IntroductionbytheGrandHospitallerDearConsoeursandConfrres,

Oneyear haspassed andherewe arenowwith thenew

hospitaller report for 2012. The international hospitallermeeting which took place during the pilgrimage in

Kevelaer in 2012 led to amotivation of themembers to

restructurethehospitalleractivities.

Manynewideashavecomeup,proposalsweremadeandprojectswere implemented.Amultitude ofyoung people

everywhereintheOrderhavegivenafreshimpetustoour

hospitallerwork.Itisveryencouragingtoobservethatnotonlyhascharitableworkbeencarriedoutbutreportshave

beendrawn-upinthisregard.Therefore,therewillbean

evenbroaderportfolioofreportstoconsultnowthanwasthecaselastyear.However,itisofparticularimportance

that the Grand Master, the Grand Commander and the Grand Chancellor have activelysupportedthisphenomenonbycontributingtheirownideas.

Myesteemedcolleaguefromthehospitallerboard,ProfessorDrMikeRoss,hascomeupwiththethreeCsasournewmotto:christianity,charityandchivalry.Undertheseguiding

principlestheideawasjointlydeveloped,alsoinordertoemphasisethebasicdrivingforceoftheOrder, i.e. toaddressleprosy thusgoingbacktotheroots.Onlyrecentlynow, the

Ordersgovernancehasdecidedtocarryoutjointprojectsasso-calledflagshipprojects.

FirstofallthereisthecontinuoussupportfortheleprosyclinicofDrRmyRousselotin

Bhubaneswar, India and second, the envisaged support for the Saint Louis Hospital inJerusalem, erected on the foundationsof the first leprosariumof the Order in the HolyLand, the latter being a historical opportunity for the Order to mark its presence in

Jerusalem.

Theinternationalhospitallerteamwouldliketothankthejurisdictionsthatsentintheir

reports for 2012. This time we could base our facts on the individual reports of 32

jurisdictions.

1TheHospitallerActivityoftheYear2012Every year, it is a great honour for me topresent an outstanding hospitaller activity,

i.e. following last years excellent program

conductedbytheGrandPrioryofAustraliaIwouldnowliketopresenttheactivitiesofthe

pastdecadescarriedoutbytheHDZ.

WithgreatpleasureandrecognitionIwould

like to congratulate the HDZ HilfswerkDeutscherZahnrzte(GermanDentistsRelief

Organization)on their 25th jubilee.TheHDZ

isheadedbyDrKlausWinter,whosetirelesseffortsarededicatednotonlytotheHDZbut

alsotoourOrder.Thedestitutepeopleinthe

worldcanregardthemselvesveryluckytobegiven the tremendous support by this

organization.ChevalierDrKlausWinterGCLJGCMLJ, GMLJ, has organized everything,

startingfromfundraisingviacarryingoutthe

planning activities for special projects and subsequently reviewing the implementedprojects.

ChevalierDrKlausWinterisamemberoftheOrderwhoisarolemodelwithregardto

hospitalleractivities.Therefore,allmembersowehimspecialthanks.MayheandtheHDZstillcontinuetogiveustheirsupportintheyearstocome.

2SummaryoftheHospitallerReports2012

(1)General

The number and analyses of the individual national hospitaller reports that weresubmitted to the Vice Grand Chancellor Administration, Dame Marny Gilluly, and the

Grand Hospitallers Office have fortunately increased; however, we are looking forwardto reach the 100%-level. By these reports we have once again received an impressiveoverview of the charitable initiatives carried out by the Orders jurisdictions.Nevertheless, as indicated above, both number and quality lead us to the conclusionthat there is some room for improvement:

32 out of 50 jurisdictions have submitted their Hospitaller Report 2012once again several reports did not contain figures or only in part

We very much regret that some reports have only reached us after the editorial deadlineand could thus not be considered in this years report. Consequently, we can conclude

that we may be proud of the voluntary and charitable work carried out by the membersof the Order.

Thanks to the excellent investigations of Confrres Professor

Dr Mike Ross and Professor Dr Charles Savona-Ventura, adiscovery was made of the historical site where the Order of

Saint Lazarus started its original hospitaller activities: theleprosariuminJerusalem.Today, a hospital can be found on the foundationwallsof this

historicalsite:theSaintLouisHospital.All further details can be taken from the report drawn up by

ConfrreProfessorDrMikeRosswhovisitedthehospitalinMay

2013. In the course of the necessary refurbishmentworks, the Order has the historicalopportunitytoreturntoitsroots.ItwasthereforedecidedduringthelastGECmeetingto

adoptthissecondflagshipprojectfortheOrder.

ReportonthevisittoStLouisHospital,Jerusalem,

I visited the St LouisHospital,justoutsidetheNewGateinthe

wallsofJerusalemonMay22nd,

and was received by SisterMonikaDllmann, thehospital

director, and Bassam Obeid,her assistant and Director of

Administration. SisterDllmann is a member of theSisters of St Joseph of the

Apparition, a Catholic order

founded in France, who haverun the hospital since its

foundation in 1890. Thehospital stands on the site of

the St Lazarus Leprosarium,

datingfromCrusaderdays,atthenorthwestcorneroftheoldwallsofJerusalem.

HospitalHistoryTheStLouisHospital(namedfortheCrusaderKingStLouisIXofFrance)isonthesiteof

themedievalOrderofStLazarus Leprosarium, just outside the walls of Jerusalem. The

presenthospitalwasfoundedbytheFrenchBarondePiellat(d.1925)in1889.TheBaronwasacelebratedartistandthemagnificenthospitalchapelwasfullyfrescoedbyhiminan

art-nouveaustyle. The chapel had tobepainstakingly repainted byhim in 1918 as theOttomanshadpaintedoverallthefrescoesduringtheFirstWorldWar.In1948-1967the

hospital was the front line between Israel and Jordan: the stained glass window of StFrancishasabulletholethroughhisheartandtheoutsidewallisalsobullet-pocked.The

chapel isuseddailybyallChristiandenominations, including theWhiteFathersand the

GreekOrthodox.

HospitalStaff

ThehospitalwasfoundedandisstillrunbytheSistersofStJosephoftheApparition,an

orderoriginatinginFrancein1651andnowwithsignificanthousesintheHolyLand,theUnitedStates,Germany,Malta,andotherpartsofEurope.TheSistersliveonthetopfloor.

TheHospitalalsohasupto27volunteers,mostcommonlyfromFranceandGermany,whostayforaminimumof3monthsandmostcommonlyayear.Thereisaphysicianoncallat

alltimes.

HospitalandPatientCharacteristics

Thehospitalhas50beds,ofwhichaboutathird are palliative oncology (active

treatment oncology patientswho cannot

be at home). About one third are long-term coma patients (often post-stroke)

and with complicated health care (for

example, bed sores and open woundcare).Afurtheronethirdisadvancedcare

foroldpeople.WhileforIsraeliresidentsthere is health insurance payment, for

foreign patients there is no insurance:

foreignpatients includerefugees, foreignworkers,andthosewhoresideintheWestBank.Patientsareacceptedonthebasisofneed

and not on insurance basis or residence and the patients are mixed Jewish, Arab

Christian,Muslim,residentsofIsrael,theWestBank,Sinai,Eritrea,andothers.Asignificantnumberhavenoinsuranceandarethosewhofallthroughthegapsinthesystemfor

example,arefugeewhowasshotattheborderbyEgyptianguards,andfellintoIsraelwithabullet inthe hip.Upto1990,thehospital alsoserved patientswithHIV.Nopatient is

turnedawayandcareforthemostneedyandthosewhoarenotservedbyotherfacilities

(forexample,thosewithnoinsurancecoverage)isacentralpartofthemissionoftheStLouisHospital.

FuturePlans

Whilethe hospital has50beds, its fabric datesto1890and all

hospitalsneedtomeetnewIsraelihospitalregulationsby2016.

Theseregulationsrequirebringingthebuildinguptocodewithregard towiring,oxygenandsuctionprovision, fireregulations,

andhavingnomorethan2patientsperroom(someroomsarecurrently triple occupancy). One wing is being completely

renovated(seephotographs)andanadditionalelevatorisbeinginstalled as required by the new regulations. Following these

renovations,theSistersaremakingprovisionforanewwinginto

the parking space. Sister Dllmann notes that the break evensizeforahospitalinIsraelisabout72beds,althoughtheSisters

havemanagedwithless.Thehospitalisafullylicensedfacilityandnotaspecialistunit,and

thusisrequiredtomeetallnationalhospitalregulationsandcodes.

PersonalComment

Iwastakenalloverthehospital,fromtheadministrationofficeonthegroundfloortothe

Sistersaccommodationonthethirdfloor,andhadtheopportunitytoseetherenovationsinprocess,unrenovatedrooms,andmeetpatients.Iwasextremelyimpressedbythestaff

andbythewonderfulspiritofthefacility.SinceanumberofpatientsfromtheWestBank

cannothavefamilyvisits(theirfamilyarenotabletoenterIsraelthroughtheborderwall)it serves as a home as much as a hospital to many patients and its warm atmosphere

reflectsthat.

When we were received by the Greek

Melkite Apostolic Vicar, Archbishop Jules,beforeMassonthePilgrimage,wenoticed

(toourembarrassment)theStLazarusflagof Piccapietra flying a few blocks away. I

believethattheopportunitytore-establish

a legitimate flagship project in Jerusalem,especially on the site of our original

Leprosarium,isbothtimelyandhistorically

highly significant on this specific site. Itspeaks toourhistoricmissionasanOrder

and assists an important church palliativecare hospital at a timewhen it has avery

specificneedtorenovateitsfabric.Indeed,failuretobringthebuildinguptocodewould

almost certainly see the hospital closed. Imost stronglyrecommend our immediate andlong-termsupportforthisprojectasanOrderflagshipproject.

Ibelievethatinthefuture,wecouldhaveahistoricalplaqueaffixedtothehospitaloutsidewallcommemoratingitasthesiteoftheOrdersoriginalLeprosarium,perhapsunveiledby

theGrandMaster.

Iwouldgofurtherand suggest thatweunderscoreour status asaHospitallerorder by

institutingaSpecialAppealwhichwecouldcalltheReturntoJerusalemAppeal.SuchaSpecialAppealcouldbeaprojectoftheGrandHospitallerunderthePatronageoftheGrand

Master and perhaps chaired by the Duchess of Brissac since this is a French-foundedhospital.WehavetothebestofmyknowledgeneverhadsuchanAppeal.Itcouldforma

special project to underscore our status as a Christian and Hospitaller Order which

originated on this very site in the Holy Land over 8 centuries ago and is part of our

continuinghistoricmission.Eachjurisdictioncouldbeaskedtohostaspecificfund-raisingevent (e.g.a special dinner or fundraiser) toraise fundsand bestronglyencouragedto

contribute.Ihavetakenthelibertytodesignalogo(seeheadofreport)fortheproject!

5Outlook2013FollowingthefirsthospitallermeetinginKevelaer,agreatdealhashappenedwithregardto the hospitaller work of the Order. 32 national jurisdictions have submitted their

hospitaller reports for 2012. Individual copies may be obtained via Dame Marny

Gilluly.Important resolutions were adopted during the GEC meeting in Malta. There will be

continuouspublicationofcurrenthospitalleractivitiesofeachnationaljurisdiction,namelythe

PR-activities. The resolution regarding two flagship projects to be carried out by theInternational Orderwill be implemented. The following projects will fulfill the Ordershistoricalmission:caretolepersandrelatedpalliativecare:

Returntotheroots(helpingillanddestitutepeople)
