Prologue
Introduction• Indonesia is still relying on
neighboring countries for the distribution and logistics services of international trades. Currently, 90% of Indonesian international cargo are transshipped through hub ports in Singapore or Malaysia.
• Indonesia is an archipelagic country but sea and inland waterways transportation are under investment
• Road transportation is dominant but is not inline with the ports development. Multimodalism is very poor, port hinterland access is also heavily rely on road network

caused by congestion and inefficient cargo handling.
• Carbon footprint (pollution) from transportation activities is another issue should be adressed:
However: President Joko Widodo “toll laut” or sea highway initiatives which is an ambitious plan that consists of the development of 24 strategic ports (5 hubs and 19 feeder ports).
• Government should backed regular short sea shipping routes and the procurement of new vessels to be used on the sea highway corridors.
Introduction
• Port infrastructure plays an important role in supporting maritime activities. It facilitates domestic and international trade in the global economy.
• In national context, in near future by 2045 that signify 100 years of Indonesian Independence, the country is expected to have around US$ 29.000 GDP per kapita.
• Indonesia is expected to be maritime country with 30% share of maritime in GDP.

Government Intervention
• Government intervention may avoid duplicate investments and thus increase the utilization and return of infrastructure investment.
• However, market-based mechanisms tend to be more responsive and efficient, bringing competition and innovations in the long term.
• Government policy and planning should be both long term and comprehensive

There are 5 clusters for shipbuilding: ship-building, ship-repairindustry, offshore construction,scrapping industry, ship tool andequipment industry.
Government should mapping thecondition of ship building industry inIndonesia.
The industry is considered crucial for the Government's efforts to developcenter of maritim, so that this sector will be given a number of incentivesso that the product has high competitiveness, both on domestic andinternational markets.
• Population of Indonesia based on 2010 Census (BPS 2011) was237,641,326 and in 2019 has a population estimated at 270.63 million in 2019, and is only 1% working force in Maritime Sector (KSAL Presentasi-UI)

• To increase number of working force in Maritime Sector with high quality to meet the demand domestically and to compete in the international level
• To have a number of Maritime Research Centres at Indonesian Universities supported by government
• Better blue print of transportation development planning to increase logistics competitiveness globally and support Indonesia economic development
