Integrating the Individual Learning Plan with CTE Programs of Study: Best Practices for School Counselors
Kevin M. Van ZeeManager, Secondary School Counseling
1CTE CAREER AND TECHNICAL EDUCATION
DO NOW
• Analyze the data below. Remember, data doesn’t “tell” you anything, but what do we do with this? What does it mean for your students, in Chicago Public Schools, where 86% are from low income families? As a School Counselor, what is your role in improving this area of student achievement?
ACT Composite (State of Colorado, 2009)
2CTE CAREER AND TECHNICAL EDUCATION
Outcomes for Today
• School Counselors will be provided with a brief overview of CTE and areas of School Counselor accountability
• School Counselors will understand the importance of ILPs and promising practices for ILP implementation
• School Counselors will review CTE Programs of Study and learn how these can be used as a resource in the ILP process

Information / Data for CTE Counselors
Counselor Accountability:% of students properly enrolled in courses to complete CPS graduation requirements and CTE 3 course sequences in their CTE career strand; % of students retained in each CTE strand from: Orientation Class, Training Class and Advanced Training CTE courses; % of students completing 3 Year Sequence; % of CTE Freshmen remaining on track; % of CTE Freshmen with completed 4 year/Program of Study; % of CTE students enrolled in rigorous courses (Honors, AP, and 4th year Math, Science, 3rd Year Foreign Language); % Of CTE students completing college and career readiness tasks (earning college credit in high school, completing a resume, applying to colleges (+ college match), FAFSA completion, enrolling in college, etc.)
Important information / data:• Programming / Scheduling / 3 course Sequence (Mitch Braun)• Freshmen Watchlist (https://cpsdashboard.cps.k12.il.us/reportlibrary/Pages/default.aspx)
Other expectations:• Implementation plans should include a CTE-specific goal• CTE Counselors should attend ASCA National Model Training in March, 2012
7CTE CAREER AND TECHNICAL EDUCATION
CTE Credit Recovery Update:
• 2 CTE credit recovery courses offered district wide through evening and Saturday school this fall (Culinary Arts I and Fundamentals of IT) – more information coming out soon about credit recovery for other CTE courses.
• Since Fundamentals of IT is a new course this year, students will be able to recover credits for courses in the past with Course ID 66810 or 70110.
8CTE CAREER AND TECHNICAL EDUCATION
CTE Counselor Professional Development
Most Requested for 2011-2012*• Increasing % of CTE Freshmen
remaining on track
• Articulation agreements and improving college enrollment
• Implementing ASCA and CTE
• Internships / Work Based Learning
• Increasing % of CTE Freshmen with completed ILP/POS
• CTE Recruitment , Admissions, and Enrollment
*Based on end of year survey
Focus Areas in 2010-2011• Student recruitment
• Individualized planning and Programs of study
• 3-course sequence
• Retention and completion
• Employability skills
• Industry certification
• College and career planning
• Postsecondary articulation
9CTE CAREER AND TECHNICAL EDUCATION
The Importance of ILPs
Career Decision making patterns:
“Career readiness efforts drive college readiness outcomes by helping students perceive the relevance of their courses to helping them achieve self-defined career and life goals.”
Research“Student Learning Plans: Supporting Every Student’s Transition to College and Career”
– Policy Brief from the Rennie Center for Education Research & Policy, June 2011“Effective Individualized Learning Plans”
– V. Scott Solberg, Ph.D, Associate Dean of Research, Boston University, July 2011

11CTE CAREER AND TECHNICAL EDUCATION
This all sounds good in theory but…
Individual Learning Plan Scenarios – Putting Theory into Practice!!• Read through your ILP Scenario
• Think of related / additional snags
• Brainstorm realistic solutions
12CTE CAREER AND TECHNICAL EDUCATION
Promising Practices
• Introduce to Administration and Freshman team, show them the data, articulate a clear set of goals and outcomes that can be communicated by your Principal - get buy in!
• Use advisory class periods to implement ILPs using all teachers• Use ILPs to conduct student-led parent-teacher conferences
“The person doing the talking is the person doing the learning”• Use ILPs that are linked to online career information systems (WNI) • Counselors, Case Managers and CTE Academy Coordinators – the 3
headed beast driving this work!!• ILP assignments as a part of regular coursework, getting all stakeholders
involved• Career planning activities must be multifaceted and relevant to individual
student needs (various activities and personalized)
13CTE CAREER AND TECHNICAL EDUCATION
Promising Practices
• Whenever possible, provide a guidance lesson before taking students into a computer lab (use hard copies – students then transfer information later)
• Run through the lesson/instructions yourself FIRST – be sure you fully understand how to direct students
• Take smaller more manageable groups into the lab; and/or partner with other counselors, coach, AC, case manager, teachers, etc.
• Conduct individual sessions with students and/or small groups by category (CTE program, interest profiler career cluster, EXPLORE score, Watchlist category, early warning system, etc…)
• 9th graders post career/college goals, just like 12th graders post college acceptances
14CTE CAREER AND TECHNICAL EDUCATION
College & Career Readiness Foundations course:A valuable access point for ILP/POS work
Issues• Gap between 8th grade and when student begins CTE pathway begins in 10th grade
• Core foundational ‘college and career readiness’ content not being addressed in all CTE programs of study
4 Core Content Areas• Individual Planning / College & Career Exploration
• Basic Technology Skills
• Financial Literacy
• Employability Skills
School Adoption• 6 CTE academy schools
• 36 teachers trained to date, from both CTE and non-CTE schools
• Some counselors incorporating into guidance curriculum
• Further schools adopting in Fall 2011
9th Grade Course Needed ‘CCRF’ Developed by CTE CTE & non-CTE Adoption
