Dear Colleagues,
I am happy to report that over the last year the ISTC has advanced our goal of making Illinois a
recognized global leader in science and technology. We have enhanced our profile, increased
resources for research, development & innovation in Illinois, expanded our advocacy efforts and
initiated new programs.
These accomplishments have allowed us to make a significant impact in Illinois. A few highlights
from 2011 include:
Increased collaborations with international partners to cultivate economic opportunity and attract
investments to support research, development and innovation in Illinois.
Worked with the State of Illinois to launch Data.Illinois.gov, providing access to public data in a format
that allows software developers to easily design mobile apps.
Partnered with members of the Illinois General Assembly to support the passage of the Technology
Development Account II, providing capital and technical resources to technology-focused start-up
companies in Illinois.
In partnership with the Illinois Innovation Council, the ISTC and partners launched the Illinois
Innovation Index, a monthly informational source to measure, index and communicate Illinois
performance as a global source for innovation.
Partnered with the Illinois General Assembly to establish the Illinois Research, Development &
Innovation Caucus, a focused group of legislators committed to stewarding economic development
in Illinois through science and technology.
I am proud to report our advancements to date and look forward to the great accomplishments

As a core component of our mission, the ISTC collaborates with universities, federal
laboratories, public sector entities and international partners on projects to further develo
and expand Illinois energy ecosystem. In 2011, these included:

In 2011, the Illinois Smart Grid Regional Innovation Cluster
(ISGRIC) completed its first year of organized operation
with impressive metrics on businesses counseling, train-
ing, mentoring and technical assistance. ISGRIC is
led by the Illinois Institute of Technology, the ISTC, Clean
Energy Trust and O-H Community Partners. Basedon the strength of year one performance, ISGRIC was
renewed for a second year of funding by the U.S.
Small Business Administration.
Smart Grid
Development and
Deployment
Below are highlights from 2011 of Cluster supporte
businesses.
ISGRIC company Intelligent Generation secured a
multi-home pilot program with Commonwealth Ediso
ZBB Energy, a small energy storage business, entere
into a $600,000 project to install a 500 kWh Zinc
Bromide Flow Battery on the Perfect Power microgrid
the Illinois Institute of Technology. This development
allowed the microgird to be used as a testbed for th
first deployment of its kind in the U.S.
Smart Grid Networkwas started as a direct result of
ISGRIC activity in Illinois. The spin-out of cluster
small business Adica, LLC will serve as the countrys
first smart grid social network.
ISGRIC company Power2Switch secured venture fund
allowing them to continue to add capacity, and
advance their position as a leader in electricity price
comparison.

Efforts to align electric vehicles (EV) resources in Illinois
yielded great results in 2011. The ISTC facilitated
co-investment by the State of Illinois and the City of
Chicago to ensure coordinated regional electric
vehicle infrastructure deployment. The joint StateCity
investment leveraged a 3:1 investment from theselected private vendor. Under the plan, 70+ level III fast
charging stations and 200+ level II charging stations
will be deployed in the Chicago region by Spring 2012.
Electric Vehicles With the charging infrastructure now coming online,
our goal of attracting related investment is starting
gain traction. In early July, the charging network
developer, 350Green, announced a comprehensive list
of charging locations. Then on July 19th, Nissan
announced expedited delivery of their new EV producthe Leaf to Illinois. This was followed a few days
later by Walgreens announcement of an $8.9 million
national EV infrastructure rollout that will result
in 800 new stations. And, all of this followed the wor
announced in February of a Memorandum of Under-
standing between the State of Illinois and Mitsubish
Motors North America that will translate to the
deployment of 1,000 EVs in Illinois over the next 3 yea
The MOU also establishes the long-term goal of EV
production in Illinois.
When powered by non-polluting sources of electricity, electric vehicle
deployment results in a 2069% decline in 2030 greenhouse gas emissions
from U.S. light-vehicles over 2005 levels. Emissions are 847%
lower when electric vehicles are charged using the current electricity grid.

The Illinois Smart Buildings Initiative (ISBI) continued
to illustrate the potential upside in the application
of technology to energy management practices. This
project, a collaboration between Korean innovators
Korea Telecom, LGE, and Nara Controls and Chicago-
based property manager Draper and Kramer, theISTC, and the Citizens Utility Board.
When launched, the ISBI will be the first of its kind
multi-building ancillary services and energy efficiency
project. The ISBI will showcase the opportunities
for demand side participation in PJMs ancillary service
markets using advanced communications, control
technology and energy efficient equipment installed in
several multi-unit residential buildings and one
commercial office building.
Illinois Smart Buildings
Initiative
After extensive planning and systems analysis, in
September 2011, project partners performed investme
grade energy audits in candidate buildings. The data
and findings of the audits are now being used to desi
building, equipment and energy management
software improvements. In 2012, equipment installatiowill begin and a networking operating center (NOC)
will come online to manage energy across the multi
building platform. The NOC will also have the
ability to receive and transmit signals to regional ener
markets, thus allowing the buildings to optimize
energy use against prevailing market prices.

The State of Illinois Open Data site, Data.Illinois.Gov, is a
searchable clearinghouse of information from State
agencies that helps to inform residents about the opera-
tion of state government and encourage the creative
use of state information, including the development of
applications for mobile devices that can be builtaround available data. Since its launch in June, Data.
Illinois.gov has federated with the Federal Governments
Data.gov site, adding nearly 5000 datasets from
federal agencies including the Census Bureau, Environ-
mental Protection Agency, Bureau of Labor Statistics
and US Department of Education. Illinois is the second
state to provide this federated access and only
the fourth overall to have a state open data portal.

The ISTC has also partnered with several organizatio
on Apps for Metro Chicago Illinois, an application
development competition, that continues the historic o
data efforts taking place in Chicago, the Chicago
metro area and throughout Illinois. The competition ca
on developers to create applications using State, Cityof Chicago and Cook County data sets that have bee
made available, in hopes of creating new applications
that will make profound impacts on the way residen
enjoy their lives. Dozens of private companies are
also engaged in the effort, including Motorola Mobi
which sponsored the apps competition.

Science & Technology Leadership Forums in
Washington
In partnership with U.S. Representatives Judy Biggert,
Jerry Costello and U.S. Senator Richard Durbin, the
Illinois Science & Technology Coalition and our members
organize and host an educational series for the IllinoisCongressional Delegation in order to enhance under-
standing of the role and contributions provided by Illinois
research & development institutions.
In 2011, the ISTC organized five Forums and hosted
the first annual Illinois Research, Development and
Innovation Day on Capitol Hill. The ISTC was pleased
to welcome RDI and industry leaders from Argonne
National Laboratory, Fermi National Accelerator
Laboratory, Illinois Institute of Technology, National Center
for Agricultural Utilization Research, Northern
Illinois University, Northwestern University, University
of Chicago, University of Illinois, Eli Lilly Research
Laboratories and Eaton Electrical.

The Research, Development & Innovation Caucus i
the Illinois General Assembly
After detailed strategic planning and with strong suppo
the Research, Development & Innovation (RDI)
Caucus of the Illinois General Assembly was official
formed on March 2, 2011. The mission of the RDICaucus is to steward economic development and jo
creation in Illinois through science and technology.
The Caucus is an independent forum for education an
idea generation in the General Assembly, comprised
of members from both chambers and parties. At the
direction of the Caucus, the Illinois Science & Technolo
Coalition has provided technical assistance and
analytical support. Topics focused on issues and opp
tunities for innovation-driven economic development,
intelligence and analysis of federal funding trends a
informational workshops specific to pending legis-
lation such as the Power Grid Modernization Act, the
Research and Development Tax Credit and the
Technology Development Account II.

Nanotechnology
Nanotechnology is a building block for high-growth economic sectors including
next generation materials, biotechnology and medical devices, electronics, energy
generation, among others.
In 2011, the ISTC advanced the development of the
Illinois Nanotechnology Collaborative. Activities included:
seating four members to the Nanotechnology Advisory
Board. The Advisory Board convened its first meeting on
August 10, 2011 and engaged the Illinois Department
of Commerce and Economic Opportunity as a partner in
the development of Illinois nanotechnology assets
and strategies for making nanotechnology an economic
driver in Illinois.

Food InnovationIllinois has over 26 million acres of farmland and is home to more than
76,000 farms, creating products that are shipped both globally and locally.

In 2011, ISTC co-organized a food safety and innovationmeeting at the Federal Reserve Bank in Chicago that
brought together panelists from industry and govern-
ment to discuss the importance of the food industry to
our region. The ISTC also established a Food Innovation
Advisory Board and started work on a strategic plan to
promote food entrepreneurship and innovation.

Illinois is a center for biotechnology and life sciences. The Illinois biotechnology cluster
includes nearly 2,000 establishments and over 57,000 employees; it is supported
by Illinois federal labs as well as the states world-class research universities. (Battelle

In September, the ISTC joined Governor Quinn and a
delegation of civic and business leaders on an economic
and business trade mission to China where the ISTC
and iBIO joined forces to enter into a memorandum of
cooperation with the Shanghai Biopharmaceutics
Industry Association. Under the MOC, the Illinois partners
and the SBIA will explore business, research and
academic partnerships.

At the 2011 BIO International Convention in Washington,
D.C, the ISTC presented as part of panel discussion
on bio safety. During the convention, Illinois Governor
Pat Quinn was named BIO Governor of the Year for
accomplishments in biotechnology and in celebration of
his commitment to innovation.
