February is for sweethearts, so take a moment to hug a loved
one or go to a dance with your son or daughter and cherish
these moments for a lifetime. Time flies when we are all so busy
with our lives and we should always remember to slow down to enjoy those closest to us!
WHaT TO DO – There are plenty of events to attend this month. The HrCa web
site (www.HrCaonline.org) is one of your best resources for information about the
HrCa and Highlands ranch. The HrCa continues to provide and maintain programs
and facilities, for a low cost, to almost 100,000 people. We continue to strive to provide
better customer service by soliciting your input through many different mediums. I
personally review all of the suggestion cards that come into our facilities. These efforts
continue to make Highlands ranch one of the most desirous places in the entire united
States to live, work, and play!
WINTer SeaSON – We have some very cold temperatures of late and it is always a
good reminder to check the water piping to your home. In January, several line breaks
occurred due to frozen plumbing.
PlaNNINg SeSSION – The board of Directors and I met for a half day in January to
discuss the direction they want to head this year and the next five years. Striving for better
and better service and facilities are among the top priorities. In the fall of 2012, the HrCa
conducted a survey of our residents to measure feelings and thoughts on how we are
doing as an organization and what you desire to see done in the backcountry Wilderness
area. The survey results can be found online on our web site under Community News.
Stay tuned in the future for more on this survey.
CONTraCTS – It is always a good practice for an organization to send contracts out to
bid. It is intended to keep vendors competitive and vested in our organization. Over the
last six months we have sent out major contracts that involved trash, legal, IT, and auditing
services. We are striving to review all of our contracts to better serve you and to keep
costs down.
enhancing properties values has
always been the mainstay of
the Community Improvements
Services division of the HrCa. In
2013, staff is projecting a 10%-
15% increase in the departments
activities throughout the year. The
services provided by the department are wide and varied
and truly parallel the needs of the community in both the
commercial and residential arenas. For your convenience and
reference, we want to provide a brief synopsis of the three
main components of the department and the community
improvement services we provide.
architecture Department – any and all improvements to the
exterior of a residential property
must have approval from the
architectural review Committee
(arC). This hardworking
volunteer committee is charged
with protecting the integrity of
the community by maintaining
the standards set forth in the Community Declaration.
additionally, the arC conducts an annual review of the
Residential Improvement Guidelines and proposes changes
as warranted to better enhance property values in a
consistent fashion. Our staff conducts an internal review
of plan submittals, an initial site inspection and apprises
the arC of their findings to assist in the approval process.
Subsequent inspections are made; ensuring that all approval
standards are upheld during the project implementation. In
2012, approximately 9,000 “Improvement Submittals” were
received and processed.
Commercial Department – Our staff coordinates the review
process for two committees that provide oversight of the
Commercial architecture review process as outlined in
the Community Declaration and Planned Development Guide.
The Development review Committee, (DrC), meets on a
monthly basis and reviews referral requests submitted by the
Douglas County Planning Department. The DrC formulates
comments for the HrCa board of Directors to review.
upon adoption, the comments are forwarded to Douglas
County for consideration in the County’s approval process.
generally, the referrals are proposed development plans
submitted by the developer and proposed amendments
to the Douglas County Planning Process. The Commercial
review Committee (CrC) reviews site improvement plans
and signage applications pursuant to the HrCa Commercial
guidelines.
Compliance Department – all properties in Highlands ranch,
both commercial and residential, are
subject to covenant enforcement
requirements outlined in the
Community Declaration. This
practice is paramount in enhancing
and preserving the property values
of all our residents. The results of
the recent community survey provide that covenant control
is high priority among residents. Our mission is to work with
all residents in ensuring compliance is maintained.
In 2013, our staff will be implementing practices that will
provide better customer service. Please remember, what we
do, we do for you! We are readily available to assist you with
any questions or concerns. Our office is located at eastridge
in the administrative Offices or we can be reached at 303-
471-8821 or email at [email protected].

wINTER yOuTH BASKETBALL The HrCa youth basketball leagues provide a perfect opportunity
for youth to participate in the sport they love. Our girls and boys
leagues range from 1st through 8th grade. Fall 2012 was the first
time that we split each program to accommodate more players.
With well over 1,200 youth participating annually, we could not
continue to expand our program without the split in seasons. Now
we are able to offer more convenient practice and game times. The girls season (October-
December) was successful as many participants welcomed the change in season. The boys
program (January-March) is shaping up to be another great winter season.

If you have a 2-3 year old, now is the time to begin thinking about
Preschool. There are a wide range of benefits for enrolling your
child in a preschool program. at the age of 3-5 years, a child's
brain development is at its most rapid growth and this makes
it an increasingly important time to begin establishing those
foundational building blocks for future learning.
In our Preschool and enrichment program, children are given
opportunities to learn through play. Our intentional learning
activities help your child develop cognitive, linguistic, social-
emotional, and gross and fine motor skills that are critical to
development. Children are exposed to a variety of subjects and
through those themes they begin applying early science, math,
language and emotional development skills. With a dedicated
group of teachers and an enriching curriculum, we encourage you
to consider the HrCa Preschool program.
registration is Saturday, February 2, 9:00 -10:30 a.m. at eastridge.
