E-Rate Changes• Expands annual funding from $2.25B to $2.3B a year to reflect inflation since 1996 • Implements three pilot programs: • Narrow digital divide through the distribution of vouchers to enable low-

income students to purchase residential broadband service.• Deploy a competitive grant program to extend funding for broadband

equipment and services to community colleges & head start facilities• Fund Learning-On-The-Go to fund certain E-Rate applicants serving low-income students for e-books - $9 million for 35,000 students in 14 states. • Initially funds 10 laptop programs, 2 virtual schools, 3 handheld device

programs & 5 technology programs• Streamlines the application process for Priority 1• Places schools under federal gifting guidelines
