There was a full attendance at the specialmeeting of the City Council held last eveninK with His Worship Mayor Beaven presiding . The reading of tho minutes wasquickly disposed of and the Assessment By .law , as reported front committee , was dulypassed .

On the Mayors recommendation , the by¬

law which provides for the closing of a por .

tion of Craigflower road was allowed toremain on the table, the date for its cominginto effect being left blank until the Councilpasses a resolution dealing with the subjectand the usual notice has been given in theGazette .

The Mayor next presented the followingstatement : .

Tho undersigned begs to direct the attentionof the Council to the lollowlng :

At n meeting of the Council held on the 18thInstant a motion to placo the sum of $ t07,50 In

:1IIhands of the commissioners to salariesallowances In connection \ . ttl sewer

age works tor the month of December , 1892 ,was rejected .

That It Is presumable that similar clnlms willbo made for the month of January, 1893 . and Induo course for the ensuing months unless somefurther action Is taken by the Council .

That the rejection of the motion to pay forservices rind ired In December . 155 ? , Indicatesad cilro to discontinue the services , but doesnot absolutely say so .

'rhat the contract entered Into with Mr .JlcUcan In 1890 , according to schedulerates amounted originally to $: m.OiOH . andthe addition made by the Council after thecontract wan lot . Increased the coat of the workby over 50000.00 .

That work was done by Mr . McBoan . to thevalue of ll)2,3U0.78) . up to the time the contract was terminated , and SUI.Col.8li( paidthereon , leaving a balance o ' $17.711.92 duo ac ¬bytheat the expiration ef the term of maintenance ,provided no further repairs are required .

That the resolution of the Council terminattag Mr . McUenn'a contract paaecd on :31stAugust , 1892 . tad ho was notified on 1st Sep ¬

tember . 1892 .That according to clause IS of the contract ,

ten days ' notice Is sufficient to terminate thecontract .

That the balance on hand . December 31 ,1S92 , from money obtained under the Sewer-age

Loan Bylaw. 1890 , was $ IS.80UG , out ofwhich . In addition to the amount payable toMr . Mclionn . should bo provided the balancewhich will bo duo to the U . C . TUB MAYOR remarked that it would benoticed there was a discrepancy betweenthese two reports . The Sanitary Engineerignored the amount due to the Terra Cottacomp1nyand for right of way over theDouglas estate .

ALD . BELYEA contended that provisionhad to ba made for the payment of the billsalready due , some of which were for sal .

ALD . BAKER said it was shown that therewere no funds on bund , notwithstanding thereport of the Sanitary Engineer . TheCommissioners had not handled the mutterin proper form . He thought that if theSanitary IEngineer and the Commissionerswould look at the matter rightly they wouldresign .

THE MAYOR explained that contracts hadbeen let for sums which exceeded in thewhole the amount for which the SewtrngoLoin Debentures sold . The sum of SI lCJOdue to the Terra Cotta Co. was in considera-tion

of the payment for the six.inchsewerpipe held back from delivery by requestof the Council . The contract for the pipewas still binding although the pipe had notbeen delivered .

AID ; STYLES and Baker contended thatthe employes on the sewerage work shouldbe notified that they would no longer be re-

quired¬

, as there was no money left to puywages .

ALD . BF.I.YEA introduced resolution pro .

viding for the payment of tahrica for December . After it had been pasted theMayor remarked that provision would nowhave to bo made for January .

ALD . MUNN moved that the latter part otthe Mayors report bo referred to Cite Sani ¬

tary committee .to report on Wednesdaynight .

ALD . MAKER moved in amendment thatthe Sanitary Engineer and the SanitaryCommissioners be notified that their serviceswill be no longer required .

ALD . BRAGQ seconded the amendment , onthe principle of stopping expenditure whenthere was nothing with which to meet it .

The original resolution was carried .

The Library committee recommendedthat the offer of the Journal of Commerce toadvertise the city by means of 2,000 copiessupplied to the city at 5 cents emjh: be notaccepted . The report was adopted .

The Hoard of School Trustees communi

I cated with the Council to obtain the use offf

five upper rooms ' in the City Market forschool purposes , to 'prevent overcrowding-in thE present buildings . '

ALD . BKLYEA and McKiLUCAN stronglyopposed the .proposition both for the Bake

of the children and also on'account'-

of theeffect on the

.building , but principally the

former .' The Council here adjourned to the com

mittee room to hear a deputation from theSchool ' Board upon the subject of overcrowding .

Upon resuming the session Aid . Munnmoved that the request of the Trustees .

An amendment was made placing therental at $15 a> month for each room .

The matter was dropped on an adverseveto against its adoption .

A motion by Aid . McKilltcan , that tenders bo invited for the printing of 500

copies of the report for 1802 , was carried .

ALD . BRAOO moved that'a publio meetingof the citizens be called to take into consideration the acquisition of the IndianReserve by the city . *

ALD . BELYEA stated that he had ready aresolution to have something " done . " Thecitizens had heard enough " talk " ; itwould please them better to see some stepstaken in the matter .

The Government do net desire to use theclause In the health rules which was designedto secure payment of just accounts by partiesnecessarily employed by the city In carryingout the rules .

It Is contrary to the whole spirit of the rulesthat nn employe of the city under the rulesand moro especially a professional ono , should-be driven to sue for the recovery of his fees .

In order to determine the amountof time account and the reasonableness of the charges , I Imvo been In ¬

structed to Inform you that the Governmentwould propose that ft bo left to any Jvdgo ofthe Supreme court us solo arbitrator to decideI

upon time reasonableness of the account , and lofix the amount .

This would avoid expense and trouble andwould no doubt be satisfactory to tile city .

ALD . BELYEA said the principlei involvedin this bill was of great importance . TheGovernment seemed to have power to contract bills to any amount and then requirepayment by the Council on the threat ofputting the sheriff in possession . Ho favoreda postponement of the question until legaladvice could bo obtained .

This was acquiesced in by the remainderof the Council , and an adjournment wasmade till Wednesday evening .

drew's Presbyterian Church last evening .

It was the annual gathering of the congre-

gation

committees , etc . , and was well attended .

ReIcF . Maclcod[ presided , and

opened the meeting with prayer .

The report of the session WM read , re-

viewing

the work of the church and alluding feelingly to the great loss sustained in

the death of the late Hon . John Robson .

The managers ' report went into the

financial standing of the congregation , showing an indebtedness of some § 10,000 . Itrecommended that , wilh the approralofthe pastor , his stipend bo $3,000 per annuminstead of §3.750 .

Mr . McMicking moved an amendment tuI Ithe report , reducing the pastors salary to$ ::! , COO per year .

A very lively discussion ensued .The amendment was u'timately put , and

the result of the ballot showed 75 for re-

time salary to $'! , OOO , and 51 forfixing it at $3,000( .

The Sabbath: school report showed 21 of

the erection of a $75,000 steel arch bridgefor the Canadian Pacific Railway , to bopll1.cedacross the canyon in the Selkirkrange of the Rockies . The bridge will beone of the largest of its kinlon the con-

tinent-

, being 465 feet long and 300 feetabove( the bed level of the canyon . Thespan of the arch is 336 feet with a rise atthe centre arch of 10 feet . The work willbo completed by August 15 .
