January is Legislative month. Please find out from Deb which bills are in need of our support as auxiliary
members. What better way to implement Goal 5 of our Department Strategic Plan. While advocating the legislative
agenda of the American Legion, Auxiliary members also raise awareness about who we are, our mission and increase
brand loyalty. What better way to assist with the aims and purposes of the American Legion.
Hope everyone enjoys their holiday and I want to wish you all a Merry Christmas. See you in Bennington at Mid-Winter.

Greetings Ladies,
I hope you all are staying warm since the weather is turning colder!
I have only received 2 Mid- Year reports, I will be sending in mine soon to Department office. I hope you all are doing
your chaplain duties at meetings etc. Even if you do not, you could still send in a Mid -Year report and get credit for that.
I have received a bunch of prayers for the prayer book I am creating for President Lynda!!! It is coming along nicely! If
you would like to send me one of your favorite prayers, poems or one you have created, please do so!! The more the
merrier!

Bless us Lord this Christmas with Peace that surpasses all understanding, Joy that is beyond material possessions, Love
that knows no boundaries, and strength that emanates from faith in you.

I don’t have much to report this month. I’m sure it has been a busy month for everyone. At least it looks like a white
Christmas.
Thank you, Unit 1 for your Mid- Year report. I didn’t receive any other reports. Windsor Unit 25, with assistance from the
Post and Squadron, help their annual Children’s Christmas Party. Most of the Children were happy with their gifts.
If anyone has pictures for the President’s album I would appreciate them. Thank you to Unit 3 for the Album.

Here are some points for the Presiding officers starting with the President.
1. Always begin the meeting on time. Keep business within time limit.
2. Do not enter into discussions; remain neutral.
3. Expedite the transaction of business by
a. Keeping order.
b. Saying what you mean, in the fewest words.
c. Planning in advance, and preparing an agenda.
4. State only those motions that are in order, or rule motion out of order.
a. State motion after it has been seconded.
b. Ask for discussion
c. Put motion to vote.
d. Declare the result of vote.
5. Ask, is there a second to the motion? if the motion is not second promptly. The chair should not say. will someone
second the motion? which would imply she wants the motion seconded.
6. Say the question is on the amend ...... not the question is on the amendment.
7 Say” Those in favor of the motion please say Aye”, “Those opposed say NO.”
8. Declare the result. Say the motion is carried or the opposed have it.
9. The chair does not forfeit the right to vote: however, it’s not customary to do so unless the vote is by ballot or roll call.

Just a short message this month. On behalf of our organization, I would like to thank all the Units who sent in their
midyear reports. They are an important part of record keeping. It is, also, a way to make sure we are all on track with our
programs and what they mean. Again, thank you!!
You are all the greatest women I have met and the selfless things you do mean so much to our Veterans, active duty
military, and their families.
In this new year let us all recommit ourselves to our mission!

DECEMBER/JANUARY
Happy Holidays, I can’t believe they’re almost over!
I have to make this short as I am almost late in getting my message in on time. So, down to business. First and
most importantly, a reminder of the DEC Mtg. held on Friday, January 26th. This is when our Constitutions &
Bylaws state it will be held. We will be having some very important business coming before the DEC members
so I hope as many of you have planned to attend.
Between now and then; I hope to send information to all of you regarding what will be covered at this important
meeting.
It saddens me to inform all of you that Unit #26’s charter has been turned in. (Most know this as White River).
Headquarters is working very hard to get all of the members who have not previously renewed their dues to do
so in units nearby their old unit or to headquarters Unit 100.
We have already transferred the paid members to Unit 100 and several have transferred to other units. For those
who are not aware, Unit 100 is headquarters. When you join Unit 100 you are a member in good standing but
do NOT have a voting position at conferences and/or convention. (Put as briefly as possible.)
Don’t forget to get all of your legal documents into headquarters for safe keeping. Thank you to the Units that
are working hard on getting this done. If you send in a copy of your 990s, all we need is your most recent one.
Congrats to Janet Osmer for doing so well on her “Tree of Warmth” and to Patsy for successful gift shops.
None of this could happen if it were not for you the volunteers who worked so hard and donated money, gifts
and time to help these chairmen out. I personally am proud of each and every one of you THANKS!

Dear District 3-unit presidents and members:
Winter has finally arrived. For those of you who enjoy it, I am happy for you. It means a lot to Vermont in general for
skiers and snowmobilers and the businesses who make a good share of their livelihood at this time of year. Our units have
been having their Christmas parties and other cheerful events at a good pace. I wish our Juniors in Hardwick the best of
the season. Your hard work and support for veterans is a bright light for many people.
Please reach out to your members and remind them that the end of the year is renewal time. District 3 was 50% on the
13th and the goal of 60% by Dec 19th is nearly in sight. Let's get those piggy’s trucking. Membership chairs, thank you so
much for fitting in this additional work during the excitement and extra events of the holiday season. It is very
appreciated.
The longest night of the year is the 20th. Then we can look forward to the new year and mid-winter conference. Getting
together with longtime friends or making new ones together with celebrating our successes is a wonderful boost to our
enthusiasm and our organization. Come on down to Bennington January 26th and share the good time. I look forward to
seeing you all.
On a personal note: My "spare time" is spent helping out Fowler's R&R Ranch Corp. a 501(c)3 farm providing training
and support for veterans. Please visit our website www.fowlersrandr.org and spread the word about our program. Let me
know if you would like more information or would like to support us monetarily and we have some very cute pictures of
our spotted piglets. :-) We are making a difference.

Happy New Year Mighty Ducks,
Hope everyone had a great Christmas and that all Ducks remembered those less fortunate. Sometimes a call, a card, or
a visit means so much to those who are alone. Thank you for all you do for our Veterans and their families.
We are half way thru our year and the Ducks have been doing great things. You amaze me every day with your open
and generous hearts. So, let's keep quacking and work our programs!
Hope to see many of you at Midwinter Conference in Bennington. Along with the other District Presidents, I will be

Holiday Greetings Ladies!
I have asked Stacey to attach the flyer regarding the Mid-Winter Americanism Essay contest, why I am “Proud to be an
American”. As you take time with your friends and family over the holidays this next week or two; consider writing and
sending me your short essay. You can win $100 dollars for you and $100 dollars for your Unit. Mid-Year Americanism
Reports are coming in slow, I have received 6. Shoot me off a quick email just to let me know what your Unit is and has
been doing. The National Essay Contest is coming right up for the youth of our State. Deadline to get essays to me is
March 2018, they need to be at National by April 2018. Let’s hope the schools in our communities are pushing this
forward to the students. The schools in Washington County I have spoken to are trying.
I hope you all have a Wonderful Christmas and a Blessed New Year! Remember our elderly shut-ins and our Veterans as
well, invite them to break bread with you and yours or just spend some quality time visiting a few over the holidays.
WWI History: On December 7, 1914, Pope Benedict XV suggested a temporary hiatus of the war for the celebration of
Christmas. The warring countries refused to create any official cease-fire, but on Christmas the soldiers in the
trenches declared their own unofficial truce.
Starting on Christmas Eve, many German and British troops sang Christmas carols to each other across the lines, and at
certain points the Allied soldiers even heard brass bands joining the Germans in their joyous singing. At the first light of
dawn on Christmas Day, some German soldiers emerged from their trenches and approached the Allied lines across no-
man’s-land, calling out “Merry Christmas” in their enemies’ native tongues. At first, the Allied soldiers feared it was a
trick, but seeing the Germans unarmed they climbed out of their trenches and shook hands with the enemy soldiers. The
men exchanged presents of cigarettes and plum puddings and sang carols and songs. There was even a documented case
of soldiers from opposing sides playing a good-natured game of soccer.
Some soldiers used this short-lived ceasefire for a more somber task: the retrieval of the bodies of fellow combatants who
had fallen within the no-man’s land between the lines.
The so-called Christmas Truce of 1914 came only five months after the outbreak of war in Europe and was one of the last
examples of the outdated notion of chivalry between enemies in warfare. It was never repeated—future attempts at
holiday ceasefires were quashed by officers’ threats of disciplinary action—but it served as heartening proof, however
brief, that beneath the brutal clash of weapons, the soldiers’ essential humanity endured.
During World War I, the soldiers on the Western Front did not expect to celebrate on the battlefield, but even a world war
could not destroy the Christmas spirit...

I hope that everyone is doing well this month. I recently fell under the weather with the flu, but I am back at the top of my
game. Just in time for the holidays. I will keep this bulletin message short and let you all get back to doing your last-
minute shopping for gifts and such. So far, things have been going well with raising money to help all those in need after
being affected by the fires and hurricanes. I am still looking forward to meeting more of you ladies in the future. I will be
attending Mid-Winter in January, as this will be my first time. So, see you all there. Until then, have a safe and wonderful
Christmas and a Happy New Year....

CHILDREN & YOUTH
President Linda Farmer has asked if I would share some encouraging words about our Children & Youth Committee
responsibility within our Units. When reviewing our unit guide book, some units may find it challenging to devote or
commit to an activity that appears to be out of their existing programs. But in fact, it's really an opportunity to learn about
what our youth has to offer and how they will support our current activities. Let me share in a little more detail: Ballard-
Hobart Unit #36 is trying to re-energize our Jr Auxiliary. We are hosting monthly meetings, looking for Auxiliary
Members to run the meetings... (not necessarily those signed up on the Jr Activities Committee), and inviting these juniors
to bring their friends. Just to be able to sit and have a conversation with junior members and their friends, have brought in
more interest. We have new junior membership growth and younger SAL members looking to participate in our
activities. How awesome is that?? During the first Jr Auxiliary meeting, the girls made small gifts for our Veterans which
included with our saved Rachel Ray stamps: ramekin bowls that were filed with tea, hot chocolate, cider and treats. When
presenting to Legion members... the Jr Auxiliary and Jr SAL members passed out the bowls with excitement and pride,
while members of the legion attending that night cheered with encouragement. We also learned, one of the girls attending
the monthly meeting, is living with her Dad while her mom is currently serving on active duty. No one set out to help this
family as their mother actively serves.... but you can see how it all just fell into place.
Sometimes adding one thing new to your programs...can bring in something much more....

Drives, parades and Children's Christmas parties are a few activities that can be reported). Don't forget to report the hours
on these events.

CONSTITUTION & BYLAWS
Board Confidentiality and Organizational Transparency are Both Vital for Organizational Effectiveness – This recently
came up – thought I’d share:
For an organization to be effective, its board (governing officers) must conduct itself so that it meets the
expectations of operational transparency to stakeholders and maintains confidentiality of information in order to foster a
culture for good decision-making.
Board members sometimes conflate and confuse confidentiality and transparency as two important, but seemingly
opposite values. Nonprofit organizations are expected to function in a transparent manner, but conducting business
requires maintaining confidential information for legal and effectiveness reasons.
It is important to understand the difference between the two terms and how they relate to each other.
Transparency is the disclosure of information to the public and supporters/members to indicate the organization
is managed well, functions in an ethical manner, and handles its finances with efficiency and responsibility. It's part of a
board’s duty of obedience.
Confidentiality is the obligation and right not to disclose information to unauthorized individuals, entities, or
processes if it would harm the organization, its business relationships, or an individual. It's part of a board’s duty of
loyalty.
But transparency does not, and should not, extend to boardroom decision making. Board discussions are
confidential. Period. Even public organizations subject to sunshine laws have exceptions for topics of extreme
confidentiality such as legal and personnel issues. Your board should have a rigorous confidentiality policy to which
board members agree and adhere without exception.
Meeting minutes cover motions made and passed, but do not include discussion. Board members as well as
members attending a meeting must feel at liberty to express their ideas and opinions in an open and welcoming
atmosphere, and nothing chills candor like the fear that one's words will be repeated (or worse, misquoted) outside the
meeting. The only way your board can transform your organization is if it feels free enough to discuss the big, audacious
issues…to dare to dream…and to challenge each other's assumptions about how much you can achieve.
Stated another way – A strict adherence to transparency and disclosure ensures that your board is firmly
grounded in compliance with the law, while a culture of confidentiality ensures your board has the freedom to tackle the
tough issues so it can rise to new heights.

Hello Auxiliary Ladies,
Welcome winter, it is 8 outside as I write to you. This afternoon I’ll be headed with my husband to his company’s
outdoor Holiday celebration with food, horse drawn carriage rides, a reindeer, ice skating, sledding, outdoor movies, bon
fire, ending with fireworks. I hope you all have enjoyed time spent with family, friends and TAL Legion Family, it is a
joyful, stressful time of year, remember to be kind to yourself. Tomorrow, 12/16, I will be attending the Wreaths Across
America Ceremony at the Vermont Veteran’s Home, this year a wreath will be placed on each grave, a total of 489. The
WAA theme for this year is: “I’m an American. Yes, I am!” Remember. Honor. Teach.
Angela P. asked about the “Give 10 to Education” Program, following is information about it.
I have attached a form for you to be able to track donations throughout the year, a certificate is also attached. These items
are found on the ALA National website, “Members Only” section under Education.
Support Give 10 to Education
Ideas:
Members:
- Participate in the Give 10 to Education program by purchasing items to distribute to schools.
- Place a poster with a collection box at local sites (i.e., grocery stores, banks, senior centers, post office), and
invite local residents to donate.
- Save Box Tops for Education and send them to local schools. Most schools participate in this program.
- A downloadable certificate may be found on the Education page of the Members Only section at
www.ALAforVeterans.org.
Unit:
- Participate in the Give 10 to Education program by soliciting items from members to distribute to the schools
in your district. Contribute supplies to local classrooms.
- Recognition certificates are available to download and print at www.ALAforVeterans.org on the Education
Committee page
Department:
- Endorse the Give 10 to Education program, an Auxiliary program that promotes the collection of school
supplies for local schools in increments of 10.
It is December 15th, the due date for mid-year reports, thank you to those of you who turned one in, this information is
compiled and forwarded to Department, Division Education Chair and a copy goes to the National Education Chair.

Merry Christmas & Happy New Year Ladies!
The holiday season is a time of gift giving so I thought I’d explain a bit about our ALA Department’s fundraisers, the
Ways & Means table, the Department President’s Project and the Finance Committee fundraiser.
• Compliments of the generous donations from individual ALA Units during our conferences and convention, the
Ways & Means proceeds go towards funding the National Convention expenses, such as the delegates stipends
and parade transportation when applicable. An exception was made during the last fiscal year (2016/2017) to
have $2,000 of the Ways & Means proceeds get credited to the General Funds. This was approved by the DEC as
an effort to reduce the budget deficit. Any Ways & Means money raised above the $2,000 (in this case $87.50)
was deposited in the National Convention account. For this fiscal year, any money raised by Ways & Means will
get credited to the National Convention fund.
• We have the ALA Department President’s Project fundraiser which President Lynda has earmarked to help build

• The Finance Committee does periodic fundraisers which help reduce the General Fund deficit since it is expected
that expenses will exceed our income. This year, like last, we will be doing scratch off tickets and a gas card
raffle.

JUNIOR ACTIVITY
Merry Christmas Auxiliary Sisters & little sisters! I hope your Units have been keeping their Juniors busy with Holiday
projects!
I have received several mid-year reports and a few mention activities involving their Junior members. Dee Colety of Unit
#69 shared that one of her Juniors led the Memorial Day parade and then helped with Poppy donations for the Post open
house. Way to go!
Hardwick Junior Unit#7 just completed a fundraiser for the Greensboro Nursing Home to raise money for their holiday fund
by hosting a Santa Photo night by donation. Hardwick Juniors acted as Santa & Mrs. Claus’ elves & reindeer and assisted
children with writing letters to Santa during this time.
A huge shout out goes to Ballard Hobart Unit #36 as Junior Chair Beth Graves – Lombard reports they held their first Junior
Member meeting in November. They had Juniors come and invite a friend to help make gifts for Veterans! Now this is
getting the ball rolling for your junior members, & it would be great if they could share any photos taken for the event.
Once the Holidays are over I will be reaching out looking for any Units that are ready to hold a Junior workshop. Please

Happy New Year to my American Legion Auxiliary sisters! A new year is upon us and I hope we will all make a
resolution to recommit ourselves to our Mission. We joined for a reason so let's not forget the Veteran we joined under.
We loved a Veteran and a Veteran loved us.
Thank you to all Unit Leadership Chairmen who sent a midyear report. Vermont, ya done good!! I received many
reports and everyone is headed in the right direction!! We are obviously doing something right in Leadership as we are
creating and helping new leaders every day!! We are strong, we are invincible, we are WOMAN!!

Holiday Greetings ALA Sisters,
When we talk about Legislative Advocacy on the local level, we need to first know where to start. The ALA
Legislative Advocacy Guide is a great starting point! It empowers auxiliary members to become confident and informed
advocates. You will find many tips on information gathering, making legislative contacts, building relationships with
legislators and their staff at all levels of government. It will help guide you in knowing who your elected officials are and
their policy views. Even though we may never meet our elected officials, we can still advocate through contacting them!
As part of the Legion Family, we need to influence legislators through fostering respectful relationships throughout the
year with our public officials. Public officials want to know opinions of their constituents and we can do this by writing
letters, sending emails and making phone calls to our legislators.
To be successful, we need to work together by reporting your advocacy communications' results to your auxiliary
legislative committee chairman. When you receive letters from your Congressional Representatives, send copies to your
Chairman and DEC/Legislative.
Remember: The American Legion and Auxiliary are non-partisan, we have no political action committees and make no
political campaign donations. We advocate solely based on our mission! This sets us apart from other Veterans Service
organizations! It's why public officials highly respect hearing from someone representing the American Legion.

TAKE ACTION: Urge your members of Congress to oppose H.R.4457 and let Congress know if they cannot take care of
America's Veterans, then Congress should quit creating them!
The Veterans Empowerment Act would dismantle the VA Health Care System, charge Veterans for service connected
health care and reduce the VA to an insurance program for Veterans! Congressmen Mark Meadows (R-NC) and Trent
Franks (R-Ariz.) must not be allowed to advance this dangerous proposal!
Please, do not wait to hear how legislation has affected our Veterans, Service Members and Families, help shape it
from the beginning!

Oh, did you happen to pay 2018 dues as a gift yourself or someone you care about? It feels good to know you did your
part, I know my gift recipient is grateful too.
At National Convention two years ago, the delegates viewed a video depicting President Lincoln reflecting on women
taking up the charge of advocating for soldiers and their families during the civil war era. Fast forward to the organization
of the American Legion and Auxiliary, Lincoln softly but firmly advised that membership is the blood that will take the

Vermont is at 62% on December 13, 2017. The member challenge we have with the Legion and Sons is about who might
reach 100% by midwinter January 26, 2018. I believe by aiming for 100% we are showing our dedication to the
American Legion purpose to care for active military, veterans and their families. I thank you, and President Lynda thanks
you for all your efforts to make this happen.
Did you hear about the newest unit membership incentive? A unit who increases by 10% or by 25 new/rejoin members
will be entered in a drawing for five $100.00 awards. Have you already increased membership this, how much more
would it take to be included in this incentive?
I truly enjoyed attending membership dinners at Unit 69 and Unit 30. Thank you for the invites.
Have received three midyear membership narratives and have filed my midyear report with Eastern Division Membership

PAST PRESIDENT’S PARLEY
Happy winter to all!! I hope each and every one of you are truly feeling the blessings of the season!
I have received 8 replies from Units with Mid-Year Reports for the Past Presidents Parley. Four of these reports were
honest and reported that they had done nothing within their Units to honor any Past Presidents. This does not only mean
Unit Presidents, but should include Past District Presidents and Past Department Presidents. They all deserve accolades of
praise. How often at Unit Election of Officers, have we struggled to find someone to run for Unit President? The main
objective of the Unit President is to run a Unit meeting. But, so much more is expected from these ladies. A District
President is the first resource for any Unit who has concerns with membership or other Departmental needs. If the District
President is not able to help the Unit solve their problem, then it should go to the next step of command, the Unit
Development and Revitalization Committee. This committee strives for the Unit to solve their own internal issues, but
will step in to advise the Unit on possible solutions. Please know that this committee is there to help the Unit.
All Past Presidents gain valuable knowledge during their “years of reign”. It is said that the first year of any Presidency is
a learning experience. I believe every year is a learning experience. Past Presidents are fine examples of leadership and
mentoring and most can be trusted to lead you in the right direction. These ladies should be honored every year for going
above and beyond when helping a Unit or any American Legion Auxiliary member. Its always a rewarding experience to
know that you were able to help someone else within our great organization!
I hope to see many of you at Bennington on January 26 and 27 for our Midwinter Conference. It is always a conference
filled with knowledge for you to take back to your Unit and share with others.

Departments that have poppy-making capabilities may have some poppies available for sale to other departments. If so,
we’d like to help you connect. Here’s how:
A. Please reply to [email protected] indicating whether or not your department
· Has veteran-poppies available for sale
· Wants to purchase veteran-made poppies
· Or is not interested in selling or buying poppies from other departments
If your department has veteran made poppies for sale, please indicate in your reply the following:
· which type poppy you offer or if you offer both
· minimum number for order
· unit size
· cost per unit
· any applicable shipping and handling or taxes
· point of contact
If your department has an order form you wish to be used, attach that to your reply.
Once we get you matched with a complementary department(s), the rest is up to you. If there are any questions, please

Remember, the Legion’s National Poppy Rules were amended in 2013, removing the restriction that only veterans can
make poppies, while still stating a preference for having Veterans make them. We encourage veteran-made poppies so
the ALA can continue to provide opportunities for veterans to socialize and to earn a small income. Although the term
"art therapy" was not commonly used when the American Legion Family began its tradition of having veterans make
poppies, it is a form of therapy, and we encourage engaging veterans in your Poppy Program. On behalf of national Poppy
Chairman Carol T Robinson and the rest of the national Poppy committee, we thank you for all you do to support the
promotion of the blood-red poppy as a symbol of the sacrifices made for us.
I'm hoping to see everyone at Mid -Winter conference. Remember to wear promote the poppy program throughout
the year.

PUBLIC RELATIONS
How was your Thanksgiving? My brother and sister in law brought dinner to my home and we had fun
remembering past holidays together. Now we are on to Christmas and all that brings. I hope you let your community
know how you made lots of children happy and how you helped the veterans. To some it is not a month they enjoy when
they remember their loved ones.
January is National Security and Legislative month; just think of all the possible ways you can use public
relations into your press releases. If you have Facebook, have you seen the photos about juniors who are promoting our
message? You can all learn from them if you really think about it. If you haven’t sent me a short report about what you
have been doing for my mid-year report it is not too late. Email is the best way to send me a report. Thank you to those
who sent me theirs. I want the National people to know that this little state of Vermont is in there sharing out
organization.

The VA gift shop in White River Junction has come and gone, the items left are back in storage and the U Haul has been
returned in one piece. Thanks to all who helped.
There are 6 Family Assistance Center locations in Vermont, Swanton, Colchester, Williston, Berlin, WRJ, and Rutland.
Their mission is to provide resource referrals and support assistance to Service Members and their Families, of all military
branches, throughout all cycles of deployment and levels of contingency mobilizations. Family Assistance Centers are a
“one stop shop” of Local, State and Federal resources to provide outreach, coordination and support.

Gift Shops are over and a good turn in both places you ladies are great.
The next big project is Salute to Veteran Week which is during Valentine week.
If you have something you would like to add to the items Department purchases, let me know, or if you would like to visit
with the patients. Will be something going on every day by Department. This is important that our Veterans know we care
not just some days but every day.
Then Creative Arts which is March 9th 2018, mark your calendar and join us for a day of fun, for us and them.
Did our yearly Joint Annual Review, which is done every year for National we give hours, $$$, what we did for holidays,
new volunteers and goals for next year. With your help we can do them.
If you know of a Veteran who is eligible Automobile Adaptive Equipment, the e mail is www.prosthetics.va.gov.
This program permits physically challenged persons to enter, exit and /or operate a motor vehicle or other conveyance, for
Automobile Adaptive Equipment. There are rules you must follow to see if you are eligibility.
Veterans are trained through the VA” S Drivers Rehabilitation Program to safely operate
their vehicle on our Nation’s highways.
The VA provides necessary equipment such as platform wheelchair lifts, kneeling systems, power door openers, raised
doors, hand controls, this is just a few items. Check it out and see if it can be of service to you.
