The Hillsborough County Commissionhas cleared the way for a massive project atthe northeast corner of Van Dyke Road andNorth Dale Mabry Highway.

The land, characterized by its toweringstands of pines and open fields, has been re-zoned to allow a mixed-use development

including upscale houses, multifamilydwellings, offices, retail uses and a congre-gate care facility.

Commissioners approved the rezoningrequest, without debate.

While Lutz residents have a reputationfor battling proposals they believe will dis-rupt their way of life, in this case theyworked with the applicants to devise a planthat the Lutz Citizens Coalition and nearby

communities supported. It even had coali-tion president Mike White saying that at thetime that “thus far, the system has workedexactly as it was intended to.”

The development must undergo a siteplan review by the county before any con-struction can begin, White said. But heexpects the county will ensure the plan fol-

Whether it’s overburdened, improperlyrun, or a combination of the two, veteransare struggling to get the health care theyneed from clinics and hospitals run by theU.S. Department of Veterans Affairs.

The issue has led to the resignation ofthe department’s longest-serving secretary,Eric Shinseki, and has been fodder in politi-cal campaign ads and debates.

In his seat as vice chair of the HouseCommittee on Veterans Affairs, U.S. Rep. GusBilirakis, has earned national media attentionin recent months as he digs into what’scausing delays at VA-run medical centers,and what can be done to fix it. The PalmHarbor Republican has since opened thedoor to hear from veterans themselves, invit-ing them to a town hall meeting June 5 inNew Port Richey to find out other strugglesfacing those who have returned home fromwar.

“We have an obligation to do whatever ittakes to solve this problem,” Bilirakis said.“We must make sure that our veterans haveaccess to a broad range of services thatmeet their specific needs,” he said.

Last month, Bilirakis co-authored a letterwith U.S. Rep. David Jolly, R-Indian Shores, tothen-Secretary Shinseki asking him tochange internal policies at the VA to allowveterans easier access to programs like theNon-VA Care Coordination program that

would allow veterans to seek subsidizedhealth care from medical providers outsideof the VA system.

Veterans who attended the recent townhall expressed some specific concerns withtypes of service they’ve received over theyears — some dating back more than adecade — but many agreed problems aretypically focused on routine care outside ofthe emergency room.

“The system has been broke for a longtime, since I got out of the service in 1973,”said Michael O’Dell, who also is president ofthe Hillsborough County Veterans Council.The care he receives at the James A. HaleyVA hospital near the University of SouthFlorida’s main campus has always beengood, as long as it’s been an emergency.

“This last time has not been an emer-gency, and they’ve been screwing aroundwith my knees,” O’ Dell said. “When the doc-tors decided that I can’t take the painanymore, they said it would take three orfour months (for the surgery). Now with allthis stuff going on (the controversy), theymiraculously told me that they can operatein three weeks.”

Pasco honors a hero that should never be forgotten

What’s in a name, anyway? There are names for buildingsand locations we never use

when referring to them. Like, we might say“the barber shop on 41,” or “the gas stationnear Collier Parkway,” without even thinkingabout the official name.

Sometimes a place has a common namedifferent than its actual name. Ever been tothe Lutz Dog Park? It’s actually namedCarolyn Meeker Park.

Sometimes we don’t get the name exact-ly right. But sometimes we should.

There’s a veterans’ nursing home atEhren Cutoff and Parkway Boulevard. Youmight know that already, and you might sim-ply call it “the veterans’ nursing home” orsomething similar. Not out of disrespect toveterans or anything. Maybe you just don’tknow the full name and have had no reasonto go there.

So let me introduce you to theBaldomero Lopez State Veterans NursingHome at 6919 Parkway Blvd., named inhonor of a local hero whose name is worthremembering.

“Baldomero” sounds like an unusualname, unless you were a Spanish kid grow-ing up in Ybor City in the 1930s. Aftergraduating high school, Lopez joined theU.S. Navy, but was eventually commissionedin the U.S. Marine Corps.

He became a platoon commander, servedin China, and came back to the UnitedStates. But when the Korean War started,

Lopez went there as an officer.At the Battle of Inchon, an important mil-

itary victory that led to the recapture of theSouth Korean capital of Seoul, Lopez wasone of about 40,000 men serving under thedirection of Gen. Douglas MacArthur. As afirst lieutenant, he led the 3rd Platoon,Company A, 1st Battalion, 5th Marines overthe seawall on Red Beach.

And in the military, “led” really means“led.” It’s not a situation where you just sitand watch other people do things. In fact,there’s an iconic photo of Lopez literallyleading his men over the wall and into bat-tle on Sept. 15, 1950.

If you look at that photo, study it for amoment. It’s the kind of scene that moviestry to recreate but never get quite right. Verymoving.

So here’s a recap of the rest of his life,which ended on that beach just a few min-utes later. Lopez pulled the pin on a grenadeto hurl at the enemy, but was hit with ma-chine-gun fire to his right shoulder andchest before he could throw it. The grenadedropped from his hand, and he tried to re-trieve it. Realizing he was too hurt to graspit, he tucked the grenade under his body sohe could absorb the full impact and protecthis fellow soldiers.

Lopez saved more than 30 lives by sacri-ficing his own. He was just 25 years old.

The following year his parents acceptedhis posthumous Medal of Honor fromPresident Harry Truman. He also earned aPurple Heart, a China Service Medal, a WorldWar II Victory Medal, a National DefenseService Medal, a United Nations ServiceMedal, a Presidential Unit Citation with onebronze star, and a Korean Service Medalwith two bronze stars.

His body was laid to rest at CentroAsturiano Memorial Park Cemetery, which isless than 30 miles from Land O’ Lakes.

Today, there are a number of thingsnamed in Lopez’ honor: An elementary

school, a swimming pool, a navy cargo ship.The Armed Forces History Museum in Largohas a special exhibit dedicated to him (Gosee it. It’s not that far, really).

And there’s a certain veterans nursinghome in Land O’ Lakes which bears hisname, too.

Now, it would be silly if we referred toeverything by its complete name. If yourchild is a junior at Steinbrenner, you would-n’t tell someone “she’s a junior at George M.Steinbrenner High School,” would you? Ofcourse not. You’d say she goes toSteinbrenner, and people will know whatyou meant.

Just for convenience, we give locations anickname, shorten a name or refer to themgenerically.

But sometimes it’s worth the extra effortto add a little more to it. That veterans nurs-ing home is named in honor of BaldomeroLopez, and he’s a proud part of Tampa Bay’shistory and a guy worth remembering. Eventhough he died 7,500 miles away more thansix decades ago, it’s fitting that his name liveson in a facility that cares for veterans today.

By the way, I toured the nursing homeand it’s a very nice facility. They can alwaysuse volunteers, too. If you have a little sparetime, give them a call at (813) 558-5000.

LOCAL RADIOSHACKS COULD BESPARED

The odds are getting better that threelocal RadioShack stores will survive thebudget knife as the national chain scalesback its store closing plan.

After announcing in March that itplanned to close 1,100 stores nationwide byspring, RadioShack Corp., instead is saying itwill close 200 stores this summer, and willwork to convert the remainder of theirstores into a new concept it says will helpbring it into the 21st century.

“Even in this environment, we are mak-ing progress in our turnaround strategy,”RadioShack chief executive JosephMagnacca said, in a release. “We are buildinga pipeline of new products that will bringdifferentiation and newness to our stores inthe form of high-margin private brand andexclusive items, including those from newpartnerships like Quirky and PCH.”

RadioShack operates three locations lo-cally, including at 23012 State Road 54 inLutz, at the Shops at Pebble Creek in NewTampa at 19416 Bruce B. Downs Blvd., andat 7248 Gall Blvd., in Zephyrhills.

KENTUCKY INVESTOR BUYSDAIRY QUEEN, TUFFY LOTS

The land under the Dairy Queen and aTuffy Service Center in Wesley Chapel has anew owner from Kentucky.

An acre of land at 27329 Wesley ChapelBlvd., sold June 1 for $2.35 million toMonticello Properties LLC. That company isconnected to real estate developer andbank chairman Jack Sheidler.

Its previous owner, J & J Wesley ChapelLLC, had originally bought the land in 2006for $1.8 million. The buildings, according tocounty property records, were built in2002.

The land is an outparcel of the formerSweetbay supermarket location in WesleyChapel, which has since concerted to Winn-Dixie.

Sheidler has developed real estate since1984, according to published reports. He isthe chair of Citizens First Bank Inc., whichoperates primarily in the Bowling Greenarea of Kentucky.

SCOTT, USAA BREAK GROUND ON NEW FACILITY

Gov. Rick Scott joined United ServicesAutomobile Association last week to breakground on the company’s new Tampa cam-pus.

USAA has hired 130 employees in theTampa area since January, and is continuingto hire more, according to the governor’soffice.

“I applaud USAA’s commitment to grow-ing jobs in Florida, and supporting ouractive duty military, veterans and their fami-lies,” Scott said of the insurance provider, ina release.

“For more than 40 years, Tampa hasbeen a critical part of our success as an as-sociation,” said Shon Manasco, an executivevice president of USAA, in a release. “USAA’sexpansion in this vibrant city marks an im-portant step in broadening the impact thatthis community, and our employees wholive and work there, will have as we contin-ue in the pursuit of our mission to serveeven more military families.”

USAA will continue to remain in NewTampa off Bruce B. Downs Boulevard, butwill use the new campus as part of its planto create up to 1,215 new jobs and $164.3million in capital investment by 2019.

If Cobb Theatre Grove 16 & CineBistro’s2014 Back-to-School bash were a movie, itwould be in need of a few more heroes.

This will be the sixth year the WesleyChapel movie complex has staged the annu-al event to help ensure children headingback to school have the supplies they needfor academic success.

As always, the theater needs local busi-nesses and organizations to help make thathappen. The success of the program hingeson it, said Demene Benjamin, Grove 16’s the-ater manager.

Since the beginning, some local business-es and organizations have stepped forwardto make the event a success, Benjamin said.But new organizations and businesses areencouraged to become part of the annualtradition as well.

Those helping out are asked to provideat least enough supplies for 500 students.They also are asked to bring tables and vol-unteers to dole out their goodies.

Items that are needed include back-packs, paper, pencils, tissue, crayons,markers, hand sanitizer and other schoolsupplies.

Besides helping kids stock up for school,the event features activities including facepainting and games, and it offers somehealth screenings, haircuts and refreshments.

The theme of the 2014 Back to SchoolBash is the “Teenage Mutant Ninja Turtles,”which will be the movie theater’s majorsummer release.

LIBRARIES New stalemate could kill gas tax increase yet againBy Michael [email protected]

Getting new county road projects under-way, as well as maintaining the ones alreadybuilt, is likely going to require an additional$8 million this coming year. But a new battleon exactly how to raise that money has puttwo Pasco County commissioners on oppo-site sides of the debate.

Henry Wilson is continuing a controver-sial stance he took last year, saying he won’tsupport raising the local gas tax, and insteadwants to explore other revenue sources in-cluding an increase in property taxes.

Ted Schrader, however, has no interest inraising property taxes, and says a 5-cent in-crease in gas taxes will shift the cost ofmaintaining the roads to the people whoare using them, and in most cases wouldn’teven be passed on to the consumer anyway.

It’s a battle where Wilson has an early ad-vantage, not because of support from othercommissioners, but from a caveat that anygas tax increase requires the approval offour of the five commissioners, while aproperty tax increase of this size would onlyrequire a yes vote from three.

“People buy gas periodically, but whenthey get their (property) tax bill, they re-member that,” Schrader said during a recentmeeting at the Historic Dade CityCourthouse, interrupted several times fromquick power blackouts caused by a thunder-storm outside. “When you startincrementally adding on all these differentassessments, they are going to rememberthat.”

Wilson says the county needs to increaserevenue by $8 million, but “not via the gastax.”

The debate erupted at the meeting afterCounty Administrator Michele Baker tried tolock down how much commissioners wereplanning to spend on roads this year. The ad-ditional amount of revenue needed ranged

from $5 million to $8 million, with thelower number possibly forcing some futureroad building projects to be delayed or can-celled altogether.

Earlier in the meeting, county budgetmanager Dan Risola told commissioners thateven if the gas tax increase was passed on toconsumers, it would equate to $7.50 annuallyfor every penny. A 5-cent increase wouldmean an additional $37.50 annually, or $1.56more per fill-up on a typical car that’s fueledup twice monthly.

The recommendation to use the full 5cents also came from a group of communityleaders led by Heidt Design president PatrickGassaway.

“We like user fees for things like trans-portation,” he said. “It puts the burden whereit should be.

“To tell elected officials that their bestroute is to increase taxes is, of course, some-thing we recognize as a difficult thing for youto do. It is a lot like saving for college, but it isa great investment, and we all benefit fromit.”

Using all 5 cents available to the county ingas taxes could have other positive effects aswell, Gassaway said. If the county looks to getstate or federal funding for projects, officialscan show they’ve done everything they canlocally to raise money by using the toolsavailable to them.

Gas stations are not adept to raisingprices just because of increases in taxes be-cause they are focused on selling a specificnumber of gallons, Baker said.

“It would translate to the folks that werebuying beer and Slurpees and cigarettes,” shesaid. “It’s inside the convenience store wherethey truly make the profits.”

Also not fully convinced about looking ata full gas tax was Commissioner JackMariano, but his position has shifted a bitfrom last year when he voted against any gastax increase.

“It is a very complex subject,” he said.“Developers are going to get mad at us fornot using the gas tax, and then you look atthe regular people who is going to pay thetax.”

Mariano, like fellow commissioners PatMulieri and Kathryn Starkey, are willing to ex-plore a mix of gas and property tax increasesto hit the $8 million mark, although Mulierihas indicated she would go a full 5 cents ingas tax if needed.

Schrader, however, would have to con-vince both Mariano and Starkey to raise thegas tax to 5 cents to get the four votes need-ed. But Mariano has hinted in the past that helikely wouldn’t go higher than a 2-cent in-crease at the pump.

If Schrader refuses to vote in favor of anygas tax increase below 5 cents, commission-ers would not have enough votes to raise thegas tax at all. That would mean looking al-most exclusively at a property tax increase.

“We have to stop fighting one another,”Mulieri said. “This has been a good board, butit deteriorated two weeks ago. I see thatwind blowing, and nobody is going tochange their mind right now.”

There has always been a strong connec-tion between Zephyrhills and veterans whohave served their country, dating right backto when its first cornerstone was laid as aretirement community for aging Civil Warveterans.

The tradition of honoring the men andwomen who served continues to this day,now in Southport Springs off Chancey Roadjust outside Zephyrhills, where veterans— including more than 200 who live in thecommunity itself — were honored with anew memorial.

Summer rains held off just long enoughJune 14 for local dignitaries and more than

300 people to dedicate the memorial, locat-ed next to Southport Springs’ clubhouse,that recognize the people who served bothabroad and even at home over a century’sworth of conflicts.

“Thank you for your sacrifice,” said U.S.Rep. Gus Bilirakis, R-Palm Harbor, who at-tended the dedication ceremony. “We oweyou so very much, our true American he-roes.”

The memorial includes six service flagsrepresenting various branches of the mili-tary, as well as the American flag, and asecond flag remembering prisoners of war.It is supported by a large brick wall withtwo benches, as well as flowerbeds to repre-sent the red stripes on the nation’s flag.

Gulash was born in South America butmoved to the United States when she wasjust 2. She settled into the Tampa Bay areajust a few years later. Now she lives in Lutzwith her husband, Brian, and her daughters,Madison and Makayla.

She enjoys the small-town feel of thearea, and was interested in another cam-paign to raise more money for local groups.

“That’s what really drew me to runagain,” Gulash said. “It’s really helping thelocal community here in Lutz, from the Boys& Girls Clubs to the Old Lutz School, and allthe different organizations that really doneed help and funding throughout the year.”

An extra year of experience also meansbeing better prepared for the upcomingFourth of July parade, she explained. Lastyear, Gulash participated in the parade bygetting the family in the car and driving theparade route. But Gulash wasn’t expectingsuch an enthusiastic turnout. While she wasimpressed with the great community re-sponse, Gulash felt like they could havedone more to be an active part of it.

This year, Gulash has plans that involvemusic and a stronger presence during theparade.

“This year we’re going to step it up anotch,” she said.

Gulash also is leveraging her existingbusinesses to raise money for her Guv’nacampaign. By making a donation and joiningher “cabinet,” individuals and businesses canget mentioned in Florida Creative Livingmagazine, as well as the Internet radio showthat goes by the same name. She’s also plan-ning to participate in a bowling event withother candidates and possibly a car wash.

The Guv’na’s race is also known for out-landish — and usually impossible —campaign promises, and Gulash has a spe-cial one for her contributors: Donate to her

campaign, and she’ll erase your age so youdon’t have to worry about celebrating birth-days or getting older.

Keeping busy is part of Gulash’s regularroutine, and she enjoys having the inde-pendence that comes from running familybusinesses. But that wasn’t always part ofher career plan.

Gulash worked in a pharmacy for severalyears, but was let go after suffering fromepileptic seizures. While she was disappoint-ed, Gulash used the opportunity to forge anew path and take more control over hercareer.

Her business ventures offer affordableadvertising rates to give her fellow smallbusiness owners an opportunity to marketthemselves in a cost-effective way, she said.

And the Lutz Guv’na campaign gives heran opportunity to raise money for the com-munity, which is in line with her own familyphilosophy.

“Growing up, my mom and my fathertaught me good values, to help others inneed, so that’s what I try to teach my owngirls,” Gulash said. “And my husband, his phi-losophy is the same. Help others.”

The Gulashes host their radio show to-gether.

While Gulash has a strong game plan forher Guv’na candidacy, she already has the fu-ture in mind if she comes up short in the racefor the title. Not only would she consider run-ning a third time, but she might recruit, too.

“I may even bring some people in to runfor Guv’na,” she said. “The more people whoare putting the effort into raising money, themore money the community of Lutz receives.”

Attorney Joel Tew represented GeraciLand Acquisition LLC, and attorney RichardDavis represented Standard Pacific Homesof Florida on the side-by-side rezonings, cov-ering approximately 251 acres. The rezoningapplications were presented as companionrequests at an April 21 public hearing beforea land-use hearing officer.

Plans call for substantially less develop-ment than would have been allowedotherwise under the county’s long-rangeplan. One rezoning incorporates theLandings at Lake Pearl, a previously approvedrezoning that includes 650 multifamily unitsand 70,000 square feet of office.

Besides those existing entitlements, therezoning allows 240 single-family housesand 177 multifamily dwellings.

Standard Pacific Homes plans to build agated, high-end residential community onthe property.

The approved zoning allows about 25percent of the residential development thanwould have been possible under the coun-ty’s long-range land-use plan. The retail uses,under the rezoning, represent about one-third of the potential allowed under thelong-range plan designation.

Representatives from all sides testified atthe public hearing that considerable effortwas made to work out conditions that ad-

dressed concerns expressed by the commu-nity, while delivering a quality project.

“We have had a total of eight meetingswith the major community associations thatare directly affected by this project,” Tewsaid. “We’ve had very valuable, constructiveinput from them. We’ve listened to theirconcerns and we’ve made significantchanges to the plan.”

The proposed developments includeconditions that exceed the county’s land de-velopment code, including requirementssuch as increased setbacks from surround-ing properties, enhanced landscaping, morestringent sign requirements, and even condi-tions dealing with building orientation.

Both zoning requests received favorablerecommendations from the county’s plan-ning commission and land developmentstaff.

Conditions of the Luce’s recommendedapproval includes a number of transporta-tion improvements. One calls for asignalized intersection at Exciting IdlewildBoulevard and North Dale Mabry Highway,and another calls for a new alignment lead-ing into the Veterans Expressway thatessentially will square up that intersection.

The plans also show a single accesspoint off of Van Dyke Road, instead of thethree access points that were initially re-quested. The limited access on Van Dykewas essential to gain the support of area res-idents and the Lutz Citizens Coalition, whowere concerned about traffic impacts bothon Van Dyke and nearby neighborhoods.

One veteran, Peter Spatz, said he livesacross the street from a VA medical center,and while he has had no problems with thecare he receives once he gets there, wherehe really struggles is just trying to get in thefront door.

“When I was hearing on the news all theproblems with the VA, I didn’t really believeit,” he said. “I really felt that facility just ranlike a Swiss watch, and I never had a singleissue.”

However, Spatz has a condition that re-quires treatment, and he couldn’t see adoctor because they kept rescheduling him.He finally decided to reach out to the pa-tient advocate line, but said no one wasavailable to take his call.

“I was so frustrated, I didn’t know what

to do,” Spatz said. “If you have a questionyou need answered, or a problem resolvedon the phone, the fact that they have theaudacity to (not man the lines) is just be-yond belief. Something has to change onthat.”

Bilirakis has been a sponsor of H.R. 4810,which passed the U.S. House last weekunanimously, and has been sent to the U.S.Senate. If passed, the resolution would ex-pand access to health care and othermedical facilities for veterans outside of theVA system. It also requires the VA to conductan independent investigation of its opera-tions and create a plan of action to correctthem within 120 days.

The Senate passed its own bill, whichlawmakers say is similar to H.R. 4810, andboth sides believe they can come togetherto finalize a bill to present to PresidentBarack Obama.

REMSBERG QUALIFIES, PICKS UP ENDORSEMENT

Erika Remsberg, a Land O’ Lakes residentseeking to replace the retiring Pasco Countycommissioner Pat Mulieri, has picked up anendorsement from the West Central FloridaFederation of Labor.

That endorsement came soon after sheofficially qualified as the only Democraticcandidate for the seat. Remsberg says her ex-

perience as a social worker has provided ex-tensive knowledge of the problems sufferedby families in the community.

“I seek to provide a voice for our com-munity’s working families on thecommission,” Remsberg said in a release. “Myperspective as a working mom and commu-nity advocate puts me in a unique positionto represent the voice of the people wholive in Pasco.”

Remsberg has raised just $553 so far inher campaign, including nothing in May.Unless any other Democrats enter the race,she will not have a primary, and will face offagainst the winner of the Republican pri-mary that currently involves former stateRep. Ken Littlefield, entrepreneur MikeMoore and financial analyst Bob Robertson.

Moore has raised more than all his com-petitors — more than $80,500 — including$7,650 in May. His top donors include RoyalInvestments and SB General Partners, bothoperating from the same location in Tampa,each writing $1,000 checks.

Robertson raised $953 in May, bringinghis total to just under $12,400. However,$600 of the money raised came from out-side Florida, most of it through a $500donation from a case manager inPennsylvania.

Littlefield picked up $600 in May, $100 of

it from a Trinity donor, and the rest as a loanto himself. Littlefield has now loaned hiscampaign $1,500.

CHAMBERS GET TOGETHER TO HOST FORUMS

The Greater Dade City Chamber ofCommerce and the Greater ZephyrhillsChamber of Commerce will host two fo-rums to introduce members to candidatesfacing off in primary and general elections.

The first forum takes place Aug. 4 begin-ning at 7 p.m., at East Pasco AdventistAcademy, 38434 Centennial Road in DadeCity. That event will include candidates rang-ing from the state House to the MosquitoControl Board.

The second event will be Oct. 20 begin-ning at 7 p.m., in the same location, onceagain including the same races.

The chambers will provide two modera-tors to ask questions. Candidates also willhave a chance to set up tables and meet vot-ers beginning each night at 6 p.m.

Pasco County commissioner HenryWilson, who is defending his seat against po-litical newcomer Mike Wells Jr., spent 24hours shadowing fire rescue workers atPasco Fire Station No. 11.

“It was an eye-opening experience,”Wilson said, in a release.

It’s all part of Wilson’s work since beingelected in 2010 to experience different of-fices first-hand.

“Working in each of the departments hasbeen very beneficial,” he said. “I believe ithas helped me make a more informed deci-sion when it comes budget time.”

Wilson, however, is well behind Wellswhen it comes to fundraising. Wilson hadhis best month since January when heraised $4,715 in May. His biggest donorswere real estate-related companies whereNISSI Inc., Trinity Club Apartments and FortyNine Acres of Tarpon Springs each donated$1,000.

Wells, however, topped his first bigmonth of campaign donations with a biggerone. The son of Pasco County property ap-praiser Mike Wells Sr., picked up just under$25,000 in May, bringing his two-monthcampaign war chest to almost $45,600.

Wells received a number of $1,000checks from developers as well, includingForty Nine Acres, NISSI and Trinity ClubApartments. Nearly $7,000 of his donationscame from outside Pasco County, however.

Unless a Democrat or other type of can-didate enters the race, Wells’ and Wilson’srace could be decided in an open primaryAug. 26.

CLAY SHOOT FOR MIKE MOOREMike Moore is looking to raise more

money for his Pasco County Commissioncampaign with a clay shoot June 21.

Gov. Rick Scott signed 94 more bills intolaw last week, including one from state Rep.Dan Raulerson, R-Plant City, that has somegovernment observers applauding.

H.B. 1385 shifts the management of in-spectors general from individual departmentheads to the chief inspector general.

Inspectors general are typically responsi-ble for maintaining the accountability,efficiency and integrity in a government de-partment. However, many lawmakers saidthe positions were easy to influence, sinceeach inspector general’s boss was the headof the department, and made it difficult toimplement needed changes.

Integrity Florida, a nonpartisan govern-ment watchdog group, championed the bill.

“Inspectors general are the public’s watch-dogs within state government, but they needmore independence to do their jobs effective-ly,” Integrity Florida executive director DanKrassner said, in a release. “This law should re-duce the influence of state agency heads overthe internal government watchdogs whoaudit and investigate their agencies.”

Before the new law, state agency headscould appoint and remove their own in-

spectors general, Krassner said, which creat-ed built-in conflicts of interest.

“Agency heads and their deputies shouldnot be able to prevent an inspector generalfrom conducting an audit or investigation,”he added.

Other bills recently signed into law fromlocal lawmakers were:

S.B. 272 – WATER UTILITIESIntroduced by state Sen. Wilton Simpson,

R-Trilby, this law now gives water customersthe right to petition the Florida PublicService Commission if they feel their waterquality is unsatisfactory.

Someone wanting to start a petitionwould have to first let the commissionknow of their complaint, and then wait 10days for instructions. After that, the cus-tomer has 90 days to collect signatures from65 percent of the customers in the affectedarea, specifically outlining the problemsthey have with the water.

Depending on the outcome with thecommission, a water utility would then haveto meet with the customers and outline im-mediate ways to resolve the problems. If theutility doesn’t work to correct the issues, itcould be subject to fines, according to a staffanalysis of the bill.

This bill passed the Senate 37-0 and theHouse 99-15 in late April.

S.B. 536 – RECLAIMED WATERAlso introduced by Simpson, this law re-

quires the Florida Department ofEnvironmental Protection, the FloridaDepartment of Agriculture and ConsumerServices, and the five water managementdistricts — including the Southwest FloridaWater Management District — to conduct astudy and submit a report by the end ofnext year on how to expand the use of re-claimed water in the state.

It passed both the House and Senateunanimously in April.

S.B. 1070 – FUEL TERMINALSIntroduced by Simpson, this law would

prevent local governments from outlawingexisting fuel terminals.

Terminals, according to a staff analysis ofthe bill, are typically storage and distributionfacilities that serve as nodes to deliver fuelsthroughout the region. Florida has 42 activefuel terminals, with 11 of them in the TampaBay area. The Port of Tampa alone receivesapproximately 500 petroleum ships a year,and 2.4 billion gallons of fuel.

The law also allows fuel terminals that were

damaged or destroyed by natural disaster orother catastrophe to be rebuilt to their previouscondition, whether a local government says theyare conforming or not to its code of ordinances.

It passed the Senate 36-0, and the House112-5 in April.

S.B. 1142 – TICKET SALESFirst introduced by state Sen. Tom Lee, R-

Brandon, this new law increases thecriminal penalties for counterfeit tickets and“multi-use tickets” at theme parks, in manycases upgrading the crime from a misde-meanor to a felony for repeat offenders.

It’s currently a first-degree misdemeanorto counterfeit, forge, alter or possess anyticket with the intention to defraud a facili-ty, according to a Senate analysis of the bill.However, a second violation — or any viola-tion that involves 10 or more tickets— would elevate the charge from a misde-meanor to a third-degree felony.

Multi-use tickets can’t be transferred ifpart of the ticket has already been used.Penalties here have been increased from asecond-degree to first-degree misdemeanorfor the first offense, and a third-degreefelony for later offenses.

The legislation passed both the Houseand Senate unanimously.

Teen coach is all business on football gridironBy Michael [email protected]

On a rather hot day earlier this month,Zachary Cooper attended a football camp atLutz Chiefs Stadium.

The 16-year-old did some conditioning,went through drills, and even participatedin a scrimmage. Later, Cooper said it was aworthwhile event and the participants hada good time.

But he wasn’t there to learn. He wasthere to teach. It was his camp, and he wasthe coach.

“I felt it went fantastic. The coaches reallycame out and they worked their butts off,”Cooper said. “We definitely had some kidsthat showed their talent and just showedthat they are dedicated, and that’s what mat-ters most is dedication. If you’re notdedicated you probably can’t play thesport.”

With some Steinbrenner High Schoolfootball players to assist him, Cooper ledaround 50 middle school-aged attendeesthrough a free two-hour camp, teachingthem football basics as well as specific skillsaccording to their position.

Cooper is already a recognized leader,serving as head coach for Martinez MiddleSchool and an assistant coach for the juniorvarsity team at Steinbrenner. He’s alsocoached for the youth football Lutz Chiefsand been in touch with the Arena FootballLeague’s Tampa Bay Storm about participat-ing with their staff.

And Cooper is in discussions with a col-lege in Georgia to continue his education —and his coaching career — once he gradu-ates high school in 2015.

He might still be a couple of years awayfrom voting, but Cooper’s already an experi-enced football coach who loves teachingthe game.

“Being a coach, I really enjoy helping thekids out,” he said.

Cooper acknowledges it might soundstrange to hear a teenager talk about “thekids,” especially considering he sometimescoaches athletes who are older than he is.But when teaching middle school players,he believes his age is an advantage.

Instead of having decades separate them,Cooper is just a few years older than theyare, so the players relate to him and commu-nicate with him easily. And while the olderplayers might be skeptical at first, after ameeting or two, they’re on board as well.

“What I try and do is prove that I knowwhat I’m doing and help these guys,”Cooper said. “After that, it’s full-on respect.”

That respect comes from the effortCooper puts into his work. If he’s not guid-ing players on the field, he’s reviewing game

film, or designing his own plays. Eventhough most of his coaching is for the de-fensive side of the ball, he has an offensivemind for the game as well. Cooper playedoffensive line as recently as his sophomoreyear.

That effort has paid off with players likeSteinbrenner wide receiver FernandoMallicote. The soon-to-be sophomore haslearned a lot from Cooper from his time onthe Steinbrenner junior varsity squad andthe Chiefs.

Mallicote has made the jump to varsityfor the fall campaign. Cooper played an in-strumental role in helping him improve hisgame, he said.

“He cares,” Mallicote said. “He doesn’t justcoach. He knows what the players are capa-ble of.”

Mallicote helped Cooper with the foot-ball camp and said he enjoyed working withyounger players, and even learned a fewthings himself at the event.

While he’s become friends with Cooper,Mallicote said that doesn’t mean anythingwhen they take the field. The young coachwill yell with the best of them, trying towring the most out of his team on gameday.

In fact, Cooper is as excited to partici-pate now as he was when he was wearing auniform.

“I’m probably just as hyped if not more,”he said. “When referees are making thosebad calls like they always do, I’m definitelythe first one out there to give them thewhat for.

“When my guys score, you’ll see mejumping up and down, hugging the guysjust like I would if I was padded up.”

Cooper might still be padded up if notfor a concussion that sidelined him earlier inhis career. Coupled with other injuries,Cooper decided that playing the game was-n’t in his future and figured he’d givecoaching a try. He didn’t expect to like it asmuch as he does, but coaching activitiesnow dominate most of his time.

Due to the success of his camp on June7, he wants to schedule another football-fo-cused event in the future as well.

When he’s not in school or focused onhis sideline duties, Cooper is producing the“Two Cents Radio Show,” a sports-related,Internet-based audio program. He also han-dles commentary for local wrestling shows,which are then streamed on the Internet.

But coaching is never far from his mind,and it’s something he expects will be a partof him for a long time to come.

“I tell my kids, I plan on doing it until my60s or 70s,” Cooper said.
