    Facilitating Standards and Performance Study Programme for the National Assembly Portfolio Committee

    on Education

    The need for states and governments to build effective policy and institutionalcapacity to provide quality education at all levels cannot be understated. In acompetitive global environment, a solid education system that is responsive tothe unique needs of society yields enormous short and long-term advantages.

    It is reported that states in sub-Saharan Africa are the third biggest spender oneducation as a percentage of GDP. But the result of that level of expenditure isoften hard to see on the ground. Indeed, UNESCO reports that Nigeria has oneof the most disappointing educational performance records among the oilproducing countries. Standards of delivery remain low across all levels whilelimited access to basic education largely persists. There is an undeniable need

    for urgent action to address this great disparity in educational funding andoutcomes.

    Against this background, the legislative institution is important to fosteringpublic confidence and trust in the democratic process. This, indeed, is a vitalpart of the overarching role of Legislative Select and Portfolio Committees.Well-functioning legislatures facilitate standards and performance ingovernance.

    This special study programme is designed to enhance the role of members andkey functionaries of Committees mandated to provide oversight over theEducation sector. Drawing on UK and international experiences, it will providean interactive first-hand experience of current education policy andmanagement issues.

    Participants will visit important organisations, meet with counterparts,exchanges ideas with leading authorities in the field. This way, the programmewill equip them to address challenges in their own environments, check and

    report on government activities, and ensure standards and performance inpolicy and programme delivery. It will strengthen the capacity of participantsto monitor and guide the design and delivery of quality education across alllevels.

    the education sector, based on lessons of experience; Improved capacity to monitor and evaluate education policy and

    programme outcomes; Strengthened capacity for innovation and transformation; Appreciation of current issues in the field critical to ensuring effective

    oversight of government;

    Enhanced ability to build excellent working relations for theadvancement of the governance process;

    Improved individual effectiveness as legislators; and Enhanced capacity to deliver democratic governance.
