BACKGROUND
• On June 2, 2016, staff observed a sewer manhole overflowing at Corona and Alamo Heights Blvd
• Inspection revealed a section of sewer main in the 100 block of AH Blvd was impeded by root intrusion
• Due to the large amount of root growth the use of acid was declined
• The use of acid is a temporary fix for this type of problem; plus there is a concern for the health of the trees

BACKGROUND Cont.
• The City’s engineering firm, Freese and Nichols Inc. secured contractors’ low bids for the purpose of rehabilitating the main through a process called “Pipe Bursting”. Fees for service were $20,195.
• Once the project is completed the current ten (10”) inch main will be “up sized” to a twelve (12”) inch seamless main. This process will eliminate root intrusion in the future.

• Publication of bids were advertised in the San Antonio Express-News on Wednesday, September 14, 2016 and Wednesday, September 21, 2016. Bids closed on Friday, September 30, 2016.
• The City received bid submittals from five (5) contractors for this project.

SUMMARY
• Texas Pride Utilities LLC is the low bidder.
• Following a background search, Freese and Nichols recommended the contract be awarded to Texas Pride Utilities LLC.

FISCAL IMPACT
• Contract cost is $77,155 with a ten percent (10%)contingency of $7,715 for a total not to exceed $84,870
