Installation of Stand Alone Drinking Water Purification Systems in Rural areas of Gujarat under Centrally sponsored JALMANI Programme
SECTION–I: GENERAL INFORMTION AND TECHNICAL SPECIFICATION
1. General Information
1.1. Background
The existing Rural Drinking Water Supply Programmed aims at providing safe
drinking water in adequate quantity to all rural habitations in the country including
rural schools and Anganwadis. Due to variety of factors, the quality of drinking water
is likely to deteriorate when it actually reaches the consumption point, especially in
vulnerable areas like rural schools.
In order to address this key requirement it has been decided to consider installation
of simple Stand Alone Purification systems. The Programme shall be covering
10,000 schools in 1st phase of around one year and then all the schools and
Anganwadis will be covered in next phase of 3 years. There are about 32,000
Schools in the state. All schools are expected to be covered under JALMANI
Programme in a phased manner.
1.2. Selection of Technology Options
In order to decide on technology options, the Department of Drinking Water Supply,
Government of India, had constituted a High Level Technical Committee (HLTC) in
March 2008. The Technologies Identified by the High Level Technical Committee
(HLTC) for deployment of stand alone drinking water purification systems, with or
without electricity are based on Ultra-filtration, filtration and radiation principles.
Ion exchange and RO based systems as well as those useful for removal of arsenic,
fluoride, etc. are recommended for use only where the local body could take
responsibility for managing the rejects However, it is the primary responsibility of the
manufacturer/Assembler for managing rejects appropriately as per the prescribed
norms of the State Government.
Based on above guidance, the following three technologies are considered
appropriate for stand alone drinking water purification systems in Gujarat.
(i) Ultra –Violet Radiation (UV) systems
(ii) Ultra-Filtration (a) with power supply (b) without power supply but attached
with Hand pump.
(iii) Revers Osmoses (RO) where drinking water contains excessive salts.

1.3. Water and Sanitation Management Organization (WASMO)
The Government of Gujarat has entrusted the procurement and installation of stand
alone drinking water purification for schools to Water and Sanitation Management
Organization (WASMO).
WASMO is established by the Govt. of Gujarat as and autonomous organization to
promote, facilitate and empower Panchayats and village community to manage local
water resources, have their own water supply systems and environmental sanitation
facilities.
It empowers the rural community through Pani Samitis (Village Water Sanitation
Committee) with composition of minimum one-third women members to plan, approve,
implement, operate and maintain their own water supply systems, manage water
resources and ensure safe and reliable drinking water supply throughout the year.
WASMO works as a facilitator and provides financial and technical support to Pani
Samitis/ Gram Panchayat and networks with local NGOs, other State Govt. institution,
Govt. of India, donors and UN organization to fulfill the Gujarat Govt.’s pursuit of
strengthening local self-governance through decentralization and empowerment of the
rural community, especially women.
1.4. Installation of Stand Alone Drinking Water Purification Systems
Ø WASMO intends to facilitate the installation of Stand Alone Drinking Water
Purification Systems in Rural areas of Gujarat under Centrally sponsored JALMANI
Programme The purification systems are to be Installed and commission in various
schools in different District .The systems shall have different technologies and
capacities as under.
(i) Ultra –Violet Radiation (UV) systems 100 LPH, 250 LPH and 500 LPH
(ii) Ultra-Filtration
(a) With power supply 100 LPH, 250 LPH and 500 LPH
(b) Without power supply but attached 250 LPH and 500 LPH
with Hand pump.
(iii) Reverse Osmosis (RO) Plants 50 LPH, 100 LPH and 250 LPH
Ø In case of Ultra –Violet Radiation and Ultra-Filtration Systems the raw water shall
have the physical Impurities (turbidity) less than 10 NTU.
Ø In case of Revere Osmosis (RO) Plants the totals dissolved solids shall be within
4,000 mg/liter.
Ø The Manufacturers /Suppliers shall be responsible for providing, installing, testing
and commissioning the Stand Alone drinking water Purification systems. The system
shall be with five years comprehensive service contract.
Ø The ownership of these systems will vest with the school authorities.

1.4 Estimated quantity of purification system.
Approximately 10000 Stand Alone purification systems are expected to be installed
and commissioned in 10000 schools of rural areas of Gujarat in the year 2009. The
approximate quantities of different purification system to be procured are indicated as
under.

1.5 Program Implementation
1.5.1 Scope of DWSC/CMSU at the district level:
i) Each DWSC/CMSU will identify the schools in their district and place the
order for the system from approved supplier.
ii) The type and capacity of the purification system shall be decided by CMSU /
DWSC in consultation with school authority / Gram Panchayat.
iii) There will be information in a performa which will be provided along with
orders so that supplier would be able to assess the need of accessories with
this system.
iv) Preferably the order would be in a lot of minimum 25 for one system.
v) DWSC/CMSU would also be the nodal agency for overseeing the servicing of
each system.
vi) DWSC /CMSU would arrange for inspections after installation within 10 days.
vii) DWSC/CMSU would also make payments to the supplier as per the invoice,
which is to be raised by the supplier along with installation and commissioning
confirmation from the School Authority/Gram Panchayat with a copy to
WASMO.
N.B. : Manufacture / Assembler, Whose rates are approved as per the tender
condition will henceforth be known as supplier

1.5.2 Scope of Pani Samiti / Gram Panchayat / School Committee.
The following arrangement/ items shall be provided by the Pani Samiti / Gram
Panchayat / School Committee.
Ø Required appropriate protected location for installing drinking water
purification system.
Ø Power supply at one point near the system to be installed. (not more than five
meters from the system)
Ø Raw water supply at one point near the system (not more than 5 mtr from the
system).
Ø Power supply charges
Ø The storage of raw water / treated water if required in the form of the tank with
the financial support from Govt. through CMSU / DWSC.
Ø Day to day operation and maintenance of drinking water system.
Ø Necessary record of working of the system, break down if any, non-function of
plant, instruction to the supplier for rectification, certification of repairing,
performance of the system – production quantity and quality.
Ø Record of year-wise expenditure incurred by the supplier for providing service
contract for 5 years.
Ø The ownership of the system as well its appropriate security shall be of school
authorities / School committee.
Ø During service contract drinking water purification system shall be operated
and maintained by school committee. However, it will be the direct
responsibility of Village Panchayat / Pani Samiti that the system is running
effective and the school children get sufficient water.
1.6 Financing of Stand Alone Drinking water purification systems
Ø This is a 100% centrally sponsored programme.
Ø WASMO shall transfer funds to the District Water & Sanitation Committee (DWSC)/
CMSU.
Ø The payment shall be made by the respective district DWSC/CMSU.

2. Scope of work, technical specifications and general conditions:
2.1 scope of work,
The Manufacturers /Suppliers have to supply drinking water purification system, as
indicated by DWSC. The main components in the scope of supplier shall be as under.
(i) Ultra –Violet Radiation (UV) systems

2.2. Purification System Requirements
2.2.1 Scope of the supplier
(i) The supplier shall have to install the Stand Alone drinking water purification system
with existing pipeline connection on either side of the purification unit including
required plumbing and connections with the system.
(ii) The capacity of the purification system shall be the capacity of treated product water
in Liters per hour (LPH) as an Annexure – I (a) to I (d)
(iii) The technical specifications of each component of purification system shall be as per
Annexure – II (a) to II (d)
(iv) The raw water treatment through ultraviolet radiation & ultra filtration may contain
physical impurity ranging between 5 to 10 NTU. However, occasionally the turbidity

may reach up to 20 NTU. The treated water from the system shall be free from
physical impurities of more than 5 macrons.
(v) The raw water may contain bacteria/ Viruses. The treated water from the purification
system shall be free from bacteria / Viruses.
(vi) The Manufacture shall ensure that the Stand Alone drinking water purification system
based on specified technology should not pose any threat/danger to the life of school
children and school authorities.
(vii) The Manufacture shall have to train the school teachers thoroughly for smooth
operation of the system and day to day routine maintenance.
(viii) The manufacturers have to provide a comprehensive services contract for the
purification system continuously for 5 years from the date of installation and
commission.
(ix) During comprehensive services contact of 5 years the suppliers shall ensure a
minimum 4 services in a year and replacement of any parts of the purification system
through out the service contract. At the time of every service the micro cartridge filter
as well as activated carbon filter shall be changed invariably with a new one. If
necessary on request from the school / village Panchayat / Pani Samiti, the supplier
shall immediately attend the mal-functioning non-functioning of the system and repair /
replace the parts and ensure that the system is put in to efficient working condition
with in 5 days.
2.2.2 Product water quality Test
The product water quality shall be tested in public Health Engineering Laboratories of
Gujarat Water Supply and Sewerage Board or WASMO approved laboratories
located at various places in the State. The report of chemical and bacteriological
examination from the laboratories shall be treated as final. The water quality must
confirm as per standards as prescribed in annexure – III of this document. Water
quality will be evaluated with maximum interval of 30 days in first 6 months and then
60 days at WASMO’s cost and the system should perform consistently. In case of
failure of sample, supplier should rectify it in 5 days failing which a penalty of
Rs.100/- per day would be imposed. And on correction from supplier, the cost of the
test will be borne by supplier.

2.3 Comprehensive services contract for five years.
o It will be obligatory for the supplier to see that the system is in proper operation
for all the time. The supplier may make arrangement of a toll free telephone for
lodging the complaint by the village level committee to the supplier for rectification
of the system
o During service contract the Manufacturer shall carry out necessary servicing of
the system once in 3 months, including repairs replacements if required.
o The system has to be made functional on the visit day itself, even if it means
temporary replacement of any part.

3 Testing and inspection :
3.1 Pre dispatch inspection
3.1.1 The first lot of purification system shall be subjected to a thorough pre dispatch
inspection. All other drinking water purification system shall be subjected to a random
pre-dispatch inspection. The pre dispatch inspection will be carried out by
CMSU/DWSC /WASMO accredited agencies.
3.1.2 During inspection the supplier should produce all the documentary evidences having
procured and used new and quality components which go in to the total drinking
purification system to be supplied under this contract. These document including
guarantees / warrantees / test certificate of the component manufacturer will be
verified and authenticated by the inspection agencies. Such authenticated document
should from a part of the total document required for claiming the bill for payment as
per the schedule of payment.
3.1.3 The supplier should offer total facility for pre dispatch inspection. At least one system
in a lot of 25 systems should run at least for 3 hours and produce acceptable product
water quality.
3.1.4 Visual inspection
3.1.5 The cost of pre dispatch inspection shall be born by the field offices of WASMO
located in different districts.
3.2 Test of drinking water purification system at school.
3.2.1 All equipments covered under different Stand Alone drinking water purification
systems, on completion of installation and commissioning shall be subjected to
inspection and test by the School Authorities / Pani Samiti / Gram Panchayat.
3.2.2 After erection at site, all components, equipment as described under different
category shall be checked to prove satisfactory performance and/ or fulfillment of
functional requirements without showing any sign of defect as individual equipment
and as well as a system.
3.2.3 All rotation components of the system as applicable shall run at the rated speed for a
period of three (3) hours.
3.2.4 During this period, all the components shall function smoothly without any under
deflection; unbalance vibration, flutter, slipping or sticky motion, excessive play &
overheating at bearing parts, sparking etc.

4 Packing, forwarding and transportation
All accessories which are likely to get damaged during transit if transported mounted on
the equipment shall be removed adequately packed and shipped separately. All inlet
and outlet flanges shall be blanked with thick bolted wooden planks.
Packing shall be sturdy and adequate to protect all assemblies’ components and
accessories from injury by corrosion, dampness, heavy rains breakage and vibration
encountered during transportation, handling and storage at the plant site.
5 Delivery / Erection and Commissioning (E&C)
The supplier shall be responsible for satisfying himself and Pani Samiti as to the
correctness of the electrical and mechanical connections between all equipment in his
supply. For all above work, the supplier shall furnish the required services of erection
superintendent and other skilled and unskilled labour, erection tools, tackles and other
required equipment. These materials shall be taken back by the supplier after the
erection is complete.
The delivery and commissioning of all the equipment covered in this contract shall be
preferably in lot of 25 and it would be in contingent area not spreading of more than two
talukas.

SECTION – II: INSTRUCTIONS TO BIDDERS
1. Eligibility Criteria
JALMANI program is addressing the drinking water quality problem in rural areas through out the State. The most resourceful firm i.e. the manufacturing / assembling units of Stand Alone purification system having technical experience, implementation experience and financial capability to undertake implementation and service contract for 5 years efficiently are required to be qualified. Taking these in to consideration following financial and technical criteria are considered reasonable for qualifying the bidders. 1.1. Financial Criteria

1.2. Technical Criteria
1.2.1. Bidder should have own registered manufacturing / assembling unit. Dealers /
Franchise / Traders are not eligible to participate in this bid. Joint ventures are not
allowed.
1.2.2. The bidder should have minimum 5 years experience in the field of manufacturing
/Assembling and servicing of water treatment systems.
1.2.3. The bidder must have Manufactured/ Assembled and commissioned at least 500
units of Drinking Water Purifying System of last three years (2005 onwards) from
the following technologies.
(1) Ultra –Violet Radiation (UV) systems 100 LPH and above.
(2) Ultra-Filtration System 100 LPH and above.
(3) Reverse Osmosis (RO) Plants 50 LPH and above.

1.2.4. Registered manufacturing and assembling factory must be capable to assemble
minimum 1000 Stand Alone purification systems in a year.
1.2.5. Registered manufacturing and assembling unit must have testing facilities and it
is also capable to assemble minimum 25 systems at a time and conduct testing
and inspection.
1.2.6. The Bidder should have a registration of service Tax.
1.2.7. The bidder should have registration with Employee Provident fund Organization
(PF Registration).

1.2.8. Existing Servicing Network in the Districts of the State for efficient, adequate and
uninterrupted servicing is preferable. List having complete address contact
person and contact Nos. of service centers in Gujarat State is to be attached with
Annexure V. Alternately the successful bidder shall have to establish the service
centre in the District which has been allotted to the bidder for installing and
servicing the Drinking Water Purifying System within two months. Alternately
bidder shall have one service centre for every 500 schools allotted to him for
installing Stand Along purification system.
1.2.9. The manufacturing and assembling unit currently possessing ISO 9001:2000
shall be preferable.
1.2.10. The supplier has to produce a qualification data as per attached format
(Annexure V) duly self authenticated along with factual supporting documents.

2. Pre bid compliance undertaking The bidder has to furnish a pre bid compliance undertaking in the format as per
Annexure VI. Without this Pre bid compliance undertaking, the commercial and / or technical bid will not qualify for participation.
3. Price bid
3.1. The supplier shall quote for the Stand Alone drinking water purification system in
the format enclosed as Annexure I (a) to (d). The bidding shall contain capital cost
of the system including VAT element and inclusive all Taxes transits and
insurance of the system and transportation from factory to School site. However,
charges of 5 years comprehensive service contract shall be quoted.
3.2. All the bills should have VAT registration number as per the Government of
Gujarat directives.
3.3. Gujarat based bidders categorised under SSI unit, if they agree to match with the
lowest bidding prices, may be considered as first preference to get awarded 50%
of the total order quantity.
3.4. Gujarat based bidders having registration with NSIC will have privileges as per
Government norms.
3.5. The accepted rates shall be firm and fixed for one year from the date of
acceptance.
3.6. The supplier shall have to supply, install, test and commission the system.
3.7. The supplier shall have to train teachers for smooth operation and day to day
maintenances.
3.8. Evaluation of Price bids: Evaluation of price bids shall be in a manner that the
total quoted cost for system including VAT, transportation, erections and 5 years
comprehensive service contract. The service contract charges for all 5 years shall
be taken into consideration for deciding the lowest price.
3.9. The 2nd and 3rd lowest bidder shall be allowed to match his final evaluated cost
with the cost of first lowest bidder. However first lowest shall have a right to get the
orders for 50% of total number of purification systems. If 2nd and 3rd lowest bidder
agrees to match with the 1st lowest bidder then the order quantity may 25% to 2nd
and 3rd lowest bidder who have matched his rates with 1st lowest.
3.10. Since the supply erections and service contract for Drinking Water Purification
System is to be implemented in all district of the State, the work shall be
distributed to different selected firms in different districts after finalization of the
lowest bids.

4. Schedule of payment
4.1. Supply, erection and commissioning
The payment shall be made by DWSC / CMSU in the district in the following manner:

5. Submission of bids
Interested manufactures/ assemblers of Stand Alone Water Purification System are
advised to visit our website www.wasmo.org to have access to all relevant details and
information. They may download the offer document. Having satisfied and meeting the
qualifying criteria, the firm may submit its technical and financial offer simultaneously
in the following manner:
5.1. Technical bid consisting of bidder qualification data (Annexure VII of the bid
document) duly supported by documentary proof along-with EMD and compliance
certificate (Annexure VI of bid document) must be addressed and sent to the
following.

5.2. Price bid shall be submitted by the interested and eligible firms through e-tendering
procedure, simultaneously on the date of submission of technical bid.
5.3. Technical bids with supporting documents submitted by the bidding firms shall be
scrutinized at WASMO, Gandhinagar and qualified firms would only be intimated
about time and date of opening of price bid. If the firms do not qualify technically, their
price bids shall not be opened at any circumstances.
5.4. A pre-bid meeting with interested firms/ parties has been planned to be convened at
WASMO, Gandhinagar at 12:00 hrs on February 19th 2009. The parties interested in
participate this bid are requested to attend the pre-bid conference where in a good
discussion will take place to understand the process / technical specification payment
terms / payment authority etc. for better under standing the bid documents.
5.5. Last date of on line bid submission is 26th February 2009.

And whereas it have agreed to give the tenderer Guarantee
Thereof we hereby affirm that we are guarantors on behalf of the tenderer up to a
total of Rs.5,00,000/- (Rupees Five lakhs only) and we undertake to pay you upon
your first written demand and without agreement, any sum within the limits of Rs.
5,00,0000/- (Rupees Five lakhs only) as aforesaid without the need to prove or to
show grounds or reasons for your demand or the sum specified therein. We hereby
wave the necessity of your demanding the said debit from the tenderer before
presenting us with the demand.
This Guarantee is valid till the date 30, April 2009.
