What is the Community Funding Program?Moonee Valley City Council recognises the important contribution that community organisations, groups, and local business make to the social, cultural, economic, and environmental wellbeing of our local community.

Council appreciates that at times, these groups seek partnership and/or require financial support from Council to enable a better response to local needs and to support the Moonee Valley community to be a strong, healthy, resilient and vibrant city.

Moonee Valley City Council provides support for local projects and activities through the Community Funding Program to achieve the long term vision of a safe, friendly, sustainable and vibrant community.

The Community Funding Program is based on Council’s Community Financial Support Policy which provides a framework to ensure a planned, consistent, sustainable, transparent and equitable approach to the consideration and provision of financial resources.

These Guidelines provide information on the application and assessment process for all streams of the Community Funding Program, as listed below.

Who is eligible to apply for Community Funding? Not for profit groups and community organisations located and/or providing the activity

within the City of Moonee Valley municipality

Local businesses are eligible to apply for Biannual grants

Individuals are eligible to apply for Biannual and Responsive grants

Applicants that have fully acquitted previous funding applications and have no outstanding debts or financial disputes with the City of Moonee Valley

Applicants whose values are consistent with Council‘s views that value and promote diversity, tolerance and an inclusive community as outlined in Moonee Valley’s Diversity, Access and Equity policy.

What is ineligible for Community Funding? Projects and activities that are the responsibility of other levels of government

Projects that duplicate an existing service or activity unless need, coordination and cooperation is evident

Projects or activities that are completed before the grant is approved

Projects promoting religious or party political views

Projects already receiving funding through a stream of the Moonee Valley Community Funding program

Projects that do not align with Council’s principles and values as identified in the Council Plan and adopted policies

Expenses that are not related to, or necessary for the project

Ongoing staff salaries, administration, maintenance or operating costs (excludes Community Service Subsidy applicants)

Recurrent projects, activities, programs and events that have previously been funded through the Moonee Valley Community Funding Program (excludes Community Service Subsidy applicants)

Late applications will not be accepted.

Council reserves the right to withdraw support from funded applicants if deemed non-compliant with Council policy or any written agreement entered into.

Note: Council officers are available to support you through the application process; however, campaigning or soliciting Councillors, Assessment Panel Members or employees of the Moonee Valley City Council in relation to any application is prohibited and will render the application ineligible.

Documentation RequiredApplications to the Community Funding Program require documentation to substantiate evidence of compliance.

The required documentation differs for each funding stream, please refer to each funding section for specific documentation requirements.

Certificate of Currency for Public Liability InsuranceMoonee Valley City Council requires applicants to hold current Public Liability Insurance to protect themselves against legal liability for third parties injury and/or Damage to Property caused by an occurrence in connection with the applicant’s business.

You can purchase public liability insurance by contacting Local Community Insurance Services (by email [email protected] or phone 1300 853 800) or any public liability insurance provider deemed appropriate for the activity in connection with the funding.

If your group does not wish to purchase public liability insurance, you may apply through an auspice organisation (further details below).

In some limited circumstances public liability insurance may not be required due to the nature of the activity or activities in connection with the funding.  For more information on whether an application requires public liability insurance, please contact Moonee Valley City Council on 9243 1667 or [email protected] prior to submitting the application.

Incorporation All community groups and organisations applying for funding must be incorporated or hold another legal entity status. Incorporation provides a community group status as a legal entity.

If you are not incorporated and would like to become incorporated, you may contact the Office of Consumer Affairs Victoria on 1300 558 181 or visit www.consumer.vic.gov.au

If your group is not incorporated and does not wish to become incorporated, you may apply through an auspice organisation (further details below).

Auspice organisationIf your group is not incorporated or does not hold current public liability insurance, you may still apply through an auspice organisation.

An auspice is an organisation that is incorporated and holds current public liability insurance. The organisation receives the funding on your behalf and distributes the funds to your group for the delivery of the project. A letter confirming the auspice arrangement must be attached to the application.

A suitable auspice organisation might be an organisation you have worked with previously or a larger organisation working in a similar field that could be approached.

Please contact the Community Funding team if you would like assistance to identify an auspice.

AcquittalSuccessful applicants (except for recipients of Donations and Vouchers) will be required to complete an acquittal report within four weeks of the completion of their activity, event or program and within 12 months of receiving funds (which ever is sooner).

Community Organisation Subsidy recipients will be required to submit annual reports aligned to the outcomes outlined in their Service Plan.

The acquittal report outlines the achievements of your project, and obstacles faced and reports on how the funding was spent. It also provides Council with feedback about your experiences and helps us to measure the outcomes and impact of the Community Funding Program.

An acquittal form will be linked to your application online. When you are ready to submit the acquittal form please log onto http://mvcc.smartygrants.com.au and submit it the same way you submitted your application.

How do I apply? Applications and supporting documentation are submitted online via the SmartyGrants website https://mvcc.smartygrants.com.au. This online system streamlines the application process and allows Council to assess submissions and respond to applicants without delay.

If you need support to access and use the online application form, please contact the Community Funding Team on 9243 1667 or email [email protected] to request support.

Grant information sessions Council is committed to supporting groups and individuals to submit quality applications. Grant Information sessions are held regularly and listed on Council’s website: mvcc.vic.gov.au/grants.

You do not need to RSVP to these sessions, but please contact Council in advance via the contact details below if you require an interpreter for these sessions.

Conditions of FundingIf your application is successful (excluding vouchers), you will be required to:

Sign and return two original copies of the Conditions of Funding Agreement.

Provide an Australian Business Number or a signed ‘Statement by Supplier’ form before payment can be made.

For organisations that are registered for Goods and Services Tax, grants will have GST (10%) added to the funds applied for. A signed ‘Agreement to Issue a Recipient Created Tax Invoice’ form will be required.

Funds will be paid by EFT (electronic funds transfer). Successful applicants will need to provide their bank account name, BSB and bank account number to Council when they sign the Conditions of Funding Agreement.

Funds are time limited and must be expended within the timelines set out in the Conditions of Funding Agreement (activities must commence only after the successful notification by Council).

Funding is allocated for the specific need or activity submitted in the application and cannot be used for any other purpose, without prior consultation and agreement by Council.

Any funds not expended before the completion of the project must be returned to Council within 28 days of completion of the project.

Where the delivery of a project is contingent upon fundraising or the receipt of other grants or sponsors, proof of receipt may be required before funds are released.

What financial support is available?1 Moonee Valley Grants Moonee Valley Grants provide direct financial support to strengthen the Moonee Valley Community. This financial support contributes to creating economic, social and environmental wellbeing and a sense of community belonging through one-off projects.

The program aims to:

1. Support projects and activities that provide direct benefit to the Moonee Valley Community2. Foster and strengthen community involvement and participation3. Promote organisations and projects to be accessible and socially inclusive4. Support and encourage partnerships that promote collaboration5. Promote growth in the local economy6. Provide opportunities for businesses and the community to identify and respond to local and

emerging issues, concerns and priorities that link with Council’s strategic priorities7. Support and promote the principles of the Victoria Charter of Human Rights and

Responsibilities Act 2006

The Grants program is one way Council delivers on the strategies committed in the Council Plan as well as promoting the identified themes of Council’s Diversity, Access and Equity Policy.

1.1 Responsive GrantsResponsive Grants provide an opportunity for individuals and organisations to apply for small amounts of funding throughout the year.

Applicants should note that the funding available through the Responsive Grants is limited and will be awarded on a competitive basis.

Applicants can only receive one Responsive Grant per financial year.

Applications cannot be made to Responsive Grants and the Biannual Grants for the same need or activity.

Activities must not begin before the grant is awarded and must take place within 12 months after awarding of grant by Council.

There are two categories of funding available within the Responsive Grants:

Category 1: Emerging need (organisations only)This category focusses on supporting community organisations with emerging or unexpected needs and opportunities. These grants are available for unforseen and time-sensitive needs or opportunities that are outside the scope of other funding opportunities, particularly the Biannual Grants timeframes.

Applicants must demonstrate an urgent and unforseen need that cannot be met by applying in the available Biannual Grants rounds. If this need is not demonstrated the application will be considered ineligible.

Examples of eligble applications

Supporting the establishment of a new community group, club or association. An unforseen expense or issue that poses a risk to the function of an existing

community group. An unplanned opportunity arises that would benefit a community group and

wider community.

Category 2: Individual participationThis category focuses on supporting participation and promoting achievements by Moonee Valley residents that have been selected to participate at elite levels in sports, recreational, cultural, artistic and learning pursuits and endeavours.

Support is provided for non-ongoing activities (tertiary and TAFE studies are excluded).

Examples of eligble applications

To enable a young person to participate in an organised sport or activity who has previously been unable to participate due to financial difficulties.

To support residents who are progressing (officially selected by a governing body) to high-level achievement in their chosen sport/recreation, arts/culture or learning pursuit (e.g. national championships, international competition).

1.1.2 Who can apply? Category 1: Community groups and not for profit organisations located in or delivering the

project or activity within the Moonee Valley municipality.

Organisations must be either incorporated (or hold another legal status) or apply through an auspice organisation and hold current public liability insurance.

Category 2: Individuals who are residents of Moonee Valley.

1.1.3 What documentation is required with my Responsive Grant application?

Category 1 Certificate of incorporation or evidence of other legal status; or Auspice agreement letter with an incorporated organisation Certificate of currency for Public Liability Insurance Most recent financial / profit and loss statement.

1.1.4 Assessment criteria for Responsive grant applicationsAll applicants will be assessed against the following category specific criteria:

Category 1: Emerging need (organisations only)Need for funds:

The extent to which the application responds to an existing or emerging local need or opportunity

Local community benefit: Outcomes of the project are clearly identified Demonstrates benefits to the Moonee Valley community

Evidence demonstrating the membership base or program participants are primarily Moonee Valley residents

Skills and ability to deliver: A complete, realistic and achievable budget provided Alternate funding sources have been considered to support the project Capacity to deliver the activity as described in the application Evidence is provided demonstrating how the project will be sustained

Category 2: Individual participationNeed for funds:

The provision of evidence to support the identified need or opportunity

Local community benefit: Outcomes of the activities are clearly identified Evidence demonstrating individual beneficiaries are Moonee Valley residents

Skills and ability to deliver: A complete, realistic and achievable budget provided Alternate funding sources have been considered to support the project Ability to deliver the activity as described in the application Evidence is provided:

A letter confirming ongoing / seasonal participation in a local organised sport, competition or recreational activity from the local organisation, acknowledging cost to participate and financial disadvantage / impact upon the applicant; OR

demonstration of an ongoing commitment to achieve excellence – for example selection for participation at a higher level such as regional, interstate, national or international level

Assessment also takes into consideration all financial support that has been provided by Council to the applicant over the previous two-year period.

1.1.5 What is the assessment process?Responsive Grant applications undergo the following assessment process:

Eligibility check and initial assessment will be undertaken by Council Officers. Applicants that do not meet the eligibility criteria will not be presented for further assessment, however may be eligible to apply for a Biannual Grant.

Assessment and awarding of grants is undertaken by a Committee of Council who award the grants following each monthly round.

Council’s Biannual Grants provide funding to support projects that increase community participation, access to information and services, and strengthen wellbeing and economic growth across the city.

Grants of up to $20,000 are provided for one-off projects or for the establishment of projects that are to be completed within 12 months.

Funding available through the Biannual Grants is limited and will be awarded on a competitive basis.

Applicants for business grants can only receive one Biannual Grant per financial year. Applications cannot be made to Responsive Grants and the Biannual Grants for the same

project or activity. Biannual Grants must be either a new project, or a project that builds on, but does not

replicate, a project previously supported by Council. Applications for fundraising projects or activities should be directed to either the Voucher,

Donations or Sponsorship streams. Projects involving a collaborative effort or networking with other groups, organisations,

businesses or schools will be viewed favourably. Projects with scope to access other funding sources for broader program delivery will be

considered favourably.

Examples of eligble applications:

An organisation has an idea for a program or event to benefit the community. A sports club is improving infrastructure to increase community access. A local business has an idea for expansion or marketing that would result in

benefits to the local economy and new opportunies for employment.

1.2.1 Who can apply? Community groups, not for profit organisations and individuals located and delivering projects

within the Moonee Valley municipality. Organisations must be either incorporated or apply through an auspice organisation and hold current public liability insurance.

Businesses or Sole Traders (located, operating or intending to start in the City of Moonee Valley) with an Australian Business Number (ABN).

1.2.2 What documentation is required with my Biannual Grants application?

Organisations or community groups and individuals: Certificate of incorporation or evidence of other legal status, or Auspice agreement letter with an incorporated organisation Certificate of currency for Public Liability Insurance Most recent financial / profit and loss statement

Biannual Grants are assessed based on three levels of funding:

Support for small projects and community events

Support to establish new community groups

Capacity building for community groups

Support for medium scale projects and community events

Applicant must demonstrate capacity to deliver larger projects

Support for medium scale projects and community events

Minor capital works

Applicant must demonstrate capacity to deliver larger projects

Funding priorities

Projects and activities funded for Biannual Grants must demonstrate that they enhance the Moonee Valley community in one or more of the following areas:

1. Enhance the wellbeing of individuals and community groups through initiatives that focus on: Health and wellbeing Sports and recreation Learning and education.

2. Promote a clean, green and beautiful environment through sustainable environment initiatives that focus on: Environmental improvement and enhancement Saving energy, reducing waste, innovative water solutions and protecting the environment.

3. Create a vibrant and diverse city with opportunities for all through initiatives that focus on: Arts, culture and heritage projects Events and celebrations Economic development initiatives including business improvement and marketing, events

and start-ups.

4. Provide a friendly and safe community through initiatives and activities that focus on Social support Promoting diversity, access and equity, and social inclusion Promoting human rights.

Assessment criteriaAll applications are assessed on the following:

Need for the funds: Is there a clearly identified need for this application? Does the application fulfil this need? Has the applicant demonstrated engagement with and support from the local community?

Local community benefit: Are the outcomes of the project clearly identified and do they contribute to one of the areas

of focus of the grants program? How many local people are likely to benefit from the project?

Will the project promote opportunities for people to participate in community life, particularly those who face physical, social, economic and other barriers?

Skills and ability to deliver: Is the budget clear and realistic? Is there a demonstrated capacity to deliver the activity as described in the application? Will the applicant need support to deliver the project? If so have they spoken to a Council

Officer and planned for what support can be provided?

Assessment takes into consideration all support that has been provided by Council to the applicant over the previous two-year period.

Consideration is also given to the overall mix of funding awarded through the round, including geographic distribution and priority area.

Additional assessment criteria for applications $5001 and aboveApplications $5001 and over are assessed on the following additional criteria:

How will the applicant evaluate the outcomes of the project? Does the project support and encourage partnerships that promote collaboration? Have other funding sources been identified? Is the project well planned and achievable within the timeframe? Is the project financially viable and does it demonstrate sound management? Is there a clear link between the community need, the community outcomes and the activities

that will be delivered?

Additional assessment criteria for Business Grant applications Business Grant applications will also be assessed on their level of contribution to:

o the local economy; ando local employment opportunities.

Additional assessment notes for applications involving Capital Works Any applications involving Capital Works must be discussed with a Council Officer before

submitting.

Grant approval of funds for an application involving Capital Works does not imply Council planning approval is provided. Grant payment will be pending approval of any permits required (e.g. building permit, planning permit), this also includes the approval of the final location of any new structure.

1.2.4 What is the assessment process?Biannual Grants application undergo the following assessment process:

An eligibility check including initial assessment is conducted by Council Officers. Applicants that do not meet the eligibility criteria will not be presented for further assessment.

A Grants Advisory Panel will assess all eligible applications based on the assessment criteria. Panel members must declare any conflict of interest with any application.

The Advisory Panel will make funding recommendations to Council for endorsement.

Council will consider the recommendations of the Advisory Panel and award Grants at an Ordinary Meeting of Council.

Notification of the outcome will be sent to the applicant within two weeks of the decision.

All Biannual Grant recipients will be listed on Council’s website and published in the Annual Report.

2 VouchersCouncil can assist not for profit local community groups located within the municipality with their fundraising efforts through the provision of a non-transferable voucher to a select range of Council services.

Community groups and organisations are eligible for one voucher per 12 months to be used in fundraising activities in which raised funds must be directed towards local services or programs.

Example of an eligble voucher application:

A local kindergarden is holding a trivia night to raise funds for a new storage cupboard and will use the voucher as a raffle prize on the night.

2.2 Who can apply?Community groups and not for profit organisations located and/or delivering services in the Moonee Valley municipality undertaking fundraising for local services or programs.

Organisations must be either incorporated (or hold another legal status) or apply through an auspice organisation and hold current public liability insurance.

2.3 What documentation is required for my voucher application? Certificate of incorporation or evidence of other legal status, or Auspice agreement letter with an incorporated organisation.

2.4 Assessment criteria for voucher applicationsApplications are assessed against the following criteria:

Council’s responsibilityFits with the responsibility of local government and not the responsibility of another funded agency or group, or government department

Is supporting this organisation within the roles and responsibilities of Council?

StrategicHas a strong evidence base and is aligned to Council endorsed strategic direction, long term plans and adopted policies and plans

Does the application align with Council Policies, Strategies or Action Plans?

Local SupportProvides a direct outcome for the Moonee Valley community and contributes towards increasing community participation and development

Is this organisation located in Moonee Valley? How many local people are likely to benefit from the project?

Efficiency and EffectivenessDemonstrates best use of resources, value for money, and sustainability beyond support from Moonee Valley City Council

2.5 What is the assessment process?Applications for Community Service development support undergo the following assessment process;

Eligibility check will be undertaken by Council Officers. Applicants that do not meet the eligibility criteria will not be presented for further assessment.

Council officers from the relevant service area will assess the eligible applications based on the assessment criteria.

Applications will be assessed on a monthly basis and presented to Council’s Executive

3 DonationsDonations are provided by Council to community organisations and groups to support fundraising activities or contribute towards local activities. Donations will contribute towards locally driven inititatives that strengthen community involvement and participation through projects that promote social inclusion. Donations involve a financial contribution from Council as a commitment to social justice without any return expected.

Requests for donations are assessed through a competitive process. Groups and organisations are eligible to be funded once within a 12 month period. There is no set maximum amount for donation requests, however all assessments will be subject to consideration of available funding.

Community organisations and groups applying for Donations must disclose all funding including donations and sponsorships received from external bodies that will contribute towards the delivery of the event, activity or program.

Example of an eligble donation application:

A local community group is undertaking fundraising activities to support a local shelter for women and children experiencing homelessness.

3.2 Who can apply?Community groups and not for profit organisations located and/or delivering services in the Moonee Valley municipality.

Organisations must be either incorporated (or hold another legal status) or apply through an auspice organisation and hold current public liability insurance.

3.5 What is the assessment process?Applications for donations undergo the following assessment process:

Eligibility check will be undertaken by Council Officers. Applicants that do not meet the eligibility criteria will not be presented for further assessment.

Council officers from the relevant service area will assess the eligible applications based on the assessment criteria.

Applications will be assessed on a monthly basis and presented to Council Executive.

4 SponsorshipThrough the provision of sponsorship, Council may support community groups and organisations responding to local and emerging needs that align with Council’s strategic priorities. In return, Council can promote its services to the community and increase brand awareness.

Establishing partnerships that are mutually beneficial to both Council and community organisations contributes towards wellbeing and strengthens community involvement and participation. Requests for sponsorship are assessed annually within a competitive process for a defined allocation of annual funding.

Council may provide financial resources to community organisations and groups to either assist them to provide an event, activity or program for local residents, or because Council may have identified that by providing sponsorship, Council will receive economic or marketing benefits. Sponsorship can be either financial or in-kind requests such as staff time.

Example of an eligble sponsorship application:

A local community group is running a series of sustainable gardening workshops and wishes to partner with Council assist with the events and to promote Council’s sustainability services.

4.2 Who can apply?Community groups and not for profit organisations located and/or delivering the project within the Moonee Valley municipality.

Organisations must be either incorporated or apply through an auspice organisation and hold current public liability insurance.

5 Community Services Subsidy Local community service organisations play a key role in responding to our local community and working collaboratively with Council towards achieving strategic priorities.

Community Services Subsidy funding is to assist local community organisations to provide services that have been identified as needed in the Moonee Valley area. Support is for organisations who, without this funding, would be unable to establish or maintain themselves or programs within the local area to benefit the Moonee Valley community.

Applications are assessed in a competitive process to deliver Council or community identified initiatives for a defined allocation of funding provided on a sliding scale over a set period of time of up to 5 years. All assessments will be subject to consideration of available funding.

Applicants for Community Service Subsidy funding must discuss their application with Council representatives from the relevant service area prior to submission.

Annual acquittal reporting aligned to the Service Plan is a requirement of successful applications.

Example of an eligble subsidy application

A local community organisation has identified a gap in mental health support services and proposes a plan to deliver these services with a subsidy from Council.
