so as noy to hurt the release you wil l be handing out.
By the way, before you leave your present position i f there i s
any information on Walter Sheridan I would l ike to get some dope from
i t . I plan to do a series o ~ s tori es on Sheridan and hi s activi t i e s
as soon as possible. This is one guy I wish to unmask i f possible.
Also, I was wondering about one item, you mentioned you had a
couple of affidavits concerning some menbers of Congress who had ac
cepted donations for making speeches on the floor for the Teamsters.
Is there any chance of seeing these affidavits or do they have to be
l e f t in the fi les? I f Kennedy is going to take over your c o ~ i t t e e Ihate to think what he would do with these items.
I hope to be in vlashington either this coming week or the next.
At tha t time I will bring thesx tapes on the CI down with me for you
to hear. The name of the person who made the tapes wi l l be on t hem so
we can check her out a t that time. The n ~ ~ e is Dr. Setna Rogers and i t
was her mother who works in the decoding section of the Hungarian and
Rumanian section.

'While workin g in the Watergate Democ rat ic headquarters in Washington , Lewis discovered a t ape recordingwhich app arently belonged to Walte.r Sheridan, a campaign consulta nt who shared an office wi th Frank Ma.nkiewicz.
Sheridan was a forme r me.mber of the J ustice Depar tment's Criminal Justice Division who p ar ticipa t ed inthe prosecution of Jimmy Ho ffa on charges of jury tamperin g.
Sheridan says the is a conversation be tween
Arthur Eagap, a reporter for the Manchester Union Lea der , and Edward Grady Par tin , a former teamste r officialwhose testimony was pivitol in Hoffa's conviction .
When Bobby Lewis listened to the tape he said h e heard
Eagan implicating the President, John Mitchell and othersin a scheme to help Partin avoid conviction in a fed eralindictment.
This reporter has listened to the tape and it confirms
Lewis' story. Eagan now claims the tape was compiledfrom several conversations.
Bobby Lewis had no way of deterrning if the chargeswe re true so he began a year-long trek distributing copiesof the tape like falling autumn leaves to lit erally hundredsof news reporters.
Most reporters felt tha t Eagan 's charges were hot air .But, there is a story. Perhaps not in the tape, but in thecharges and counter-<:harges that keep recurring when
the story of the tape is investigated.The story revolves around the conviction of Jimmy
Hoffa on charges of jury tampering. The justice Depart
ment under the direction of Bobby Kennedy was engaging in a series of cases against Hoffa when Edward GradyPartin, a former Teamster official from Louisiana, stepped forward and said that in one trial Hoffa tried to in fluence jurors. Walter Sheridan was a member of theJustice Department's Hoffa strike force for the jury tampering trial.
Partin, however, was also allegedly involved in ac tivities that later resulted in a fedetal indictment against him.Arthur Eagan, in the course of covering the story of
Partin's indictment, became convinced that Partin hadcommittee perjury in the testimony which convictedHoffa.
Eagan says Partin was coached on his courtroom testimony by employees of the Justice Department, indu<imgWalter Sheridan. There is no doubt that Bobby Ke nnedyand the justice Department were extremely eager to obtain
a conviction against Hoffa.Sheridan denies everything and charges Eagan with try
ing to influence Partin to change his test imony so that
Hoffa might be released f rom jail.Sheridan observes that the M:mchester Union Leader
was the recipient of a S2 million loan fr om the TeamstersUnion pension fund . The loan apparentl y went to cover
heavy debts. Sheridan feds Eagan's stories stem from this
rela tionship be tween th e Teamsters and th e newspaper.Eagan claims Partin was shielded from convictio n o nth e federal ind ic tment in return for his Hoffa testimony .Partin was never convicted of the charge .
None of this material is particularly new. These storieshave been circulating for years with repeated charges anddenials fro m all involved. But now the Watetgate panel isstirring up th ese earlier stories, becmse into thtS mterplayover Hoffa's release and the Teamsters comes the 1972 reelection campaign.
Testimony before the Watergate committee is now beginning to link together some of the same figures in theearlier controversy.
Two weeks ago Arthur Eagan appeared before th eWate rgate committee to testify about the transcript of theLewis tape , as well as information gleaned from othertapes in Sheridan 's possession which appeared in a bookSheridan wrote about the Hoffa case.
Most importantly, the committee was interested instories Eagan had published concerning CREEP and theTeamsters .
Although Eagan testified in a secret session, ja ck Anderson revealed parts of his testimony in a Friday, Nov .23 column. While Eagan will not comment about his testimony, he claims Anderson may have actual transcriptsfrom the committee.
According to Anderson, Eagan testified that Teamster vice presidents and other Teamster bigwigs were ordered to kick in $1,000 each toward a $175 ,000 warchest for President Nixon's 1972 re-election campaign.
ln its Nov . 26 issue, Newsweek magazine quotes j immyHo ffa as saying he, too , had heard of the $175,000 figureand added he fel t the Teamste rs Union had contributedfar mo re t o the re-election camp aign than was officiallyrep orted.
Hoffa further said th at friends of the Teamsters in LasVegas, who had borrowed money from the union, werealso approached to fund the re election war chest . According to Eagan's testimony, those friends were Las Vegascasinos.
One reason Hoffa may be substantiating these char ges
is revealed ·in further testimony by Eagan. According tothe Union Leader reporter, the original documents detailing Hoffa's prison commutation by Nixon containedno mention of restrictions on Ho ffa 's future role withinthe Teamster s.
It should be noted that the Teamsters during the lastfew years have been engaged in a power struggle betweenthose officials still loyal to Hoffa, and those owing allegiance to the present union leadership.
When the final commutation papers were released, theycontained a provision barring Hoffa from working with
the Teamsters untill980 . f his is true, the White Howedouble-crossed Hoffa while publicly reaping the politicalbenefits from his release. Bitterness over these allegeddirty tricks could account for Hoffa's willingness to
talk.
Stories floating around Capitol Hill imply that theTeamsters and their friends may have provided over$500,000 to the White: House in return for Hoffa's release - and the provision preventing him from returningto lead the Teamsters.
Whatever pDrtion of this bizarre story is finallyproven to be true depends on the ability of the Watergatecommittee and their investigators to pierce the almostimpenetrable wall of silence thrown up by most of theparticipants in the sordid tale:
The story leads off in manv directions. What ties it
all together is the struggle over Hoffa, Arthur Eagan andthe Watergate scandal.
The National Lawyers Guild is looking into the charges__in_connection with a proposed suit-asking that the 197 2
elections be declared invalid. The y have already had longconversations witil Bobby Lewis.
The story is indeed complex, many of the charges maynot be substantiated. But as one person involved in the
Waterga te investigation said , there is something thereand we are lo oking in to it.
