Dear Merlin:
Semiannual (March 2020) groundwater and surface water samples for
the Open Burn Unit (OBU) at the St. Marks Powder, Inc. (SMP)
facility in St. Marks, Florida (Figure 1) were collected and
analyzed, in compliance with the operating permit for the unit.
This report is being submitted to fulfill the groundwater and
surface water monitoring requirements of the permit for the OBU. As
stated in the permit, groundwater and surface water sampling are to
be conducted on a semiannual basis. This report covers the first
semiannual sampling event for 2020.
FIELD SAMPLING PROGRAM
Surface and Groundwater Sampling
Groundwater and surface water samples were collected respectively
on March 2 and 3, 2020. Samples were collected at the locations
specified in the permit (Figure 2). TestAmerica Laboratories, Inc.
(TestAmerica) completed laboratory analyses of the samples. The
laboratory results are included in Attachment A. Sampling was
conducted in accordance with the Sampling and Analysis Plan for St.
Marks Powder dated November 2011, and the Florida Department of
Environmental Protection (FDEP) Groundwater Sampling Standard
Operating Procedure FS 2200. One field blank, designated "Field
Blank," was collected during the March 2020 sampling event. The
field blank was analyzed for all permit-specified analytes except
volatile organic compounds. One equipment blank, designated "Equip.
Blank," was collected during the March 2020 sampling event. The
equipment blank was analyzed for volatile organic compounds.
Investigation-derived waste (IDW), which consisted of purge water
from the monitoring wells, was contained in five-gallon buckets and
discharged into a sump at the burn pad that drains to the on-site
wastewater treatment plant.
OBU monitoring well total depths were measured on March 2, 2020.
The well depths on this date were measured at slightly shallower
depths (0.6 to 2.0% reduction) than the nominal depths that were
recorded when the wells were installed, which may be evidence of
the beginning of siltation within the wells. The current permit
requires well depths to be measured in March of even-numbered

years, but measurements will be taken during each ensuing sampling
event to monitor any further changes in well depth.
SEMIANNUAL SAMPLING RESULTS
Groundwater Flow
Groundwater and surface water levels were measured on March 2,
2020. A summary of water level measurements and the associated
water table elevations for this sampling period are included in
Table 1. Figure 3 depicts groundwater flow direction based on the
March 2, 2020 groundwater levels using the three-point solution
method. With some exceptions, water levels in the moat have
historically been lower than groundwater levels, with the exception
of OLI-3, resulting in groundwater flow toward the moat. On March
2, 2020, water levels in the moat were just below water levels in
groundwater, with the exception of OLI-3.
A staff gauge at the West Bridge has been used to measure the
surface water level in the moat since September 1999. Historical
water level trends are presented in Table 2. Figure 4 shows the
well and surface water hydrographs for the OBU for the past ten
years.
The horizontal groundwater flow velocity in the vicinity of the OBU
was calculated using the Darcy velocity equation:
V= KI/n
K = hydraulic conductivity
I = hydraulic gradient
n = effective porosity
The hydraulic gradient was calculated using water level data from
March 2, 2020. Specifically, the hydraulic gradient from OLI-1 to
OLI-3 (0.0032 ft/ft) was used. Assuming the effective porosity is
20 percent (a reasonable estimate for silty sand1), and using an
average hydraulic conductivity of 0.5 feet per day (ft/day)2, a
value of 0.008 ft/day (2.9 ft/year) is obtained for the rate of
horizontal groundwater flow within the surficial water-bearing
sediments beneath the site. Note that, given the uncertainties in
slug test data and the assumed porosity, and the variation of the
gradient laterally across the site, actual groundwater flow
velocity also will vary laterally. In addition, this calculation
does not account for the potential effect of surface water in the
moat on the groundwater flow velocity at the monitoring
wells.
The geologic interpretations stated within this report have been
reviewed and approved by a Professional Engineer with an active
license in the state of Florida. The signature and seal of the
approving Professional Engineer is included in Attachment B.

Laboratory reports and chain-of-custody forms are included in
Attachment A. Well sampling records providing well stabilization
parameters also are included in Attachment A. A summary of surface
and groundwater sampling results for the permit analytes detected
are included in Tables 3 and 4, respectively. No constituents
analyzed during the sampling event were detected over FDEP
Groundwater Cleanup Target Levels (GCTLs) or Surface Water Cleanup
Target Levels (SWCTLs), with the exception of
N-Nitrosodiphenylamine (N-NDPA) in monitoring well MW-2.
Analysis of the sample collected from background well MW-2 in March
2020 indicated an N-NDPA concentration of 10 micrograms per liter
(ug/L), which exceeds the FDEP GCTL of 7.1 ug/L. N-NDPA was
detected in OLI-2 and OLI-3, but at concentrations below the
GCTL.
GCTL exceedances of N-NDPA were observed in monitoring wells OLI-3
and MW-2 also during the September 2019 sampling event, but
subsequent resampling conducted at OLI-3 in November 2019 yielded
an N-NDPA concentration below the FDEP GCTL.
The detections of N-NDPA during recent groundwater sampling events
at wells OLI-3 and MW-2 are believed to be attributable to the
migration of N-NDPA-affected groundwater associated with SMP Solid
Waste Management Units (SWMUs) 21 and 23, approximately 700 feet
northeast of the OBU. Groundwater elevation data indicates the OBU
is downgradient from N-NDPA and Diphenylamine (DPA) impacts at the
SWMUs. Groundwater monitoring at the SWMUs is conducted quarterly
and is reported to FDEP annually in accordance with the Resource
Conservation and Recovery Act (RCRA)

0066244-HO-008.
It is ERM’s understanding that SMP has recently installed
additional monitoring wells to better delineate N-NDPA and DPA in
groundwater at the SWMUs. Based on existing information, elevated
N-NDPA concentrations detected at monitoring well OLI-3 and
background well MW-2 are not considered to be related to activities
associated with the SMP OBU; however, ERM will continue to review
groundwater sampling results from SWMUs 21 and 23 as they relate to
future groundwater monitoring events at the SMP OBU.
Quality Assurance/Quality Control
Analytical results for the field blank suggest that adequate
quality assurance/quality control procedures were maintained in the
field. In their job narratives, the laboratory noted several
quality control issues, including insufficient sample volume
available to perform matrix spikes/matrix spike duplicates for
methods 3520C/8081 and 3535/8330. Additionally, matrix spike
recovery was outside of the control limits for method 353.2, and
surrogate recovery was outside acceptable control limits for
methods 8260B and 8091. Re-analysis was performed outside of
holding time with acceptable results for method 8091 on the sample
collected at OSW-3. However, these issues are not considered
significant, and the laboratory data are considered to be adequate
for their intended use. SMP has made arrangements with the
laboratory to provide extra glassware for future events to ensure
that sufficient sample volume is available for laboratory quality
assurance/quality control purposes.
CONCLUSIONS
Results of the March 2020 sampling of surface and groundwater at
the OBU indicate permit levels were not exceeded in surface or
groundwater samples, with the exception of N-NDPA in background
well MW-2. Since concentrations of N-NDPA in MW-2 are not
considered to be related to activities associated with the SMP OBU,
the March 2020 sampling results indicate that the OBU, as
constructed and operated, is meeting the performance goals of the
permit.
