Web services 2.0 and other interactive
tools are actively used .
The government provides more detailed information regarding national policy and national administration. formaTion Problems of The e-GovernmenT
�� Priority on conversion of the services in elec-tronic form isn’t defined on basis of a potential demand from citizens, and by a principle of easy feasibility.
�� agressive durations for realization of tasks.�� There is no professional advanced training of
governmental and local government employee. There is no «card of competences». Persons who are responsible for the decisions of e-Govern-ment and development of the information society sometimes don’t have a base of competence in this sphere.
�� There are a double decision. department who is a doer adds parallel, and sometimes they add the mutually exclusive tasks in regions.
�� as of today regions don’t understand a move-ment vector of the federal center for e-Govern-ment and development of information society, but federal center doesn’t see the real situations in regions, and the communication flow to the re-
gions increases only. however regions don’t un-derstand how to systematize this process.
�� There is no system of monitoring the dynam-ics and activity vector of e-Government and development of the information society in constituents. The attainments are doubtful and overestimated.
�� as before there is an installation of distribution of decisions from the Center, but it is necessary to get the feedback going with the regions.
�� Today regions are the unique doer of the deci-sions of e-Government and development of information society and bear outright liability. nevertheless federal departments bear supervis-ing and edictal functions. There are existing a large number of «coordinating» and «supervis-ing» layers, but the real methodical supporting realization of e-Government and development of information society doesn’t occur.
�� There is no analysis of decisions already created in regions and opportunities of integration into
�� «digital unequality» of some constituent entity of the rf and getting the priority for development of separate regions
�� Processes of creation of infrastructure of the e-Governmentare separeted, there is no unity and consistency in approaches
�� observing high risk desintegration elements, impossibility of creation national infrastructure,
providing universality of services for each citizen in wherever country
�� scale of project. so large iT projects wasn’t realized up to the present moment in modern russia, but there are problems such as:
�� imperfection of the statutory conditions�� shortage of technical decisions�� a variety of the system, being included in
e-Government
uniform system. so there is no search of op-portunities in the economy of federal budget and integration of the decisions already proved their need for the region.
�� There is no general expert scope of interaction of regions, if at hardware level of the measures for interaction are more organize in this case experts of the regions are separated and are in an orbit of the influenceof their guidance without having opportunity to search the decision with colleagues from other regions probably already solved such tasks.
�� there is no opportunity for planning, updating budgets and system analysis of mistakes in the general perspective for federal center.
�� lack of qualitative telecommunication infrastruc-ture in municipalities.
�� mistrust of citizens to electronic ways of com-munication.
�� Predominance of the actions on Pr-support, me-dia coverage over the realization of current tasks.
�� absence of motivation of governmental authori-ties and local government by the adoption of the technology e-Governmet.
�� absence of qualification of governmental au-thorities and local government necessary for use of technology of the e-government.
