Mandates we are achieving
1. Reduce energy Intensity 30% by 2015 from 2003 baseline Intensity=Watts Per Square Foot
2. Reduce water consumption 26% by 2020 from 2007 baseline
3. Perform measurement and verification (M&V) on implemented programs
4. Reduce Solid waste by 55% by 2015
5. The energy used on base shall be 50% renewable by 2020

To Achieve 50% renewable sources of energy MCBCP anticipates using available tools to include
Purchase of renewable power from SDG&E (12%), increasing to 25%
PV projects (majority of impact)
Heat Pumps (small impact)
Day Lighting (limited impact)
Emerging “Proven” technologies for waste to energy
“Veggie Watt project” Used vegetable oil burned to turn a generator
“Concord Blue” reusing solid waste at the landfill to create electricity

BOX CANYON Largest PV project on MCBCP, producing 60% of PV renewable on the base.
Phase 1-Complete Box Canyon Estimated Annual Production = 2,400,000 KWH Total Cost of Project – $9.4 Million Covers 6 Acres Closed Landfill Site Generates enough electricity to power 400 homes
Phase 2- Award set for next Month Box Canyon Estimated Annual Production = 1,150,000 KWH PA = $10 Million

Geothermal - Projects Bringing the Earth’s heat into our Buildings
Heat transfer liquid from a heat exchanger through pipes embedded in the Earth at about 25 feet down from surface.
Need large Delta T to make feasible
Payback is about 10 years
Goal is replacement of HVAC cooling

Emerging technologies The base is open to ideas from the private sector to reduce waste, produce
energy and grow greener. Solicitations for no costs power from land fill. Proven versus Unproven Technologies

Low Impact Development- LID Keeps water run off in its natural state.
6/23/11 12
Examples of Tangible Benefits:
1. Reduces standing water in parking areas
2. Allows for multi use of areas
Examples of Intangible Benefits:
1. Loss of Property w/ detention basins

The Way Ahead: Marine Corps Base Camp Pendleton will achieve the established mandates
proven and new contracting methods and technologies.
Design Build Contracts Equipment upgrades, boilers, light fixtures, pumps, street lights
Utility Provider Issues Standby, departing and overhead charges effect the financial benefit to the base of systems over 1 Megawatt
LEED & LID impacts Need to understand tangible/intangible benefits Need to fully utilize systems as designed
Use of new technologies Need to see the benefit and be able to maintain system after installations
