Dear Friends,
on behalf of housing visions’ board of Directors, our event
committee and the entire staff at housing visions, i would like to
thank you for supporting our 25th year celebration. this event is a
celebration of our past, present and future.
it is an opportunity to honor those who laid the foundation for
housing visions. it is a chance to acknowledge those who built
housing visions into what it is today, with a portfolio of nearly 1,200 units
in 11 cities. it is a time to recognize our incredible staff, residents and community partners
that allow us to continue to grow and to fulfill our mission. It also is a time to take a
glimpse into our future and deliver a charge to those who will help us impact inclusive
neighborhoods, like our current project, sheridan hollow village in albany, where more
than 37 properties in a 5-block area will be transformed into a mixed-used, mixed-income
sustainable community, through partnerships with habitat for humanity and the touhey
home ownership Foundation.

our storywenty-five years ago, our modest start in
revitalizing a neighborhood on the east
side of syracuse started a journey of discovery and
growth. rev. hal garman of university united
Methodist church saw the community surrounding
the church rapidly declining. he established a task
force, chaired by Winston gaskin and Kenyon
craig, to discover what — if any — plans the larger
community had for the greater east genesee
street neighborhood. Finding no other plans,
rev. garman, gaskin and craig joined forces with
a group of dedicated citizens to make a positive
change in that syracuse neighborhood.
this effort proved to be a catalyst for positive and
lasting changes and no one could have predicted
how successful that initiative would be. shortly
thereafter housing visions unlimited, inc. formally
incorporated as a 501(c)(3) nonprofit to improve
the quality of housing and quality of life using a
unique scattered-site, urban infill approach.
other neighborhoods soon took notice of the
quality of work and the neighborhood change
that was occurring on the east side of syracuse,
and thus expansion into other neighborhoods
followed. the neighborhood revitalization
model initially created continues to be used on
each project. neighborhood representation is
integral and is achieved by partnering with local
neighborhood organizations that are interested
in improving the quality of housing and the
quality of life in their communities. each
partnership is unique to the specific project,
merging the abilities and the dedication of those
involved to bring about a long lasting revitalization.
it became clear that housing visions needed a
general contractor that could quote projects well
in advance of doing the work and that shared the
same values as the development company. in order
to fill these needs, Housing Visions Construction
co. was formed in 2002 to provide construction
services in an effort to halt the physical and
economic deterioration of urban areas and to
increase the availability of quality housing to low-
and moderate-income residents.
in recent years, housing visions implemented
an initiative to further secure lasting community
change by helping residents improve the economic
stability of their families. visions For change
was formed as an affiliate and to help eliminate
poverty through education, long-term support
and partnerships. visions for change is building
a diverse and sustainable community where
individuals work with peers to build genuine and

lasting relationships across socioeconomic class lines
and become empowered to solve problems that will
facilitate a permanent transition out of poverty.
Most recently, housing visions pledged to build
green and to use innovative, sustainable practices in
all of its projects. to help meet this goal, housing
visions formed Dynamic building solutions to
provide comprehensive sustainable services that
promote innovation in the built environment.
We’ve learned many things along the way but the
point is this: with each revitalized neighborhood, we
learn and grow as a company. those lessons and that
experience make us a better partner for each new
community we work with and each endeavor we tackle.
We hope to build on the successes and lessons learned
of the previous 25 years. in 2013, housing visions
developed a strategic plan that would guide the
organization’s work over the next five
years.
as housing visions moves forward,
the organization will focus on three
priorities that will propel housing
visions in new, innovative directions:
Neighborhood Revitalization. Develop inclusive neighborhoods
to create sustainable, mixed-
income, mixed-use communities.
Affordable Housing. Provide
safe, quality, energy-efficient,
affordable housing to meet market
demands and increase economic self-sufficiency.
Resident Access to Services. engage residents
in their communities to become economically
self-sufficient and empowered to find and retain
employment.

the sustainability of our communities, broaden
partnerships and elevate our residents in their

years, Housing Visions
exclusively acquired and
developed properties
along Syracuse’s
Eastside and Northside
communities. In a
little under eight
years, Housing
Visions substantially changed the
landscape of Syracuse’s East Genesee Street by taking more
than 25 deteriorating — and often vacant — properties within
a few blocks of one another and giving them new life. In
1996, Housing Visions ventured outside of the East Genesee
Street corridor to revitalize the Northside, specifically along
North McBride, Hickory and Catherine streets. Within five
years, Housing Visions helped stabalize that crime-plagued
neighborhood into a safer, healthier environment for all
residents. It transformed nearly 20 properties into high-quality,
affordable rental housing for low-income households.

The supportive housing portion included 15 units of 1- and
2-bedrooms to provide permanent housing for qualified
homeless veterans. Off-site supportive services are available
through the Syracuse VA Medical Center.

University United Methodist Church 1085 E. Genesee St., Syracuse
rates before its closure in late 2004. Housing Visions and COR completely demolished the existing complex, built a new city street through the site, and constructed 50 townhouse units and a community center along the new street. Twelve of the 50 units are reserved for and occupied by Homeless Veterans with supportive services provided by the Veterans Administration.

Housing Visions partnered with Loretto to create Forest View at Fayette to specifically meet the priority need of providing low-income frail elderly people with quality affordable housing options. These housing options not only help meet specific
aging-in-place requirements, but also are affordable to even the lowest income. Three contiguous vacant lots on Syracuse’s Eastside along the 1300 block of East Fayette Street were secured to construct one 14-bedroom building with common areas specifically designed to be conducive for social interaction and activity.

Since 1995, Onondaga County has led the way with its progressive environmental and economic solutions for managing municipal solid waste. In rethinking what they do with regular household trash, the municipalities of Onondaga County adopted a renewable energy solution called Energy-from-Waste that helps power the County while helping the environment.
At the Covanta Energy-from-Waste facility in Jamesville, both municipal solid waste and special waste is converted into electricity.
Special waste can be described as non-hazardous materials that require special handling. Some examples include industrial or manufacturing waste, liquid and semi-liquid waste, and confidential materials that require assured destruction.
Annually, the Energy-from-Waste process saves approximately 350,000 tons of waste from our community from being landfilled while generating enough clean energy to power about 32,000 homes and offset about 350,000 tons of greenhouse gases.

development in Utica. Steuben Village consists of 49 units of
residential rental housing which was developed on scattered
in-fill sites in the Cornhill neighborhood. Steuben Village involved
both new construction of 15 multifamily homes on vacant lots as
well as substantial rehabilitation of 4 existing vacant buildings.

mAyfield i-iv 1998 - 2003Project cost: $9.89 MBuildings: 26 units: 71Housing Visions first venture outside the city of Syracuse! With Mayfield I, Housing Visions took numerous deteriorating
properties in one of Utica’s inner city neighborhoods and turned them into affordable rental units for low-income households. The entire project transformed a five-block area of the Genesee Oneida Street Neighborhood and
helped stabalize a declining neighborhood by significantly improving the quality of housing on some of the most deteriorated blocks in the area. This project included turning a vacant and underused lot into a community garden.

constructed. Nearly 50% of the units contain 3-bedrooms,
meeting the needs of larger families in the community.

This three-phase project is Housing Visions largest
development. Hamilton Homes was constructed between 1954
and 1962 as a public housing complex for the residents of
the City of Oswego. The 14 acre site featured 27 multi-family
buildings containing 186 units of housing. Hamilton Homes
provided countless residents with affordable housing for more

and renovations became scarce, Hamilton Homes management
was unable to keep up with the various building, equipment
and system failures that occurred. Housing Visions stepped in

connected by Salina Street, a main thoroughfare that spans
the Northside and Southside of Syracuse. By rehabilitating and
rebuilding scattered sites in both of these neighborhoods, Salina
Crossing will address unmet residential and commercial demand,
tackle blighted and vacant properties, and improve the quality of life
for residents and neighbors. Salina Crossing adds 49 housing units
affordable to households earning between 30% and 50% of the
Area Median Income. Eight units in Salina Crossing will be available
through priority leasing to persons with traumatic brain injury (TBI).

Walnut Avenue Homes is an innovative neighborhood
revitalization development that responds to the critical need
for quality affordable housing for low-and moderate-income
families in Niagara Falls. This project will revitalize blighted and
deteriorated properties along Walnut Ave., 5th Street, 6th Street
and 7th Street, transforming five underutilized vacant lots, 3
deteriorated and vacant residential buildings, 1 deteriorated
and vacant school administrative building, and an underutilized
warehouse building. There will be 7 newly constructed buildings
and 1 substantially rehabilitated building. The substantially
rehabilitated building is considered historic and we will be
preserving a piece of history and neighborhood fabric that
will help to maintain the street scape. Additionally, Housing
Visions has partnered with the yWCa of Niagara to provide 13
units of supportive housing for low-income homeless women
and their children and survivors of domestic violence. Walnut
Avenue Homes will fundamentally transform the distressed
neighborhood on a large and comprehensive scale by eliminating
blight and improving residents’ quality of life.

Visions For Change is a workforce empowerment organization that defines professional
expectations through education, professional partnerships and long-term support. We
empower employers, job seekers and the community at large to portray a transparent
vision of what success looks like and eliminate unclear/undelivered expectations. We also
facilitate participants to achieve the successful, sustainable implementation of that vision.
education is crucial in creating change. We educate job seekers through a workshop
called Choosing to thrive that empowers participants, called leaders For change, to
make positive, sustainable life changes resulting in a better quality of life personally and
economically. the program creates space for self-assessment and mindset change from
reactionary to intentional thinking. We educate the professional community, through a
training called “beyond our Differences,” to better understand the mindset of many
people in entry-level positions and to walk away with tools and strategies to address
societal barriers. in addition we offer poverty simulations to break down stereotypes
of poverty and depict what it’s like living below the poverty line in our community. it is a revelation of
the obstacles that are faced, the decisions that are made and the consequences that impact families every day.
professional partnerships are another huge component of our success. visions For change has developed a
networking system in which excellent participants are referred for interviews to businesses for current job openings.
businesses also provide expertise to resume workshops, mock interviews and employer showcases. We teach leaders
For change to seek out mentors in their professional and personal lives. We encourage employers to provide mentors
in the workplace. Partnerships are forged to address the larger issues that impact us all. the guiding coalition is
an association of more than 40 organizations, businesses, volunteers, and participants responsible for developing a
strategic plan for eliminating barriers that deter low-income individuals from progressing, as well as securing resources
to mobilize people toward self-sufficiency.
long-term support is provided through year-long relationships between visions For change coaches, leaders For
change, and employers. career/advancement plans are formed for each individual based on their particular strengths,
risk factors, barriers and personal goals. our goal is to reinforce strengths and eliminate barriers. Program participants
are connected to community resources and organizational resources within this process, such as: educational
scholarships, IDA car buying match, short-term loan programs, access to volunteer mentors and financial literacy
education. once hired, participants are supported in retaining their job through regular communication by staff with
both the leaders For change and their supervisor or employer.
