OUTLINES OF APPROACH
TO 12TH PLAN IN PERSPECTIVE
A) INTRODUCTION
The text of the Outlines of the Draft Approach Paper has been
prepared with inputs from various sources, including Government
Departments, academics, experts and others. This text was discussed at
length by the State Planning Board at its meeting held on 07.10.2011. It is
now presented in draft form for consideration by all interested persons
and stakeholders and for their inputs, if any.
It may be noted that the present text is intended only for discussion
and to elicit views and opinions from the people of Kerala and others
interested in the development process. This is not the final text of the
Approach to the 12th Plan, which will be evolved after receiving more
inputs in writing as well as through discussions proposed to be held in late
October and early November, 2011.
It may be specifically noted that this text relates only to approach to
the Plan. It does not comprehensively cover all items to be included in the
Plan. The formulation of the 12th Plan is a separate exercise and Working
Groups, consisting of officials and experts, have been constituted to work
out details. The approach to the Plan will give general guidance to the
Working Groups, which will then finalize detailed Plan proposals.

B) OVERVIEW
Development with care and compassion
a) 12th Plan will be people-centric, based on the needs of the citizen
and aimed at improving the status of each individual and each group
of people.
b) Focus will be on a bottom - up approach, starting from the people
in the lowest strata to achieve the objective of inclusive growth.
c) The 12th plan must build on the gains of the past, retaining such
policies and programmes as are beneficial and making changes where
necessary.
d) Investment of Plan resources in the 12th Plan will be so targeted as
to act as catalyst for attracting more resources, be it private or
external, including funds from banking and financial institutions so
that the sum total of investment is far greater than the amount of
Government Plan investment.
e) Monitoring of implementation will be a key objective, so as to make
most effective use of resources within given time frames.
f) The 12th Plan also aims at ushering in a strong, focused modernized
and result oriented governance.
g) The State will aim at an average growth rate in GSDP of 14.50%.
(As projected by the 13th Finance Commission at current prices)
h) Strong and modern infrastructure is a sine qua non for rapid
development. The 12th Plan will strive to lay the foundation for a

sound and durable infrastructure at par with international standards.
i) Improving the quality of higher education and skill development will
receive greater emphasis. Public education will be revamped to
enhance the quality of education and of infrastructure.
j) Employment generation will be a focus area and will be secured
through higher and more dispersed investment, development of
infrastructure, higher standards of education, particularly vocational
education at school and college level and skill development.
k) Top priority will be given to improve the status of Public Health
since the shine of the Kerala model has been diminishing of late.
Waste management and provision of drinking water will receive the
highest priority so that there is overall improvement in hygiene all
over the state.
l) Panchayat Raj institutions will be strengthened to make them capable
to take the “Next Step” issues in decentralisation. The complexities
of plan formulation, vetting and approval will be simplified

n) The economic and social status of the marginalised sections like
SCs, STs, Fisherfolk, Artisans and others will be improved with
more focussed State spending and effective interventions
At the heart of the Approach paper, for the 12th Five Year
Plan of the State is a strategic intent: to lay the foundation for
creating an economy which is productive, competitive, sustainable
and inclusive. The benefits arising from a set of core initiatives being
planned across the different sectors of the economy, if implemented
with a high sense of urgency and passion, will be spread beyond the
next five years. Such benefits, if nurtured well, will reinforce each
other and put the State’s economy on a firm footing to harness the
opportunities that national and international development will offer.

first step towards the achievement of the vision capturing the goals
indicated above for the development of the State by 2030.
C) APPROACH TO AGRICULTURE AND ALLIED ACTIVITIES
1)Agriculture
a) The approach to agriculture in the 12th Plan will focus on raising
incomes of farmers through increasing productivity, subsidiary
occupations, better marketing and through promotion of value added
products.
b) To raise productivity, a new approach will be followed, where specific
packages of inputs will be designed for each of the 5 Agro Ecological
Zones and 23 Agro Ecological Units jointly with Central and State
research institutions and the Kerala Agricultural University.
c) Schemes under implementation in agriculture will be merged to avoid
proliferation and synergized with Rashtriya Krishi Vikas Yojana
(RKVY) and other Central schemes to ensure maximum flow of funds
from all sources.
d) Subsidies will be released directly to the bank accounts of farmers
and procedures simplified.
e) Emphasis will be laid on greatly strengthening extension activities
through ATMA and Krishi Bhavans; by promoting the concept of lead
farmer and satellite farmers; and by using new tools of information
technology.
f) New technologies like biotechnology and precision farming will be
strongly promoted and encouraged through extension.
g) Agro-service centres will be set up, with the support of LSG institutions
and co-operatives to provide services to farmers. Large scale
mechanisation will be taken up through agro-service centres.
h) Value-addition projects will be given special focus and existing Central
schemes will be used to supplement State Plan resources.

i) Based on soil studies conducted in all parts of the State, use of micro
nutrients, such as Boron and Zinc will be promoted where necessary.
j) Special projects for food security targeting to increase rice production
by 25 percent and vegetable production by 50 percent from the base
level and homestead farming will be launched in the 12th Plan.
k) To promote farmer welfare holistically, a co-ordinated effort to meet
their requirements in health, education and housing will be launched
through convergence of Central and State schemes.
l) Risk management projects will be explored together with Government
of India to address weather and price induced risk in Agriculture.
m) The role of co-operatives will be expanded to support agriculture
development through backward and forward integration.
n) Contract farming will be encouraged in all lands including fallow land
to raise incomes of farmers.
o) The use of science and technology and modern methods in agriculture
will be encouraged
2) Animal Husbandry and Dairy Development
a) The agro ecological zone and Agro ecological unit based approach
for the development of livestock sector will also be followed for
augmenting income of farmers
b) Projects to raise milk and egg production by 50 percent will be
launched through a convergence approach with the schemes of local
governments.
c) Strengthening of veterinary services through introduction of a veterinary
doorstep service and improving facilities of veterinary hospitals and
laboratories are proposed to meet the growing requirements of
veterinary support.
d) The primary focus in livestock development should be on enhancing
seed production, particularly in respect of pigs, goats, rabbits and
ducks, where there is a marked shortage in availability and special
projects will be launched to augment production.

e) Fodder production will be raised through large scale dairy co-operative
society based fodder development projects and by encouraging inter-
cropping.
f) Cattle feed production capacity will be enhanced both by setting up
new plants and raising capacity of existing plants.
g) In order to strengthen the activities of the dairy co-operatives in the
State it is proposed to expand the infrastructure base of the societies
for milk procurement by creating better cold chain.
3) Fisheries
a) Holistic fisherfolk centred development approach will be adopted in
the fisheries sector. A comprehensive coastal area development project
will be launched covering infrastructure, housing, sanitation, drinking
water and livelihood.
b) Strategies and action plans for augmenting inland fish production to 2
lakh tonnes by the end of the Plan from 1.17 lakh tones will be
formulated covering improvement of production potential of reservoirs,
extending fish farming to more reservoirs, expansion of fish culture in
tanks and ponds and improvement of productivity.
c) Seed production will be enhanced.
d) Strengthening of post harvest infrastructure like better fish landing and
handling facilities, cold chains, storage facilities as well as marketing
facilities is a key requirement for the development of the sector and a
project will be proposed for strengthening this component.
e) The improvement in the production of value added products, micro
enterprises, credit support and coverage under social security schemes
will be expanded for the livelihood security of fisherfolk.
4) Irrigation
a) A master plan will be prepared for the development of local water
resources. It is proposed to increase gross area under irrigation by 30
percent from the base level by the end of the 12th Plan period.

b) Water management is another neglected area. The technologies for
water management and enhancing water use efficiency, including micro
irrigation, will be supported with appropriate institutional and support
mechanisms.
c) A river basin wise water resource management plan will be evolved
for identified basins.
d) Long pending infrastructure projects will be terminated with
appropriate mechanism for optimum use of investment.
5) Environment and Natural Resource Management
a) The ecosystem prevalent in the State such as coastal ecosystem,
mangroves, forest ecosystem and wetland ecosystem are fragile in
nature. Development activities and population pressures often upset
the natural balance of these ecosystems. Development strategies will
be formulated for the protection of fragile environment.
b) The State is very rich in biodiversity and the regions of Western
Ghats in Kerala are rich in endemic species. Biodiversity conservation
strategies will be developed for the protection of Western Ghats.
c) Deteriorating water quality is a serious concern in selected areas.
Projects will be promoted for the improvement of water quality.
d) Comprehensive waste management and pollution control
programmes with appropriate institutional mechanism is proposed
in 12th Plan.
e) Comprehensive watershed management projects will be implemented
focussing on selected blocks through a convergence approach with
the support of Soil Conservation, Local Self Government Institutions,
Western Ghats Development Programme, Hill Area Development
Authority, Forest Department and Scientific Institutions for the
conservation and management of natural resources for improved
productivity.
f) A Green Kerala Project will be launched by converging various
schemes implemented by the Forest Department and Local Self

Government institutions.
g) In order to protect Ramsar Sites and other wetlands, wetland
conservation projects would be launched with appropriate
institutional mechanisms for implementation.
D ) APPROACH TO SOCIAL SERVICES
The Twelfth Five Year Plan will have a multi pronged approach in
the Social Services Sector. In social services the State has the legacy of a
big beginning and illustrious past to work with. Nonetheless, the Twelfth
Plan will have to address the issue of deterioration in the quality of services
provided through the public delivery system, be it in education, health or
other social services. The new Five Year Plan should also strive to address
special and second generation problems of development, besides making
concerted efforts to modernize the sector.
a) One of the central challenges of the State’s 12th Plan in the Social
Services Sector therefore will be to sustain and strengthen the State’s
widely acclaimed past achievements in education, health and various
other spheres of social services.
b) The second major concern of the Twelfth Plan will be to address
special/new problems that emerge in almost all subsectors, be it
education, health or other social service services. These special or
new problems are mainly second generation development problems
of the State. In these cases, Twelfth Plan will have separate and
specialized schemes formulated by the concerned Departments.
c) The third and final objective is that of modernization of social service
sector which is essential to meet the challenges of technological and
systemic changes at national and global levels.
d) The XIIth plan will also have a clearly spelt out detailed strategy to
improve the existing public delivery mechanism by not only ensuring
adequate allocation of Plan as well as Non-Plan resources, but also
by improving accountability, efficiency and quality standards.

e) It will involve thorough revamping of all ongoing Plan schemes and
public institutions. Redundant schemes will be identified and
discontinued. The schemes selected for continued support will be
overhauled and redesigned to incorporate required changes.
f) Sustaining and strengthening past achievements in social services sector
would also involve harnessing the role of the private sector, which
incidentally had played a critical role in Kerala’s achievements in the
past.
I. Education
a) Even though the reach of public facilities is quite remarkable, there still
exist segments of population as well as geographical areas not yet
adequately covered by the presence of institutions.The Twelfth Plan
will attempt to identify and fill such critical coverage gaps in education
facilities.
b) The new Plan will take a major initiative in filling the quality gap by
improving physical infrastructure, curriculum, pedagogy, faculty
recruitment, faculty training, and governance structures.
c) The system also needs to be made more inclusive by strengthening the
noon meal scheme and initiating more such affirmative action.
d) Another area of priority will be schooling and development of special
children through appropriate support to the institutions working with
government assistance and through positive Government initiatives
e) Even though the State was in the forefront of the total literacy movement
in the country, there are important unfinished tasks remaining on the
literacy front. The State is estimated to have 18 lakh illiterates and 12
lakh neo-literates. The coverage needs to be improved while checking
the relapse of neo-literates.
f) Pockets of illiteracy in urban slums, coastal areas, and tribal settlements
will receive special attention.
g) There will be an attempt to broaden the definition of literacy beyond
the capacity to read and write for imparting a set of carefully designed

skills, information and knowledge to the needy.
h) The State has a system of training of teachers at all levels, which needs
to be made more systematic, functional and result oriented. The training
program should focus on imparting soft skills to the students through
the teachers. The motive should be continuous modernization of the
schooling system in the state.
i) Information technology, English language and communication skills
will be given enhanced thrust at the stage of school education itself.
Special emphasis will be given to address the issue of digital divide.
j) The State will encourage the establishment of schools of high quality
in the private sector. An appropriate mechanism will be set up to
ensure that such private institutions maintain standards of excellence
comparable to the best in the country and abroad.
k) In higher education selected arts and science colleges will be given
autonomy in a phased manner to encourage curriculum development,
innovation in teaching and training techniques, and above all research.
l) Autonomous colleges will be encouraged to mobilize resources by
way of consultancies and research projects. Selected colleges will be
encouraged to start innovative courses and honours degree programs.
m) Higher education institutions will be given support for modernizing
and library and information facilities harnessing the potential of modern
technology
n) New academic institutions for higher and vocational education will be
encouraged in the private sector, provided they fulfill the criterion of
excellence
o) Absence of a proper regulatory mechanism is ailing the educational
sector especially professional education. The regulatory system in the
State will be strengthened by legislation as well as starting of new
institutions. A State level accreditation agency will be launched.
p) Deemed University status will be given to select institutions which
achieve excellence in their respective fields. A rigorous scrutiny

mechanism will be established for the purpose
q) In the area of modernization the State should aim to build its capability
to be a part of the emerging global knowledge society and make Kerala
a knowledge hub. Special care should be given to nurture and develop
all centers of research and knowledge generation. The premier research
centers established during 1970s needs to be strengthened with the
help of a futuristic plan.
2. Public Health
a) The Twelfth Plan will aim at improving the coverage of public health
institutions to reach hitherto uncovered regions and segments of
populations. Major specialties will be provided in one hospital in a
block panchayath area. Through convergence of resources, overall
infrastructure of grass root level health services will be upgraded so
that people will have confidence in the public heath distribution system.
b) The Departments in the sector will introduce comprehensive
programmes, by way of overhauling and integration of existing schemes,
to improve quality of services with properly defined components for
development of infrastructure, manpower and other aspects.
c) The idea of hospital autonomy will be introduced in selected hospitals.
d) Second generation and special problems in the health sector will be
addressed by specially and separately designed new programmes.
e) Health status of a population cannot be planned independently of
hygiene, waste management and supply of safe drinking water. Such
issues related to comprehensive health planning will be underlined in
dealing with identified vulnerable sections and problem areas in the
State such as coastal areas and Kuttanad.
f) In order to improve transparency and quality, generic medical
prescriptions will be made mandatory in government run institutions.
The State will also launch a project for retail sale of generic medicines
satisfying quality standards and for educating medical personnel in this
area

g) In the interests of modernization and reach, telemedicine and other
innovative practices will be encouraged.
h) The health sector is also badly affected for want of a well designed
regulatory mechanism be it in the area of clinical services, laboratory
and testing facilities or drugs. The Twelfth Plan will put in place a
comprehensive regulatory and governance mechanism to ensure quality
standards.
i) The health sector also requires concerted efforts at modernization.
For instance Kerala’s health sector is poorly supported by research
and development efforts focused on State specific health needs. The
Health University and other related institutions should help to move
on to a knowledge/technology generation stage of development.
j) Modernization of the sector also requires institutional innovation such
as the one in Health Insurance. The Health Insurance Programme will
be universalized and strengthened by enhancing insurance protection
and coverage with the Rashtriya Swasthya Bima Yojana as base.
k) Special emphasis will be given to address increased incidence of mental
illness and depression and related ailments.
3. Social Welfare
The Social Welfare sector in the state is characterized by a group
of heterogeneous institutions catering to a wide variety of social welfare
issues. The central problem of the sector is lack of common approach
and governance structure pertaining to these institutions. The problem of
lack of integration is complicated by devolution of the institutions to the
Local Self Governments.
a) A thorough restructuring of the Social Welfare Department to improve
the quality of services offered by this sector will be initiated.
b) Coverage and shortage of welfare institutions will be addressed
c) Gender issues will be given special focus. The protection of women,
legal aid and counselling, effective implementation of legislation for

them and, shelter and security for victims of atrocities, protection and
welfare will be prime areas of concern addressed in the 12th plan
d) Government will set up a new Department of Women and Child
Development to focus attention on areas like women empowerment
and gender sensitivity.
e) The concept of woman farmer will be encouraged as a pioneering
intervention for sustainable livelihoods as well as food security.
4. Persons With Disabilities
As a society we have not done enough for this vulnerable group.
In fact, if we compare ourselves with societies having a PQLI
comparable with Kerala, we have to do much more

· Early identification
· Early intervention
· Rehabilitation
· Education and Training for fruitful employment
· Creation of employment opportunities
5. Housing
a) During the Twelfth Plan, a comprehensive habitat and housing policy
will be implemented in the state.
b) The Plan will aim at construction of 12 lakh housing units during the
five year period, of which 60 per cent will be for economically weaker
sections. This project will be funded by converging resources under
Indira Awas Yojana, Rajiv Awas Yojana, funding from HUDCO and
other financing institutions and innovative funding methods to be
developed by the State Government
c) A housing regulatory authority will be set up to regulate building activity
and to settle disputes.
d) The effectiveness and reach of Kerala State Housing Board will be

improved with the help and support of HUDCO and identified
management and consultancy organisations.
6. Public Distribution System
In the 12th Plan, reforms to plug the leakages in the PDS such as end
to end automation of the entire PDS chain, introduction of GPS
tracking, activating vigilance committees, will be undertaken across
the State.
7. Nutrition Security
a) An independent nutrition surveillance system will be set up so that we
are able to monitor the progress made on malnutrition at least once in
two years, at the District level
b) For effective implementation of ICDS and related interventions, steps
will be taken to establish a high-level oversight authority, serving as a
technical body that centrally monitors both health and nutrition outcomes
of children under six.
c) Nutrition Rehabilitation Centres (NRCs) will be set up for identification
and treatment of severely malnourished children.
8. Sports Development
The emphasis will be on the broad division of sports development
into two specific areas – Community Sports and Competitive Sports.
a.Community Sports:
The focus will be on the need to establish a separate Mission under
the Department of Sports and Youth Affairs to ensure that people of all
age-groups get directly involved in some physical activity and integrate
sports as a way of life in their daily lives.
b. Competitive Sports:
a) The aim will be to strengthen the various activities connected with
competitive sports and to adopt an effective delivery system.
b) Special attention will be given to suggest suitable models to attract
resources from non-governmental sources and from Central
Government institutions.

E) APPROACH TO LOCAL SELF GOVERNMENT
1. Rural Local Bodies
a) Planning process has to be simplified and we must move towards
Five Year Plans both at LSG level and District level to be updated
each year.
b) The selection of beneficiaries will be made more transparent and
systematic.
c) Revitalization of Grama Sabha/Ward Sabha and streamlining the
process will be given utmost priority
d) Technical Advisory Groups which are seen to be points of delay in
clearances will be dispensed with and normal procedures laid down
in the rules will be followed and approval of competent authority
obtained as per rules without going through the TAG process.
2. Urban Local Bodies
a) Service level benchmark as has been stipulated by Ministry of Urban
Development in key sectors, such as solid waste management, water
supply, sewerage, roads etc will be achieved during the 12th Five Year
Plan. The gap between the Ministry’s benchmarks and the present
position in the case of water supply and roads is not much in Kerala.
But in the case of solid waste management and sewerage, the gap is
very wide and efforts have to be made to bridge this gap.
b) Reforms in the following cases will be carried out in the course of 12th
plan period:
a. Passing of modern Tenancy Act / Rent control Act.
b. Reservation of urban land for poor people as far as possible.
c. Conferring property rights to urban /slum dwellers.
d. Rationalization of stamp duty rate.
c) Although Kerala successfully implemented schemes in urban local
bodies and panchayats, infrastructure like transport terminals through
PPP model have not gained much ground during the Plan period. PPP

model will be brought into the service delivery sector also especially
in the areas of solid waste management.
d) Master plans for development of urban conglomeration will be
effectively implemented jointly with Local Self Government Institutions.
Additional legislation and administrative measures will be put in place,
where necessary
3. Local Body Reforms
a) Some financial flexibility will be given to local bodies through
untied grants from the State Government. The Centre will
also be requested to create such flexi-funds for implementation
of their programmes through local bodies.
b) Local bodies will be empowered and encouraged to enter
into PPP arrangements at their level for promoting investment
in the areas under their jurisdiction
c) Local bodies will also be empowered to commercially utilize
lands under their control to garner more resources for
development
d) A systematic effort will be made to help and encourage local
bodies to collect more revenue from different sources in their
respective areas.
e) A one – off grant will be made to enable urban local bodies
to meet their immediate commitments so that they can use
revenue streams for future development
f) Local bodies will be required to undertake reform measures
in administration to achieve more efficient use of resources.
4. Poverty Alleviation
a) As poverty is a major issue in the rural areas more importance will
be given to poverty alleviation programmes, Different poverty
related schemes will be converged in order to make a tangible
impact.

b) Government of India will be requested to extend MNREGS to
more areas. Efforts will be made to include more activities under
the scheme, entailing more outlay
c) Activities of Kudumbasree and other Self Help Groups will be
extended/ strengthened.
d) Asraya project implemented by Kudumbasree will be further
strengthened extended to all the Panchayats. Project like Buds
would be extended and schemes which are helpful to support old
people would be expanded with the help of Government of India
and State Government.
5. Weaker Sections
The following are proposed to be achieved during the 12th Plan period:
a) House and land for all deserving SC /ST families.
b) Special attention will be given to enhancing employability of
matriculates by imparting special skills, including soft skills.
c) Every family should have at least one member employed in
organized sector or self-employed.
d) Micro enterprises at the family level will be encouraged.
6. Co-operation
This state will continue to encourage and support the creation
and effective functioning of healthy co-operatives in all areas.
F) APPROACH TO INDUSTRY, IT AND SERVICES
1) MSME Sector
1. Incubators - As part of development and support to the MSME Sector
a network of multi industry incubators in reputed engineering and
management institutions and major parks under the IT department and

3. 10 new entrepreneurial units will be sought to be set up in each
Panchayat every year, working jointly with Local Self Government
Institutions. They will be provided with mentor support in the initial years
4. MSMEs need to be looked at as one of the major areas that will help
solve our unemployment problems.
2) Food Processing
1. The potential of the food processing sector, both for domestic and
export markets, needs to be exploited, setting up clusters of food processing
units. The promotion of the existing food parks will get priority. This should
lead to tripling of production in the Plan period
2. PPP projects will be encouraged for setting up cold chains, including
ware housing facilities at ports and airports
3) Industrial Infrastructure
1. The various parks set up by Kinfra, KSIDC and the Industries
Department will be restructured so that their assets can be leveraged using
public funding for setting up new parks and strengthening existing parks.
2. New Parks will also be set up under PPP
3. Government will endeavour to identify other land available with public
sector units and with government department so that a land bank is available
for setting up new industrial infrastructure in the PPP mode.
4) Traditional Industries
Traditional Industries such as Coir, Handloom, Handicrafts, Khadi
and Cashew play a substantial role in generating employment in rural areas
with minimum investment. With a view to ensure sustainability and to
revamp the traditional sectors, thrust will be given for enhancing export
earnings, technology upgradation, product diversification / value addition,
market promotion and skill development .
5) Pollution free Industries
In order to preserve the ecology of the state, high priority will be given
to the establishment of the requisite industrial infrastructure for the purpose.
The State will not encourage the setting up of polluting industries.

6) Mineral Development
Technology and capital support will be provided for effective value
addition of rare mineral resources like ilmenite, thorium and monazite.
7) Entrepreneurs
1. Entrepreneurs are the well-spring of societal growth.
Entrepreneurs create new enterprises, productive employment and ,
therefore ensure material well –being of society
2. The most important initiative for accelerating the pace of
economic expansion in the State is creating such an enabling entrepreneurial
ecosystem. Components of a pro-enterprise socio –economic – cultural
environment include:
· Simplified procedure for start up or expansion or closure
· Low administrative burdens and compliance cost
· Availability of quality human resources
· Helpful labour climate
· Availability of different kinds of funding instruments
· A network of industry incubators in different industries with strong
scientific support to enable young entrepreneurs to develop concepts
into commercially viable projects
2. Close liaison will be established with successful entrepreneurs in
Kerala to help them grow and diversify.
8) Labour
1. The system of resolving labour disputes, which is widely noted to
have been working well, leaves scope for further improvement in the
12th Plan.
2. The focus of the Plan will be on overcoming negative publicity by
way of special efforts to disseminate the fact of peaceful management
labour relations in the State. Innovative programmes will be evolved for
resolving disputes that give rise to such adverse publicity
3. The gender gap in industrial training will be bridged by starting Women
ITIs in four uncovered districts

4. Thorough overhauling and integration of all self employment and
entrepreneurship development programmes will be an area of focus
5. Restructuring and integration of labour welfare fund boards after
proper consultation with stake holders will be an objective of the Plan.
Appropriate programmes to address problems related to the in-migrants
from other States will be ensured
6. In view of increasing safety risks and occupational hazards, safety
education and practices will be given special emphasis in the Plan. One
occupational health centre will be established in the State.
9) Skill Development
1. 12th Five Year Plan is being designed with key focus on policy
interventions which would aid in building sustainable enterprises, leading
to job creation and improving the livelihood of the masses.
2. The key focus would be to produce maximum number of trained
people who will be able to fullfill the global demand for skilled labour.
3. It is proposed to initiate a registration portal for skilled labour with
the help of Akshaya and IT department so that people can effectively
utilize the services of various types of skilled labourers.
4. A mission mode approach would be followed for addressing the
unemployment problem for educated unemployed through skill
development and other means. This will be implemented with joint
participation of public and private sectors and Panchayats
5. Training programmes will be conducted with help of National Skill
Development Corporation and Entrepreneurial Development Institute
of India to make educated youth capable of becoming entrepreneurs
6. A master plan for skill development will be prepared with particular
emphasis on using the advantage Kerala has of broad band connectivity
to every village
10) Information technology
IT in the 12th Plan would have a three pronged thrust

1. Increasing the service delivery capability of Government with the use
of IT:
a) E Governance initiatives across all sections of Government and
Local Self Government
b) Better utilization of Akshaya Kendras as service delivery points
2. The existing assets of IT parks will be leverged to mobilize public
funding for more parks and expansion of existing parks, including setting
up parks in new areas away from the major IT centers of the State
and to facilitate the growth of the IT Industry by at least 10 times
during the Plan period
3. IT will be used as a tool for promoting tourism and industry showcasing
Kerala as a place to live in and work from.
11) Science and Technology
a) High quality research and development will be encouraged to take
Kerala to a higher level in original research and cutting edge
technologies
b) Technology development in India and abroad will be effectively
showcased to facilitate development of science and technology based
industries
c) Schemes will be introduced to reward and honour scientists who
make significant contributions in developing new concepts, theories,
products and technologies. Such awards will be subject to rigorous
peer evaluation and scrutiny by leading scientists.
d) The marine brackish water and fresh water resources of the State
need to be researched and developed systematically as they hold
the potential for commercial utilisation on a very large scale. In the
12th Plan, special attention will be given to marine biotechnology
12) Tourism
Kerala tourism is a major development segment and a well known
global brand. To sustain tourism in the highly competitive market, we need
to ensure quality experience to the visitors while benefiting society and

industry. Promotion of private entrepreneurs, development of quality man
power etc are needed to support the industry.
The Tourism sector visualizes a growth rate of 12%. To achieve
this objective, the thrust areas identified during Twelfth Plan are,
1. To ensure quality visitor experience:- The thrust areas include
infrastructure plans for all major existing tourist centres, infrastructure
and development of tourist facilities in less known areas, private
participation in infrastructure projects and scientific waste management
in major destinations through local bodies
2. To promote Kerala as a visible global brand :- Participation in
international and domestic fairs, conducting international and domestic
road shows and fairs and using print and electronic media for promotion
are envisaged at under the scheme.
3. To create enabling environment for Private investment:- The procedure
for approvals and clearances will be simplified and necessary support
given for growth of private investors.
4. To ensure community participation and benefits:- Multi stake holder
mechanisms involving public, private, and local community in tourism
planning and development, roll out of responsible tourism initiatives to
other destinations, and ensuring strong backward linkages for tourism
to rely on local produce and local skills are other initiatives planned.
5. Quality of human resource in tourism service delivery will be improved
by providing qualified manpower.
6. Providing and augmenting infrastructure facilities in the existing tourist
hubs like Kovalam, Kumarakom, Munnar, Wayanad, Bekel etc. This
will include establishment of seaplane services for which the necessary
infrastructure will be provided under the Plan, while the service itself
will be left to public or private sector agencies.
7. Forest tourism will be developed and encouraged with the help of the
Department of Forest and Wildlife.

8. One museum will be developed in each district to showcase Kerala’s
unique art, culture and history and to attract tourists from all over.
The help of the Government of India and, where possible, of the private
sector will be taken.
9. The tourism potential of hill and plantation areas will be fully exploited
to develop more options for tourists.
10. More budget packages will be developed to attract domestic tourists.
11. New destination with special emphasis on Malabar region will be
identified and promoted
13. Non-Resident Keralites
1. The Department of NORKA will liaise with Ministry of External
Affairs, Ministry of Overseas Indian Affairs and with Missions abroad to
maintain regular contact with Non-Resident Keralites.
2. The problems of in-migrants from amongst Non-Resident Keralites
will be addressed through convergence of existing schemes and, where
necessary, by evolving new schemes.
3. The Department of NORKA and KSIDC will develop new investment
opportunities for Non- Resident Keralites and support them in the task of
establishing new enterprises in Kerala.
4. Major expansions in allocation, improvement of existing schemes and
introduction of new ones are urgently required for addressing problems of
NRKs especially in view of the possible global economic slow-down and
consequent crisis in destination countries
G) APPROACH TO INFRASTRUCTURE.
1. Roads, Bridges and Transport
a) There is a need to undertake planned development of State highways,
important major District roads and city roads in the State. Such planned
developments will include geometrical improvement, junction widening,
re-laying the roads after proper design and giving maintenance
contracts. The Twelfth Plan envisages 25000 KM road development
and maintenance; Creation of corpus fund for the development of

1000 KM of State high ways and external assistance will be used for
planned development of major roads during the Plan.
b) The State needs to provide a dedicated source of funding for road
development such as fuel cess or reasonable revenue from Motor
Vehicle Tax to form a corpus fund.
c) A system of annual revision of Schedule of Rates will be undertaken
by an Empowered Committee chaired by Chief Secretary.
d) City Road Improvement Project will cover more cities beyond
Thiruvananthapuram, Kochi and Kozhikode.
e) Quality Control will be given higher priority. PWD will develop
Quality Control Cells for super check through sampling and use of
standardized labs to check quality of all large works and a certain
percentage of smaller works.
f) For major road widening projects, green field roads and by passes,
the State will develop a policy for commercial utilization of land as
well as providing developed land to the owners whose land is being
acquired. Government will develop policy and rules on this issue to
facilitate development of bypasses, major widening of roads and green
field roads.
g) A task force will be set up with the objectives of identifying methods
for ensuring long term durability of roads in Kerala and for improving
road safety. The committee will also look into the possibility of using
rubber and waste plastic to strengthen road surfaces and make them
more durable.
2. Port and Inland Waterways
a) State Maritime Board will be set up through an enactment.
b) Minor Ports under Port Department including Azheekal, Beypore,
Ponnani, Kollam-Thankasseri, Vizhinjam and Kodungallur will be
developed with new port facilities, support infrastructure, upgradation
of existing facilities along with installation of modern and efficient
handling equipments. The PPP mode will be utilized for the purpose.

c) Vizhinjam International Transshipment Container Terminal will be
developed with all infrastructural facilities.
3. Inland Waterways
Adequate infrastructure support will be provided for the development
of coastal waterways and inland waterways for Cargo and Passenger
transportation. There will be a time bound plan of action for the
development of all possible waterways with the support of Inland
Waterways Authority of India. PPP ventures will also be supported. The
focus areas will be land acquisition, net removal, dredging, side protection
of canals etc.
4 .KSRTC And Motor Vehicles Department
· For reducing congestion in roads parking facilities will
be provided wherever land is available.
· Automated enforcement system will be introduced for
avoiding accidents.
· A restructuring plan for KSRTC will be developed. A
national management and consultancy institution will
be engaged for this task
5. Power Sector
1. Capacity Augmentation
Kerala’s installed capacity is presently around 2680 MW but the maximum
power availability is only 2090 MW. During the 12th Plan, the target will
to double the installed capacity through installation of new gas based and
super critical plants. The IPP concept will be encouraged to provide
more resources for development of capacity, hydel power other than SHPs
(300 MW) and Renewable Energy (RE) (700 MW) and also from energy
conservation measures. A Task Force will be set up for preparing a time
bound strategy paper on the manner and forms in which new generation
opportunities can be seized.

2. Energy conservation/Savings/efficiency activities
‘Energy saved is equivalent to energy produced’ concept will be
aggressively pursued during the 12th Plan.
3. Reducing AT & C losses
It is targeted to reduce AT & C losses to a sustainable level of 13%
by the end of 12th Five Year Plan period largely through timely
implementation of RGGVY and R-APDRP flagship schemes.
4. Reinventing KSEB
Managerial efficiency and productivity will be sought to be enhanced
with the help of management institutions.
H) INNOVATION
The national 12th plan approach document dedicates a section on
innovation highlighting three issues: finding solutions to the needs of the
people, innovations in organisational and process models that help
commercialize the technologies developed in laboratories and innovating
the process of innovation itself to contain cost of innovation.
a) At the State level, the focus should be to get the best out of the existing
institutional mechanism in the R&D area.
b) Critical evaluation of the outcomes of the R&D efforts of these
institutions and schemes to determine their focus will be done during
the 12th Plan period.
c) We may examine innovative governance solutions which can deliver
greater services and benefits to people at large.
d) The approach will be to Develop, innovation strategy keeping the
citizen in the central place. The customer- facing frontline staff could
prove to be one of the better sources of innovative ideas for making
the citizens’ lives easer.
e) Each Department will be encouraged to have a policy innovation and
improvement cell

f) Innovation content in each project will be indentified and specifically
highlighted when the project is submitted for approval of competent
authority.
I) GOVERNANCE
The Government must be effective and efficient in delivering social
and public services. Efficient and accountable public administration and
participatory and transparent governance processes are key priorities to
correct structural inadequacies. The interests of the poor and under
privileged will not be adequately protected without affirmative public policies
and governance arrangements.
A strategy would be introduced for improving governance in the
12th Five Year Plan, the main elements of which are given below:
a) There is a need for taking a holistic view of the several e- governance
initiatives implemented in the State. A mission approach would need
to be adopted, guided by a common vision, strategy and approach
focusing on transforming Government services accessible to the
common man through an integrated E- governance initiative
b) The ongoing capacity building programmes on E-Governance would
be strengthened. A partnership arrangement with premier management
institutes would be worked out for capacity building for senior
government functionaries on governance
c) A major modernization initiative for service delivery would be launched
covering modernization of District Collectorates, Village offices, Krishi
Bhavans, and other key Government offices with streamlined
procedures, increased delegation and extensive use of ICT to improve
faster delivery of services. E –administration is the right tool for
introducing transparency and accountability in administration for
rendering pro-poor services.
d) It is proposed to introduce a Service Delivery Bill for ensuring service
delivery by Government officials within given time frame
e) The Result Framework Document (RFD) system has been introduced
in the Government Secretariat. It will be extended in phases to District

Administrators, Local Bodies, Public Sector Enterprises and
Government Supported bodies.
f) The key to good governance lies in effective monitoring and review.
Government will strive to put in place a strong review and monitoring
mechanism for the Plan, based on physical and financial outcomes. A
systematic evaluation exercise will also be undertaken, inclusive of
third party evaluation. Such monitoring, review and evaluation will
also be extended to identified iconic projects.
g) Whenever any project is placed for approval of competent authority,
it shall include an implementation schedule, indicating the activities
involved, the time frames, the cost and approximate date of completion.
Any extension beyond the date of completion or any cost over-run
will entail explanation of reasons for delay and fresh approval of
competent authority.
J) FINANCING OF THE PLAN.

Based on assumptions of real GSDP growth; inflation; expected changes
in Balance from Current Revenue; growth of State’s Own Tax Revenue
and Non-Tax Revenue; Non-Plan Grants at the same level as provided in
the 13th Finance Commission Report; growth in Non-Plan Expenditure,
expected growth rate of Plan grants; and borrowings at the level prescribed
in the revised roadmap for fiscal consolidation, it is projected that the
State can sustain a Plan size of between Rs.100,000 crore and Rs.105,000
crore during the 12th Plan period.
