What’s  the  Problem?  

•  Bandwidth  hungry  and  connec1on  intensive  applica1ons    –  Generate  significant  upstream  traffic  levels  

•  Increases  strain  on  RAN  •  Implica1ons?  

–  CAPEX  increase  through  capacity  investment  –  OPEX  due  to  increased  management  overhead  

•  Result?  – More  money  –  Decreased  customer  sa1sfac1on

Why  does  it  Occur?  

•  ChaGy  apps  connect  “at  will”  to  radio  access  func1on,  driving  traffic  

•  Users  have  many  applica1ons  open,  but  only  a  few  are  ac1ve  – Background  apps  consume  resources  

•  Network-­‐based  PCRF  /  TDF  func1ons  can  only  respond  when  traffic  leaves  RAN  

•  RAN  traffic  is  beyond  detec1on  capabili1es  of  current  solu1ons  

•  It’s  not  just  physics…..  3

What  can  be  Done?  

•  Extend  PCEF  func1onality  to  mobile  devices  •  Deploy  lightweight  mobile  client  to  manage  local  radio  connec1ons  

•  Allow  “foreground”  applica1ons  to  connect  freely  to  network  

•  Background  applica1ons  are  controlled  via  configurable  1me  period  – Can  connect,  but  frequency  reduced
