President Jonathan Pledges More Support for Youths
The President of the Fed-eral Republic of Nigeria,
Dr. Goodluck Ebele Jonathan, GCFR, on Sunday, 22 March, 2015, gave the assurance that the Federal Government would continue to ensure that the youth Nigerians are better equipped for the future through various initiatives of his Administration, including the Presidential Spe-cial Scholarship for Innovation and Development (PRESSID) and similar scholarship schemes, sports development, Al-majiri Schools initiative, agropreneurs, Youth Enterprise With Innovation in Nigeria (YouWin) as well as other youth empowerment programmes.President Jonathan stated this at an interactive forum organised by the Nigerian Young Profes-sionals Forum (NYPF) at Eko Hotel, Lagos, where he inter-acted with young professionals in Nigeria and in the Diaspora.
The President said that his
Administration would continue to en-courage young people in their business-es, sports and other areas of endeavour and that he would empower them to take up positions at all levels of Government.

der to maximise their potential.
President Jonathan pledged that if given the mandate to run the affairs of the country in the next four years, his Administration
would continue to build on the gains of the last four years and im-prove the lot of young Nigerians. He stated that his Administration had recently sworn in one of the youngest Nigerian Ministers and
that he would appoint more young Nigerians into positions of author-ity. He re-emphasised the need for the nation to prepare for its future by investing in the young people, stating that “A father must ex-

pect his children to be better than himself. So we must work hard and encourage the young people.”
The President also promised to intensify the fight against corrup-tion and ensure that the problem of stigmatisation of Nigerians became a thing of the past over the next four years. He noted that his Administration had re-corded successes in the anti-cor-
ruption crusade by not only hav-ing more convictions, but also stemming the fraud in the dis-tribution of fertiliser to farmers.
President Jonathan outlined two approaches which his Admin-istration had utilised in its fight against corruption. He noted that the Federal Government had used preventive measures such as the e-wallet system applied in the ag-
ricultural sector, which had saved the Federal Government billions of naira. He stated that his Ad-ministration had also introduced the Integrated Personnel and Pay-roll Information System (IPPIS) to help check fraud in the payment of salaries to civil servants and elimi-nate thousands of ghost workers in the service, noting that these schemes had also reduced the in-flation of contracts in the system

and saved Government over N160 billion. He promised to sanitise the oil sector in a similar manner.
The President thanked Nigeri-ans for their support in the fight against the deadly Ebola Virus Disease (EVD) and said that the Federal Government would con-tinue to improve the health sector for greater exploits. He expressed appreciation to the young pro-fessionals who joined the event through Skype and congratu-lated the nation’s U-20 football team for winning the African Youth Championship Cup in Da-kar. He gave the assurances that
his Administration would con-tinue to encourage sportsmen in the country and pledged that the Federal Government would es-tablish a special fund to ensure that those who had done the na-tion proud were not neglected.
In his remarks, the Governor of Delta State, Dr. Emmanuel Udu-aghan, observed that the President had done a lot to encourage sports-men in the country. He urged Nigerians to re-elect him, if they wanted Nigeria to win the World Cup in 2018 and obtain more gold medals in the 2016 Olympics.Also speaking at the event, the

his re-election bid was successful.
In her remarks, a medical doc-tor and scholar of the PRESSID scheme, Dr. (Mrs) Inimfon Nsi-kak Jackson, expressed gratitude to President Jonathan for estab-lishing the scheme and other scholarship programmes, which have enabled brilliant Nigerians, like her, to gain experience and
knowledge in some of the best in-stitutions of the world. She noted that the current Administration had, more than previous Admin-istrations, focused most of its poli-cies on the development of the Ni-gerian youth. She prayed for God’s guidance on the President and encouraged him to continue in his efforts to see that young Nige-rians measured up to their coun-
terparts in developed countries.
Highlights of the occasion were the presentation of a N10 million naira cheque by the NYPF to the President for support of families of fallen heroes and the no-holds-barred question and answer inter-active session which the President had with young Nigerian profes-sionals in Nigeria and the Diaspora.

Education, Strongest Tool for National Development

tional Universities Com-mission (NUC), Professor Julius A. Okojie, OON, has described education as the strongest tool for national development.
In a paper titled, ‘‘Capacity De-velopment Issues in Nigeria’s Tertiary Institutions’’, at an inter-active session with Senior Execu-tive Course 37 of the National Institute for Policy and Strategic Studies (NIPSS), Kuru, Plateau State, with the theme ‘‘Reposi-tioning Nigeria’s Educational System for Global Competitive-ness’’ Professor Okojie empha-sised the importance of education as the most important vehicle for the development of any nation.
Professor Okojie disclosed that various strategies were being employed by Government to strengthen the capabilities, skills, personal and collective compe-tencies of staff and students in tertiary institutions, adding that the strategies could be categorised into two broad categories: Human Capacity Development and Capi-tal Capacity Development. He ex-plained that Human Capacity De-velopment in the Nigerian tertiary institutions encompassed the in-tellectual, moral and perceptive capabilities of staff and students.
The NUC Scribe stated that, as a regulatory body, the Commis-sion recently re-strategized, with the creation of the Department of Quality Assurance (DQA) as part of the efforts to evolve the
frameworks for human capacity development in the universities. He added that regular monitor-ing and all-encompassing insti-tutional accreditation of courses and facilities, as well as resource verification, were the operative instruments of the Commission.
Professor Okojie said that the monitoring of carrying capacity for each university was to ensure that available pedagogy resources were not diluted or over-stretched by uncontrolled student popula-tion increase, noting that based on the national man-power needs and prevailing government poli-cies, the maximum student num-ber admitted by each university, annually, was indicated by the Joint Admissions and Matricu-lation Board (JAMB), with the close scrutiny of the Commission.
The Executive Secretary said that the present Administration was evolving special strategies to en-sure a sustainable human devel-opment framework in the country through the introduction of the
Presidential Special Scholarship for Innovation and Development (PRESSID), inwhich 100 First Class graduates were assessed, us-ing computer-based examination formats. ‘‘Regardless of ethnicity, religion or societal background, the best one hundred graduates are selected from the thousands of applicants each year who wants to study Master’s and Ph.D courses in the top 25 best universities in the world in the applicable Sci-ences, Engineering, Medical Sci-ences, Economics, Administra-tion and Arts among others’’.
Professor Okojie added that the Federal Government, through an initiative of the NUC, recently es-tablished the National Research and Education Network (NgREN) as an internet-based forum for in-teractive teaching and researches that were necessary for essential human capacity development for all Nigerian universities. He said that the Network directly con-nected with notable and world-ac-claimed universities and research centres in America, Europe, Af-rica and Asia, adding that about 27 universities with the Com-mission were currently logged on to and active on the Network, which was commissioned by President Jonathan in July 2014.

Ahmadu Bello University (ABU), Zaria has appointed Pro-fessor Ibrahim Garba as the 13th Vice-Chancellor of the Institution after scoring 90% to clinch the first position out of 15 contestants who were interviewed from the initial 25 who indicated interest.Announcing his emergence over the weekend, Chairman of Coun-cil, Arch. Muhammad Dewu de-scribed the process leading to his emergence as rigorous, transpar-ent and unprecedented in the recent history of succession in the University. The appointment takes effect from 1st May, 2015.
Professor Garba was born on 25th February, 1957 in Riruwai, Doguwa Local Government area of Kano State. He was admitted into the ABU in 1977 where he obtained a degree in Geology in 1980 and an MSc in Mineral Ex-ploration in 1985. He proceeded to the Royal School of Mines, Impe-
rial College of Science, Technolo-gy and Medicine, London, United Kingdom in 1989 where he ob-tained his PhD in 1992 in Geology.
The new Vice-Chancellor start-ed his carrier with the Nigerian Mining Corporation, Jos, in 1981
as Geologist 1 where he rose to Senior Geologist in 1986, joining the University of Maiduguri in 1986 as Assistant Lecturer and in 1988 joined the Kano State Col-lege of Arts, Science and Reme-dial Studies as Lecturer1 and as Head of Department of Geology.
Professor Garba Joined ABU in 1994 as Lecturer where he rose to the position of Associate Pro-fessor and Professor in 2000 and 2004 respectively. He served as Head of department of Geol-ogy between 1997-2001 and 2003-2005 and as Deputy Dean of the Institution’s Faculty of Sci-ence between 2004 and 2005.

The National Universities Commission (NUC) is in receipt of a call circular from the Private Sector Health Alliance of Nigeria (PHN), for award-winning entries for the One million dollars ($1000000.00) Health Innovation Challenge (HIC), sponsored by the PHN, led by Alhaji Aliko Dangote (Founding Patron), Mr. Jim-Ovia (Co-Chair), Dr. Mohammed Ali-Pate (Co-Chair), Mrs. Sola David Borha, Mr. Aigboje Aig-Im-oukhuede, Dr. Muntaqa Umar-Sadiq (MD/CEO) among others and endorsed by Mr. Bill Gates.
The PHN is a coalition of Private Sector companies that seek to glean from the Private Sector expertise and capabilities to improve Nigeria’s health outcomes. The alliance, through its Nigeria Health Innovation Market (NHIM), has launched the HIC to identify, celebrate and award promising innovations (technology, process, market enabling service delivery etc.), that would address critical needs in the Nigeria Health Sector.

The National Universities Commission, cognizant of the need to streamline the
operations of Part Time and Sandwich programmes in Nigerian universities, had through a publication in the print media, including the Guardian and Sun Newspapers of Monday, 19th March, 2012, placed a moratorium on admission into part-time programmes in Nigerian universities. In the publication, the universities were requested to fully disclose all Part-Time and Sandwich programmes, with respect to enrolment and staffing profile, within four weeks of the publication, and to conduct in-house staff and student audit and forward same to the Commission. As a follow up to this, the Commission vide a letter dated 14 January, 2013, sent a reminder to the universities requesting those that were yet to provide information on their Part-Time and Sandwich programmes as well as affiliation arrangements to do so on or before15 February, 2013.

GUIDELINES ON PART-TIME AND SANDWICH PROGRAMMES IN NIGERIAN UNIVERSITIES
Below are guidelines for conducting Part-time and Sandwich programmes in Nigerian universities. All universities currently operating Part-time programmes are expected to comply with the guidelines on programme by programme basis.
Consequently, universities still interested in running Part-time programmes are advised to forward fresh applications to the NUC on programme by programme basis.
This is, however, subject to the readiness of the university to comply with the following extant guidelines on part-time programmes:
1. The admission and graduation requirements, Staffing, Library and physical facilities requirements must be in line with the Benchmark Minimum Academic Standards (BMAS) for the various full-time academic programmes;
2. For a programme to be eligible to run on part-time basis, the approved full-time equivalent must be available in the university, must have earned full accreditation and must be run within approved campuses;
3. The enrolment into part-time programmes must not exceed 20% of total students’ population in the programme;
4. The minimum duration of the part-time programmes must be 150% of the approved duration of the Full-Time equivalent;
5. Approval shall not be granted for part-time programmes in Environmental Sciences, Engineering/Technology, Law, Medicine/Medical Sciences, Pharmacy/Pharmaceutical Sciences, Dentistry; and Veterinary Science;
6. All admissions into part-time programmes must be through the Joint Admissions and Matriculation Board (JAMB). Part-time programmes must be run within approved campuses of universities where the human and material resources for the teaching of the programmes are domiciled, i.e. on the main campus of the university;
7. Part-time programmes shall be subjected to the NUC accreditation assessment upon maturity of the programme;
8. For any programme to be eligible for part-time mode, it must have produced two (2) sets of graduates and satisfied the Resource Verification Requirements.
9. Commencement of a part-time programme MUST be subject to NUC’s approval. Approval of commencement of all part-time programmes must be obtained.
The National Universities Commission shall not hesitate to apply appropriate sanctions on any university which violates any of the stipulated Guidelines on Part-Time and Sandwich Programmes.

The National Universities Commission (NUC) has observed with great concern that some Nigerian universities are running unapproved postgraduate programmes, leading to the award of Masters and PhD degrees. The Commission has also observed that some Parastatals and Institutes are awarding these same Postgraduate degrees, either on their own or through unapproved affiliations with Nigerian and foreign Universities. Such practices are not only unethical, but also antithetical to time-tested quality assurance best practices. The qualifications/awards resulting therefrom are not recognized.
