About energy efficiency in Lao PDR Lao government energy efficiency
targets for the long term: To reduce Final energy demand by
10% by 2030, (commitment of Lao PDR at EMM5)
To reduce annual final energy demand growth from 4% to 3% by 2030 (drafting policy)
To achieve 30% share of RE by 2025;
About energy efficiency in Lao PDR Energy efficiency policies of Lao PDR
Under drafting: National Energy Efficiency and Energy Conservation Strategy of Lao PDR (Financial support by ADB)
Drafting action plans (short term): Capacity building Base line energy data collection Kick-start measures (promotional
campaigns, pilot projects)
About energy efficiency in Lao PDR
State of affairs energy efficiency in Lao PDR (best practice, pilot projects)
PROMEEC (JAPAN+ASEAN): EE&C directory and database DSM/EE: pilot project (EDL+WB) ACMECS (Lao PDR + Thailand): training on EE&C ADB: drafting EE strategy and action plan Lao Cleaner Production Center(MIC): Promotion on awareness
waste minimization and energy efficiency in SMEs sector Lao Brewery Company Limited: CDM Project “Improvement Energy
Efficiency in Energy Utilities Equipment” started 2006 Ongoing work in energy efficiency for low income
households? Replacement of 500,000 inefficient Fluorescent
tubes by CFL (DSM/EE project, Free of charges)
About energy efficiency in Lao PDR in relation to MECON project
Absence of National EE&C promotion policy/strategy Unclear and underdeveloped institutional framework for EE/C. No taxation system in favor of introduction EE/C measures Insufficient data on residential energy consumption by end-
users groups Almost all households technologies are imported: Lack of
standards and labeling, Energy labels are not yet applicable for household technology Energy efficiency awareness campaigns: dissemination of EE
knowledge (by DSM/EE project) through mass media, distritution of brochures/posters/stickers
Estimate of current knowledge about EE amongst low income households: lack of knowledge about EE (including the emerging consumers)
About MECON project Expectations MECON project results
Better knowledge on energy consumption, in particular for new emerging groups
Essential information for energy planning Who are local stakeholders (government,
private sector, finance sector) Ministry of Energy and Mines State enterprises (EDL, Water supply utility, ) Private sector: cement industry, Garment factories,
Brewery and food processing industries, Cottage industries, Hotels, Commercial buildings,
Finance sector: commercial banks? How to approach/reach local stakeholders
Final remarks
Any other remarks MECON will be an excellent support to
drafting EE policy/strategy/action plans of Lao PDR
NUOL staffs will develop their research skills through MECON
Important step forward regional networking cooperation and integration in scientific research
