RecognitionIt is rewarding to realise that the dedication of the Corporate GeoInformatics(CGIS) team is paying off and that the constant drive towards an improved,world-class spatial information service has been recognised locally as well asinternationally.

CGIS received an international “Special Achievement in GIS” award at ESRI’s26th Annual User Conference in San Diego in August 2006. This award is givento user sites around the world in recognition of their outstanding work in theGIS field. We are especially proud because CGIS was selected from 100� 000 usersites world-wide and was one of three sites selected in Africa. The award wasreceived for the role that GIS plays in the City of Johannesburg. The GIS has nowreached the status of an enterprise solution and is the backbone of the propertyvalue chain in the City. The redeveloped Online Maps website(IMS), which was recognised as one ofthe top five innovation projects in theCity in 2005, was also submitted to thenational Public Sector InnovationAwards. The purpose of the awards isto promote and encourage best practice in public sector innovation and service delivery, ultimately supporting a moreeffective, efficient and accountable government. In November 2006, the IMS project was nominated as runner-up (2nd)in the “Innovative IT Solution” category. Our customers will know that the redevelopment focussed on ease of useand improved response times. It includes added functionality and information, which is now grouped into themes foreasy access. Financial Year July 2005 – June 2006:A total of 33 663 clients were attended to at the public counter, with an average of 2 805 clients per month.

Fax Service

Financial Year July 2005 – June 2006:A total of 5555 clients are registered with the fax service, with an average of 463 clients attended to per month.A total of 6 329 faxes were received, with an average of 527 faxes per month and a total of 15 652 queries dealtwith, resulting in an average of 1 304 queries per month.

Projects Section

Financial Year July 2005 – June 2006:A total of 705 clients were attended to at the projects section, of which 543 were external clients and 162 wereinternal clients, with a total of 422 new clients and 328 old clients. An average of 59 requests were dealt withper month.

Online Maps Website

A total of 84 1104 hits were experienced on the external online maps website, with an average of 70 092 hits permonth.

Furthermore, our departmental awards were once again based on the six CGIS values, namely customer focus, accessibleinformation, quality, efficiency, innovation and professional, skilled staff. The results were as follows:

On the 18th August 2006, Corporate GIS successfully hosted the quarterly General Meeting for the Gauteng branchof GISSA (Geo-information Society of South Africa). The theme was “Collaborative Data Maintenance” .

The event commenced with registration and tea and scones, followed by a warm welcome from Marcelle Hattingh(Director: Corporate GeoInformatics). A full presentation line up of interesting presentations followed.

The first was “Update on the SDI Act implementation” by Paul Strydom (NSIF), then Mark Kindler from SpatialTechnologies presented “Getting to the point”, followed by Martiens Pelser (Open Spatial Solutions) with “HowOpenGIS can assist with Collaborative Data Maintenance”.

Following a short tea break, Johan Potgieter from Computer Foundation presented “Practical Applications of GIS”,Kurt Schulze from City of Tshwane elaborated on “Communicating effectively with the Survey General”. MarcelleHattingh spoke on “The role of GIS within the property value chain”, followed by Geoff Londt from MI-C3 holdingson the “Open Standards Architecture for Geospatial Data Management” and lastly Jack Magai from GIMS elaboratedon how “ESRI software can be used to facilitate collaborative data maintenance”.

A panel discussion took place after the presentations and the meeting was concluded with an appetizing lunch, duringwhich the delegates from various municipalities, provincial and national government, universities and schools, as wellas the private sector could exchange knowledge and establish GIS networks.

03The website has a total of 982 subscribers with 220 active subscribers.

The intranet website had experienced a total of 1 333 354 hits during the Financial year July 2005 to July 2006,with an average of 111 113 hits per month. The client base for the intranet consists of the Municipal OwnedEntities (MOEs), Regions and CoJ departments.

Website Training

Financial Year July 2005 – June 2006:A total of 317 clients were trained on how to utilize the Online Maps Website more effectively, of which 222were internal staff and 95 were external clients.

Stand Data Captured:

Financial Year July 2005 to June 2006:The Spatial Information Section has captured and updated a grand total of 134 371 stands. An average matchof 86.35% was achieved between the weekly Deeds Office transfer files and GIS data. It resulted in 6 228 standsto be updated. Only 60 of these stands are still outstanding and awaiting the necessary documentation fromthe Surveyor General Office.

Approximately 14 400 new stands were received for capturing during the above period.

Financial Year July 2006 to October 2006:During the past four months, the Spatial Info Section has already captured138 568 stands. The weekly deeds list has reached an average of 94.89% per month. A total of 1 186 havealready been resolved and 127 stands are awaiting the necessary documentation from the Surveyor GeneralOffice.

The Spatial Information Section is currently busy with the Soweto verification project (Category 8 project.)Approximately 194 000 stands have been identified for verification. A total of 109 901 stands have been completedand were forwarded to the Revenue Department for verification against their systems.A project to identify and capture the remaining extents of properties has also commenced. A total of 398 townshipshave been verified and updated.A total of 2 737 new stands have been received during this period for capturing on the GIS system.

Zoning Information:

During the period of July 2005 to June 2006, approximately 29 113 stands were captured with zoning information.From July 2006 to October 2006 approximately 2 472 stands were captured.

Proposed Townships:

Proposed townships captured to date totals 764. From July 2006 to October 2006 a further 69 townships werecaptured.

Street Addresses:

During the period of July 2005 to June 2006, an additional 26 007 street addresses were captured on GIS.From July 2006 to October 2006 12 720 street addresses were captured.

A panel discussion took place after the presentations and the meeting was concluded with an appetizing lunch, duringwhich the delegates from various municipalities, provincial and national government, universities and schools, as wellas the private sector could exchange knowledge and establish GIS networks.

CGIS received an international “Special Achievement in GIS” award at ESRI’s26th Annual User Conference in San Diego in August 2006. This award is givento user sites around the world in recognition of their outstanding work in theGIS field. We are especially proud because CGIS was selected from 100� 000 usersites world-wide and was one of three sites selected in Africa. The award wasreceived for the role that GIS plays in the City of Johannesburg. The GIS has nowreached the status of an enterprise solution and is the backbone of the propertyvalue chain in the City. The redeveloped Online Maps website(IMS), which was recognised as one ofthe top five innovation projects in theCity in 2005, was also submitted to thenational Public Sector InnovationAwards. In November 2006, the IMS project was nominated as runner-up (2nd)in the “Innovative IT Solution” category. Our customers will know that the redevelopment focussed on ease of useand improved response times. It includes added functionality and information, which is now grouped into themes foreasy access. Financial Year July 2005 – June 2006:A total of 5555 clients are registered with the fax service, with an average of 463 clients attended to per month.A total of 6 329 faxes were received, with an average of 527 faxes per month and a total of 15 652 queries dealtwith, resulting in an average of 1 304 queries per month.

Projects Section

Financial Year July 2005 – June 2006:A total of 705 clients were attended to at the projects section, of which 543 were external clients and 162 wereinternal clients, with a total of 422 new clients and 328 old clients. An average of 59 requests were dealt withper month.

Online Maps Website

A total of 84 1104 hits were experienced on the external online maps website, with an average of 70 092 hits permonth.

Furthermore, our departmental awards were once again based on the six CGIS values, namely customer focus, accessibleinformation, quality, efficiency, innovation and professional, skilled staff. The results were as follows:

On the 18th August 2006, Corporate GIS successfully hosted the quarterly General Meeting for the Gauteng branchof GISSA (Geo-information Society of South Africa). The theme was “Collaborative Data Maintenance” .

The event commenced with registration and tea and scones, followed by a warm welcome from Marcelle Hattingh(Director: Corporate GeoInformatics). A full presentation line up of interesting presentations followed.

New Joburg2006 Aerial photography and LIDAR data nowavailable!The new Joburg 2006 digital aerial photography, contours and LIDAR point data that was flown in April/May 2006,has recently become available to the public. The new imagery has a high spatial resolution of 20cm (i.e. 20cm pixels),a positional accuracy of approximately 1 pixel and offers excellent image and colour quality when compared to the25cm Joburg2003 imagery. Due to a three year gap from the last photography, new developments are clearly visiblein the Joburg2006 orthophotos (as indicated in the Clearwater Mall development).

The most exciting data sets, however, are theLIDAR point data and 25cm contours. LIDAR (LightDetection and Ranging) is a technology that usesa laser scanner to measure the elapsed timebetween the transmission and reception of a laserpulse, which is then converted to a distance,creating highly accurate ground and above groundx, y, z points. The LIDAR points are spaced at aninterval of approximately 1.3m in the CoJ survey,with a vertical accuracy of 11cm (RMS), and providean accurate Digital Elevation Model of the entirecity. The applications of the LIDAR data are limitless•'5f using a GIS package such as ArcGIS togetherwith a LIDAR extension, the LIDAR data can beprocessed to produce 3D models of buildings,individual trees and forested areas or be used tocreate accurate floodline/ stormwater modeling.Contours at an interval of 0.25m, 1m and 2m contours have also been generated from the LIDAR points.

The orthophotos, LIDAR points and contours cover the entire City of Johannesburg, and extend a minimum of 1kmbeyond the City boundary. Corporate GIS has retained the copyright and the digital orthophotos, 0.25m, 1m and 2mcontours and LIDAR point data, as well as hardcopy prints, are available from the department Projects Section. Theentire set of digital data may be purchased at a discount rate or as individual 3X5 km tiles with the images availablein MrSID or tiff format, contours as a shape file or dxf format, and LIDAR points in an ASCII file format.

On the 18th August 2006, Corporate GIS successfully hosted the quarterly General Meeting for the Gauteng branchof GISSA (Geo-information Society of South Africa). The theme was “Collaborative Data Maintenance” .

The event commenced with registration and tea and scones, followed by a warm welcome from Marcelle Hattingh(Director: Corporate GeoInformatics). A full presentation line up of interesting presentations followed.

The first was “Update on the SDI Act implementation” by Paul Strydom (NSIF), then Mark Kindler from SpatialTechnologies presented “Getting to the point”, followed by Martiens Pelser (Open Spatial Solutions) with “HowOpenGIS can assist with Collaborative Data Maintenance”.

Following a short tea break, Johan Potgieter from Computer Foundation presented “Practical Applications of GIS”,Kurt Schulze from City of Tshwane elaborated on “Communicating effectively with the Survey General”. MarcelleHattingh spoke on “The role of GIS within the property value chain”, followed by Geoff Londt from MI-C3 holdingson the “Open Standards Architecture for Geospatial Data Management” and lastly Jack Magai from GIMS elaboratedon how “ESRI software can be used to facilitate collaborative data maintenance”.

A panel discussion took place after the presentations and the meeting was concluded with an appetizing lunch, duringwhich the delegates from various municipalities, provincial and national government, universities and schools, as wellas the private sector could exchange knowledge and establish GIS networks.
