1. Overview This interim guide is for working in the Auckland Electrified Area and the electrical procedures and responsibilities relating to this work. To be read in conjunction with the Rail Operating Rules and Procedures and other issued Traction documentation including Code Supplement E/CST/101 and KRNP-SA-0025 Safety Handout AEA AC Electrical Area.

Rail Protection Officer (RPO)
The person with overall responsibility for:
providing rail protection for the Work Area Co-ordinating movement of rail vehicles within and through the Work
Area Responsible for communicating with Train Control.
Rail Reconstruction Site
A site where the rail has been removed for reconstruction of the track, with no adjacent, running lines. The RPO will arrange for the erection of site limit boards at either end of the reconstruction site and will communicate directly with the Works Supervisor until just before the rail is to be reconnected to the network, when a Site Protector will be appointed to ensure the rail safety of the site.
Rail Safety Observer
The person under the direction of the Site Protector, responsible for observing one activity. i.e. ensuring an activity taking place behind authorised fencing does not obstruct any running line. to preventing movements passing authorised fencing and or
people or equipment approaching closer than RMAD to overhead equipment. (power must be isolated and earthed, with EF201 issued).
Running Line
A line, which can be used by rail vehicles.
Site Protector
The person responsible for ensuring safe rail operations within a specific Work Site (includes rail vehicles movements within their Work Site).
Traction Control Room (Wellington)
The room from which all circuit breakers and motorised switches in an Electrified Area can be operated remotely
Work Area
The overall area encompassing one or a number of Work Sites and under a rail protection arrangement put in place by the Rail Protection Officer.

Work Site
The area of activity under the control of a single Site Protector. The limits of the Work Site shall be defined by Site Limit Boards.
Works Supervisor
The person responsible for managing the work activities within a Work Site including the occupational health and safety of the personnel (including contractor personnel) within the Work Site. There may be several Works Supervisors operating within a single Work Site under the direction of a Site Protector.
Works Supervisors must: Be current with their AC Electrical Awareness qualification Work to the agreed work methodology plan set out by the CTP/ESO in
the EF201 and manage the EF202 forms Directly supervise personnel to follow agreed work methodologies Inform the Site Protector when then they have received/transferred and
returned the EF201 issued to them Follow the directions of the CTP/ESO when on site. Have the authority to stop/amend work when directed by
The CTP / ESO or To comply with the requirements of the EF201.
Only return the EF201 and EF202 forms when the Traction Infrastructure is in a safe state, all plant and
equipment is well clear of the lines to requirements and all personnel have signed out of the work site.
Before the EF201 and EF202 are returned, must ensure that personnel and plant are clear of the Traction Infrastructure as it must be treated as alive

8. When do I need an Electrical Permit to Work Electrical Permits to work (EF201 and EF202 forms) on KiwiRail Infrastructure are required as shown below
Minimum Approach distance (MAD)
Reduced Minimum Approach distance (RMAD)
Working completely clear of MAD and will not encroach

Prior to commencing work contact the CTP, for a site assessment, if there is any doubt of risk of contact

10. What to report Immediately advise the Competent Traction Person of any of the following

11. Work Site Limits Work site must be completely protected by both electrical and track (rail movement) protection.
The Track Protection boundary should normally be greater than the electrical protection and an electrical safety buffer used to ensure that the electrical protection is not compromised.

12. Issuing of EF201 and EF202 process steps
EF201 form when issued authorises activities (for electrical purposes
only) to occur within either the MAD or RMAD distances from Traction
Infrastructure.
Note: Working within the rail corridor also requires track protection to
be in place before starting to work
EF202 form supplies information on the hazards at the Work Site and
provides an acknowledgement of the Work site; risks and signing in /
signing out process.
1. RPO applies for Track Protection
2. CTP meets with Work Supervisors to prepare information
required for EF201 (and EF202) process and discuss hazards
within the agreed work site limits
3. CTP undertakes power isolation process
4. CTP advises RPO of Worksites and Works Supervisors whom
will receive EF201 forms
5. CTP issues EF201 and 202 forms to Works Supervisors
6. Works Supervisors travel to their Work Sites with the EF201,
EF202 forms
7. Works Supervisor on arrival at Work site,
shows the Site Protector the EF201 and EF202 forms
Briefs all personnel at the site and ensures all personnel
endorse the back of the EF202 form with their name,
initials and the time).
8. Site Protector advises RPO that EF201 is on site (RPO endorse
Mis74 form)
9. RPO authorises work to commence at site (if safe – no rail
movements)
10. Personnel temporarily leaving and returning to the Work Site
must sign out and sign in on their return on the issued EF202
form
