STATE LEVEL PROGRAMME ON KALIA SCHEME AT PURI
State Government has decided to organize a State level programme on
KALIA Scheme at Malatipatapur, Puri on 25.01.2019 under Krushak
Sampark Abhiyan (KSA). The objective of the programme is to make the
farmers aware about various schemes of State Government relating to
agricultural and allied sectors. It is important that farmers from all districts
& blocks participate in the programme so that information on various
schemes can reach all parts of state. In this regard, following instruction
may be followed:
1. It is proposed that interested farmers from each block may participate
in this programme. BDOs should facilitate their transportation by
arranging buses etc. Hiring and fuel charges shall be met out of funds
to be provided by RMCs. Hiring charges norms for vehicles may be on
basis of those decided for election duties or any other reference rates.
The decision of same can be taken by District Level Committee (DLC)
constituted under KALIA Scheme.
2. Every Vehicle including bus to be used may be branded with IEC
materials including display of Banner in front of the bus. Similarly,
KALIA song/ KALIA anthem and other audio-visuals prepared for the
scheme may also be used.
3. The buses coming from Malkangiri, Koraput, Rayagada, Kalahandi &
Nawarangapur districts should park at Malatipatapur Bus Terminal.
Collector, Puri will make necessary arrangements for same.
4. There should be one Chief Liaisoning Officer (CLO) to be designated
by each BDO of each of the Blocks. Further, one Assistant Liaisoning
Officer (ALO) shall also be designated for each bus/ vehicle. The
ALOs will remain in charge of each bus for smooth movement of
farmers from Block headquarters to Puri and back.

5. CLOs shall remain in touch with State Control Room of KALIA Scheme
for updating them about departure and arrival at programme venue
and any support required for same. Details of Revenue Division wise
officers in State Control Room is given in Annexure-I of this. BDOs
should nominate responsible Extension Officers.
6. All BDOs are requested to login into KALIA website (http://kalia.co.in)
and fill up information related to Chief Liaison Officer, Asst. Liaison
Officer, type of vehicle, vehicle number, driver name and mobile
number etc. The stepwise instructions for filling up of forms in the
website is enclosed in Annexure-II.
7. BDOs are requested to make provision for food arrangements etc. In
this regard following expenditure norms may be followed:
(a) ‘A’ category Districts i.e. Malkangiri, Koraput, Rayagada,
Kalahandi, Nawarangapur, Nuapada, Sundargarh, Bolangir,
Sonepur, Jharsuguda, Deogarh, Bargarh & Mayurbhanj. In these
districts, Liaison Officers shall be given Rs.300/- for each
participant towards food during transit (to and fro journey).
Further, individual farmer shall be given an assistance of Rs.200/-
towards food expenses on the day of event.
(b) ‘B’ category Districts. For all other districts, Liaison Officers shall
be given Rs.200/- for each participant towards food during transit
(to and fro journey) and individual farmer shall be given Rs.200/-
towards food expenses on the day of event.
8. For each Block Rs.5000/- (Rupees Five Thousand) is provisioned for
contingency expenditure, especially Bus Branding, First-Aid etc.
9. To take care of above, an amount of Rs.1,50,000/- will be provisioned
for each Block. Detailed instructions for placement of fund with Blocks
are being issued to RMCs by OSAM Board, separately.

How to fill-up Puri Convention form?
Step 1: BDO can login to the portal using the same credentials that was used during Green Form entry.
Step 2: After successfully logging-in, click on the option “Convention” in the left-most column. Then
click on “Puri Convention” to go to the form page
Step 3: User doesn’t have to select ‘District’ & ‘Chief’ field, they’ll be pre-filled as per BDO’s
jurisdiction.
Step 4: Enter Officer’s Detail
- Liaison Officer: Select whether you want to create a ‘Chief Liaison Officer’ or ‘Assistant Liaison Officer’
- Name: Enter the name of liaison officer - Designation: Enter the ‘Designation’ of liaison officer - Mobile Number: Enter the 10-digit mobile number of liaison officer
After entering above details, click on button to add the user Note: You can create as many officers as you want but you will be given only one chance to do so. After clicking on ‘Submit’, the user will not be able to add any more officers to the list.

Step 5: Enter Officer’s Detail
- Type of Vehicle: Select whether the vehicle is a ‘BUS’ or ‘SMALL VEHICLE’ - Vehicle Number: Enter the alpha-numeric vehicle registration number - Driver’s Name: Enter the driver’s name - Driver’s Mobile Number: Enter the 10-digit mobile number of driver
After entering above details, click on button to add the user Note: You can add as many vehicles as you want but you will be given only one chance to do so. After clicking on ‘Submit’, the user will not be able to add any more vehicles to the list.
Step 6: Click on “Submit” to submit the data.
