1. Background
1. Background71.1% of arable land was utilized for growing four main crops, which were rice, sugar cane, cassava and corn (Ministry of Agriculture)
According to FAO’s statistics, Thailand has been the world’s major exporter of rice and cassava, and sugar cane.
29.2% of total households is involved in the production of those four main crops, and 46.1% and 38.7% of farmer households in the Northeastern and Northern regions are indebted due to agricultural loans. (Ministry of Finance)
The farmer household’s debt is significantly influenced by the quantity and price of main crops, which are directly correlated with weather volatility and the outbreak of pests and diseases.
Ministry of Agriculture reported in 2008 that the extreme weather can cause a substantial impact on the socio-economic condition. According to its report, the severe drought in that year caused the income problem to 17.9% of all farmer households.

The total amount of subsidies for crop losses had increased by fivefold during 2005 – 2008, and this amount is still increasing continuously.
It is highly possible that the government's subsidy to crop losses will continuously increment and subsequently cost the future fiscal burden.

• Burfisher et al. (2000) study the impact of agricultural production's volatility on North American economies.

• Tangtham (2005) and SEA START(2008) have produced the models projecting future climate scenarios.
• Sorawat (2009), Pannangpetch (2010) and Buddhaboon (2010) use these simulated climate scenarios as inputs for crop-yield models to estimate the future volatility of major crops' yield

this paper is aimed at bridging this gap by using the existing scenarios of crop-yield volatility as the input to the CGE model to explore the economy-wide impacts in the case Thailand.

1.) The projected yield’s volatility of rice, cassava, sugar cane, and corn in Thailand, generated by SEA START (2008) 's climate scenarios and Pannangpetch (2010)'s crop models. These data are inputs for CGE model representing the changing productivity of main crops' production.
2.) The data set for CGE are mainly from National Economic and Social Development Board's national account and from the Social Accounting Matrix of 2008 produced by the Office of Agricultural Economics of MoA. The data used as the base case of model includes 42 production sectors, 5 groups of households, the aggregate representative of corporate, the government and details of the country’s international trade.

Producers have the main purpose to maximize profit and productions behavior are under the constant-return-to-scale condition
Consumers aim at maximizing under the budget constraint, and making decision of consuming a combination of domestic and imported goods.
All markets of goods and services are in equilibrium and prices are equilibrating variables
There are non-linear behaviors of the frictional substitution mechanism between domestic and export products and the similar frictional mechanism of substitution between domestic and imported goods.
An exchange rate, all tax rates and government's consumption, are specified as exogenous variables representing policy instruments
There exists unemployment in the labor market, and also the capital utilization is allowed to be below the fully utilized rate

ลมเจาพระยา และบรเวณทงกลารองไห โดยการศกษาและพฒนาวธการประเมนความเสยหายทเกดจากสภาวะอากาศรนแรงจากการใชขอมลดาวเทยมและเทคโนโลยการรบรระยะไกล (remote sensing) รวมถงการความสมพนธของผลทไดจากการวเคราะหโดยใชเทคโนโลยการรบรระยะไกล (remote sensing) กบขอมลความเสยหายทไดจากการรายงานผานกระบวนการของกระทรวงเกษตรและสหกรณ
2. ศกษาและเสนอแนะแนวทางการพฒนาระบบประกนภยทงดานการวเคราะหคณลกษณะของความเสยง การคำานวณราคาเบยประกน และการบรหารความเสยงของผรบประกนภย โดยใชขอมลความเสยหายทไดจากการรบรระยะไกล (remote sensing) รวมกบการประยกตใชแบบจำาลองผลผลตขาว และวธการทางคณตศาสตรประกนภย

• Temperature Condition Index (TCI) คอ กระบวนการแยกสญญาณสภาพอากาศ โดยจะเปนการจดชวงชนบนพนฐานคาสงสดและคาตำาสดของอณภมความสวางในแตละจดตามชวงเวลา (เชน 10 ป)

ขอมลจากดาวเทยม MODIS ซงเปนขอมลท NASA เผยแพรโดยไมคดคาใชจายสามารถนำามาใชประยกตในการตดตามพนทการเกษตรทเสยหายจากภยแลงและนำาทวมในประเทศไทยได (ความละเอยด 250 * 250 เมตร)
นอกจากนขอมลจากดาวเทยม MODIS ยงสามารถแสดงวนเรมปลกและวนเรมเกบเกยวของนาขาวทวประเทศไทยได (ความละเอยด 250 * 250 เมตร)
ขอมลจากดาวเทยม TRMM ซงเปนขอมลทเผยแพรโดยไมคดคาใชจายสามารถนำามาใชเปนขอมลปรมาณนำาฝนของทกบรเวณทวประเทศไทยได ซงจะเปนประโยชนอยางยงตอการศกษาเกยวกบผลกระทบของภมอากาศกบผลผลตการเกษตรและสถานะทางเศรษฐกจของเกษตรกร
