singing

of the Philippine National Anthem, Invocation and Acknowledgement of Visitors by Hon Abdulrahim S. Paidumama, Brgy Chairman, San Jose, General Santos City rendered his welcome address.

The activity started with an opening remark by SPO4 Merlyn V Tolentino, Chief, FJGAD, and oriented the students about the purpose of conducting the said activity. After that, PO3 Aileen Bernal from RHS12 lectured the students about the proper grooming and made one of the students as an example for the proper wearing of school uniform after which, SPO3 Ma. Felicia P Malcontento, Chief Clerk RPCRD showed the pupils the proper way of brushing their teeth.

After the lecture, RPCRD personnel distributed toothbrushes, toothpastes, school supplies and also provided snacks to the students

On July 21, 2014 at 9 o’clock in the morning, personnel from Regional Police Community Relations Division led by PSUPT ROMULO SERVITO ESTOCAPIO, Deputy Chief, RPCRD proceeded to New Mabuhay Elementary School, Mabuhay, General Santos City and conducted feeding activity and lecture on proper hygiene to one hundred twenty-five (125) Kinder II students.

On July 22, 2014 at 9 o’clock in the morning, RPCRD personnel visited St Vincent Strambi, Home for the Aged, Brgy. City Heights, General Santos City. The group conducted feeding activity to more or less twenty-nine (29) elders. They were also given goods consisting of bath soap, shampoo, powdered milk and powdered chocolate drinks, toothpaste, and juices. The personnel also turned-over one (1) sack of rice to Ms Lilibeth Esmeros, Social Worker of the said institution.

On July 22, 2014 at 2 o’clock in the afternoon, RPCRD personnel visited the Pediaward of General Santos City Emergency Hospital and distributed basic hygiene necessities such as bath soap, powder detergent, toothpaste, toothbrush, shampoo and alcohol to more or less eighty (80) patients. The staff nurses and watchers were grateful to the PNP for giving them assistance as they really needed all the help even in small ways.

Poster Making On July 22, 2014 at 8 o’clock in the morning, personnel from Regional Police Community Relations Division led by SPO4 Merlyn V Tolentino, Chief FJGAD arrived at Banisil National High School, Tambler, General Santos City and conducted a Poster-Making Contest in connection with the 19th PCR Month Celebration theme: “Pinaigting na Samahan ng Mamamayan at Pulisya Para sa Patuloy na Kapayapaan at Kaunlaran ng Sambayanan”.

The activity started with the invocation of Ms. Aurora O. Napoles followed by the singing of the Philippine National Anthem by Ms. Joanne V. Rodriguez. It was then followed by the roll-call of contestants, judges and orientation of mechanics by Ms. Jeryll Jean L. Salunayan. At about 8:30 am, contest proper started with eleven (11) students coming from all grade level as participants.

At about 11:30 in the morning, the judging and tabulation of the result and announcement of the Top 3 winning poster was initiated by Ms Jeryl jean Salunayan, Curriculum Head. Activity ended at 12:30 in the afternoon with productive result.

h. Essay Writing Contest

The essay writing contest evolved around the theme of the 19th Police Community Relations Month which is “Pinaigting na Samahan ng Mamamayan at Pulisya Para sa Patuloy na Kapayapaan at Kaunlaran ng sambayanan”. It was conducted at the municipal level wherein the Municipal Police Stations will select the best entry and send one (1) entry to the Provincial level. At the Provincial/City level, the PCRB through their chosen judges will select the winning entry to compete at the regional level. On July 24, 2014, the Regional Police Community Relations Division conducted the elimination to determine the best entries from the Provincial/City Police Offices. The judges during the elimination round were Ms Joy Tapang and Ms Jeryll Jean Salunayan both of Banisil National High School and Mr Zaldy Bagious of Mindanao State University High School. As a result of the deliberation, the following students are the winners: 1st Place – Lydia Fe V. Landingin, Tulunan National High School, Cotabato Province 2nd Place – Trixia Mae D. Batiancila, St Lorenzo School of Polomolok, Inc, Polomolok, South Cotabato 3rd Place – Abdul Nafy D. Kabalu, Canizares National High School, Malagapas, Cotabato City. The awarding of Plaques of Recognition will be during the culmination ceremony of the Police Community Relations Month Celebration.

i. Culmination activity On July 28, 2014 at 7:30 in the morning, the Police Regional Office 12 conducted the culmination ceremony of the 19th Police Community Relations Division with PSUPT NOEL RUTO PONSARAN, Regional Chaplain as the Guest of Honor and Speaker. The activity started with the singing of Philippine National Anthem followed by invocation, Panunumpa sa Watawat and Police officers Pledge. It was then followed by giving of award to PSUPT

PONSARAN, as the outgoing Regional Chaplain of PRO 12 by PCSUPT MANOLITO C. LABADOR, OIC PRO 12 assisted by PSSUPT RANDOLF R. DELFIN, RCDS. Highlight of the activity was the giving of Plaque of Recognition to the winners of the Essay writing contest. It was then followed by the introduction of the guest speaker by PSUPT ROMULO S ESTOCAPIO, Deputy RPCRD. During the message of PSUPT PONSARAN, he expressed his thanks to the Command for giving him the honor and had promised that the incoming Regional Chaplain would continue what he had started especially on the pastoral visits to the different units of PRO 12 and spread the word of God. The activity ended with the giving of plaque to the GOHS followed by the pass in Review together with the winners of Essay Writing Contest.

j. “Gun Safety and Proficiency Training to PRO12 – Stakeholders”

Twenty-six medical doctors and lawyers participated in the “Gun Safety/Firearm Proficiency Training for PRO-12 Stakeholders” conducted by Police Regional Office 12 on July 26, 2014 at 9 o’clock in the morning at GSCPO Firing Range, Camp Fermin G. Lira, General Santos City. The activity was facilitated by the personnel of Regional Police Community Relations Division headed by PSUPT ROMULO S ESTOCAPIO, Deputy RPCRD together with SPO3 Eric Utod and PO2 Junmar Del Rio, Range Officers.

The activity started with an Invocation and acknowledgement of visitors by PO3 Chester A Dacua and followed by a message of PSUPT ESTOCAPIO, Deputy RPCRD.

After which, SPO3 Eric Utod, introduced to them the Glock 17 4th Generation 9mm pistol which they will use in their practical exercises. He also, lectured about the Gun Safety Cardinal Rules and the proper way of handling the gun.

After the lecture, the Range Officers allowed the participants to familiarize themselves with the gun considering that most of them were first time shooters. After familiarizing, the participants fired to their hearts’ content. After the activity, positive feedbacks were given wherein they wanted the activity to be conducted again. The activity ended at 12 o’clock in the afternoon with fruitful and productive result.

k. RDRRMC XII TWG Meeting.

On August 1, 2014, PSUPT ROMULO SERVITO ESTOCAPIO, Deputy, RPCRD, attended the RDRRMC Technical Working Group (TWG) meeting, held at EMR Center, Koronadal City. In attendance were representatives from the TWG Member Agencies namely: Office of the Civil Defense XII; 1002nd Infantry Brigade, Philippine Army; Department of Interior and Local Government (DILG XII); Department of Health (DOH XII); Department of Public Works and Highways (DPWH XII); Philippine Atmospheric, Geophysical and Astronomical Service Administration (PAGASA XII); National Economic Development Authority (NEDA XII); Department of Social Welfare and Development (DSWD XII); Public Information Agency (PIA XII); Bureau of Fire Protection (BFP XII); and Department of Agriculture (DA XII). The activity started with an Invocation followed by the singing of the Philippine National Anthem, Acknowledgement of Guests and Participants, and Welcome Message by Mr. Jerome B. Barranco, Assistant Regional Director, OCD XII.

Among the topics discussed were: “Batingaw” (NDRRMC Mobile Application Software) including its advantages and disadvantages; the consolidation of 2014 National Disaster Consciousness Month (NDCM) Activities; the Culmination Program for the 2014 NDCM, in which all TWG member agencies including PNP PRO 12 are required to submit after activity reports on activities concerning Disaster Consciousness Month; and other important matters. The meeting ended with a Closing Message from Mr. Jerome B. Barranco, Assistant Regional Director, OCD XII.

l. Pulisteniks, Bisikletahan at Takbuhan Anibersaryo 2014

On August 2, 2014 at 5 o’clock in the morning, Police Regional Office 12 conducted the Pulisteniks, Bisikletahan at Takbuhan Anibersaryo 2014 at Oval Plaza, General Santos City headed by PSSUPT RANDOLF REVITA DELFIN, Chief Directorial Staff, PSSUPT REX KESAED ANONGOS, Chief, Regional Police Community Relations Division and PSSUPT FROILAN FLORES QUIDILLA, City Director, General Santos City Police Office. Said activity was attended by all personnel from Police Regional Office 12, General Santos City Police Office and the on-going PSJLC students from Regional Training School.

The activity started with a prayer followed by a short message from PSSUPT DELFIN and after which is the conduct of Zumba exercise led by three (3) Zumba Instructors. After the Zumba exercises, Bisikletahan and Takbuhan with the distance of 3K followed.

The event is part of enhancing the total and unwavering commitment and participation of the PNP personnel to activities involving physical health and wellness. This is also a simultaneous activity in relation with the 113th Police Service Anniversary Celebration with the theme: “Pulisteniks, Bisikletahan at Takbong Anibersaryo’ 2014.

m. 1st Regional Joint Assembly and Induction of Officers/Members of Bantay Bayan Foundation Inc.

On August 1, 2014 at 1 o’clock in the afternoon, PSSUPT REX KESAED ANONGOS, Chief, Regional Police Community Relations Division, attended the 1st Regional Joint Assembly and 1st Induction of Officers/Members at Brgy San Isidro, General Santos City.

The activity was attended by one hundred fifty (150) Bantay Bayan Enforcers representing key area of Region 12-South Cotabato, Sultan Kudarat, Sarangani, and General Santos City to uphold one being Makadiyos, Makatao, Makayan and Makakalikasan,

The event started with acknowledgement of members and guests by Hon. Gilbert Oribe, Secretary General, Bantay Bayan Foundation Inc followed by Pastor Neri Clam, Vice President, Region 12, BBFI who gave welcome address to the guests and the delegates coming from different areas of SOCCSKSARGEN in their valuable and untiring support to attend the said assembly.

Ex-Mayor Ernesto Camino, President, BBFI motivated the delegates with common goal and aspiration to be a dignified Corruption Prevention enforcer and after which, PSSUPT ANONGOS expressed his appreciation for the invitation of BBFI and the expression of BFFI’s intention to be working collaboratively in partnership with the PNP and other law enforcement agencies.

Atty Major General Marciano Ilagan, Executive Vice President, BBFI presented the history of BBFI and its transformation whereas Mr Nenito Dela Cuesta, Deputy Vice President Internal, BBFI introduced the BFFI Chairman and Chief Executive Officer acknowledging that despite his hectic schedule, he was able to make himself available to attend the said activity.

An open forum on different views and concern was prudently discussed and addressed followed by the giving of Certificate of Appreciation to the Guest of Speakers and tokens to BBFI National Board Founding Officers. On the other hand, Engr Raymund Diaz, Deputy Vice President External, BBFI delivered his closing remarks and wishing for the safe travel of the attendees. Said activity ended at about 5:30 in the afternoon.

n. Launching of the Feeding Program 2014

Highlight of the activity was the Turn-Over and Blessing of the newly constructed 2-storey school building awarded by the Department of Education, during which, PNP PRO 12 also gave three (3) ceiling fans to be used by the students.

o. GenSan Ecokarera 7th Expedition

On August 8, 2014,

CMCEDO conducted GenSan Ecokarera 7th Expedition that was held at the parade ground and granstand of PRO 12, Regional Headquarters, which was participated by 12 teams from different regions nationwide. This aims to showcase the beauty of Police Regional Office 12 as part of the tourist destination here in General Santos City. The activity was covered by ABS-CBN Channel 2 (Sports Unlimited).

Ms. Debbie Anape, and other marshals from CMCEDO- Tourism Promotion Division, together with PNP personnel from PRO 12, RHQ, spearheaded by PSSUPT REX KESAED ANONGOS, C, RPCRD, assisted the participants in performing the obstacle course. After which, the participants proceeded to PRO 12 Grandstand for the “Sucking – in” Stage. The participants were required to suck a candy from the bowl through straw and transferred it to six other straws. Said activity was assisted by the RSTU and RPSB personnel.

p. Regional Eco-Tourism Committee XII 2nd

Quarter Meeting. On August 11, 2014, personnel of Lebak MPS together with PINSP RAFAEL B BANGGAY JR, Admin Officer, RPCRD 12 attended and provided security during the 2nd Sultan Kudarat Provincial Tourism Council Quarterly Meeting and Regional Eco-Tourism Council Meeting held at Rover’s Place, Lebak, Sultan Kudarat.

On August 12, 2014, PINSP BANGGAY and PSINSP GLENN MAR B AVISA, Officer In-Charge, Kalamansig MPS attended the 2nd day of the Quarterly Regional Eco-Tourism Council Meeting which was held at the Municipal Hall lobby. It started with a short program and attended by different tourism officers within Region 12 led by the Mrs. Nelly Nita Dillera, Regional Director, DOT 12 and municipal officials of this municipality led by the Municipal Mayor Hon. Rolando P. Garcia then proceeded to different tourist destinations/spots particularly at Balut Island located at Brgy. Paril of the aforementioned municipality.

The meeting was conducted to discuss eco-tourism development concerns of the region to make it more focus and a venue for effective convergence, and to bring services to stakeholders and have firsthand experience on the potentials and development concerns for a change to match agency programs to the local needs. The activity was attended by more or less 95 participants coming from the different municipalities, provinces and cities of Region 12. Activity ended at 7 o’clock in the evening of same date with satisfactory result.

q. National Peace Consciousness Month

On September 15, 2014 at

8 o’clock in the morning, Police Regional Office 12 personnel led by PCSUPT LESTER OROPESA CAMBA, Regional Director conducted a Monday Flag Raising ceremony in celebration of the National Peace Consciousness Month 2014 with a theme “Nagkakaisang Bayan Para sa Kapayapaan”. Among the attendees were Regional Directorial Staff, Police Commissioned Officers, Police Non-Commissioned Officers, and the Non-Uniformed Personnel of Police Regional Office 12. The activity started with the singing of the Philippine National Anthem. After which, was an Invocation followed by the Harmony Prayer.

After the opening prayer,

personnel of the Regional Finance Service Office 12 led the “Panunumpa Sa Watawat ng Pilipinas” and “The Police Officer’s Pledge and afterwards a Pledge of Peace. Subsequently, oath taking of forty six (46) newly hired Non-Uniformed Personnel takes place.

Afterwards, an Introduction of the Guest of Speaker, Ms. Clara G

Aurelio, CESO V, Regional Director, Bureau of Treasury in which, the Guest of Speaker talked on financial matters. The ceremony was concluded with a Pass-in-Review, wherein Ms. Clara G Aurelio acted as the reviewing officer.

r. International Costal Clean-up Day:

On September 20, 2014, at 6 o’clock in the morning, PNP personnel and NUP from Regional Headquarters PRO 12 together with 2 Teams from RPSB 12; led by PSSUPT REX KESAED ANONGOS, conducted a Coastal Clean-up Drive activity along the seashore at Silway, Brgy West, General Santos City.

Personnel assembled in front of Santa Cruz Church for accounting and proceeded to the designated area for the clean-up drive. Employees of Mitsubishi Motors Corporation, Gensan Branch together with some local residents joined the group in the cleaning Activity.

The group were able to gather trashes with a total of 20 sack-filled with bio-degradable and non-bio degradable waste materials, which were all brought to Pedro Acharon Boulevard for pick-up by City Garbage Collectors for proper disposal.

The activity ended around

7:30 o’clock in the morning.

4) Investigation Services

For the period covered from July 1 to September 30, 2014, the

Regional Investigation and Detective Management Division had received a total of Thirty (30) special cases referred by higher authorities such as The President of the Philippines, SILG, CPNP and other cases for action and investigation. All cases were properly acted upon. Further, a total of Eight Thousand Three Hundred Fifty One (8,351) crime incidents were reported and gathered and out of this a total of Four Thousand Three Hundred Forty Seven (4,347) crimes cleared while Three Thousand Eighty Seven (3,087) were solved which indicated a 52.05% Crime Clearance Efficiency (CCE) and 36.97% Crime Solution Efficiency (CSE). On Average Monthly Crime Rate (AMCR), it registered at 62.82 incidents per 100,000.00 populations.

firearms, until Januario got mad

PO1 Del rio managed to escaped

from extreme danger. Likewise, Mr Manuel able to out of danger too. After an

hours, joint team conducted series of operation, of which resulted to arrest of major suspect and his men. as well as recovered several

firearms.

For the period under review, this Office recorded and investigated a total of Thirty Five (35) administrative cases and out of this, Twenty Six (26) were resolved and Nine (9) are under Pre-charge evaluation involving a total of Seventy Three (73) PNP personnel. Out of this total number personnel, Twenty Two (22) were dropped and closed, Seventeen (17) were referred to RIAS, Twenty Two (22) were filed at DLOS for summary hearing proceedings and Two (2) were referred to other office.

c) LOI 01/95 Manhunt Charlie For the period of July 1 to September 30, 2014, a total of Two Hundred Sixty Eight (268) persons with warrants were arrested, of which Thirteen (13) were listed in the Top 10 Most Wanted Person by City and Municipal level.

d) Service of Warrants of Arrest

For the period from July 1 to September 30, 2014, a total of Seven

Hundred Sixty Two (762) Warrants of Arrest were received region wide and a total of Three Hundred Fifty Eight (358) of which were served, reflecting a 46.98% service of warrants efficiency; while 53.01% percent or Four Hundred Four (404) Warrant of Arrest remained unserved for reason that the accused whereabouts cannot be established in the area of responsibility or elsewhere and others were recalled by the issuing court

e) Compliance to Court Duties

A total of One Thousand Eight Hundred Thirty Eight (1,838) subpoenas and orders from court were received and out of this One Thousand Seven Hundred Forty Nine (1,749) were duly complied and served.

A total of One Thousand Eight Hundred Twenty (1,820) crimes related to women and children were accounted categorized as follows: Crimes against Children Six Hundred Eighteen (618), Youth Offender Cases Three Hundred Four (304) and Violence against Women Eight Hundred Ninety Eight (898). Out of this figure, a total of One Hundred Ninety Five (195) cases were filed in court while One Thousand Six Hundred Twenty Five (1,625) cases falls either under investigation, referred to DSWD/Brgy was settled amicably.
