• FY’04 President’s Budget had to assume fully successful FY’03 President’s Budget as its base

• FY’03 Appropriation not enacted until February 20th

• FY’03 Appropriation was a mixed blessing:– Some success with requested increases– Some positive surprises– Some negative surprises
