DEVELOPMENT PACKET FOR 1” WATER SERVICES (2020)
(Single Family Residential)

Dear Owner/Designee,
If you own a piece of land and plan to build on it, there are a few things that you need to know prior to
construction. We are here to assist you through the process. Below are answers to some common
questions you may have regarding water availability.
Is water service available at my property?
1. You will need to provide an assessor’s parcel number (APN) to the District for verification of
water service availability.
a. If prior service has been determined, fill out a Water Service Application, and pay
required fees to our Customer Service Department.
b. If no prior water service to the parcel has been determined, please visit JBWD’s
development page to access the 1‐Inch Single Family Residential New Service Estimator.
What information does the District need?
Once you have reviewed the new service estimator and determined whether to proceed. Please fill out
a development services request form for the following:
a. Fire Flow Request is needed by both San Bernardino County (SBC) Fire and your fire
sprinkler company.
b. Will Serve Request is needed by SBC Building & Safety to issue a building permit.
c. New Service Request is needed for making payment for service. Please note that this
will expire in 30 days after issuance.
How are costs determined?
2. Once the location of the project site has been determined the District will review it to determine
your basic charges, applicable assessments, and infrastructure costs. Please refer to “Rate &
Fee Schedule” online at www.jbwd.com.
3. Location is one of the many factors affecting cost; use the online new service estimator to find
your parcel and identify which assessment districts your project would be subject to:
a. Waste Water Assessment District – 2009 Local Area Formation Committee issued
authority for JBWD to oversee sewers within the jurisdiction. The assessment fee will go
to fund a future centralized wastewater plant.
b. H‐Zone Assessment District – The H‐Zone assessment area was formed in an effort to
upgrade water mains. Parcels located within this area are subject to front footage fee.
c. Copper Mountain Mesa Assessment District (CMMAD) permits the extension of private
customer service lines up to 1,400 linear feet from the meter box to the parcel. You may incur additional costs for your private water line and right-of-ways (easements) to provide water to your parcel.

4. Backflow is another factor affecting costs and would be paid to an outside certified tester.
Backflow Requirements (Fire Sprinklers, Irrigation, Commercial & Multi‐Use Residential):
All fire sprinklers systems (Residential & Commercial) are considered a cross connection.
Regardless if the system has chemical or is chemical free a backflow preventer will be required.
All irrigation meters will be required to install a backflow prevention assembly. All commercial
and multi‐residential properties are subject to the installation of a backflow prevention
assembly. Attached you will find a backflow device specification sheet that applies to each of
the previously described cross connection situations. Costs for a backflow device can be
obtained by contacting an outside certified AWWA/SBC backflow prevention tester.
All backflow prevention assemblies’ installations will be inspected by JBWD’s Cross Connection
Specialist.
5. Mainline Extension
Mainline extensions are another item that affects costs. All parcels must have a mainline
adjacent to one side of their property (from property corner to property corner). Notice in
figure no. 1 below the standard measurement for a mainline extension. The measurement
illustrated in “red” is taken from the end of the existing water main and extended to the
furthest extent of the parcel. This provides full coverage of the parcel.

After review, the District will provide you with one or more of the following documents:
1. Fire Flow Test (expires within 1 year); submit to the Fire Department and sprinkler
design company
2. New Service Quote (expires within 30 days); submit to the Owner/Designee
3. Main Line Extension estimate; submit to your Civil Engineer.
How do I get a meter installed?
6. For the District to install a water meter the Owner/Designee must:
a. Bring a copy of the New Service Quote to JBWD.
b. Pay all required fees and charges.
c. Fill out a Water Meter Installation Agreement
d. Meter is then scheduled for installation
e. Have external AWWA/SBC backflow tester certify device
What if there is no water main close to my parcel?
7. A mainline is required to be installed adjacent to the parcel and must be fully operational.
a. Prior to the meter installation process, the Owner/Designee will be required to hire a
licensed civil engineer to design plans. Once plans have been approved by the District,
the Owner/Designee will need to hire a licensed class C‐34 contractor to install the
water main.
b. Submit the completed project plans to the District. A plan check and inspection deposit
will be required. The Development Service Coordinator will provide you with the
deposit amount.
i. The Plan Check Deposit covers
1. Plan Check Costs (i.e. engineering review, legal review, staff time, etc.)
ii. The Inspection Deposit covers
1. Inspection Costs
2. Chlorination/Disinfection Costs
3. Any other costs associated with the inspection
c. Sign off on Dedicated Easements & the Developer’s Agreement.
By providing all required information, the District will be in a better position to assist you. I hope this

PlotPlanRequirementsforInstallationofNewWaterService
1. Plot plans shall be drawn on a minimum of 8 ½” x 11” or larger sheets (similar to one that is
submitted to S.B. County Building and Safety Department (except the two asterisks listed below
must be included in the drawing).
2. The person who prepared the drawings shall sign plot plans.
3. Plot plans shall contain the following information:
a. Project address and Assessor’s Parcel Number b. Owner's name, address, and phone number c. Distances from all corners of structures to property lines d. Dimensions of property lines, names of streets abutting the property, and north point e. Square footage of the structure (living areas plus the garage). If there are any attached
covered porches, please indicate this along with the square footage. f. If an addition, square footage of original structure as well as square footage of proposed
addition. g. Location of any easement, road, and/or alley (if applicable and being used for access to
the property). h. Indicate on plans the driveway location, driveway width, driveway length. The driveway
length will need to be measured from entrance of property to the proposed structure. i. Indicate any attached covered parking space, and/or detached structures (garages,
storages, etc.). Indicate square footage of all structures on property. j. Indicate on plans if there is a gated entrance and whether it is an automatic gate. If
there is no gate, then indicate on the plan. k. Distance from hydrant to main driveway must be on plans for all projects requiring flow
tests. Indicate on plot plan the fire hydrant location and size of hydrant (a picture may also be submitted if size is not known). The hydrant indicated on the plot plan will be the hydrant that had been fire flow certified. You may contact the County Fire Department if you need help determining if you will need a flow test

Terms&ResourcesDEFINITIONS
Assessor’s Parcel Number – A number assigned by the local assessor in order to identify a particular property. Often used in real estate contracts until a more detailed legal description can be obtained, because each parcel has its own unique APN.
Water Meter Installation Agreement – An agreement which identifies the customer’s preferred location of the water meter. However, the placement of the “blue stake” must be a feasible location approved by the District before the meter is installed and the service becomes available.
Backflow – The undesirable reversal of flow of water or mixtures of water and other liquids, gases or other substances into the distribution pipes of the potable supply of water from any sources or sources.
Backflow Prevention Assembly – Any certified assembly (e.g. Reduced Pressure Principle Device) used to prevent backflow into a potable water system. The type of assembly used shall be based on the existing or potential degree of hazard and backflow condition.
Cross Connection – Any actual or potential connection or structural arrangement between a public or a consumer’s potable water system and any other source or system through which it is possible to introduce into any part of the potable system any used water, industrial fluid, gas, or substance other than the intended potable water system with which the system is supplied.
Will Serve Letter – An agreement between the Developer/Designee and the Joshua Basin Water District that water would be provided if all conditions have been met.
Equivalent Dwelling Unit (EDU) -- is a charge used to provide for a source of wastewater treatment, pumping, collection, transmission, and related facilities needed as a result of new demands caused by new single family residential, multi-family residential, commercial, industrial, and agricultural development. It is a charge levied on each new development that will contribute a rightful share of the costs of the District’s wastewater facilities.
