We are referring to FundaciónOrígenes A, C. which has theobjective of gathering differentbusinessmen, government,groups in the community andother civil, national and internatio-nal associations with the purposeof implementing joint actionsfocused on the preservation of thenatural resources and the environ-ment. It´s sponsored by Municipiode Solidaridad, Ejido Pino Suárez,Nueva Vida de Ramiro Hotel, INRiviera Maya Magazine andQuintana Roo´s University.

This Foundation together with thegovernment and the communityhas already begun the necessarysteps to achieve national andinternational certification ofTulum’s beaches, which will gua-rantee the care and preservationof such. Un destino que cuenta con una certificación decalidad ambiental presenta un aumento en suvalor, en sus visitantes, en la calidad de su desarrolloy actúa directamente sobre el turismo;

El logro de dichas certificacionesserá un paso histórico en nuestropaís, Tulum orgullosamente serála segunda playa en Latinoamé-rica y la primera en México enobtener dichas distinciones; seconvertirá en un gran ejemplopara otros destinos turísticos, unalivio y gran noticia para los turis-tas conscientes del medio ambien-te, los cuales visitan Tulum desdehace más de 30 años.

La certificación nacional de cali-dad de playas es un programacon base a criterios de desempe-ño sustentable que está a cargode la Secretaría de Medio Am-biente y Recursos Naturales (Se-marnat) y se rige por la normamexicana NMX-AA-120-SCFI-2006,la cual cumple los estándaresinternacionales de calidad eincluye medidas ambientalespara la protección al ambiente,en materia de limpieza de agua,residuos sólidos, infraestructuracostera, biodiversidad, seguridad,servicios, educación ambiental ycontaminación por ruido.

La certificación internacional a laque se aspira se rige de acuerdoa la norma ISO 14001, la cual fuecreada por la “Organización In-ternacional para Normalización”,una red internacional de institu-tos de normas nacionales quetrabajan en alianza con losgobiernos, la industria y repre-sentantes de los consumidores;con el objetivo de exigir a lasempresas crear un plan de mane-jo ambiental que incluya: objeti-vos y metas ambientales, políticasy procedimientos para lograr esasmetas, responsabilidades defini-das, actividades de capacitacióndel personal, documentación yun sistema para controlar cual-quier cambio y avance realizado.La norma describe el proceso quedebe seguir la empresa, le exigerespetar las leyes ambientales

nacionales y su otorgamientosignifica que su sistema de ges-tión ambiental cumple con están-dares internacionalmente defini-dos y reconocidos.

For several years now, investors haveknown that investing on these type of des-tinations offers a high return on their invest-ments, thus the quality of the visitor, insteadof the quantity reflects automatically in ahigher utility margin of any sector.

México es un país rodeado de costas, sinembargo, esta administración está cons-ciente de que todavía no cuenta con unapolítica costera formal que de un marcojurídico que oriente, regule y promuevade manera ordenada la zona de costas.

El estado de Quintana Roo ha presencia-do un crecimiento muy acelerado; elordenar ese crecimiento es básico. UnProyecto de certificación de playas exigeel cumplimiento de una serie de especifi-caciones que van a obligar que ese creci-miento sea ordenado, y será uno de losbrazos que impulsarán desde QuintanaRoo, desde Tulum al país a una políticacostera. En un mundo ideal el alcanzaresta certificación garantizaría un desarro-llo sustentable.

Se está empezando a dar impulso desdelos gobiernos para trabajar cada vez máscon la sociedad civil. Se comenzó conmovimientos muy radicales, pero hoy lasociedad civil organizada entiende cual essu papel de colaboración y responsabili-dad con el trabajo de gobierno.

Para que Tulum pueda contar con la cer-tificación de calidad de playas, el progra-ma deberá ser llevado como eje alrededor

With this certification program,the tourist will benefit from com-ing to one of the few destina-tions in the world that can guar-antee that he will enjoy a placewhere he would not feel suffo-cated and he would not suffer adisease because he swam inTulum’s beaches.

Es muy importante recalcar quela certificación de playas es unaserie de procesos que se van adar en la línea de costas pero quedependen o están ligados di-rectamente a los procesos hu-manos que se dan en la zona dela población.

Las empresas entienden que elelemento publicitario más sólidoes la recomendación que hacenlas personas de boca a boca, yeso lo vamos a obtener cuandolos turistas salgan de Tulum feli-ces de haber vivido una expe-riencia en un lugar comprometi-do a garantizar los elementosde limpieza y ordenamiento enesa zona.

Las instituciones académicasjuegan un papel trascendentalen los procesos de certificaciónde playas, de impulsar una polí-

tica costera y de la elaboracióna las posibles modificacionesque deban sufrir las leyes y lasnormas mexicanas. Es muy im-portante que los actores degobierno y la sociedad civilestén acompañados por acadé-micos, para que lo que rija en ladiscusión sean elementos bienfundamentados, sustentados enestudios técnicos y científicos.

El mercado es muy diverso, en elcaso específico de Tulum, la acti-tud debe de ser mercado de bajadensidad y concentrarse en loselementos de riqueza natural ehistórica de este sitio. Un inver-sionista que encuentra un sitio deinversión donde se esté elaboran-do o se haya llevado a cabo unprograma de certificación deplaya, se va a ver beneficiadoporque el mercado que él atiendale va a exigir estos certificados decalidad ambiental.

Con este programa de certifica-ción, el turista se va a beneficiarde venir a uno de los pocos luga-res en el mundo que le puedegarantizar el disfrute de un lugardonde no se va a sentir aglome-rado y que no va a sufrir unaenfermedad por haber nadadoen las playas de Tulum.

Falta poco para que los grandestour operadores por petición delos turistas tengan que empezara exigir los certificados de calidadambiental de los destinos; lacertificación de playas será unode los elementos que tenga quecumplir un destino turístico deplaya en sus procesos de cer-tificación ambiental, sobre todocuando una de las principalesriquezas sean sus elementosde playa.

Tulum es una de las últimas ciu-dades construidas y habitadaspor los mayas, pero permanecehoy como una de las más finasjoyas de su legado. Se encuen-tra construida por un lado sobreun acantilado frente al MarCaribe y del otro lado protegidapor una muralla de piedra, susrestos se extienden seis kilóme-tros a lo largo de la costa.

To visit Tulum we recommendyou a guided tour with trans-portation included. It is 50 min-utes away from the south ofPlaya del Carmen and the ruinsare a few kilometers from theactual city of Tulum.

The archeological site is open allweek, from 8 a.m. until 5 p.m.and on Sundays the entrance isfree. Its extensionincludes from the swamps,passing through the beacharea, all the way to the reef,which means that any damageor affectation in any of its partsreflects on everything.

The main goal on these coastsis to accomplish the humanbeing’s well being withoutdestroying the ecosystem, this

is why it is not about“Not doing” but about“Doing it right”. Weknow it is vital to mini-mize those effects forhumanity to continueenjoying these benefitsfor many generations.This is and should bethe main principle ofthe sustainability theory.

Hotel groups that develop proj-ects in our coasts should beaware of this, since their actionsaffect substantially on the desti-nations that only posses theirbeauty and natural resources todevelop. The risks increase,when you add the fact thattoday the Caribbean is one of

La realidad es que al hermanar-nos tan íntimamente con laNaturaleza nos ha de traer gran-des beneficios, incluso en elorden económico. En los últimosaños la demanda de servicios ecoturísticos ha ido en aumento,entretanto la oferta no puedealcanzar las exigencias del merca-do. Recordemos que por defini-ción son de baja densidad, estosignifica que cuando se inauguraun ecohotel estamos hablando dehabilitar ocho, diez, quince, vein-te unidades hoteleras.

Esto hace que, naturalmente,obtener un hospedaje de estanaturaleza se convierta en un pri-vilegio, lo que automáticamenteimpondrá en el mercado un pre-cio superior a los que maneja eltradicional concepto de “cientosde cuartos encima de laNaturaleza” y no “algunos pocoscuartos integrados a ella”.

Con referencia al primero de loscasos, es fácil imaginar los altoscostos de inversión, mantenimientoy operación que naturalmentesuperan en demasía al caso de losecohoteles, que conforman elgrupo de edificios consideradoscomo Construcciones Amigablescon la Naturaleza.
