Historical Scenario asking for TCN -Train Communication Network
The need to set up a network on-board of railway vehicles
arose in the late Seventies, at first for presenting diagnostic
information to the driver.
The use of electronic devices on board, since the end of
Seventies, was highlighting the necessity for train drivers and
maintenance staff to get quickly the status of the whole control
system and to receive synthetic messages and instructions in
case of faults.

On board transmission of basic TCMS information
At that time the remote control/monitoring of subsystems, on board of
trains, was assured by robust wires that carried information with
significant current load and voltage level from 24 to 110 Volts.
Such “heavy” on board link was a specific requirement of Railway
Operators, mainly for safety reason, high reliability of the system and
ability to operate in hard environments (both from climatic point of
view: wide range of temperature, humidity, etc. and electro-magnetic
conditions).
The interoperability at international level was guaranteed by the UIC
leaflet: international trains consisted of coaches equipped with a
standardized 13-poles cable, able to distribute some basic commands
(door closure, light on and off, public address system).

TCN rationale and requirements
The TCN was requested to be able to satisfy the following specific
requirements:
1. Suitable to be used in the special railway environment mainly referring
to climatic and physical conditions (e.g. electro-magnetic aspects,
mechanical robustness of cables and, mainly, of connectors)
2. Able to be quickly reconfigured when the train composition changes
(vehicles coupling and uncoupling). This requirement is typical of
trains and not of other transportation means (cars, ships, aircrafts
don’t have problems of coupling and uncoupling)
3. Oriented to different data scope and performance (there are in general
different needs for control signal and diagnostic or monitoring systems)
4. High level of Reliability, Availability, Maintainability (usually values of
RAMs are contractual conditions)

TCN preparation. The coordinated activities
Standardisation
The NWIP for the standardization of the Train Communication Network was circulated within the
National Committees and accepted; a working group of the International Electrotechnical Committee
(IEC) TC9 was set up: WG22
Industry
Some European Railway industries set up a “Joint Development Project”, commonly known as “JDP”,
to specify a new on board network, collecting the experience of ABB, AEG, SIEMENS, FIREMA and
developing communication modules required by railway needs.
A prototype implementation and verification supported the specification phase and a reference
platform was demonstrated.
Exploitation on a real train
JDP industries agreed with some European Railway operators (Italy, Switzerland, Germany, The
Netherlands) a real-life test phase on an international train in normal passenger service, between
Switzerland (Interlaken) and Holland (Amsterdam), through Germany (from Basel to Emmerich). A
specific consortium, leaded by the European Research Railway Institute (ERRI) was set up and named
“IGZ”, Industrie Gruppe Zugbus. The IEC61375 standard and the UIC556 leaflet, that were under
preparation, were verified in a real environment.

TCN Standardization Evolution
2008 IEC TC9 Kista WG43 was split into WG43 with the task of the preparation of the
IEC61375 series and WG46 with the task of the preparation of the
IEC62580 series.
2007 IEC TC9 Tokyo Following the acceptance of the NWIP prepared by the MMAHG, the
project IEC62580 was assigned to WG43.
2005 IEC TC9 Tokyo MT33 and PT61375-2 were merged into the WG43 that received the task
to complete the preparation of IEC61375-2 second edition and IEC61375
first Edition and to start the preparation further IEC61375 parts in order to
include CANopen, ECN, ETB.
Following the results and conclusion of the MMTF, the Multi Media ad
Hoc Group (MMAHG) was set up with the task to prepare a NWIP.
2004-2005 TAHG Report preparation and proposal of extension to CANopen, ECN, ETB.
2004 IEC TC9 Shanghai The Multi Media Task Force (MMTF) was set up in order to make a
survey in order to assess the interest of the NCs for the preparation of a
standard on the interoperability of on-board digital multimedia services.
2003 IEC TC9 Copenhagen Set up of the TCN Ad Hoc Group (TAHG) for evaluating the widening of
the TCN scope to new vehicle networks and train backbones networks
2001-2004 IEC61375-2 PT61375-2. Preparation of the Conformance testing based on the results
from TrainCom and coordination with the UIC556 Steering Group

IEC TC9 WG46: Multi Media Systems onboard of Trains
Scope
To define and implement a Multi Media framework that includes the standardisation of the
following subsystems within the train that communicate using the subsystems specified by WG43.
It refers to non operational services. Safety-related services are excluded.

ICT STANDARDISATION ON BOARD OF TRAINS
The Train Driver and Crew Orientated Services cover:
Train driver and Crew assistance and aids;
Sub-functions/services provided:
• communication between the train driver and the ground centre
• audio communication (e.g. cab to cab calls)
• Communication by handheld devices with wireless access (e.g. electronic ticketing)
• HMI and console for programming, controlling and monitoring on board audio/video
systems
• communication between the crew and the ground centre
The Train Operator and Maintainer Orientated Services cover: The services relevant to monitoring, diagnosis and maintenance of on-board units provided
by local or remote interfaces which can be accessed by authorized personnel in controlled
conditions.
Sub-functions/services provided onboard and remotely invoked by the Train Operator and/or
the Maintainer from ground for the purpose of:
• Remote monitoring and diagnosis
• Remote maintenance
• Fleet management

CEN ICT related activities
CEN TC278 WG3: ROAD TRANSPORT and TRAFFIC TELEMATICS
Scope
Promote standardization to create pan-European interoperability and compatibility of
vehicle and infrastructure functions;
Concentrate standardization on items necessary for compatibility, interoperability and
common understanding;
Define interfaces to support a multi-vendor situation;
Base priorities in standardization on the urgency of the need of the standard or on the
difficulty of the standardization task;
Support standardization with the aim to facilitate legislation and regulation.
Note The area of standardization was extended from the road vehicles to the urban and sub-urban vehicles
including Trams and Metros and consequently creating an overlap with IEC TC9 WG43 and WG46.
The coordination between CEN and IEC is facilitated and assured by CLC TC9X WG15

COOPERATION with IEEE
Liaison with IEEE P1901
• Standard for high-speed communication via electric power lines (Broadband over
Power Lines = BPL)
• Transmission frequencies below 100 MHz
• Throughput up to 150-200 Mbps (MAC level)
• Current primary market is retrofitting of airplanes to add multimedia services
without additional cabling.
• Technical development led by Boeing
• Standard now finalised, to be published January 2011

Conclusions
• The standardisation activity relevant to on-board communication and
train to ground communication, both at International and European level,
is mature and complete. Nevertheless some work remains to do, e.g.
Communication and Application profiles and T2G.
• The standardisation relevant to the on-board and Train to Ground
informatics is running and the introduction of FBS, SBS and SOA is
pushed by the IEC TC9 WG46 and CLC TC9X WG15
• The area of specification of standard function/End Device shall be
investigated, possibly by research projects, in order to evaluate the
benefits and feasibility of standardising TCMS and MM functions/End
Devices in order to reach interchangeability of on-board units and
interoperability between such units and the fixed installations.
